From Strategy to ExecutionThe progressive improvements of the Union’s budgetary and financial structure reached a significant turning point with the introduction of the result-based budgeting and result based management.

In addition, the introduction of the re-structured operational plan of the Telecommunication Development Sector enhanced the integration between strategic planning, operational planning and financial planning.

The primary purpose of this performance report is to provide a quarterly assessment of the implementation of the BDT strategic, financial and operational plans using several facets and dimensions.

This report provides an assessment of the implementation of the strategic, operational and financial plan.

Strategic

The quarterly assessment of the strategic plan implementation provides a means for monitoring the implementation of the mission, objectives, outputs and priorities of the Telecommunication Development Sector.

Operational

The quarterly review of the operational plan puts emphasis on the outputs of the Sector as well as on the actions and activities undertaken by the Telecommunication Development Bureau (BDT) in connection with the implementation of these outputs.

It provides information regarding the implementation level of the outputs and actions as well as other pertinent operational data.

Financial

The financial quarterly reports highlight the financial elements of both the strategic and the operational plan.

It provides an overview of the budgetary performance for the period as well as the annual year end expenditure forecast which in turn may allow management to adjust its plans in order to achieve optimal budget performance and implementation of activities.

Activities

To foster international cooperation and solidarity in the delivery of technical assistance and in the creation, development and improvement of telecommunication/ information and communication technology (ICT) equipment and networks in developing countries. ITU-D is required to discharge the Union's dual responsibility as a United Nations specialized agency and executing agency for implementing projects under the United Nations development system or other funding arrangements, so as to facilitate and enhance telecommunication/ ICT development by offering, organizing and coordinating technical cooperation and assistance activities.

The strategic goal of the ITU Telecommunication Development Sector (ITU-D) is threefold, and includes: • To promote the availability of infrastructure and foster an enabling environment for telecommuni-

cation/ICT infrastructure development and its use in a safe and secure manner• To provide assistance to developing countries in bridging the digital divide by achieving broader

telecommunication/ICT-enabled socio-economic development• To expand the benefits of the information society to the membership in cooperation with public

and private stakeholders, and to promote the integration of the use of telecommunications/ICTs into the broader economy and society as drivers of development, innovation, well-being, growth and productivity globally.

The following is a summary of results achieved, for the period January to September 2015, on the overall implementation of the five objectives of the ITU-D Strategic and Operational Plan.

Five ITU-D Objectives

Objective 1

“Foster international cooperation on telecommunication/ICT development issues”

The results achieved during the period of January to September 2015 are as follows:1.1 - World Telecommunication Development Conference (WTDC)

• The next World Telecommunication Development Conference (WTDC) will be held in the fall of 2017.

• Preparatory work for the forthcoming WTDC-17 has been initiated. The host agreement is under negotiation/finalization with potential host countries.

1.2 - Regional preparatory meetings (RPMs)

• The organization of the RPMS is going on. The provisional dates for the 6 RPMs are as follows:

� Africa – December 2016 � America – February 2017 � Asia Pacific – March 2017 � Arab States – January/February 2017 � CIS – November 2016 � Europe – April 2017

1.3 - Telecommunication Development Advisory Group (TDAG)

• The TDAG held its 20th meeting at the ITU headquarters in Geneva from 28 to 30 April 2015. TDAG, among other things:

� Reviewed PP-14 outcomes and resolutions and their implications for the work of ITU-D;

� Reviewed the implementation of the ITU-D Strategic Plan and Operational Plan for 2014, including WTDC-14 resolutions and regional initiatives;

� Considered the draft Operational Plan 2016-2019; � Convened the first meetings of:

� The correspondence group on WTDC Resolution 1 (Rev. Dubai, 2014), “Rules of procedure of the ITU Telecommunication Development Sector” that mainly studied and reviewed Resolution 1 as well as related matters;

� The correspondence group on the Strategic Plan , Operational plan and

Declaration that reviewed the Strategic Plan, the Operational plan as well as the Dubai Action Plan and proposed elements for the future draft Declaration;

� The Inter-Sectoral Team on issues of mutual interest to ITU Sectors that Identified subjects common to two or three of the three Sectors and identified the necessary mechanisms to strengthen cooperation and joint activity among the three Sectors.

1.4 - Study Groups

• The two ITU-D Study Groups held their second meetings for the 2014-17 study period in September 2015 to progress the work items agreed by WTDC-14. ITU-D SG2 welcomed close to 190 participants from 52 Member States, and ITU-D SG1 close to 220 participants from 65 Member States attending. SG1 considered 136 contributions and SG2 121 contributions.

• The groups refined their work plans and methods of work to ensure that expected results for each Question and for the Study Groups overall will be achieved.

• Three associated events were held during the meetings: the 1st meeting of the ITU-D Academia Network, a joint ITU-T SG17 and ITU-D SG2 Question 3/2 Cybersecurity Workshop, and the ITU Global Dialogue on International Mobile Roaming “Let’s roam the world”.

• The ITU-D Study Groups held first set of Rapporteur Group meetings for the new study period in April 2015.

• The main purpose of the 2015 Rapporteur Group meetings was to review contributions received, review the tables of content for each Question and assess where further contributions are needed, refine the methodology that will be used to reach the expected results for each Question, revise the work plans for each Question taking into consideration the new scheduling of the next WTDC, and progress with the drafting of text for the deliverables.

2.1- Policy and regulatory frameworks

MULTI-REGIONALEvents

• In order to increase enhanced dialogue and knowledge between national regulators, policy-makers and other Telecommunication/ICT stakeholders on regulatory, economic and financial issues in all regions, ITU held regional economic and financial fora for Africa (Sao Tomé 2-5 April 2015), Latin America and the Caribbean (Nassau 20-24 April 2015), and Asia and Pacific (Kuala Lumpur 28 Sept.-2 Oct. 2015).

AFRICA REGIONEvents

• The Global Symposium for Regulators (GSR) and its pre-events held in Gabon (9 to 11 June 20150) welcomed around 400 senior international policy makers from over 60 countries. Strategies to accelerate digital inclusion to leverage the growth potential of emerging economies and developing markets were a key focus of discussions.

• 4th Private sector Chief Regulatory Officers (CRO) meeting held in Libreville, Gabon, (8 June 2015) as part of the GSR pre-event. 30 representatives from the ITU-D Sector membership participated in the meeting and agreed on objectives and mechanisms and identified the two thematics as core discussion for the next meeting: Achieving the Optimal Regulatory Environment: Promoting Market Access and Infrastructure.

• RDF for Africa Region held in Dakar, Senegal (9-10 September 2015), on ‘’Delivering on African Regional Initiatives’’ was attended by 27 countries and BDT Director, and adopted key recommendations and projects for a better implementation.

• Prior to this RDF, the WTSA-16 preparatory meeting for Africa was organized on 7 and 8 September in collaboration with ATU and was attended by TSB Director.

• The 15th edition of Trends in Telecommunication Reform features an in-depth analysis of current market and regulatory trends based on ITU data from the ICT Eye.

