rankedasoneoftheUK’sthreelargestports,employinghundredsoflocalpeople.OurbusinessiswellrecognisedasakeyeconomicdriverintheNorthEastofEngland.

Overthepast�2monthswehaveseenanumberofmajorprojectsreachkeymilestonesatthePort,themostsignificantofwhichhasbeentheGovernmentapprovalofourplanstobuildtheNorthernGatewayContainerTerminal.TheapprovaloftheseplanshasseenmarketingvisitsbyPDPortsrepresentativesinAsia,toestablishafootholdintheFarEasternmarketandultimatelyattractdeepseacontainervesselsparticularlyfromtheFarEasttocalldirecttoTeesport.

WehavemadefurtherprogressinourpositioningasakeyportcentriclogisticshubfortheNorthofEnglandwiththecommitmentbymajorretailerTescotobuilda�.2millionsqftimportcentreatTeesport,whichwillcreateover800newjobs.ThisdevelopmentfollowsthehighlysuccessfulASDAWal*Martimportfacility,whichopenedin2006

andhasreducedASDA’sdistributionjourneysbyover2millionroadmilessinceoperationsbegan.

AtTeesporttherearemanyexcitingopportunitiesthatlieaheadforthePort,particularlyintherenewableenergyandprocessindustries.

Whilstsuchnewandexcitingdevelop-mentsarenecessarytohelpfurthergrowthebusiness,ourcoreactivitiessuchasthehandlingofsteelslabcontinuestoprovideasolidandstablefoundation,whichunderpinsourbusi-nessatTeesport.Asignificantmile-stonewasreachedduringthepast�2monthswhenwecelebratedhandlingarecord2milliontonnesofsteelslabexportsatthePortonbehalfoflongtermcustomerCorusTeessideCastProducts.ThiswasthefirsttimethePorthaseverexceededthe2milliontonnemarkinacalendaryear.

Long heralded as one of the UK’s most successful industrial areas, the Tees Valley is on course for even greater success as new opportunities beckon and inward investment grows.

TheRiverTeeshasbeenanaturalcentreforindustryandtradesincetheIndustrialRevolution.Traditionalactivitiessuchasshipbuilding,ironandsteel,heavyindustryand,morerecently,chemicalproductionhaveledtoahugeeconomicexpansionoftheregionthatcontinuestothisday.

Towardstheendofthe20thcen-tury,thefocusonTeessideturnedtoservingtheoffshoreindustry,withfabricationofrigsandotherlargestructures.Morerecently,therehasbeenanemphasisonlogisticsanddistributionservices–althoughthesteelandpetrochemicalindustriescontinuetobethemajorplayersintheregion’seconomy.

TeesValleycontainsEurope’ssec-ond-largestpetrochemicalcomplexandtheUK’sthird-largestseaportbyvolume.Thechemicalindustryaloneemployssome�4,000peopleandcontributes£4.8billiontothenation’sgrossdomesticproduct.

Investment

VisitorsareoftensurprisedbythehighlevelofactivityonTeesside.Acrossarangeofsectors–chemi-calsandpetrochemicals,theoffshoreindustryandportdevelopmentaswellascommercialandresidentialdevelopment,improvementstotheinfrastructureandregenerationofdisusedandunderusedareas–thereisgrowth,investmentandoptimism.

AllthismakesTeesValleyoneoftheUK’sfastestgrowingareasineconomictermswithongoingand

announcedinvestmentthatcanbemeasuredinbillionsofpounds.

Theprincipaldriverbehindthisopti-mismisaninitiativebyPDPorts–theNorthernGatewayContainerTerminal–thatissettotransformtheregion’slargestport,Teesport,intoanorth-erncontainerhubfortheUK.

Thereismajorinvestment,too,intheoffshoreandpetrochemicalsectors.Inthecomingyears,Teessidewillbehometothelargestnon-militaryfabricationprojectintheUKfor20years;anexpansioninproductionofbiofuels;andthelargest-eversingleinvestmentonTeessideintheshapeofacrudeoilprocessingplant.

Theseinvestments,alongwithmanyothers,arecreatingthousandsofnewjobsandprovidingabigchallengefor

Portauthority

PDPortsisthestatutoryharbourauthorityontheRiverTees,withauthorityoverastretchof��milesfromtheTeesEstuarytotheStocktonBarrage.ThecompanyalsooperatesmajorfacilitieswithintheTeesportEstateonthesouthbankoftheriverandatHartlepoolDock.About�0percentofthetotaltonnagehandledontheRiverTeesishandledbyPDTeesportusingitsownstevedores.

Eachyear,theRiverTeeshassome6,000shipcallscarryingsome50milliontonnesofcargo,ofwhichabout70percentisliquidbulksforchemicalandpetrochemicalcompa-niesinthearea.

TherapidgrowthinTeesport’scontain-erbusinesshasbroughtmanynewop-portunitiestotheregion.Withanewcontainerhubintheoffing,thefutureforthissectorlooksbrightindeed.Teesport’sstrategiclocationmakesitanidealgatewayformarketsintheNorthandNorthEastofEngland.

Regeneration

Elsewhereintheregion,manyareasareundergoingregenerationasvari-oussitesreceiveanewleaseoflife.TeesValleyRegenerationhasfocuseditseffortsonfivekeyprojectsacrossthearea,withformerindustrialsitesbeingclearedandredevelopedtoac-commodatearangeofnewactivities.

TVRalsoplaysakeyroleinattractinginwardinvestmentandprovidesasingle

pointofcontactforcompanieslookingtoinvestintheareaandforthevariousGovernmentandregionalagenciesthatprovidefundingfornewventures.

Positiveoutlook

Thebusinessandindustrialcommu-nityofTeesValleyisextremelypositiveaboutthefutureoftheregion.BothPDPortsandTeesValleyRegenera-tionworkcloselywiththeirpartnersandlocalauthoritiestoensurethateachnewdevelopmentiscompatiblewiththeregionalstrategyofeconom-icandindustrialdevelopment.

Versatility has always been a hall-mark of the Tees and Hartlepool ports complex. Few other ports in the UK – or, indeed, the world – offer such an extensive range of services as those on Teesside.

Incargotonnageterms,TeesportranksthirdintheUK,handlingsome55milliontonnesayear,includingcontainers,dryandliquidbulks,im-portedvehicles,passengers,petro-chemicals,projectcargo,ro-rotrafficandsteelproducts.

TeesDock

PDTeesport’smaincargohandlingfacilityisTeesDock,whichliesattheheartofthe28�hectareTeesportEs-tateonthesouthsideoftheriver.Tees

Dockhandlesabout5milliontonnesofcargoayearandisthemaincentreforimportsofconsumerproductsforTeesValleyandthewiderhinterland.

TheTeesDockestateembracestwocontainerterminals,tworo-roberths,storageareasforcars,fivegeneralcargoberths,aSteelExportTerminalforCorusandarapidlygrowingclusterofimportanddistributionfacilities.

Allberthshaveadepthalongsideof�0.9metresLATwiththeexceptionofonero-roberthof8.8metresdepth.

Thedockhasabout�0,000squareme-tresofcoveredwarehousingandlargepavedareasforcargostorage.ThereisawiderangeofequipmentincludingfiveheavyliftGottwaldHMKcranesof6�to

TeesDockisalsoequippedtohan-dleengineeringandprojectcargoesrangingfromsingleheavylifts(upto�00tonnes)tocomplexconstructionprojects.Teesporthasalotofexperi-enceinhandlingsuchshipments.

About200,000tonnesofbulkcargopassesthroughTeesDockeachyear.Allcranesareequippedforgrabop-erationsinvolvingvesselsfrom8,000to�5,000tonnes.

Handlingofnewcarsisanotherkeybusinessarea.Thedockhasabout

28hectaresofstorage–currentlyusedforimportsofnewvehiclesfromGeneralMotorsandRenault.

AmajoradvantageofTeesDockisitsreadyaccesstothenationalroadnetwork.TheA66dualcarriagewayroadisjustoutsidetheportgates,providingquickandcongestion-freeac-cesstotheA�9,A�(M),M6andM5trunkroads.

Thedockisalsolinkedtothenationalrailsystemandreceiveslargequanti-tiesofbulkcargo,containersandsteelontherailservicesofEWS.

Newventures

Confidenceinfuturegrowthisstrong-erthanever.AfterAsdaopenedits

firstnorthernimportanddistributioncentreintheTeesDockestatein2006,PDPortslostnotimeindevel-opingthisnichesectorfurther.

