EXECUTIVE SUMMARY In order to maintain and improve the University’s telecommunications distribution system at Shippensburg
University, Entech Engineering, Inc. (Entech) was asked to present a comprehensive Capital
Telecommunications Renovation Feasibility Study that would provide accommodation for the University’s
future expansion. As part of the study, Entech, along with the University’s telecommunications personnel,
has formed a complete telecommunications master plan for the entire campus by utilizing conduits and
duct bank of both existing and residential hall expansion projects as a basis for the planning process.
As part of the Capital Telecommunications Master Plan Feasibility Study, the University’s master plan
was reviewed in conjunction with the development of new residential halls in order to make proper
decisions for routing future telecommunications systems.
The following table lists the underground distribution upgrade/improvement recommendations and the
associated cost of construction services, engineering and professional services. These cost projections
are in current dollars for the year 2010. Budgets developed utilizing this information should be increased
to reflect the year in which the work will actually be completed.

It is recommended that at the beginning of the project, an Administration System Identification shall be
performed first to document existing condition of all telecommunication utility throughout the campus.
Once the project goes into design phase, all existing condition shall be passed on to the design engineers
to come up with a details plan of proposed conduits and duct bank for the upgrade of campus wide
telecommunication system. An Utility Location and Documentation services can be added to assist the
engineers during the design phase, they will work with engineers to locate and identify other utilities
surrounding the routing direction of proposed duct banks for damage prevention purposes. Once
construction is finished, contractors shall be responsible to provide the University with the as-built
documentation of all new conduits, duck bank, cables, and manholes. If necessary, another
Administration System Identification shall be performed to document recently built telecommunication
systems.

INTRODUCTION On September 23, 2004 Entech began work documenting the existing underground telecommunications
distribution system at Shippensburg University. The purpose of this work was to develop an accurate
telecommunications distribution site plan, along with a proposed telecommunications distribution site plan
incorporating known future university additions provided from the University Master Plan. This
Telecommunications Renovation Feasibility was completed in April 28, 2005, since then, various changes
have been made to the University’s telecommunications distribution system, such as the addition of new
telecommunication manholes to accommodate the new building addition. As indicated by university
personnel, the Capital Telecommunication Renovation project will begin after the completion of residential
halls project. The following is a brief description of the existing distribution system along with
recommendations for distribution system renovations and additions to better serve the University into the
future.

SYSTEM DESCRIPTION The telecommunications distribution system at Shippensburg University currently initiates from two
separate buildings within the University. The distribution of the telephone system initiates from the
Centrex Building, while the distribution of the data system initiates from the Mathematics Computer
Technologies Center. Both systems are routed throughout the University via a manhole/ductbank system.
Manholes have been strategically placed to accommodate conduit ductbanks routed from one building to
another.
Drawing T-1 represents the existing telecommunications distribution system layout including individual
manholes and ductbanks routed between manholes and buildings throughout the University. Existing
manholes are identified by a numerical value (Example: MH - #) as designated on the drawing.
Cabling type and quantity of individual ductbanks are designated on drawing T-2 (Example: C###, F##
and MH-##). This drawing indicates the content of each individual ductbank either from manholes to
manholes or from manhole to an existing building. The majority of duct bank content were provided by the
University, but was not verified as part of the telecommunications system renovation planning study
revision.
Drawing T-3 represents the proposed telecommunications distribution system layout for the proposed
Capital Telecommunications Renovation project. The new residential hall building and central plant
backgrounds were provided by the University. These building backgrounds play a critical role in the
routing strategy of proposed ductbank and location of new manholes. If new residential halls are to be
built as indicated, it will be obligatory to relocate the majority of the existing telecommunications
distribution systems from Reed Annex through Reed Operation Center to the rest of the campus. This
relocation will most likely involve extensive cost of labor, material, time, as well as coordination between
different departments throughout the University for telecommunication service shutdown. If the proposed
conduit, ductbank, and cable routing are implemented as indicated in drawing T-3, this new pathway will
provide the University with the ability to supply telecommunications service to the south, northwest, east,
and central areas of the campus.
Attachment A included with this report provides a detailed cost opinion of the entire Capital
Telecommunication Renovation project, which includes a cost opinion for manhole system upgrades from
the 2005 Telecommunications Renovation Feasibility Study with the cost adjusted to 2010 value, a cost
opinion for ductbank routing as proposed, and a cost opinion for copper and fiber optic cable. Engineering
fees and professional services are also added to the overall construction cost of the project, which include
a cost opinion for administration system identification, utility location and documentation, and engineering
and design fees (10% of all the previously listed items). All cost opinions provide a breakdown of material
and labor cost in 2010 value, which include O&P and contingency.