• The ICT Regulatory Tracker, launched in 2015, was built as a tool to monitor and measure the changes taking place in the telecommunication/ ICT regulatory environment, and covers over 150 countries for a period of 11 years, showcasing regulatory progress within the same country, amongst regions and worldwide.

• A meeting was held in Geneva on 18 September back to back with the ITU-D Study Groups meetings under the Mobile roaming initative LET’S ROAM THE WORLD. The main objective of this initiative is to support Members in the definition and adaptation of best practices and guidelines for all stakeholders around the world on IMR.

• Side event on “Building Smart Sustainable Cities, the role of ICT’’ organized on the 16 April 2015 by the ITU Regional Office for Africa, ITU-T and GeSI during the Second Preparatory Committee Meeting of Habitat III held in Nairobi, Kenya.

Training/workshop

• Regional Cost modelling workshop organized in Yaoundé, Cameroon (27 to 30 April) trained experts on the updated tools and methods to assist the regulators and the operators in the planning and management of their respective costs and tariffs in providing ICT services to the customers.

• Guideline for Developing National Broadband Plans for SADC Members was developed and validated during the workshop held from 01 to 05 June 2015 in Windhoek, Namibia and approved during the Ministers meeting held from 23-26 June, 2015 in Walvis Bay, Namibia.

Direct assistance

• Direct technical assistance provided to South Sudan to enhance the functionality of the newly established National Communications Authority (NCA). ITU Regional Office for Africa helped with the proceedings of the first NCA Board Meeting held in Juba from 23 to 25 June 2015.

• Technical assistance to Namibia and Swaziland to develop their respective National Broadband Plans/Policy in line with the adopted model and guidelines has started and is due to be completed in December 2015.

• Direct Assistance was extended to the Public Utility Regulatory Authority (PURA) of the Gambia to enhance their economic and financial regulatory functions including a comprehensive competition and market assessment study for ICTs in the country.

• Assistance provided to Cameroon, Chad, and Gabon during Q3 for the central African Corridor at TELECOM-15 (Budapest).

AMERICA REGION

Events

• The RDF for the Americas region was held in Cancun, Mexico on 14 July, 2015.• A Forum on Optimization and Efficient Use of Spectrum Results was organized in

Mexico on 13 July. Regarding regulatory approaches to optimize the use of spectrum, a big consensus was gathered around terms like “Planning”, “legal certainty” and “transparent licensing”.

• Regional Standardization Forum. The event was held in Washington, DC, USA back-to-back to CITEL PCC I Meeting on 21 September 2015.

Training/workshop

• On-going advanced level training on cost modeling and pricing for Central American Countries and Workshop on “Guidelines on the policy and economic aspects of the assignment and use of radio-frequency spectrum”, held in Managua, Nicaragua from August 31 to September 4. 50 participants attended the workshops from 8 countries and 6 entities.

• Case Study: Digital Ecosystem and the massification of Information Technology and Communications (ICT) in Dominican Republic” in collaboration with the Instituto Dominicano de las Telecomunicaciones (INDOTEL). The Case Study was already published at (http://web.itu.int/publ/D-PREF-EF.CS_DOMINICA-2015/en).

• Case Study: on the evolution of ICTs considering the economic perspective and the policy and regulation environment in Bolivia.

• Case Study: on the evolution of ICTs for Paraguay, in collaboration with the Comisión Nacional de Telecomunicaciones (CONATEL) and Bolivia, in collaboration with the Autoridad de Regulación y Fiscalización de Telecomunicaciones y Transportes (ATT). The analysis was performed based on the use of ICT in Paraguay and Bolivia considering the regulatory environment, the institutional structure, as well as the status of development and implementation of telecommunication policies and the broadband plans.

Direct assistance

• Technical and methodological support provided to Anatel-Brazil (National Regulatory Body) for the implementation and for the development of the fundamental regulatory aspects of the telecommunications sector. As the result of a Tender process, ITU and consulting firm ADVISIA have recently signed a USD 4.19 million Contract to provide specialized consulting services to support the implementation of Anatel’s strategic projects.

• “Support for Harmonization of ICT Policies in the Caribbean”, better known as HIPCAR II. It will support further regional organizations/institutions and selected countries of the Caribbean to develop and promote use of harmonized ICT policies and regulatory guidelines for the Information and Communication Technology (ICT) market in the region as well as building human and institutional capacity in the field of ICTs through a range of knowledge transfer measures.

• For the Organization of Eastern Caribbean States (OECS) members, the ITU is assisting with the Development of a Roaming Policy, Legislation and Regulations Guidelines to help reduce costs for intra-sub-regional roaming and protecting consumer interests.

• Assistance provided to the Government of Trinidad and Tobago to develop and propose a National Policy, Strategy and Guidelines in the area of Data Protection in relation to Data Classification., viz. Data Retention by Public bodies and access to personal information.

• Assistance provided to Barbados Government in the Restructuring of its Telecommunications Regulatory Authority. The Government is currently endeavoring to outline a strategic plan to guide policies in the Information and Communications Technologies (ICT) sector over the next 5 to 10 year and in aligning its future goals and challenges.

ARAB COUNTRIES

Event

• RDF for the Arab region held in Amman, Jordan from 23-24 March 2015.

Training/workshop

• Regional workshop on Interconnection Regulation in IP based Environment, (Khartoum, March 2015) attended by more than 50 participants from 5 Arab countries. As result, the ITU recommendations and models on IP interconnection were shared.

• Regional training workshop on Spectrum Management System for Developing Countries (SMS4DC) conducted in Djibouti in June, 2015. The training was attended by 5 Arab LDCs in addition to Egypt. The delegates were trained on the use of SMS4DC version 5.

• Workshop on the Over the Top services “OTT” in Nouakchott, Mauritania 27 April 2015 provided to the Arab Regulators Network AREGNET. 40 participants from 15 countries. were trained on how to evaluate the impact of OTTs and on the different strategies to face the related risks.

ASIA AND PACIFIC REGION

Event

• The Pacific ICT Officials and Ministerial Meeting was held in Nukualofa, Tonga (17-19 June).

• RDF for ASP held from 21-22 August 2015 in Bangkok; Thailand. Over 100 participants participated in the RDF.

• The 5th Asia-Pacific Regulators Roundtable held on 24-25 August 2015 in Kuala Lumpur, Malaysia with 52 delegates from 19 countries participating in the event.

• The first ever Asia-Pacific Regional Forum for Telecommunication/ICT and Financial Regulators on Digital Financial Inclusion held on 26 August 2015 in Kuala Lumpur, Malaysia. The Forum was attended by 65 regulators from telecommunication/ICT and financial sectors from 17 countries.

• ITU Forum on Digital Economy Thailand on 22 August 2015 in Bangkok, Thailand. • The ITU Asia-Pacific Regional Forum on Reshaping Policy and Regulatory Landscape

for Accelerating Broadband Access held on 8-10 September 2015 in Jakarta, Indonesia with 115 delegates from more than 19 countries.