The‘Asdaeffect’alonehasbroughtseveralnewcontainerlinestotheportandhasincreaseditscontainerthroughputsignificantly.DevelopmentofwarehousesoperatedbyPDPorts,togetherwithindependentdesign-and-build-options,willexpandthisburgeon-ing‘Portcentric’sectorevenfurther.

ButperhapsthebiggestopportunityforTeesDockwillbeprovidedbytheNorthernGatewayContainerTerminal,expectedtoopenin20�0.Thiswillal-lowTeesporttofocusonbecomingtheUK’snextmajorcontainerhub.

Hartlepool Dock, just 6.4 km north of the River Tees, consists of a large tidal harbour with open access to the sea, plus a small enclosed dock.

Historically,theportexistedtoservethecoalfieldsofCountyDurham.Todayithasreinventeditselfbyhandlingarangeofnichecargoesaswellasinte-gratingitselfintothelifeofthetown.

ThemainquaysinVictoriaHarbourareVictoriaQuay,of�50metreslength,Irvine’sQuay,of�80metres,andDeepWaterBerth,of�80metres.Inaddi-tion,theNorthBasinisanencloseddockwith�86metresofquayandadepthof�.��metresoverthesill.

HartlepoolDockhas86,000squaremetresofquaysidewarehousingwithdedicatedshedsforbulkcargo,forestproductsandoffshoresupportandmobilisationoperations.

ManyoftheportareasaroundVictoriaDockhavebeentransformedinrecentyearsbringingsurplusland

intoplay.Anareaof200acresofformerdocklandisbeingredevel-opedforresidentialandcommercialuse.Eventuallytwo-thirdsoftheportestatewillberedeveloped.

Portoperations

Meanwhile,thecorebusinessareasofbulkcargo,forestproducts,off-shoreservicesandsteelcontinuetoperformwell.

Quayandharbourmobilecranesareequippedwitharangeofgrabsforbulkimportsandtherearethreeelevatorsforexportsofgrain.Lime-stoneandscrapmetalareloadedforexportusinggrabs.

Purpose-builtfacilitiesforimportandstorageofforestproductsincludeoverfivehectaresoffullysurfacedandfencedopenareas.Thereis8,000squaremetresofdedicatedwarehousingforweathersensitivetimberproductsfromtheBalticStates,RussiaandScandinavia.

TheoffshoresectorhasreallyputHartlepoolbackonthemapintermsofportoperations.VictoriaHarbourishometoHeeremaOffshore,whichfabricateslargemodulesforuseintheNorthSea.

In2006CorustransferreditspipemilltoHartlepool,reinforcingthetown’sstatusasaleadingcentreofpipemanufacture.

Hartlepoolhandledover�milliontonnesofconcretecoatedpipesfortheOrmenLangegaspipelinein2005.Morerecentlytheportunder-tookvesselloadingofspoolsofrigidpipesforinstallationbyHelixEnergyandBluewater.

HartlepoolDockissettobethesiteforthehomeofumbilicalcablemanufacturerJDRcablesystems,whichwillbeoperationalin2009.HartlepoolDockwillbecomeamajorcentreforthesupplyandspoolingofcableumbilicalsfortheoffshoreoilandwind-farmsectors.

An ambitious plan to construct a new deepwater container terminal on the River Tees received final Govern-ment approval in February 2008.

TheNorthernGatewayContainerTerminal(NGCT)willbebuiltonthesiteoftheexistingTeesportContainerTerminal�(TCT�)andisexpectedtotransformTeesportintoamajorcontainerhubwithanannualcapacityof�.5millionteuwhencomplete.

Therationalebehindthisboldstepisobvious.Growingpressureonsouth-ernUKportscombinedwithhighcon-gestiononBritain’sroadsisbadnewsforretailersandshippersandfortheenvironmentandgeneralpublic.

Containerlinesareshiftingtheirstrat-egyinfavourofusingregionalports

withbothfeedersand,ifpossible,directlines–soanortherncontainerhubistheidealsolution.PDPortshasbeenencouragedbythelevelofinterestfromshippinglines.

Trends

StronggrowthinmanufacturingintheFarEasthasledtoahugeincreaseincontainermovementsfromEasttoWestandtheUK’ssouthernportsarestrugglingtocopebecauseofcongestion,limitedcapacityandthecostofexpansion.

ThevolumeofcontainershandledintheUKeachyearisabout5.5millionteu–expectedtogrowby�50percentby2020.Bythen,Teesporthopestohavecaptured�.5millionteuofthemarketshare.

Over50percentofcontainersnowbeingroutedthroughsouthernUKportsaredestinedfortheNorthofEngland.Itmakesmoresensetotakethesefurtherontheirjourneynorthbyship.Teesportistheobviouschoiceforanewcontainerhub.Itistheonlyportintheregioncapableofhandlingvesselsupto�50,000dwt.

Withitseastcoastlocation,TeesportisrelativelyclosetoseveralEuropeanhubports,involvingaminordeviationofperhapseightto�0hours.Inaddi-tion,TeesValleyhasanefficienttrans-portinfrastructure–oneofthebestintheUK–andahighconcentrationoftransportandlogisticsspecialists.

Thenewterminalwillallowshipperstoreachnorthernmarketsdirectly,leadingtogreaterefficiencyinthe

transport chain and saving about 60 million truck-miles a year on UK roads. This equates to a 40 per cent saving in delivery costs compared with southern ports – an estimated annual saving of about £60 million.

Infrastructure

PD Ports plans to invest about £300 million in the NGCT, which will include 1,000 metres of continuous berth along-side 50 hectares of brownfield land.

The river channel will be dredged to 14.5 metres with berth ‘pockets’ of up to 16.0 metres alongside the terminal. There will be three berths for modern containerships up to 9,000 teu.

The initial phase of construction will take two to three years. The first

containers are expected to pass over the quay in 2010. The whole project will create jobs for 500 dock workers and up to 5,000 jobs in logistics and related fields.

As well as the existing road and rail links from Teesport, a new intermodal rail terminal will be created alongside the NGCT.

A deepsea container terminal in Tee-sport will provide global shipping lines with a more cost-effective option for goods destined for northern retailers and customers. Several lines have already expressed their interest and support.

It is also hoped that a deepsea con-tainer port will attract more retail-ers and others to set up import and

distribution centres at Teesport and in the local area. Reduced lead times would allow retailers to route many more containers through the port.

Green light

The process of evaluation, con-sultation and approval reached its conclusion in February 2008 when PD Ports received formal planning ap-proval from the Transport Secretary.

With this UK Government backing, PD Ports can now focus on delivering a viable northern alternative for ship-ping lines and retailers while making a real difference both to the environ-ment – by saving tens of millions of truck-miles a year – and to the economy of Tees Valley.

Portcentric is the new buzzword in Teesport. It is a new initiative from PD Ports designed to centralise the distribution activities of importers and supply chain specialists within Teesport so as to take advantage of all the benefits of being based within a thriving commercial port.

Looking deeper, it is a far-sighted initiative that in the long term will bring suppliers closer to the markets they serve and reduce annual truck-miles by tens of millions. With many of the UK’s major ports hampered by congestion on the road network, any attempt to find a reliable alternative has to be welcomed.

Portcentric

Traditionally, most goods destined for the northern half of the UK have been discharged in southern ports and taken north by road or rail. But this is starting to change as environmental awareness, combined with growing road congestion, forces other solu-tions to be considered.

PD Teesport has set aside 250 acres of brownfield land within the port area for development of distribution centres. Goods are then discharged direct to the customer’s premises for sorting, repacking and onward delivery to final destination.

Distribution centres can vary in specification according to the type of products. Within the Teesport bonded area, customers can design and build to their own specification or they can use a purpose-built facility.

Landmark project

Already, the supermarket giant Asda Walmart has opened a 320,000 sq ft warehouse at Tees Dock – its first logistics operation in the North East.

In Phase 1 of the project a 320,000 sq ft warehouse was constructed on an 18 acre site. Thanks to the suc-cess of this initiative, construction of a further 150,000 sq ft warehouse will start in the summer of 2008 with the option of another 600,000 sq ft unit.

of its non-food products direct to Tee-sport. By creating this import centre, Asda has been able to virtually elimi-nate inland container movements.

Environment

Portcentric is good news for the en-vironment, too, addressing concerns over emissions and congestion. Tee-sport offers a minimum distance from ship to distribution centre and then on to the end-user and conforms with ‘Motorways of the Sea’, the European Union’s shortsea shipping initiative.

Few areas of the UK are better served by road or rail links. Within a few hun-dred metres of the port gates there are dual carriageway roads to the south via the A19 and A1(M), to the north via the A66, A1(M) and M6 and to the west via the A66, M6 and M5.