SYSTEM ASSESSMENT & RECOMMENDATION
The following assessment and recommendations are based on Entech’s 2005 Telecommunications
Renovation Feasibility Study, the existing telecommunications distribution system and criteria provided by
university personnel for housing and central plant. Included with each recommendation is an estimate of
probable construction cost. Detailed cost opinions are included in Attachment A of this report.
Existing University Buildings & Manhole System Based on the visual inspections conducted during Entech’s site survey of the 2005 Telecommunication
Renovation Feasibility Study, the underground ductbank and manhole system appear to be in good
condition. However, the following observations were made:
1. Manholes with water infiltration or flooding.
2. Manholes and ductbank systems with insufficient capacity to add or route future cabling.
3. Debris and/or abandoned cabling within existing manholes and/or duct system.
4. Blocks added to throat of manhole to raise the manhole even with new paved road.
5. Inaccessibility of manholes or buildings during site survey.
6. Manholes that require concrete patching.
Recommendations
In order to accommodate the University with a campus-wide network redundancy, as well as providing
future building addition with adequate telecommunication service capacity, it is recommended to upgrade
the manholes in conjunction with the addition of new ductbanks required for the new residential halls
development project. Table 1 below lists these specific observations made at buildings and manholes
during 2005 the site survey. Once the manhole upgrade project is completed, the manholes listed in
Table 1 below will be ready for the addition of new ductbank as required by the University (i.e. campus-
wide network redundancy) for future building additions after the new residential halls project and central
plant project are completed.

Campus Telecommunications Administration System Identification
Based on the visual inspections conducted during Entech’s site survey in 2005, building
telecommunication entrance equipment rooms appear to be in well-kept condition. However, the
telecommunication administration systems for the underground ductbank and equipment rooms located
within each building are inconsistent.
It is recommended that the University also implement campus wide telecommunications administration
system identification, which includes tasks listed in the statement of work in Appendix A. Appendix A,
Budgetary Pricing for Cabling Survey & Documentation within Communications Ductbank, was provided
with the help of John Wray of IES Commercial, which specialized in outside plan communication services.
It is also highly recommended that the campus telecommunication administration system identification is
executed after major building additions and renovations, such as the residential project, have been
completed.
The approximate cost for telecommunications administration system identification project would be
$382,855

New Manhole & Ductbank System - Future Expansion
Based on the completion of the residential hall projects up-to-date and the information obtained from the
2005 Telecommunications Renovation Feasibility Study, provisions for additional manholes and conduit
ductbank systems are needed to accommodate the future building additions and expansions proposed by
the University in the future after the residential hall project
The attached drawing T-3 indicates proposed new manholes and routing for new underground conduit
ductbanks after the completion of the residential hall projects.
Recommendations
Based on the University’s future plans for additions to the campus, drawing T-3 (proposed new duct bank
capital telecommunication plan) was developed to show proposed telecommunications distribution
system pathways to accommodate the future buildings and renovations to existing buildings. New
manholes and ductbanks are shown along with utilization of existing manholes to supply adequate
underground pathways for proposed and future desires.
Drawing T-3 also includes the conduits and duct bank addition for all phases of the residential halls
project, which follow the color code of green, yellow, and red respectively. It is recommended that any
ductbank, which originally proposed in the housing master plan, is not completed during the residential
hall project shall be moved to the capital telecommunication project
The approximate cost for the new telecommunications distribution system, which includes only
telecommunication duct banks, would be $1,475,606
New Copper & Fiber Optic Cable-Future Expansion
To facilitate implementation the recommendations within the Capital Telecommunications Renovation
Study, the University should complete the proposed installations and upgrades for both ductbank and
cables simultaneously. The allocation of money for upgrading the existing distribution system and
implementation of the proposed new ductbank system, as well as copper and fiber optic cable, may be
extended over time. Tables below list the immediate and future requirements for different telecom. paths:

As demonstrated in drawing T-3, the northwest telecom loop will start at manhole 2, goes around Heiges
Field House, Grove Stadium, Performing Arts Center, and end at manhole 2C. There are several benefits
for the installation of the northwest telecommunication loop as indicated in table above.
It was indicated by the university personnel that the majority of campus development and expansion in
the near future will occur throughout the northwest region of the campus; by installing additional ductbank
and fiber as indicated, the University’s telecommunication infrastructure will be at capacity to support
future growth. In addition, the northwest will also provide connectivity and network redundancy throughout
campus.

As shown in drawing T-3, the south telecom raceway will start at manhole 52, provide a pathway around
Reed Operations Center, connect the existing Reed Annex with the east side of the campus, and end at
manhole CT5. The implementation of this raceway will yield several advantages to the University’s
telecommunication infrastructure.
The 1998 Master Plan shows the relocation of Reed Operation Center which is made difficult because of
the existing communication cables currently originate from Reed Annex, going through Reed Operation
Center, and supply telecom service to the rest of the campus. This raceway will offer the University with
the means as well as additional pathway to route communication cables around Reed Operations Center,
which will ultimately relieve the telecom traffic going through Reed Operation Center, and make the
relocation of Reed Operation Center possible.
Additionally, the incoming telecom service for the entire campus currently originates at manhole 52. This
manhole is currently located four feet above grade, expose to the environment, and vulnerable to impact.
By installing parallel pathway between manhole 52 and manhole 53, it will ensure that the incoming
telecom service of the entire campus is properly protected.

As indicated by the table above and drawing T-3, the east telecom raceway starts at manhole CT5, runs
along Adam Drive, and ends at manhole 28. The implementation of this raceway is critical for several
reasons. The first reason is that this raceway is the connecting piece of the network redundant loop. This
race way will connect the south telecom race way, central telecom raceway, northeast telecom loop, and
northwest telecom loop into one united communication network. In addition, manhole CT6 and the east
telecom raceway will present the University with the option to supply the campus telecom service from
another direction.

As demonstrated in drawing T-3, the central raceway originates at manhole 39B locate in front of the
Mathematics & Computing Technologies Center (MCT), and connects the central region of the campus
with Reed Annex and the northeast telecom loop. One of the benefits of this raceway is to relieve the
telecommunication traffic coming in and out of MCT, as well as providing supportive infrastructure for
network redundant loop.

The table above indicates the total length in feet of ductbank, copper cable, and fiber optic cable that will
be added in the Capital Telecommunications Project. With the completion of the proposed ductbank and
cables system, this will provide the University with a large capacity for future expansion.
The total cost for system upgrades and additions mentioned above is roughly $3,114,124 which includes
telecommunication ductbanks routing between manholes and buildings, as well as copper and fiber
cabling within these ductbanks. With these improvements, the system should be capable of meeting the
need of the growing University.

Statement of Work: Cabling Survey & Documentation within Communications Ductbank
Inventory the existing 70+ manholes on the Shippensburg University campus including the following tasks: • IES will open and pump the existing manholes for entry. The proper manhole safety gear
and PPE will be utilized during all manhole work. • IES will document the number of copper and fiber optic cables within the manholes. The
cable type/counts will be documented on manhole butterfly drawing sheets.
• IES will trace the copper and fiber cables from the manholes through the conduit ductbank and into the building of origin. The cables will be traced within the buildings to the termination point. After the termination point is found/determined, IES will document the size and types of the cables.
• IES will update the campus communication drawing with the cable information identified.
The drawing will include the size and types of cables and the route from origin to destination.
• IES will provide butterfly drawings of all manholes entered. The butterfly drawings will be
provided in a CAD format. The cable type/counts will be documented on the manhole butterfly drawing sheets showing the wall of the manhole where the cables enter/exit.