• The ITU-IDA Executive Training Program held on 28 September – 2 October 2015 in Singapore with 22 senior officials from Telecommunication/ICT Ministries and Regulatory Bodies participating in the Training.

• ITU-MIIT Seminar on ‘’ICT Development in Internet+ Age” held at Harbin, China• from 09 – 10 July, 2015. The Seminar, which was attended by participants from policy

and regulatory body, industry and academia from China and international experts, brainstormed on the application of Internet in various segments of the society.

Training/workshop

• A seminar on “Spectrum Management and terrestrial TV broadcast in Pacific” was organized in Nadi Fiji in July 2015.

• Phase 2 completed for the development of the Master-plan for Spectrum Management for Brunei (4-8 May) and for Fiji (9-13 Mar).

• ITU-PTA Regulatory Training on Licensing and service regulation for trainees from ATRA and MCIT, Afghanistan was carried out at Islamabad, Pakistan 20-23 July 2015.

• The ITU-MCMC International Training Program 2015 was held on 26-28 August 2015 in Kuala Lumpur, participated by 62 delegates from 18 countries in the Asia-Pacific region.

• An ITU-NBTC Workshop on Cross-Border Frequency Coordination was organized from June 29 - 30, 2015. The workshop was attended by participants from policy and regulatory bodies from representing 6 ASP administrations.

Direct assistance

• Direct assistance to Bhutan to review the current national spectrum Management practices on “Enabling efficient and optimum spectrum resources usage by the industries and users” and recommend strategies for the efficient use.

• National Spectrum Management assessment for Fiji was done and a draft Spectrum Management Master-plan until 2020 provided.

• Direct country actions for Myanmar on drafting Regulations on Telecommunication/ICT Dispute Resolution and for Lao PDR on Numbering Regulation were completed.

• Direct country assistance on affordable access to Internet for Communications Authority of Maldives provided.

• Direct country assistance for Telecom Regulatory Commission of Sri Lanka (TRCSL) on Review of Licensing Regime is being undertaken.

• Assistance was provided to Tonga and Papua New Guinea in reviewing the regulatory framework as to assure a smooth ASO process and safeguarding the long term availability of DTTB services.

CIS/EUROPE

Event

• RDF for CIS/RCC members on Broadband for Sustainable Development, held in Chisinau, Republic of Moldova, from 31 March to 1 April 2015, which gathered 68 participants from 9 CIS and 3 non-CIS countries, discussed and elaborated strategy of implementation of CIS regional initiative approved by WTDC-10.

Training/workshop

• ITU Regional Workshop for CIS on the Issues of Organizational and Technical Development of Telecommunications/ICT was held in Odessa, Ukraine, (23 to 25 September 2015) and gathered 92 participants from 5 CIS and 4 non-CIS countries, provided a platform to discuss the issues of ICT regulatory framework, cybersecurity, ICT access for persons with disabilities etc. and elaborate relevant recommendations.

• The workshop on Smart Accessibility on Connected TV, held on 18 March 2015 (Barcelona, Spain) and organized by ITU, the Autonomous University of Barcelona and European Commission, resulted in the collection of best practices from European broadcasters as well as identification of challenges at the policy and regulatory level.

Direct assistance

• Expert Assistance to Republic of Armenia in Elaboration of Proposals for Coordination of Orbit Spectrum Resource (Yerevan, Republic of Armenia, August 2015) resulted in elaboration of the expert report with proposals on coordination of ARMSAT1 satellite network (Armenian national network) with affected networks of neighboring countries.

2.2- Telecommunication/ICT networks, including conformance and interoperability and bridging the standardization gap

MULTI-REGIONAL

Event

• The international symposium “A milestone for Digital Terrestrial Television” was held in Geneva on 17 June 2015. The day was the deadline for switching off analogue television broadcasting in UHF band applicable for all countries belonging to ITU Region 1 and Iran.

• Enhanced awareness of the ITU C&I Programme in regional ITU events holding specific sessions on C&I: 3rd joint APT and ITU C&I event, Bangkok, 7-8 September; and Regional Standardization forum for Americas, Washington D.C., 21 September.

Training/workshop

• On 28 September 2015 at ITU HQs, BDT in collaboration with TSB has organized a successful workshop on IXP and International Connectivity (technical, policy and Economic aspects of Regional IXPs).

Direct assistance

• The ITU Interactive Transmission Maps continuously updated, and the data from more than 310 operators/administrations covering Africa, Asia Pacific, Arab, CIS, East Europe, and Latin America are publically available. Satellite Earth Stations have also been included in the Maps and submarine cables information updated. Data collection and validation process conducted throughout the 3rd Quarter in the framework of digital interactive Transmission Maps implementation. Inclusion of Information on IXPs is under negotiation with EURO-IX association.

• IPv6 Activities: a successfully fundraising of USD 300’000 has been concluded with University Kebangsaan Malaysia UKM ( a public university of Malaysia) to partner with ITU in order to assist developing countries on their migration from IPv4 to IPv6 . The process is under discussion for the way forward. Assistance was provided to RASCOM in completing the phase 2 of its auditing process; consisting of undertaking missions to its NOC in Douala, Cameroon and to RASCOM Star Qaf HQs in Dubai, UAE, to interview the staff and confront the findings of the phase 1 of the audit (RASCOM HQs in Abidjan, Cote d’Ivoire) with the reality on the ground.

• The Guidelines on establishing conformity and interoperability regimes have been made available on ITU website.

• New report on Implementation of Evolving Telecommunication/ICT Infrastructure for Developing Countries has been finalized. Considered a living document, the report was presented at the ITU SG 1 meeting, 14-18 September. Q1/1 and Q2/1 participants have asked ITU to update and present it at the next ITU SG meetings, in 2016.

• Contribution to WSIS Action Line C2 – Information and Communication Infrastructure: the AL C2 Facilitation Meeting “Broadband for sustainable development” was held in the framework of the WSIS Forum 2015, on 28 May 2015.

• The Digital Switch-Over database is available. Additional developments on reporting and statistics are also available. The database is regularly updated and also presented in several workshops in order to receive regular information about the status of the transition.

• Back-stop support was provided to Egypt, Cambodia and other countries for the efficient utilization of SMS4DC.

• Contribution was provided to WSIS Implementation report for ALs C3, C9 and C7 e-science

• Six contributions were provided to ITU-D SG1 Q8/1 and Resolution 9 and SG2 Q7/2 on the subject of spectrum management, digital broadcasting transition and EMF.

AFRICA REGION

Event

• ATU in collaboration with ITU (BR and BDT) organized the WRC-15 final preparatory meeting (20-24July) in Nairobi. Common positions were approved on more than 60 agenda items.

Training/workshop

• The Third SG13 Regional Workshop for Africa on “ITU-T Standardization Challenges for Developing Countries Working for a Connected Africa” was organized by TSB in

• ITU/McCaw Foundation Broadband Wireless Project: Installation activities in progress in Lesotho, on-going in Burkina-Faso and implemented in Burundi and Djibouti, Mali is in negotiations with ICT Ministry. In Swaziland, the Government has signed the cooperation agreement.