In addition, there are rail links via the East Coast Main Line and the Trans-Pennine routes to all parts of the UK for both freight and passengers.

Import centre

In 2007 PD Ports announced plans to build a new import centre on brown-field land at Tees Dock to complement the NGCT. It intends to construct a 1.2 million sq ft regional import centre on 68 acres. The £50 million centre, three times the size of the existing Asda import centre, will be made avail-able to a major UK retailer. There will be car parking for up to 800 employ-ees and 528 truck parking spaces.

Development

There is space on the Tees Dock estate for up to seven more centres of similar size to the Asda facility. In May 2008, Tesco entered into an agreement with PD Teesport to open a 1.2 million sq ft import centre next door to the Asda site. This represents one of the largest agreements to be signed at the port in the last 30 years. The first phase is expected to open by Autumn 2009. The new centre, built to Tesco’s design, will

include 450 car and 350 truck parking spaces and will create more than 800 new jobs.

Following Asda’s move to Teesport, several shipping lines started up new feeder services to Teesport from Antwerp, Rotterdam and Felixstowe. An added advantage is that manu-facturers now have a direct route to hub ports to export their products worldwide, using the emptied contain-ers on the backhaul services.

With the NGCT now being given the green light, supply chain operators based on the Teesport estate will soon have direct access to one of the UK’s largest import centres with all its associated benefits.

The most difficult part of the supply chain is often considered to be the link from the UK port to the distribu-tion centre. But, with NGCT and Port-centric, PD Ports has made it easy and everything is in place to ensure its future success.

A major expansion of PD Teesport’s container handling facilities will take place in the coming years as the port makes a bid to become the UK’s next container hub port.

Ongoing investment in the past decade has transformed Tees Dock’s container handling throughput from almost a sideline to its fastest grow-ing sector. In 2007 alone the port experienced a 25 per cent growth in container handling.

Growth

The original container terminal, Tee-sport Container Terminal 1 (TCT1), offers direct access to the North Sea from its riverside location at Tee-sport. Located alongside 300 metres of continuous quay, the terminal is equipped with two wide-span gantry cranes, each providing more than 25 moves per hour.

TCT1 reached its maximum capacity in 2002, so PD Ports invested in a second terminal, TCT2, which opened in 2003. Located inside Tees Dock on the site of the former West African Terminal, TCT2 has 360 metres of continuous quay with two gantry cranes of 50 tonnes capacity.

The two terminals have a combined annual capacity of 300,000 teu, with lo-lo volumes of about 150,000 teu, so there is plenty of capacity for growth. Vessels of up to 3,500 teu can be handled at Teesport.

Expansion

Phase 3 of the TCT2 development will cost about £25 million and will add a further six acres of storage to the terminal as well as four additional rub-ber tyred gantry cranes and a third ship-to-shore gantry crane.

This expansion is partly to deal with ongoing growth but also to handle ex-

pected future demand from distribu-tion centres for incoming goods in the port areas. The opening of the Asda distribution centre in 2006 brought an additional 17,000 teu to the port. And, with three more such sites ready for development, container throughput could rise dramatically in the coming years.

In addition, looking ahead to the opening of the deepwater Northern Gateway Container Terminal (NGCT), expected to in service by 2010, TCT2 would cater mainly for feeder lines.

Early in 2008 PD Ports invested more than £800,000 in three new Hyster reach stackers to work on the ferry and container terminals Each unit can handle containers of up to 46 tonnes.

Teesport in their schedules and there is strong interest from a number of other lines as the activities of Port-centric gather momentum. Already CMA-CGM, “K” Line, Maersk and MSC have started feeder services to Tees Dock in response to the opening of the Asda distribution centre.

The port also receives many contain-ers from Zeebrugge and Rotterdam on the P&O Ferries services, which provide shippers with timely and regu-lar services to markets on both sides of the North Sea.

In addition, the Logical Link, planned for introduction in 2008 in partner-ship with 3A Marine, is set to provide an east coast feeder service initially to Felixstowe but with future ambi-tions for a service to Southampton and Immingham, with three vessels of up to 300 teu operating in rotation.

Future

The future of Tees Dock is certainly box-shaped. The NGCT will transform

the port into a major container hub for the North East and will revolu-tionise the way shippers think about transporting their cargoes to the north of the UK.

The growing use of high cube contain-ers has also made shippers more reliant on shortsea services such as those available at Teesport. These containers are too large to be trans-ported by rail from the South, while traffic congestion can prevent timely delivery by truck.

Teesport is less than 30 minutes’ sailing time from the open sea, offer-ing 24-hour access with no locks and providing excellent inland road and rail links to UK markets. All this makes it the ideal choice for container handling operations in the north of England. The success of its container handling ambitions would seem to be a fore-gone conclusion.

Extensive waterside facilities in the heart of Middlesbrough and a ‘can do’ attitude have enabled the multimodal logistics operator A.V. Dawson to expand its operations in several new directions.

While its core business remains UK-wide haulage services, using its fleet of 200 trailers, the company has also diversified into handling cargoes such as liquid bulks, steel imports, aggre-gates and scrap iron.

Using its three main facilities – Ayrton International Rail Terminal, Dawson’s Wharf and the landmark North Sea Supply Base – A.V. Dawson provides integrated road, rail and sea logis-tics services as well as storage and warehousing.

Its marine activities are carried out on four quays with a total length of about 480 metres. Recent dredging

has provided the supply base with a minimum depth alongside of 6.0 me-tres LAT. This puts it in a good posi-tion to win more business in offshore supply services.

In 2007 the company received 105 vessels compared with 86 vessels in 2006. In tonnage terms, however, it was a 90 per cent increase thanks to larger vessels and heavier cargoes.

Growth areas

One of A.V. Dawson’s main growth areas is off-port handling and stor-age of loaded containers. About 150 containers a week were handled in 2007, mostly loaded with steel prod-ucts from Corus.

Recent new initiatives include: picking up and loading 1,700 tonnes of ag-gregates on weekly trains to South-ampton for Tarmac; loading 50,000

tonnes of scrap plate iron, for which the company acquired a hydraulic spider grab; and transferring hazard-ous chemicals from road tankers to rail tank wagons at Ayrton.

The company continues to maintain supply chain services for major clients including the handling of containers from Italy, importing steel for yellow goods and serving the Irish market with weekly deliveries using a combi-nation of road and sea transport.

For the future, an exciting opportunity exists to provide medium-term contain-er storage facilities for a major retailer.

All this not only underlines the flexible, competent and enterprising approach the company takes to new contracts, but also emphasises its willingness to meet new challenges head-on with confidence.

The up-and-coming biofuel sector has provided Tees Valley with exciting new business opportunities as the demand grows for renewable fuels.

This is seen as the right way forward, both politically and environmentally, and new companies are emerging to meet these needs. Several initiatives are under way across Tees Valley both to produce biofuels using agricultural products and to provide storage.

The driving force behind this initiative is Northeast Biofuels (NEB), which has been working since 2001 to establish a biofuels industry in the region. NEB is a cluster of companies and organisations committed to devel-

oping a sustainable transport biofuels business in north-east England.

Success

The Biofuels Corporation Trading Ltd opened its first biodiesel processing plant at Seal Sands in 2006, with a production capacity of 250,000 tonnes per year. This plant is de-signed to produce 284 million litres of biodiesel a year using renewable vegetable oil crops as feedstock. The site has a deepwater port and a well established infrastructure.

In addition, Teesside is home to the UK and European headquarters and refinery centre of D1 Oils. Since mid 2006 this company has operated four

units at its Teesside site, each capable of producing 8,000 tonnes of biodiesel. The company serves markets both in the UK and in Continental Europe.

Meanwhile, the first world-scale bioethanol production facility is expected to start up in 2009. When Ensus plc needed a suitable site for what will be the largest bioethanol plant in Europe, it had no hesitation in choosing Tees Valley for the £250 million development.

The Ensus plant is designed to pro-duce over 4 million litres of bioethanol a year. This will be fermented from wheat grain, sourced predominantly from Europe, and will be blended with standard road fuels.

The extensive riverside facilities and support services of Tees Valley made it an ideal location for serv-ing the offshore industry during the boom years of exploration and fabrication in the 1970s.

As a result, both the River Tees and Hartlepool are home to a large number of fabrication halls, shipyards and marine engineering companies. As well as large single-user facilities there are multi-user sites with a range of service and support companies. Tees Valley has many areas suitable for such development in the future – many of them with river access.