Assumptions and Caveats:
• All work will be performed during normal working hours 6:00am to 6:00pm, Monday-Friday. Labor pricing does not include any scale wage, night time differential and/or weekend rates if required by Customer.
• Free and ready access will be provided to all required areas. Delays due to access problems will result in additional charges.
• Customer will provide personnel to help with building/room access and ceiling opening permission.
• Pricing is for survey and documentation only and does not verify if the existing cabling is of working condition.
• Pricing does not include documentation of active/used/working pairs or strands of existing cables.
• Pricing includes travel and per diem for employees due to the location and distance from the IES office.

Upon execution and submission hereof by Customer, this quotation, any attached Statement of Work and any order subsequently placed hereunder shall be subject to the terms and conditions herein and shall constitute the entire agreement (“AGREEMENT”) between IES. (“IES”) and Customer. Customer’s execution hereof and delivery of any goods or services described herein shall constitute acceptance by Customer of the terms and conditions set forth heronries will not be bound by any terms proposed by the Customer that are inconsistent with the terms set forth herein. No addition, modification or waiver of this Agreement shall be valid unless executed in writing by IES authorized representative. This quotation shall remain firm for thirty (30) days from the Quote Date set forth herein. Prices herein are F.O.B. point of shipment. Customer is responsible for payment of all charges, including but not limited to shipping, handling and applicable taxes, in accordance with the payment terms set forth herein. All goods and services provided hereunder shall be invoiced on the following terms: minimum 25% due on contract approval (signature of this document), thereafter monthly progress billings shall be made, NET 30, retainage, if applicable, shall be billed upon project completion and acceptance (project acceptance criteria may be specified elsewhere within this document), NET 30. Failure to accept the work does not release the customer’s obligation to pay for work completed. Customer must notify IES. Accounts Receivable Department of billing disputes within 10 days of receipt of the invoice, and is required to pay any undisputed balance. Failure to provide notification of billing disputes as noted above constitutes acceptance of the invoiced amount, in full. Past due amounts shall be subject to a late payment charge equal to 1.5% per month or, if less, the then maximum lawful rate. Accounts in excess of 30 days past due shall be subject to collection. Customer hereby grants to IES a security interest in the goods provided hereunder and their proceeds in order to secure final payment hereunder, and Customer shall, upon request, execute and deliver to IES any documents necessary and appropriate to evidence and perfect such security interest. This Agreement shall remain in effect until goods and/or services hereunder are provided by IES and Customer renders payment in full. Risk of loss and title to the goods provided hereunder shall pass to Customer upon delivery thereof. Customer shall pay a restocking fee in the event of return of any goods provided hereunder. Goods provided hereunder are warranted by the manufacturer and/or IES against defects in material and workmanship under normal use for ninety (90) days after delivery, and Customer’s sole remedy with respect thereto shall be repair, replacement or refund, at IES sole option. EXCEPT AS SET FORTH HEREIN, IES MAKES NO WARRANTIES, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO ANY IMPLIED WARRANTY OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE. UNDER NO CIRCUMSTANCES SHALL IES BE LIABLE FOR ANY SPECIAL, INCIDENTAL OR CONSEQUENTIAL DAMAGES WHETHER THE CLAIM OR REMEDY IS SOUGHT IN CONTRACT OR TORT (INCLUDING IES ’s NEGLIGENCE), STRICT LIABILITY OR OTHERWISE, INCLUDING BUT NOT LIMITED TO LOSS OF PROFITS, EVEN IF IT HAS BEEN ADVISED OF SUCH DAMAGES. This Agreement shall be binding upon the parties’ respective successors and assigns; however neither party shall assign the Agreement without the other’s prior written consent. Customer shall not, without IES’s prior written consent, during the performance of this Agreement or for a period of one (1) year after completion of performance of this Agreement, directly or indirectly, offer or solicit for employment or for engagement in a consulting or similar capacity, any of IES ’s employees who have been involved in selling, managing, planning developing or overseeing the provision of products or services to Customer pursuant to this Agreement. IES may identify Customer in a client list or otherwise use Customer as a reference. This Agreement shall be governed by the laws of the State of Maryland without regard to the laws of any jurisdiction regarding conflicts of laws or choice of laws.