• Enhanced knowledge for the IPv6 transition in Uganda and in Djibouti is ongoing through the provision of practical information. Equipment for an IPv6 test bed implementation have been purchased and shipped to Uganda; all facilities have been prepared for the test bed and implementation planned in Q3/2015. A similar experience is underway with Zimbabwe where equipment is being purchased for an IPv6 test bed implementation.

• Assistance was provided to AIGF (Agence Ivoirienne de Gestion des Frequences, Abidjan, Cote d’Ivoire) in elaborating a set of ToRs for the implementation of its C&I test bed. The ToRs have been delivered and AIGF is preparing for the next steps pertaining to implementation.

• ITU with support from Korean Government, reports for National Wireless Broadband Access Master Plans for Malawi and the Republic of Congo were finalized in Q1. The first missions to South-Sudan and Guinea-Bissau for the Master Plans were completed in Q2.

• Needs assessment was achieved in South Sudan during Q3.• Assistance was provided to Equatorial Guinea and Burkina Faso on the Digital Migration

process. Strategies and roadmap have been elaborated during Q3.

AMERICA REGION

Training/workshop

• Ongoing Assessment Study and Workshop for Establishing Common C&I regime and Mutual Recognition Agreements (MRAs) for Panama, Costa Rica, Cuba, Guatemala, Nicaragua, Dominican Republic, El Salvador and Honduras. The final document will be presented in a 3 days’ workshop to be held in Nicaragua from 10 to 12 November 2015.

• Training Course on C&I Testing – Type Approval Testing for Mobile Terminals, NGN Integration and Interoperability Testing, Homologation and Market Surveillance in Campina, Brazil from 8th – 12th June 2015. The main objective is to increase capacity on C&I focusing on the international issues related to the C&I Regimes, including market surveillance, the type approval testing for mobile terminals, and NGN integration and interoperability testing.

Direct assistance

• Ongoing technical support project funded by Latin-American Development Bank (CAF) to assist eight beneficiary countries (Costa Rica, Panama, Colombia, Venezuela, Bolivia, Paraguay, Dominican Republic and Jamaica) in smoothly transitioning from analogue to digital terrestrial television broadcasting. Preliminary roadmaps were developed for distribution to the respective countries.

• Second Missions to three countries were conducted by the end of June. Second missions to two countries (Honduras and Nicaragua) were done in the Q3. For Jamaica the Final roadmap was agreed by the beneficiary country and the implementation will start there soon.

• The new project to support three countries in the Caribbean region was launched in March 2015. Jamaica, Grenada and St. Vincent & the Grenadines have been selected as the beneficiaries in Q2. Experts have been selected, work program have been set-up, first missions started in September 2015.

ARAB REGION

Event

• The ITU Arab Regional Forum on Future Networks was held in Rabat, Morocco in collaboration with the Institut National des Postes et Telecom (INPT) from 19-20 May 2015. 60 participants from 11 countries attended the Forum. the participants were trained on how to evaluate the impact of the introduction of the New Generations of Networks and on the different strategies of implementing them.

Training/workshop

• Enhanced knowledge on Type Approval testing for Mobile Terminals, Homologation Procedures and Market Surveillance through ITU C&I training held for ARB countries, 20-24 April 2015 in Tunis, and for AMS countries, 8-12 June 2015 in Campinas.

• ITU Arab regional training workshop on the SMS4DC was held in Djibouti, 14-18 June.

• ITU Arab Regional Office Launched the second part of the Connect School Project designed to promote broadband connectivity in schools located in remote, rural or underserved areas of the State of Palestine. The equipment has been delivered and the installation will be achieved during Q2 2015 – Q2 2016 for ten schools.

• A new Project to connect ten schools in Comoros has been launched early 2015, and the procurement for the needed equipment is ongoing.

• ITU Arab regional Office assisted Palestine with regard to frequency planning with the support of Telecommunication Regulatory Authority (TRA) of UAE in April 2015.

• IXP in Iran for the regional Interconnectivity: Telecommunication infrastructure Company of Iran that is subsidiary Company of ICT ministry of Iran, would like to establish a regional IXP in Iran to distribute traffic through the region’s countries aiming to reduce international internet costs and keeping traffic between them. Also, an Iranian private Company is ready to finance the project. The matter is under consideration in TND in close collaboration with ASIAPAC office.

Training/workshop

• Centre of Excellence (CAICT, P.R. China) in the Asia-Pacific region to provide trainings in the area of C&I.

• The ITU-NBTC workshop on ‘Cross-Border frequency coordination’ was held from 29 June to 1 July 2015 in Bangkok, Thailand. Around 50 participants learned the procedures and tools for cross-border frequency coordination.

• A new project on spectrum management issues (masterplan, cross-border frequency coordination) is under preparation with MSIP.

• Regional Workshop on Satellite Coordination held in conjunction with the ITU Regional Radiocommunication Seminar 2015 for Asia (RRS-2015-Asia) on 25-30 May 2015 in Manila, Philippines. 70 delegates from 20 countries benefitted from the discussions on both the theoretical and practical aspects of spectrum management as well as the procedures associated to satellite coordination and international register of frequencies.

• A seminar and training event for Pacific island countries was held in Fiji on 10 July 2015. 40 participants were trained on spectrum management and broadcasting subjects and also informed about the ITU activities related to spectrum management and broadcasting.

• Partnership established between ITU and Malaysia academia for the Transition from IPV4 to IPv6 in Developing Countries. Collaboration with University Kebangsaan Malaysia (UKM), Manipal International University (MIU) and with International University of Malaysia-Wales (IUMW).

• Assistance provided to Communications Regulatory Commission (CRC) Mongolia on C&I assessment in Mongolia.

• Concerning SMS4DC (Spectrum Management Systems for Developing Countries), within the project supported by Korea, new modules have been prepared and additional items are under preparation. New version of SMS4DC, 5.0 is prepared for publication in Q3.

• Mongolia provided assistance on IPv6 deployment and IPv6 Infrastructure security. More than 40 participants from Government, Regulator and Industry participated in a three day training carried out jointly by ITU, APNIC and CRC (Mongolia) under ITU-Comms (Australia) project. An assessment was also undertaken and draft recommendations provided.

• Participants from Member countries built their capacity in the area of satellite network registration procedure (organized with support from Radiocommunications Bureau – ITU Academy online), IPv6 infrastructure security (29 participants, 22-26 June, Bangkok, Thailand).

• ITU, with support from Korea, is assisting developing countries in establishing modern spectrum management master-plans in ASP region. The final report for Bangladesh,

• The ITU Regional Radiocommunication seminar 2015 for CIS/ Eastern Europe countries, organized by BR in collaboration with BDT (Bishkek, Kyrgyz Republic, 2-6 March 2015), gathered over 60 representatives of 7 Member States from CIS, and raised awareness of the countries in the field of online databases, BRIFIC tools, TerRaNotices, WISFAT etc.