Although the last decade has wit-nessed a significant decline in de-mand for large-scale fabrication work, the outlook for Tees Valley’s offshore industry is positive.

The catalyst for this new-found opti-mism was the awarding in 2007 of a contract to Tees Alliance Group (TAG)

to build a £250 million offshore drill-ing rig. Described as the largest non-military marine fabrication contract in the UK, it will create hundreds of jobs and provide sub-contracting work for many companies in Tees Valley.

Rig contract

TAG won the contract to build the first of a new series of sixth-gen-eration drilling rigs for SeaDragon Offshore. With a deck measuring more than 80 metres by 70 metres, this semi-submersible rig will be one of the largest single construction projects ever undertaken on the Tees.

After construction in Russia, the baredeck unit – the hull – will be towed to the UK and berthed at a new 300 metre piled quay at Able UK’s Graythorp facility. Concurrent with baredeck unit construction, TAG will construct topside modules at both the Haverton Hill Yard and at the North Sea Supply Base of A.V. Daw-

son. Barges will be used to transport the topside modules downriver to Graythorp. Upon arrival of the bare-deck unit, TAG will install the topside modules and complete the rig.

The first baredeck unit is scheduled to arrive on Teesside in the third quarter of 2008 with the completed rig scheduled for delivery in 2009 ready to commence a five-year char-ter with Pemex in the Gulf of Mexico.

TAG took over the disused Teesside shipyard in late 2007 with a view to starting work early in 2008. Although TAG will remain as a management company, it will provide work for over 700 people on Teesside. Much of the steel fabrication work will be performed by Cleveland Bridge, in Darlington, the accommodation modules will be built locally by McGill Services and the re-mainder of the work will be undertaken by local specialist subcontractors.

In the medium term, TAG expects to establish itself as an internation-ally acclaimed contractor of major projects, focusing on the offshore, process and maritime industries.

North Sea Supply Base

The fabrication halls of A.V. Dawson’s North Sea Supply Base tower over the River Tees, offering some 15,000 square metres of shed space, 5,000 square metres of warehousing and office accommodation for up to 500 people.

The Supply Base is a one-stop shop for all kinds of onshore and offshore engineering projects including the de-commissioning of offshore structures in partnership with local fabrication and waste management companies. It also offers a comprehensive range of fabrication, haulage, heavy lift and railhead facilities as well as warehous-ing and wharfage.

The three fabrication halls measure 65 metres long by 40 metres wide by 45 metres high. Three cranes provide a combined lifting capacity of 60 tonnes.

Able UK

Able UK Ltd is a recognised leader in the decommissioning of offshore structures. There is a steady demand from the offshore sector for this specialised service as more and more North Sea rigs come to the end of their working life.

The company operates the Tees-side Environmental Reclamation and Recycling Centre (TERRC), one of the largest of its kind.

Located at Seaton Port, on the north side of the Tees estuary, this 126 acre facility has a 25 acre flooded basin and dry dock.

Able UK has developed the TERRC facility as a multi-user centre. In addi-

tion to offshore and marine construc-tion and decommissioning, it is used for conventional port operations, bulks, aggregates and rock armour.

Teesport Commerce Park

Further downriver lies Teesport Com-merce Park. This multi-user site is home to about 20 companies includ-ing LV Shipping, a multimodal special-ist which has developed a niche mar-ket for marine and offshore projects.

The major cargo handling quay is the 120 metre long Heavy Lift Quay, which is on long-term lease to off-shore vessel operator CTC Marine. The quay is equipped with a 180 tonne capacity Manitowac heavy lift crane, which also undertakes third party contract lifts.

Owned and managed by PD Teesport, the 48 hectare park is ideal for companies involved in offshore-related services. In addition to industrial units,

office space and warehousing, it has 860 metres of deepwater quays.

Heerema

Another successful player in the local offshore industry is Heerema, which has purpose-built fabrication facilities at two locations in Hartlepool.

At Victoria Dock the company has 28,000 square metres of fabrication area, while at Greenland Road it has 48,000 square metres.

Heerema is involved in fabrication of offshore oil and gas installations, drilling facilities, integrated decks and modules, jackets and substructure, pipelines and heavy structural steel projects.

Tees Dock

PD Teesport’s facility at Tees Dock offers the only deep-water quay on the river allowing the largest offshore support vessels access. At 10.9 metres depth LAT, Tees Dock is used

for loading heavy reels and project cargo, and overside transfers of structures built at upriver wharves to deep draught vessels.

Tees Dock is equipped with three 100 tonne capacity Gottwald cranes allowing lifts of 100 tonnes to be lifted without relying on hired in equipment.

Hartlepool Dock

The ample quay space at Hartlepool Dock and the relatively deep quayside depths of over 8.0 metres LAT has enabled the facility to attract a number of major offshore contracts. Dur-ing 2005-6 over 1 million tonnes of concrete coated pipe was handled and stored for the Ormen Lange gas field pipeline, called the Langaled Pipeline, which is now transporting over 20 per cent of UK gas from northern Norway to Easington in Hull. Over 400 ship calls were involved in this project.

During 2006-7 Helix Energy occupied over 40 acres of land at Hartlepool

Dock to assemble 700 metre long pipes to be spooled for laying in the North Sea and offshore in Trinidad. This operation was a tremendous success for the port and it is antici-pated that a similar operation will take place during 2008 for an inter-national offshore pipe laying company.

In addition to major projects, Hartle-pool also has regular vessel calls from the likes of Acergy, Sub-Sea 7 and Ocean Team 2000, which are engaged in support work in the North Sea oilfields.

Hartlepool’s easy lock free access to the North Sea and its proximity to the southern North Sea oilfields has led to a growing business supporting the offshore sector.

The heavy load out quay at Irvines Quay within Hartlepool Dock is also used by Heerema to load out to North Sea barges its massive modules con-structed within the dock estate.

The growth in liquid bulk storage and handling services across Tees Valley is being driven to a large extent by the demand for biofuels. For Vopak Terminal Teesside Ltd, this has led the company to expand its facilities for the first time since 2000.

At Seal Sands, Vopak operates one of the UK’s largest dedicated chemi-cal storage facilities, with 160 tanks providing a total capacity of some 247,000 cubic metres.

Serving clients across the North East, principally in the chemical sector, this terminal handles over 90 individual products including base chemicals, feedstocks, solvents and monomers.

Vopak handles about 3 million tonnes of products on a year on Teesside, re-ceiving about 550 vessels and loading

some 35,000 road tankers. Its three deepwater jetties can accommodate vessels up to 45,000 dwt and 200 metres LOA. Product can be also tran-shipped between vessels. Vessels are normally turned round within 24 hours and road tankers in under an hour.

Safety awareness is a matter of top priority for Vopak, which has with comprehensive safety systems in place. As well as conforming to BS EN ISO 9001: 2000 quality standards, the terminal has top tier classification under the Control of Major Accident Hazards Regulations (Comah).

Expansion

By September 2008 Vopak will have eight new tanks with a combined capacity of 40,000 cubic metres to serve a new bioethanol plant under

construction at Wilton International. The two sites will be linked by pipeline and Vopak expect to handle some 400,000 cubic metres a year.

Up to 80 per cent of this will be exported by ship, with the remainder being loaded into road tankers for destinations in the UK and Europe. Bioethanol is blended with gasoline for use as road fuel.

Uniformity

Vopak Terminal Teesside Ltd is part of Royal Vopak, the world’s leading opera-tor of liquid bulk terminals, with 75 terminals in 30 countries. The sharing of knowledge across this large network provides key benefits to the group’s customers. This is being further strengthened in 2008 by a process of standardising operational procedures and excellence across the group.

As part of the Dutch-owned LV Group, the company has benefited from significant investment in the past decade. This has enabled it to respond effectively to the ever-chang-ing demands of its customers and to push into new markets.

In recent years, LV Shipping has expanded its Customs management services. It offers fast and efficient import clearance services at most UK major ports and export clearance services at all UK ports.

The company has a lot of experience in handling out-of-gauge project car-goes. In 2007 it managed a project

for Costain Oil & Gas Process Ltd that involved the whole shipping and transport chain from vessel charter through to direct installation of four preassembled units, each weighing 58 tonnes.

Tees Valley is home to an aston-ishingly diverse range of marine facilities and private jetties. Along the River Tees there are some 30 private wharves and jetties offering storage and handling, transport, logistics and offshore services.

One of the main sites is Teesport Commerce Park, just upriver from the Teesport estate. This 48 hectare facility is owned and managed by PD Ports and companies on site include the transport and logistics specialists LV Shipping and Hanbury Davies. As well as industrial units and warehous-ing, the Commerce Park has dry docks, extensive berthing and heavy lift cranes of up to 190 tonnes capacity.