Training/workshop

• The ITU Regional Workshop for CIS on Optimal Solutions to the Provision of Broadband Access (BBA) in Small and Medium-sized Settlements (Mocow,17-19 February) and attended by 62 representatives of 8 Member States of CIS region, presented practical information and national strategies/solutions on BBA provision for CIS region, where over 80% of population leave in rural settlements.

• The CIS/Europe Regional workshop on Spectrum Management and Transition from Analogue to Digital Terrestrial Television Broadcasting (Budapest, Hungary, 5-7 May 2015), gathered 51 delegates from 13 non-CIS and 5 CIS countries and provided a platform for exchange of experiences in Analogue to Digital Broadcasting Transition.

• Partnership with the Montenegro Administration to establish the first National Internet Exchange Point (IXP) in Montenegro in collaboration with the National University and Internet Society and it has been concluded positively: The first Internet Exchange for Montenegro was fully implemented and operational on 1st of July.

Event

• Two WSIS Innovation dialogues on ICT innovation ecosystems and key agents of innovation (incubators, accelerators, entrepreneurs) delivered; and an initial 2-3 year Innovation roadmap from the dialogues and other RDF consultations were developed.

• Informal ITU-D Academia Network meeting was organized for ITU Academia members during the ITU-D Study Groups rapporteurs meetings in May 2015 with an aim of retaining Academia members through brainstorming together for better understanding and satisfying their needs.

• The first joint multi-stakeholders meeting with UNTCAD and UNIDO was facilitated and supported to conceptualize and plan the first ICT centric Innovation policy country review.

• The First Athens Digital summit, co-organized by ITU, supported for strengthening ecosystem role of ICT stakeholders in accelerating digital transformation in Athens, Greece.

• Under EUR5 Agora initiative on Youth-Entrepreneurship-Innovation, an innovation dialogue between the Greek ICT Innovation ecosystem (e.g. research institution, accelerators, financial players, entrepreneurs, SME, Ministry of Infrastructures-Transports & Networks), facilitated with aim to develop a roadmap for the initiative.

Partnership

• 21 new partnership agreements were signed between 1st January and 30 September 2015: 5 on infrastructure, 4 on human capacity building and on Enabling Environment, 3 on ICT Application and on Cybersecurity as well as 1 on Digital Inclusion and Innovation. Beneficiary regions of the partnership signed are: Africa and Global (7), Asia-Pacific (4), the Americas (2) and Europe (1).

• 12 new ITU-D Sector Members and 2 Associates joined during this period. As of now, 99 Academia Members can join the work of the ITU-D Sector activities.

• Technical support provided to eight countries from Americas in smoothly transitioning from analogue to digital terrestrial television broadcasting. In March, Preliminary roadmaps were developed for distribution to the respective countries.

• Participation and collaboration with Central America Telecommunication Commission (COMTELCA) in projects and actions related to telecommunications in case of emergencies, migration to digital television, conformance and interoperability, mutual recognition agreements and human safety.

• Joint initiative with the Caribbean Public Health Agency (CARPHA) to develop a smartphone application to be used in the campaign against chikungunya and dengue diseases in the region called the “Get the Facts – Mosquito Virus App – Caribbean. On Friday 26th June 2015 ITU, CARPHA and the Government of Grenada as host country, held a Media Announcement and the signing of a Letter of Intent (LOI) at the Ministry of Works, Ministerial Complex, Botanic Gardens in St. George, Grenada.

• As a further step, the ITU in collaboration with PAHO (WHO) is seeking to implement mhealth as part of the over-all ehealth strategy in the Caribbean region.

• Continued cooperation with regional organizations such as Inter-American Telecommunication Commission (CITEL), Central America Telecommunication Commission (COMTELCA) and the Caribbean Telecommunication Union (CTU) to assist the memberships in their needs as well as in their preparation for the WRC-15 and in the implementation of activities to support countries in the development of the telecommunication sector.

• A Mobile Telemedicine stations research was delivered to ITU for publication. The document is being edited.

• On-going work following the signing of the Letter of intent in Port of Spain, Trinidad and Tobago in February 2015 with CTU, the International Telecommunications Satellite Organization (ITSO) and ITU for the purpose of developing and implementing a project which aims at assisting Caribbean Islands in the Americas region in “Development of satellite telecommunications capacity and emergency communications solutions for the Caribbean Islands”. Letter signed during the CTU’s 25th Anniversary ICT Week Celebration that held in Port of Spain, Trinidad and Tobago, from 2 to 4 February 2015.

• The cooperation agreement between ITU and Argentina’s Administration brought 21 new Academia Members to ITU.

• Assistance to countries to establish national spectrum management master plans. During the Plenipotentiary Conference Busan 2014, the International Telecommunication Union (ITU) and the Republic of Korea, signed a cooperation agreement to assist developing countries in the Caribbean region, with the goal of establishing national spectrum management master plans.

• ITU has already conducted a survey questionnaire to understand the current situation and needs related to spectrum management of each one of the countries in the Caribbean region. It is expected that at least three (3) countries from the Caribbean are to benefit from the Korean Spectrum project. (This is cross-cutting with objective 4 capacity building).

ASIA AND PACIFIC REGION

Event

• The Knowledge Exchange Forum for Asia-Pacific and beyond (DSDS 2015) was held on 22-24 September 2015 in Cebu City, Philippines. More than 450 delegates participating in the Forum benefitted from the knowledge and experience gained and networking in connection with Innovative ICTs for education, SMEs, employment and entrepreneurship, formal and non-formal digital skills and catalyzing sectoral development and social protection through innovative ICTs.

• Assistance to the Arab Incubators and Technoparks Network “ARTECNET” through the organization of a dedicated workshop and a Brainstorming session on “ICT and Youth Employment and Entrepreneurship” from 7-9 April 2015. 100 participants attended the workshop. • Regional Workshop for CIS on Conformance and Interoperability, held in Moscow, Russian Federation, from 7 to 9 July 2015 and attended by 39 participants from 6 CIS countries, increased their competences in the field of C&I, in particular the work of the virtual laboratory created under RI approved by WTDC-10 maintained by the ZNIIS and mobile number portability (MNP) project under progress in the ZNIIS.

• The ITU Regional Workshop for CIS on Optimal Solutions to the Provision of Broadband Access in Small and Medium-sized Settlements held from 17-19 February in Moscow.

• ITU became a founding partner of the Global Forum on Cyber Expertise (GFCE) and is a co-initiator of the CSIRT Maturity initiative.

• Following the request from the Commonwealth Cybercrime Initiative, ITU has become a member of the Executive Management Committee which decides on the activities and projects to be undertaken by the initiative.

• Establishment of the Cybersecurity Regional Centre of Africa (Nigeria) and Asia Pacific (Malaysia) progressed through preparation and sharing of draft project documents.

• CIRT establishment was done in May for Trinidad and Tobago, Jamaica, Cyprus and in progress for Barbados.

Event

• An event on Cybersecurity was held in Colombia on September 3 to 5, 2015, on the regional situation and perspectives as well as child online protection, with the participation of regional institutions, experts from different parts of the world, several technical sessions and additionally the Third Cyberdrill Applied Learning for Emergency Response Team. 523 people attended the cybersecurity Sessions, the sessions counted with 39 speakers and 20 people for logistics, 46 people from 13 countries participated in the Cyberdrill.

• The Third Regional Forum on Interconnectivity, Cyber Security and IPV6 was organized in Panama City, Panama, on September 10 and 11, 2015. The Forum discussed, among other things, interconnection, IXP, its benefits, the role of the regulator, the necessity of national regulations, a regional vision, and the path towards a regional agreement on interconnection, cyber security, broadband access, IPV6

• Continued assistance to Jamaica for the establishment of a National CIRT. The equipment was delivered and deployed for initial training. Training commenced in May 2015 and ended early June. Similarly, training and CIRT establishment was done in May for Trinidad and Tobago and in progress for Barbados Administrations respectively.

• The ITU in collaboration with the Government of Trinidad and Tobago (Ministry of Education) has developed a project document to address the school security and awareness project/programme in keeping with the ITU COP initiative. The project document is awaiting approval by the Ministry of Education of Trinidad and Tobago.

• Support was provided to the Government of Zimbabwe in reviewing and drafting an e-health strategy. A two day workshop of national stakeholders, facilitated by ITU, was held on 30th September -1st October, 2015.

• The first mDiabetes campaign was completed in Senegal for the general population, diabetics, health professionals and patients with foot complications.

• A second mRamadan campaign was launched in Senegal to aid through mobiles phones those with diabetes through the fasting period.

• A third mDiabete campaign launch is under preparation since Q3 in Senegal to commemorate the coming world diabetes day on 14 November 2015 and will last until the end of the year.

• Assistance provided to ECOWAS in the diagnosis, fine upgrade and tuning of its ICT data base named SIGTEL; the SIGTEL aims at warehousing all Telecom/ICT information and data for West Africa in order to provide a one-stop shop to all counterparts that may require any specific information on the Telecom/ICT sector.

• An Android and iPhone mHealth Application for non-communicable Diseases is under development.

AMERICA REGION

Event

• Ongoing assessment on the impact of telecommunications on public safety for COMTELCA member countries. A questionnaire was submitted for the assessment. Findings were presented to the Standards Committee of COMTELCA in September in Panama.

ARAB REGION

Event

• Organized first steering committee meeting for the Arab Free and Open Source Network in Oman on the 19th of February 2015 during the Oman FOSSC 2015 conference. The result of this meeting was that the steering committee set a plan to launch the network before the end of the year and the network was promoted during the conference to all the stakeholders representing the key free and open source software community in the Arab region.

Event

• The e-agriculture stakeholders’ consultation meeting on “Developing National e-Agriculture Strategy Guide”, held in, Bangkok, Thailand, from 3-5 March 2015, provided important inputs to the FAO-ITU e-Agriculture Strategy Guide. The meeting was organized by the FAO, ITU and CTA.

• The TRAI-ITU symposium (national) on “ICT Regulatory challenges in Indian Smart Cities” held on 27 March in New Delhi, India, raised awareness on ICT regulatory challenges in Indian Smart Cities amongst more than 90 participants.

• Organized the Asia-Pacific Regional Forum on e-Government, Smart Cities, and Digital Societies for Sustainable Development 2015 during 19-20 August 2015 in Bangkok, Thailand in collaboration with multiple partners.

Training/workshop

• A global consultation workshop with participants from Ministries of ICT and Agriculture was organized in Bangkok 3-5 March 2015.

• The ITU-TRAI training “Leveraging ICTs for Smart Sustainable Cities”, held from 24-26 March, New Delhi, India help built capacity of over 100 participants in the area of SSC.

• As part of the ‘Be He@lthy, Be Mobile’ Initiative, two guides (mTobaccoCessation and mDiabetes) were finalized. Workshop of the Development of e-Agriculture Masterplan for Bhutan held 6-10 April.

• Regional Workshop for CIS on Conformance and Interoperability, held in Moscow, Russian Federation, from 7 to 9 July 2015 and attended by 39 participants from 6 CIS countries, increased their competences in the field of C&I, in particular the work of the virtual laboratory created under RI approved by WTDC-10 maintained by the ZNIIS and mobile number portability (MNP) project under progress in the ZNIIS.

• Assistance provided to ONAT (Ukraine) ITU-D Sector Member and KAI (Republic of Kazakhstan) to create of the Videoconference Terminating Points.

• ITU extended the videoconference network between the Area Office for CIS and communication administration trough creation additional terminating points in the two most active ICT-specialized universities of the CIS, The Alexander Popov Odessa National Academy of Telecommunications (ONAT), ITU-D Sector Member, Ukraine, and Kazakh Academy of Infocommuncation, Republic of Kazakhstan, and, therefore, furthered implementation of ICT in education and increase of number of participants of the training activities.

The results achieved during the period of January to September 2015 are as follows:

4.1- Capacity building

MULTI-REGIONAL

Event

• The selection of the new centres of excellence under the new strategy was completed. Thirty two centres of excellence signed their Cooperation Agreements with ITU. Steering Committees were established for each region and the first steering Committee meetings were held. Centres are now implementing agreed training programs for 2015.

• A new project on capacity building through centres of excellence was developed and signed for implementation. The project will support centres of excellence with development of high level training material in priority areas.

• First drafts of the Quality of Service Training Program materials have been submitted and are now undergoing peer review.

• The upgrade of the ITU Academy platform was completed. The platform now has new functionalities such as online payment system with major credit cards, automatic generation of certificates, and course evaluation.

• A corporation agreement has been signed with the United Kingdom Telecommunications Academy (UKTA) for the delivery of the online Master of Communications Management

• Development of the ICT & Climate Change Training Programme has commenced with setting up of a task force to oversee the development process. A concept report outlining the scope of the training programme has been produced. Recruitment of experts to develop the recommended modules has started.

• Negotiations for partnership with the Czech Technical University (CTU) for delivery of the Spectrum Management Training Programme have been finalized. A cooperation Agreement and project document have been developed and are ready for signing.

• Preparations for the 2nd Steering Committee meetings are underway. The meetings will take place in the last quarter of the year.

AFRICA REGION

Training/workshop

• A regional workshop on the role of Human Resources in the migration to DTTB and digital economy was successfully organized in Cote d’Ivoire with 161 participants, coming from 21 countries 8 organizations represented . About 15 contributions were received from participants and presented during the workshop.

Direct assistance

• Direct assistance was given to countries in the region organizing Girls in ICT events on the continent. There was also a joint celebration of the girls in ICT event in Ethiopia with active collaboration with UNECA, Africa Union Commission and UN Women.

• In Africa, 16 Courses were delivered through the 5 nodes with attendance ranging from 26 to 40 per course. Two satellite technology courses, one in French in ESMT and other in English in AFRALTI were delivered in cooperation with ITSO.