Seal Sands, on the north bank of the river, is home to a large cluster of

petrochemical plants as well as major facilities for liquid bulk storage. Tees Valley contains some of the largest chemical and petrochemical sites in the UK, so it is no surprise that liquid bulk handling accounts for 70 per cent of PD Teesport’s total cargo tonnage.

Private operators

Able UK operates eight facilities in the Tees Valley, of which four are port and dock facilities on the River Tees, combining logistics with environmen-tal services, marine fabrication and decommissioning of onshore and offshore structures.

At Bamletts Wharf, various cargo handling services are provided by Portrack Seafreight Ltd, which handles about 120,000 tonnes a year of bulk,

bagged and palletised cargo. The wharf has a depth alongside of 3.5 metres LAT, allowing vessels up to 106 metres in length and 5,000 dwt to berth.

At Dawson’s Wharf, the multi-service company A.V. Dawson Ltd operates rail terminals, river berths, a road haulage fleet and warehousing. The site also includes the North Sea Supply Base, with three large fabrication halls.

Tees Valley has long been associated with top quality engineering and ship-building and this tradition is continued by companies along the river, although most facilities are now geared to offshore support.

Svitzer UK uses its considerable re-sources and specialised knowledge to provide safety and support to the Port of Tees and Hartlepool.

Svitzer UK is the largest towage and marine services company in the Unit-ed Kingdom. Its head office is situ-ated in Middlesbrough on the south bank of the River Tees and from here the day-to-day towage operation which services the port of Tees and Hartle-pool is also managed.

The port operations team organise the movements of six tugs which berth and unberth the diverse shipping entering the ports: oil and gas tankers, ore car-riers, container ships, chemical tankers and ferries are some of the types of vessels regularly using the busy river.

The six-tug fleet comprises a strate-gic mix of Voith Schneider, Azimuthing Stern Drive and tractor tugs and is able to cope with every type of ship in all weather conditions.

Svitzer is also contracted to PD

Teesport to provide a Ship Waste Management service, collecting general waste from vessels calling at the port.

Simon storage offers comprehensive terminal and facility management services for bulk liquids bulks at two wholly owned sites on the River Tees.

The sites at Seal Sands and Riverside have a combined capacity of approxi-mately 280,000 cubic metres and provide storage for 60 to 70 chemical and petrochemical products for both UK based and international companies.

Specialised

Located near the mouth of the River Tees, the Seal Sands terminal has a capacity of 219,995 cubic metres in 111 tanks and offers specialised fa-cilities including stainless steel tanks, pressure storage for gases and a vapour recovery unit for gasoline.

Two jetties offer a maximum draught of 10.4 metres for vessels up to 35,000 dwt. On the landside there

are good road connections, a dedicat-ed rail terminal and direct pipelines to the Wilton, North Tees and Billing-ham plants. The terminal can provide bespoke solutions for each customer including blending, load consolidation and breaking of bulk.

The Riverside Terminal, acquired in 1999, is located seven nautical miles upriver. It has been expanded to 22 storage tanks with a total capacity of 65,150 cubic metres. Construction of eight new tanks is planned.

The Riverside Terminal also handles a wide range of products, with exper-tise in the handling and storage of methanol, acetone and methyl meth-acrylate. It also has special facilities for loading road tankers with volatile and hazardous liquids.

The terminal has one jetty for vessels up to 4,500 dwt. The site also has

the potential for rail access and is linked by pipeline to Billingham.

Owing to the nature of the products being handled, both terminals are have been designated top-tier sites under the Control of Major Accident Hazards Regulations (Comah).

Independent

Simon Storage – acquired by Inter Pipeline Fund in 2005 – is a leading European independent bulk liquid and gas logistics service provider with nine wholly owned storage terminals in the UK, Germany and Ireland.

These activities are complemented by a wide range of services for the gen-eral oil, chemical, food, agricultural and pharmaceutical sectors.

The company also has expertise in the handling and management of technical wastes.

The import of new cars for the UK market is a continuing success story for PD Teesport thanks to a combination of easy access for ro-ro vessels and ample landside storage.

Tees Dock has three ro-ro ramps ideal for handling vehicle imports.

Renault cars and vans are handled at Tees Dock by CAT UK Services, while Vauxhall cars are received by Walon UK.

CAT UK

Renault imports about 80,000 cars and vans through Teesport each year from its main distribution centre in Le Havre. Shipping is provided by EMC

with about five vessel calls a week at Teesport, each carrying up to 1,500 vehicles.

The company also sends cars by rail to Bathgate in Scotland. At Tees Dock, vehicles are processed and prepared for final delivery to the dealer.

The Teesport facility covers about 23 hectares (57 acres) with space for up to 9,000 vehicles on a fully paved storage area.

Walon UK

Walon UK is the main agent for General Motors in Teesport, where it operates a dedicated import centre

for Vauxhall cars. Each year the com-pany imports some 45,000 vehicles through Teesport from GM’s Euro-pean distribution hub in Zeebrugge.

Cars arrive on the daily services of P&O Ferries and on UECC vessels and are discharged by PD Teesport stevedores and road-hauled by Walon UK to retailers in the North of Eng-land and Scotland.

Tees Dock has storage for up to 12,000 cars.

Teesport has provided additional ro-ro berths in recent years to match the growth of ferry services provided by its single ferry operator, P&O Ferries.

Demand for these services continues to grow year on year. Ro-ro operators now have a choice of two berths at Tees Dock and another at the River-side Ro-ro Terminal at the eastern end of the Teesport estate.

P&O Ferries has been operating services into Tees Dock for over 15 years and now offer six sailings a week to Zeebrugge and six to Rotterdam. These services provide cargo owners in the North of England and southern Scotland with fast and frequent access to markets in mainland Europe. The arriving ferries also provide a valuable

inroad into these key UK markets for exporters in the Benelux countries, Germany, Italy and Spain.

The Zeebrugge ferry arrives at about 11.00 hours and the Rotterdam ferry at 13.00 hours. Both depart for the Continent at 21.00 hours, thus allowing shippers to get their trailers to Teesport in time for the overnight crossing. Products can be on the shelves within 24 hours of leaving the factory in the UK or on the Continent.

Time savings

These fast links offer time savings to shippers of up to 24 hours compared with conventional lo-lo container serv-ices. Each ferry has three decks that can be loaded simultaneously, while containers can be doubled stacked on the main decks.

Over the years, P&O Ferries has deployed larger and newer vessels on these routes.

PD Ports has matched this invest-ment with additional berths, gate-house facilities and information technology.

Three 46 tonne capacity reach stack-ers were installed by PD Ports in 2007 to serve the ferry terminal and container berths – an investment of about £800,000.

Volumes are up by more than 50 per cent since 2002. The port now handles about 200,000 ro-ro units a year, of which 60 per cent are con-tainers. Up to 880 units a day can be loaded and discharged at Tees Dock.

The Tees Bay Pilots organisation has over 250 years of experience and its skilled personnel play a key role in the region’s maritime operations.

The organisation is an independ-ent co-operative of highly qualified and motivated UK Class 1 Master Mariners working together to provide professional pilotage and consultation services to vessels, their operators and associated businesses in and near the ports of Tees and Hartlepool.

Pilots board and leave vessels up to five miles off the coast, sometimes in very bad weather, using a specially de-signed fleet of high-speed pilot cutters.

There are 35 pilots operating in the ports of Tees and Hartlepool. All have

served many years at sea before undergoing a six-year programme of intensive training. Successful comple-tion culminates in the granting of a Senior 1st Class Pilot Licence.

Local knowledge

Tees pilots have the specialist local knowledge and ship handling skills to navigate and manoeuvre vessels of up to 225,000 dwt safely to their berths.

The wide diversity of trade through-out the ports of Tees and Hartlepool means that pilots are required to be versatile in this international environ-ment and to deal with people and ships from all over the world.

Each year, the members of Tees Bay Pilots carry out some 9,000 acts of pilotage. All Tees pilots are committed to a demanding regime of training and continuous professional development. All this puts the pilots in a strong position to meet the requirements of Teesport both now and in the future.

Already the UK’s third-largest port in tonnage terms, Teesport is looking to a further increase in containership traffic in the years ahead – especially in light of the Northern Gateway Container Terminal, which will generate hundreds more shipping movements and will place an even greater emphasis on the importance of the pilots’ role.

Well trained and reliable employees are a vital ingredient in the success of any business – especially in the port and maritime sector, where safety and security are paramount.