AMERICA REGION

Training/workshop

• ITU Americas Regional Office and SIS is delivering a Training Programme on Communication Innovative Tools for the strengthening of Indigenous People, being delivered through three on-line Modules.

• In partnership with the government of St. Vincent and the Grenadines, the ITU is to provide an E-learning Train the Trainer Training programme - St. Vincent. The country has developed an Online-Learning Platform which will offer training courses online and in real time. The training of trainers’ course will benefit a cadre of qualified instructors (at least 20) will focus on designing and developing an e-learning course for trainers and instructional designers who are new to e-learning design.

• In the framework of the ITU Centres of Excellence for the Americas Region the following online training activities were delivered through the ITU Academy platform:

� “Fundamentals on Spectrum Management”, from 16 June to 8 July 2015, in cooperation with CINTEL and ANE from Colombia.

� “Optical Networks”, from 29 June to 24 July 2015, in cooperation with INICTEL-UNI from Peru.

� “Methods on Spectrum Management assignment”, from 3 August to 4 September 2015, in cooperation with CINTEL and ANE from Colombia.

• An online training course on “Spectrum Management: using the latest generation tools” was delivered from 31 August to 25 September 2015.

Direct assistance

• In the framework of technical cooperation project signed between ITU and ICE on ICT Knowledge development for ICE, Costa Rica, ICE received assistance and training on new technologies and telecommunications businesses. All courses were developed and delivered.(5 courses in 2015).

• Ongoing coordination with Inter-American Development Bank (IADB) to deliver two courses for the Centre for Advanced Studies of Broadband Development (CEABAD). The CEABAD is an institution of reference in capacity building on Broadband and ICT for the development of the countries.

ASIA AND PACIFIC REGION

Event

• ITU, Asia-Pacific Broadcasting Union (ABU) with the support from the Department of Communications and the Arts, Australian Government, co-organized the Pacific Media Partnership Conference 2015: Partnering for Broadcasting in Apia, Samoa during 25th to 27th August 2015 with 50 participants from 20 countries attended to discuss and present the status of Digital Terrestrial Television Broadcasting (DTTB) Implementation in Asia and the Pacific.

• National training workshop on Spectrum Management conducted in Thimphu, Bhutan in Feb.

• Face to face and remote training provided to nominated staff of TAF-Fiji on automating the Spectrum Licensing and Invoicing functions using SMS4DC from 09-13th March

• Human capacity was built through four ITU Asia-Pacific Centres of Excellence regional trainings under the new strategy.

• A Training on Spectrum Monitoring”, was held from 04 – 12 August 2015 in Beijing, China under ITU CoE-ASP node. The event was attended by 42 participants (excluding presenters), representing 9 ITU member states from Asia-Pacific region and 4 ITU administrations from outside ASP region.

• National seminar on “Towards the digital economy Thailand: telecommunications regulatory best practices” was held on 24 March 2015 in Bangkok, Thailand.

• National Workshop organized on “Conformity and Interoperability Assessment in Mongolia: A Review of the Type Approval Regime from 19-23 January 2015, Ulaanbaatar, Mongolia.

• ASP Centre of Excellence Training on iPv6 transition and Infrastructure Security was conducted in Bangkok Thailand (22-26 June), and this was followed with an iPv6 Transition Training in Ulanbatar, Mongolia (29 June -03 July).

• Assistance in building human and institutional capacity of the national ICT regulator through development of national numbering plan and regulations and a strategy to introduce full Numbering Portability (NP) i.e both Mobile and Fixed NP in the deregulated national telecom market of Timor Leste.

ARAB REGION

Training/workshop

• The ITU ARO in cooperation with Intel organized the Virtual Training Workshop on “Universal Service Policy for Broadband and Smart Learning Implementation for the Arab States” in March, 2015. As result the training attended by more than 60 participants from the region and best practices for use of the Universal Service Funds were presented and recommendations shared.

CIS/EUROPE

Event

• 1st ITU CIS CoE Steering Committee Meeting, which was held in Chisinau, Republic of Moldova, on 30 March 2015, discussed CoE New Strategy implementation, approved Steering Committee Members, elected Steering Committee Chair for 2015, approved operation plan for 2015.

• International Scientific and Technical Conference for Students and Young Specialists from the CIS countries, dedicated to the ITU 150-th Anniversary and organized by ITU in cooperation with MTUCI within the framework of 8th International Youth Forum on Information Technologies in the World of Communications, held from 11 to 16 May 2015 in Moscow, which gathered over 100 students and young professionals from 21 ICT universities of 6 CIS countries, educed though its events, in particular Innovation Project Competition and Olympics, high potential of the youth in the ICT development.

Training/workshop

• Regional workshop for CIS dedicated to the Girls in ICT Day and ITU’s 150-th Anniversary, held by the Area Office for CIS in Moscow, Russian Federation, on 23 April 2015, using videoconference system, and attended by 93 participants from 7 CIS countries, provided a platform for females working for ICT to share their success stories, experiences, career expectations, suggestions furthering gender balance in ICT sector.

• A series of short-term training courses conducted by ITU in cooperation with the Institute of Electronics and Telecommunication under Kyrgyz State Technical University within the framework of Connect a School initiative in Kyrgyz Republic from 24 March to May 2015, which involved 137 Teachers from rural settlements of 6 regions of Kyrgyz Republic (predominantly women) , upgraded professional skills of school teachers and, therefore, furthered increase of level of computer literacy of Kyrgyz school children and accessibility of ICT.

• ITU CIS Centre of Excellence (CoE) Face-to-face Training on New and Advanced Technologies of Digital Television and Related Video Applications, which was held

in Odessa, Ukraine, from 18 to 21 August 2015 in English language only and for 5 participants, equipped the participants with an understanding of current and future systems and standards of digital television and was a kind of touchstone to prove viability of the new CoE strategy and test the online registration and payment system through ITU Academy portal, which is new for the region (the same training for Russian-speaking audience is to be held from 3 to 6 November 2015).

• ITU CIS CoE Face-to-Face Training on Technical Organization of Broadband Access, which was held in Bishkek, Kyrgyz Republic, from 29 September to 2 October 2015 and involved 15 participants, increased the competences of the representatives of Kyrgyz ICT regulator, national communication provider, and ICT university in the field of organization of broadband access.

4.2- Telecommunication/ICT statistics

MULTI-REGIONAL

ICT Indicators

• Enhanced awareness of the international community about the importance of ICT indicators in the post-2015 development agenda through the Partnership on Measuring ICT for Development proposal for ICT indicators for the SDG indicators framework. The document was submitted as an input to the Expert Group on SDG indicators, which was held in New York in February 2015 in preparation of the UN Statistical Commission.

• Enhanced availability of internationally comparable ICT indicators through the collection of price data on mobile and fixed telephony and broadband services, as an input to the production of the ICT Price Basket, and the collection of ICT household statistics through the short ITU household questionnaire.