This responsibility is not taken lightly by PD Ports, which in recent years has introduced programmes to de-velop the skills and knowledge base of its employees.

PD Teesport employs about 800 peo-ple. Thanks to a PD Ports initiative, about 300 of these have attended a week-long skills development course designed to benefit both employer and employee.

Recognising the symbiosis between development of the individual and the business as a whole, PD Ports designed the course to raise aware-

ness of the individual’s role within a team and to capture and channel the intellectual energy within that team. PD Ports is also continuing to look carefully at the professional develop-ment of its employees and provides many opportunities to achieve this.

Organisations

Two organisations provide a mouth-piece for the interests of Tees Valley port users. The Tees & Hartlepool branch of the Institute of Chartered Shipbrokers (ICS) is one of the most active in the country. It makes an on-going contribution to the local trans-port and port community, overseeing an education programme leading to professional qualifications. In its mis-sion to drive up standards, ICS also arranges health and safety courses, supports the local seamen’s welfare

organisations and meets once a month to discuss port-related issues.

Meanwhile, the Tees & Hartlepool Port Users Association represents a wide range of marine interests in Tees Valley and lobbies PD Teesport on issues affecting the port community. PD Teesport itself is a member of the association and this transparent ap-proach has enabled the port commu-nity to obtain fast and effective action.

One of Tees Valley’s greatest assets is its people. Typically, employees in this region are highly trained and well motivated.

Owing to the lower cost of living in this area, wage rates are below the UK average – an advantage for companies looking to set up new busi-nesses and recruit staff in the region.

A main source of business for PD Teesport is the handling of steel prod-ucts for Corus, which has a major presence in Tees Valley. After several years of investment and growth, PD Teesport is now the largest steel slab exporter in the world.

Since Corus took the decision to focus its slab production at Corus Teesside Cast Products (TCP), there has been a steady growth in exports.

The TCP plant at Redcar/Lackenby produces about 3 million tonnes of steel slab each year. TCP has worked closely with PD Teesport to develop a smooth and efficient handling system for the slab exports. The port opera-tion is now ranked among the top three world slab export terminals with consistent productivity ensuring mini-mum port time for the ocean carrier.

More efficient movement of products between TCP and Tees Dock has

been achieved by a new private rail link, installed by Corus, which entered service in September 2006. TCP has been able to increase shipments of slab to more than 50,000 tonnes per week since the rail link opened.

Between them, Corus and PD Tee-sport have invested about £10 million in new steel handling facilities at Tees Dock including £3 million on the Teesdock link rail infrastructure.

Exported steel slab is shipped to the five offtakers: Dongkuk (South Korea), Duferco (Belgium, Italy and USA), Imsa (Mexico) and Marcegaglia (Germany and Italy) plus shipments to Corus.

Heavy duty magnets are used by PD Teesport for efficient handling of steel slabs at Tees Dock. The company has invested in six £50,000 sets of magnets, mounted on 42/45 tonne fork-lift trucks.

This enables the slabs, each weighing 33 tonnes, to be lifted directly from rail wagon to open storage without manual intervention.

In addition, PD Teesport invested in two large Gottwald cranes, one of which was Gottwald’s 1,000th crane produced. To handle the steel slabs it is equipped with chains and lifting beams and was specially built to handle loads up to 63 tonnes at a radius of 35 metres and is therefore able to lift two steel slabs at once.

With higher volumes of steel slab now being produced at TCP, throughput at Tees Dock has risen dramatically. PD Teesport handled about 900,000 tonnes of slabs in 2005, 1.6 million tonnes in 2006 and to 2.4 million tonnes in 2007. The contract with Corus continues until 2014.

Caring for the environment is a special challenge in Tees Valley, which contains one of Europe’s larg-est concentration of chemical and petrochemical plants.

Companies on both sides of the river, including PD Ports, continue to put environmental awareness high on their agenda – thus bringing confi-dence and reassurance to river users and port customers.

In spite of its many industrial plants, Tees Valley has consistently higher air quality than other parts of the UK and the increasing wildlife in and near the River Tees is a sign of its improving water quality.

PD Ports works in partnership with local authorities and organisations such as the Department for Environ-ment, Food and Rural Affairs (Defra), the Centre for Environment, Fisher-

ies & Aquaculture Science (Cefas), English Nature and the Environment Agency to ensure the continued wel-fare of the River Tees and to encour-age the conservation of various sites along the river.

In addition, PD Ports is a member of the Industry Nature Conservation Association (INCA), which encourages local companies to seek a balance between industrial development and the environment.

First response

PD Ports was the first to respond to a challenge to UK ports by the Mari-time & Coastguard Agency (MCA) to enhance their pollution response procedures.

The ports company was able to prove it had all the equipment, personnel and procedures in place to respond

rapidly to any incident of pollution in the river.

PD Ports has carried out intensive in-house training of its conservancy response team and has refurbished every item of pollution response equipment on the River Tees.

The company has also adopted a new approach to dealing with any potential oil incident. Instead of relying on an external contractor for assistance through a land-based operation, PD Ports can resolve an oil spill at its point of origin by using containment booms and skimmers to minimise any impact on the environment.

The audit of its response services was highly applauded by MCA, which also noted the enthusiasm and moti-vation of the response team, with its first-rate knowledge of the marine environment on the Tees.

The provision of logistics and haul-age services is one of the fastest growing sectors in Tees Valley.

With more and more cargo own-ers taking advantage of the region’s excellent road, rail, sea and air links, the need for fast, efficient and reliable logistics services is greater than ever.

A key factor in this growth is Tee-sport’s location within easy reach of high-density conurbations such as Birmingham, Manchester and Leeds as well as its growing reputation as a centre for imports. Leeds is only 70 minutes away and Newcastle can be reached in less than an hour

This has led to a significant number of logistics and haulage providers that have established a base in the North East to serve these markets.

Tees Valley is home to many logistics and trucking companies offering spe-

cialist cargo handling services as well as conventional haulage:

AV Dawson – multimodal distribu-tion centre and warehousing base

Bulmers Logistics Ltd – family owned haulage and logistics company specialising in bulk cargo and contain-ers. It owns and operates 250 trucks and a fleet of versatile trailers.

David Fox Transport – family owned company specialising in newsprint, non-hazardous chemicals and steel as well as general haulage. It offers storage services, warehousing and distribution, container handling, load-ing and devanning.

LV Shipping Ltd – a logistics, ship-ping and transport specialist offering multimodal solutions to customers in the UK and worldwide.

Wincanton – one of the UK’s leading container transport companies following its acquisition and rebranding

of Hanbury Davies in January 2008. Operating across the UK with a presence at all key ports, including Teesport, the company handles over 3,000 container movements every week, utilising a fleet of 500+ vehicles. It also offers a ‘specialist equipment’ service, providing tipper trailers, low loaders and side loaders and has a team of ADR-trained drivers qualified in many classes of hazardous work. The company is also licensed to carry arms and ammunition under Section 5 of the Firearms Act 1968.

Meanwhile, PD Logistics, owned by PD Ports, is branching out with a 150,000 sq ft warehouse in Tees Dock to complement its existing network in other UK ports. It has also entered the container market, handling mainly paper and general commodities in addition to serving heavy industry. This is part of a larger multi-user project under way at Teesport.

One of the Tees Valley’s greatest advantages is its excellent rail infra-structure. In fact, the region has more rail-linked sites – with ready access to the national network – than anywhere else in the North of England.

This key asset is a legacy of the long industrial history of the Tees Valley and its special status as the birth-place of Britain’s railways.

Today, this asset is more precious than ever as freight owners look to rail transport – and related intermo-dal services – to provide them with regular and reliable connections throughout the UK.

The recently modernised East Coast Main Line, which crosses the Tees Valley at Darlington, also connects the principal cities of Aberdeen, Edinburgh, Newcastle, York, Doncaster and Lon-don. It offers fast transit times to Scot-land, the Midlands, the South of England and other principal destinations.

Darlington is the regional hub, linking the key centres of Hartlepool, Middlesbrough, Redcar and Stockton with the East Coast Main Line. In addition, Middlesbrough is linked with Manchester, Manchester Airport and Leeds via the trans-Pennine route.

Rail-linked sites

Tees Valley has a series of rail-linked industrial sites located on or near the River Tees. Several of the larger sites contain specialist companies offering intermodal and support services:

PD Teesport’s cargo handling facilities are served by intermodal rail services with direct access to Tee-sport’s ferry and container terminals.

Tees Yard rail hub, operated by EWS, has ample land for logistics partners to carry out intermodal operations.

Freightliner has its own terminal on the Wilton International chemical production site.

A.V. Dawson Ltd operates the Ayrton International Railhead and Store, with 20,000 square metres of rail-linked warehousing.

Most of the facilities of PD Teesport are rail-linked, including the quays, storage areas and warehouses at Tees Dock. Cargo can be handled under cover at various sheds with overhead cranes and extensive stor-age areas. Tees Dock receives 14 trains a day, unloading bulk cargoes, steel and containers.

Rail operators

Rail freight services are provided by English Welsh & Scottish Railway Ltd (EWS) and Freightliner Ltd, both of which offer customer-focused serv-ices with modern rolling stock and handling equipment.

mover of heavy freight in the Tees Valley, transporting large volumes of aggregates, coal, steel and petro-chemicals to and from dock areas and industrial sites.

EWS also operates regular container services, using Teesport as a hub for its intermodal maritime movements. All EWS services out of Teesport are operated on a multi user basis, so customers can send as few or as many containers as they wish.

Teesport is linked to the EWS Enter-prise network, providing connections with most parts of the UK.

EWS operates a daily container service to Mossend, Glasgow, and to Grange-mouth; a daily container service to Trafford Park, Manchester; and a daily service to Workington in Cumbria carrying mainly imported bulk products for the chemical industry. Arrival times are next day or better, with overnight services delivering containers to their destination the following morning.

At Teesport, trains are loaded and discharged next to the ro-ro berths by PD Teesport stevedores using reach stackers. EWS and PD Teesport have developed the intermodal business together and are working in partner-ship to build on this success.

PD Ports has also entered into a joint venture to introduce lowliner wagons the resolve the issue of moving high cube containers by rail.

Freightliner Ltd

Freightliner Ltd – the UK’s largest haulier of maritime containers – provides trunk rail services between key ports and inland rail freight inter-changes within the UK,

In the Tees Valley, its operations are centred on the Wilton Freightliner Terminal, located within the Wilton In-ternational chemical park. The Freight-liner terminal operates 24 hours a day, with a daily direct service to the deepsea container port of Felixstowe.

The chemical industry has gener-ated a huge demand for specialist container transport and Freightliner handles about 35,000 containers a year through its Wilton terminal.

Freightliner has specialist lifting equip-ment and wagons for handling all types of containers including 9 ft 6 in units. The company deals mainly with logistics specialists such as container owners, shipping lines and haulage companies.

Ayrton

Ayrton International Railhead and Store is a major distribution hub on the south bank of the River Tees in Middlesbrough. The six hectare facil-ity is operated by A.V. Dawson Ltd and includes reception and ware-housing for dry bulks, a weighbridge, cranes of up to 40 tonnes capacity and rail-linked storage.

One of the region’s main drivers of economic development is Durham Tees Valley Airport. In recent years it has grown from a relatively minor airport to a major international facility with a growing range of international passenger and freight services.

Since 2005 a great deal of plan-ning has gone into the preparation and delivery of a sustainable 15-year growth strategy for the airport. A key element of this has been the provi-sion of much needed investment in the airport infrastructure to create a modern product with sufficient capac-ity to deal with future growth. A total of £56 million of public and private investment has been committed over the next 5 years.

These plans will enable Durham Tees Valley to handle 3 million passengers a year by 2015 as well as creating a

new cargo and maintenance ‘village’ together with a business park and hotel. This will provide excellent op-portunities not only for the airport but also for the whole area.

Well connected

Durham Tees Valley Airport is 75 per cent owned and operated by Peel Airports. It has an ideal location just 24 miles south of Durham and six miles east of Darlington, on the A67. The airport can be accessed with ease from the A1(M), A19 and A66. Darlington railway station is a short taxi ride away, with regular services to York, Durham and Newcastle. In addition, the Tees Valley Sky Express provides a direct bus link, free of charge, between the airport, Darling-ton railway station and the town hall.

Six carriers offer scheduled services from the airport. There are also char-ter flights, with up to 15 departures a week in summer. The scheduled services are:

supports a further 190 to 260 jobs within the Tees Valley. As a result of planned developments, however, the airport could be employing up to 2,700 people in 10 years’ time and generating hundreds more jobs in the area as well as contributing £120 million a year to the local economy.

A planned extension of the airport terminal will provide impressive new departure facilities, with 30 check-in points and baggage handling facilities on the ground floor and departure lounges on the first floor with four gate ‘bridges’ linked directly with the aircraft stands.

To cope with the additional business there will be nine new aircraft stands together with new apron and taxiway facilities.

Business parks

A key advantage of Durham Tees Val-ley Airport is the prospect of major development opportunities on site. Planning permission has now been granted for the North Side Business Park, offering state-of-the-art office space as well as new hotel, pub and restaurant facilities. This 20,000 square metre development at the north-east end of the runway will pro-vide facilities for maintenance and for cargo handling and processing.

Meanwhile, work continues with partners on long-term plans to de-velop a large area on the south side of the runway. This 250 acre site is being developed in conjunction with English Partnerships, One NorthEast, Tees Valley Regeneration and the local authorities. The multi-million-

pound development will offer 2 million square feet of business space with an emphasis on airport, logistics and travel related activities.

In addition, work has already been completed on a new £1.8 million access road to improve traffic flow, create a sense of arrival and enhance the business potential of land round the airport.

Leading a £1.5 billion investment programme in land, property and infrastructure, Tees Valley Regen-eration is the UK’s largest urban regeneration company.

Since it was established in 2002, the independent company has focused on developing core sites across the region as well as offering an impres-sive level of support for investors and potential investors.

In addition, TVR provides inward in-vestors with a single point of contact and a deep knowledge and wide expe-rience of land and property develop-ment in the area.

Core to the work of TVR are five flagship projects which underline its

Central Park, Darlington

Cited as the biggest single develop-ment in Darlington for a generation and representing an investment of £200 million, Central Park is a 75 acre site near the town centre. It is expected to create some 2,000 new jobs as well as a further 400 during the construction process.

Work begins in 2008 to provide 600 new homes, offices, restaurants and bars, a hotel with conference centre, health and child care facilities, public art and open spaces. Central Park symbolises the ambition and vision of Tees Valley. It will provide huge ben-efits for the people of Darlington.

Middlehaven, Middlesbrough

The Middlehaven project is under way, with detailed planning consent now granted for the first of nine futuristic cube buildings on the site, which is be-ing developed by BioRegional Quintain.

The multi million pound scheme, featur-ing 900,000 sq ft of development, will be the UK’s most environmentally friendly development, offering zero car-bon emissions. The first two buildings will respectively feature 70 and 80 apartments and 6,000 sq ft and 7,000 sq ft of ground floor office space.

Overall, the Middlehaven scheme is expected to create over 3,000 jobs and will feature 2,400 homes as well as bars, cafés, restaurants, shops a luxury hotel and the five storey Middlesbrough College home to 20,000 students.

North Shore, Stockton-on-Tees

In Stockton, work has begun on a dis-tinctive new footbridge linking TVR’s North Shore development with the flourishing Teesdale area of the town.

The £15 million bridge consists of two asymmetrical flowing arches. Its highest point will be 40 metres above the River Tees. This will complement a 56 acre development near the town centre and a new road network.

Victoria Harbour, Hartlepool

In Hartlepool, TVR’s Victoria Harbour project is an exciting and innovative 200 acre development that opens up a new stretch of waterfront north of the marina.

The scheme includes top-class hous-ing, leisure and business facilities as well as a proposed new school, an attractive area of open space and a new bridge leading to a coastal walk.

Durham Tees Valley Airport

Work has been completed on a new £1.8 million access road to improve traffic flow at the airport and boost the commercial potential of land round the airport. Development con-tinues with a 250 acre project next to the airport.

In addition, a business park, aimed at airport-related activities, will be launched in spring 2008 alongside hotel and leisure facilities. This will create an exciting first impression for people arriving in Tees Valley.

As well as the prime mover in develop-ing new sites, TVR is the first point of contact for investors. The organisa-tion actively markets the region, both nationally and internationally, so as to attract further inward investment.

The process industry continues to be the main economic driver in the North East, generating 25 per cent of the region’s gross domestic product. New developments are constantly emerging at sites across the North East including Teesside.

While the Wilton International com-plex – formerly ICI – contains many of the larger processing plants, there are many more at Billingham and at Seal Sands, where most of the large petrochemical plants and storage facilities are located.

Huge volumes of raw materials and finished products are handled at terminals alongside the River Tees. About 70 per cent of the cargo handled at Teesport is related to the process industry. Shippers can rest assured that the region’s expertise in the process industry is matched by

its efficiency in handling and shipping gaseous and liquid products.

Key role

The key role of promoting these assets is performed by the North East Process Industry Cluster (NEPIC), an organisation born in the mid 1990s which has become the focal point of the region’s biotech-nology, commodity, petrochemical, pharmaceutical and speciality sectors. NEPIC represents the 500 companies within this sector based in the region which includes at least 150 companies in the supply chain of these industries.

Companies within NEPIC employ some 34,000 people directly and indirectly provide income for a further 280,000.

NEPIC sees its mission as creating jobs, acting as a catalyst for invest-ment, highlighting the region’s excel-

lent skills in this sector and ensuring the smooth running of supply chains across the region.

NEPIC has also continued to nurture the strong relationship between the process industry and the supply chain sector – a vital element in the suc-cess of the industry. For example, it works closely with PD Ports to keep the infrastructure as effective and efficient as possible.

The process industry plays a vital role in attracting research centres to the region, which now contains five recognised centres of excellence. One of these is the Centre for Process In-novation (CPI) which is located within Wilton Centre, and where NEPIC also has its head office. The Wilton Centre is Europe’s largest process industry research centre and is situated next door to Wilton International, making this one of Europe’s premier locations for this sector.

A key component of the economy of Tees Valley for over 60 years is the chemical production site of Wilton International.

Located just south of the River Tees estuary, it contains one of the largest concentrations of chemical process manufacturing companies in the world.

Wilton International has been owned by SembCorp Utilities UK since 2003. It is one of the few sites in western Europe to offer an ideal environment for large-scale chemical processing. Its location near a major seaport and its ample infrastructure make it ideal for inward investors.

More than £2.5 billion has been invested in the site in recent years. This trend is set to continue, with sev-eral large-scale projects either under way or announced.

Plants

Some of the world’s leading chemical and manufacturing companies have

their home at Wilton International:

Sabic UK Petrochemicals (formerly Huntsman) manufactures basic chem-ical products

Invista provides chemicals materials and energy solutions

Atenius UK is a leader in polyester polymer solutions

Dow develops and manufactures a range of chemical, plastic and agricul-ture products

Uniqema manufactures surfactants and olechemical derivatives.

In addition, there are over 80 engi-neering and support companies in-cluding ADD, Airtech, Arco, Kvaerner, MAN and TDG Nexus. New compa-nies connecting to the resources and facilities of Wilton International can be confident of its long-term future and its potential for further growth.

Shared infrastructure, support and util-ity services are available to all tenants on site. Supplied by SembCorp Utilities UK, they have the advantage of keeping costs down and allowing manufactur-ers to focus on their core activities and maintain a competitive edge.

In addition, there is ready access to a wide range of raw materials and feedstocks:

Demineralised, potable and untreat-ed water

Nitrogen, oxygen and compressed air

Coal, gas and fuel oil.

Electricity and steam are supplied by the 175 MW Wilton Power Station. The site is also linked to Teesside Power Station, a large modern gas-fired plant.

Electricity from renewable energy sources will soon be a reality at Wilton thanks to the 30 MW SembCorp Biomass Power Station. Opened in October 2007 at a cost of some £60 million, this is the UK’s first ‘wood to energy’ power station, using 300,000 tonnes a year of wood as fuel. This accounts for up to 40 per cent of its consumable fuel, which would previ-ously have ended up in landfill.

Safety first

Safety procedures across Tees Valley are among the strictest in the UK. At Wilton International the nature of the processes on site has dictated even tougher measures to ensure the safe operation of plants as well as emer-gency response services.

SembCorp’s asset protection and logistics team is ready to respond to emergencies across Tees Valley with services that include ambulances, paramedics, 24-hour incident moni-toring, security gatehouses, media

and community support and top qual-ity fire-fighting equipment.

Developments

As a base for process operations, Wilton has key advantages that have enabled it to attract significant invest-ment. They include infrastructure, on-site utilities, easy access to materials and services, location near a major seaport, logistics links, economic stability and skilled local labour.

Construction of Europe’s largest bioethanol plant is under way. Owned by the Ensus group, the plant will produce over 4 million litres a year of environ-mentally preferred fuel, fermented from wheat grain. The clear, colourless, high-octane liquid is a renewable alternative to oil for use in petrol-driven vehicles and ensures improved air quality, lower carbon emissions and a reduction in greenhouse gas emissions.

Another development at Wilton is an environmentally friendly newspaper

recycling mill for Ecco Newsprint that is expected to produce over 400,000 tonnes of newsprint a year.

In addition, Wilton is the location for the largest single industry investment ever to come to Teesside: a heavy crude oil processing plant to be built by the UK company Sonhoe at a cost of £2 billion.

Work is expected to start at the end of 2009 for completion by 2014. The new plant will generate 2,500 jobs in the construction phase and provide up to 450 jobs in the long term, plus an additional 1,600 in support and service companies. This will also gen-erate a need for new port facilities at Teesport to cope with the estimated 400 additional vessel calls each year.

This is the first major oil processing plant in the UK for 20 years. When fully operational, it will process 10 million tonnes of oil a year, producing high quality low sulphur diesel, naph-tha and kerosene fuel for jet aircraft.

Location

The ports of Tees and Hartlepool are located on the north-east coast of England. Teesport is in position 54°35’N, 1°13’W and Hartlepool is in position 54°42’N, 1°12’W.

Tees Dock is on the south bank of the River Tees, 5 km from the sea. Hartlepool Dock is 6 km north of the River Tees and faces south into Hartlepool Bay.

Accommodation

Teesport has lock-free access to two general cargo berths, two specialised steel berths, three ro-ro berths, a bulk handling terminal and Teesport Container Terminals 1 and 2. Most

berths are dredged to between 8.5 and 10.9 metres. The bulk terminal can handle vessels up to 60,000 dwt, with steel and general cargo berths accommodating vessels up to 50,000 dwt. PD Teesport also owns three tanker berths, two of which are operated by Huntsman and can ac-commodate ships up to 198 metres and 100 metres in length in depths of 9.5 metres and 6.5 metres.

Hartlepool has three quays within Victoria Harbour with a total length of 825 metres and depths alongside of 6.2 metres to 7.9 metres LAT. A fur-ther 390 metres of quay is available inside the non-tidal North Basin, with a depth of 5.1 metres LAT. There are other berths related to engineering and offshore construction.

Seal Sands is a major petrochemi-cal complex on the north bank of the River Tees.

Teesport Commerce Park is just upriver from Tees Dock. It provides a base for various offshore-related serv-ice companies. It has two lay-by berths with 4.9 and 5.5 metres depth and a heavy lift quay with 6.4 metres depth.

Airport

Durham Tees Valley Airport, 29 km from the docks, offers daily flights to London Heathrow and other UK destina-tions as well as to Continental Europe. Newcastle Airport is 48 km away.

Anchorage

Teesport: Vessels may anchor in Tees Bay, east or south-east of the Tees fairway buoy. Anchoring is prohibited near pipelines and caution is advised during sustained offshore winds.

Hartlepool: Vessels may anchor in Hartlepool Bay, north-east of Long-scar buoy, but this presents exposure to easterly gales.

Approach

Teesport: From Tees fairway buoy to 450 metres inside South Gare the depth is maintained at 14.7 metres LAT. From 450 metres inside South Gare to No 15 buoy the depth is 13.3 metres. From No 15 buoy to Huntsman No 3 jetty the depth is 9.9 metres.

Hartlepool: The approach channel is 1.1 km long with a minimum width of 65 metres. There is a leading light and a lighted buoyed entrance chan-nel. The channel is maintained at 5.0 metres LAT.

Towage

Svitzer Marine Ltd provides a 24-hour towage service in Teesport and Hartlepool. From its base in Middles-brough the company operates a fleet of six tugs comprising one 70 tonne bp ASD tug, one 60 tonne bp tug, one 60 tonne bp tractor tug, two 40 tonne bp Voith tugs and one 35 tonne bp tractor

tug. Four of these vessels are equipped with fire-fighting equipment to FiFi 1 standard and two carry oil dispersant.

Waste

Svitzer Marine Ltd operates a daily garbage collection service for shipping on the River Tees using a motorised barge. This service is provided on be-half of PD Teesport and is covered by a Harbour Office levy on waste disposal.

Hartlepool: disposal available on request.

Water

Fresh water is available at most berths in Tees and Hartlepool.

Prevailing winds are south-westerly. The approach to the ports is exposed to winds from N to SE. Local forecast available from Tyne Tees Coastguard.