• Enhanced awareness of the international community on progress made in the achievement of MDG Goal 8 by providing input to the MDG indicators report and the MDG gap report concerning ICT developments.

• Increased visibility of ITU statistics from the release of “The World in 2015: ICT Facts and Figures” in May 2014; and the June 2014 version of the World Telecommunication/ICT Indicators database.

• Enhanced information and knowledge of policy-makers and other stakeholders about monitoring international development goals based on ICT indicators, by organizing the session on “ICT Indicators for Monitoring the SDGs” jointly with the Partnership on Measuring ICT for Development, during the WSIS Forum 2015 held in May 2015 in Geneva.

• Increased capacity and skills of producers of ICT statistics to carry out data collections at the national level by successfully holding the 6th meeting of the Expert Group on Telecommunication/ICT Indicators (EGTI) and the 3rd meeting of the Expert Group on ICT Household Indicators (EGH), from 22-25 September 2015, in Geneva. The meetings were attended by around 120 participants from more than 50 countries as well as regional and international organisations, the private sector, academia and civil society. The meetings agreed on a number of decisions concerning the future work on ICT statistics, which will be presented to the 13th World Telecommunication/ICT Indicators Symposium in November 2015.

• ITU hosted and delivered a Regional Training Workshop on Information and Communication Technology (ICT) Indicators” in Barbados from 8th to 9th April 2015. This workshop was held based on a growing demand and strong interest in the ICT Indicators and the MIS Report as a means to support evidence-based policy formulation and planning for sustainable economic development, as well as, the need to discuss the results of the MIS Report vis-à-vis investment implications in the region. Eleven (11) countries attended and participated in the workshop.

4.3- Digital inclusion of people with specific needs

MULTI-REGIONAL

Event

• Improved capacity of members in using telecommunications/ICTs for the social and economic development of people with specific needs, including telecommunication/ICT programmes to promote youth employment and entrepreneurship through awareness-raising through promotion of International Girls in ICT Day 2015 and awareness raising on the recommendations of the BDT report, Digital Opportunities: Innovative ICT Solutions for Youth Employment, including to the 100 stakeholders at the Huawei workshop on Expanding the Benefits of a Better connected World, held in London, UK on 25 March 2015. Enhanced awareness of the international community during the High Level Committee on Programming and the UN “Global Initiative on Decent Jobs for Youth” organized at ILO headquarters on 12-13 March.

• More than 66,600 girls and young women took part in 1,800 celebrations of International Girls in ICT Day 2015 in 130 countries worldwide.

• Strategies on digital opportunities to promote youth employment and entrepreneurship, encouraging more women in ICT careers and for making public tech centres accessible for persons with disabilities shared with 600 participants from 25 countries in the Digital Strategies for Development Symposium organized in Cebu City, the Philippines from 22-24 September.

• Strengthened capacity of Member States to develop and implement digital inclusion policies, strategies and guidelines to ensure telecommunication/ICT accessibility for people with specific needs and the use of telecommunications/ICTs for the social and economic empowerment of people with specific needs through awareness raising and capacity building on the ITU-G3ict Model ICT Accessibility Policy report, including at the 4th Pacific Regional Conference on Disability 2015 in Nadi, Fiji on 16-20 February; the first meeting of the European Regional Initiative on persons with disabilities in

Direct assistance

• Within the framework of implementation of CIS RI on ensuring access to telecommunication / ICT services for persons with disabilities, ITU in cooperation with the IET under KSTU (Bishkek, Kyrgyz Republic) are in progress of creation of Internet access and training centre for persons with disabilities: the IET provided and equipped premises for the centre; ITU purchased special equipment; trainings for trainer of the centre are to be held in Bishkek on 7-8 December in cooperation with UNESCO IITE.

• The ITU-SAMSUNG’s regional contest “Applications for Accessibility Award” was a competition to promote the creation and development of new solutions involving

mobile applications for the Android platform, focused on accessibility. The solutions proposed and developed by the 42 participants of the competition were analyzed by a Judging Contest Committee. The contest was carried out from July to September 2015. The winning solution will be presented during ITU’s second regional event on ICT accessibility to be carried out in Medellin, Colombia, from 4 to 6 November 2015.

Training/workshop

• ITU collaborated with the Commonwealth Telecommunication Organization (CTO) in conducting a Regional Workshop on ICTs and Persons with disability in Antigua and Barbuda in January. The workshop was designed to raise awareness amongst participants of the fundamental changes that people with disabilities can experience in their lives through the effective use of ICTs; and to share good practices in the design and implementation of ICT policies and strategies in the Caribbean.

• Training materials were developed in Spanish for three indigenous on-line training courses: “Access, development and use of web tools including related digital content”, delivered from 20 April – 26 June; “E-commerce, Mobile Applications and other related ICT tools, ” delivered from 29 June-4 September; and “How to develop, manage and operate an Indigenous Radio Station, ” which runs from 14 September – 6 November. Over 200 indigenous participants were trained in the first two courses, with an additional 109 starting the third course.

• ITU to hold Train the trainer innovation workshop in St. Vincent and the Grenadines in September 2015.

• Training Programme on Communication Innovative Tools for the strengthening of Indigenous Communities, being delivered through three on-line Modules. This training programme is mainly focused in developing all kinds of e-abilities (e.g.: e-commerce; e-health) for the social and economic development of indigenous communities.

• ITU Caribbean Number Portability Workshop was held in collaboration with The Government of Suriname/ Telecommunication Authority of Suriname (TAS) in Paramaribo, Suriname: 28th April – 30th April, 2015. This workshop was a regional capacity building training initiative on Number Portability (NP) and was intended to strengthen the capacity of countries and to educate principally regional telecommunication regulators, policy makers, legislators and other technical staff in the region.

• In further addressing the Digital Divide in the Caribbean, ITU completed the process of assisting Barbados, Belize, Haiti, Grenada and St. Kitts and Nevis in the form of equipment for the establishment of Community Telecentres as a means to providing access to ICTs to more people in especially rural areas and creating the platform for access to content, facilitating and promoting E-government, the creation of local content, stimulating and to improving Government to Community interaction

• ITU is collaborating with ECTEL to provide the ECTEL/OECS member states with assistance on data roaming policy and rates. This assistance would address the current rules governing roaming rates in ECTEL States; Potential Options for Regulating Roaming Rates in ECTEL States, either under current retail tariff regulations or under new retail tariff regulations or enacting new legislation.

• Organized a kickoff workshop for the Arab Regional Initiative on Ensuring access to telecommunications/ICTs, in particular for persons with disabilities from 20-21 April 2015 in Cairo, Egypt with participation of over 200 participants representing all stakeholders relevant to this issue in the Arab region and particularly Egypt. This workshop resulted in promoting the planned activities of this Regional Initiative. Finished first fact finding mission from 19-23 April 2015 for the technical assistance provided to Egypt to develop Egypt’s ICT Accessibility Policies. The result of this fact finding mission was a coherent first draft to the Egypt ICT Accessibility Policies Report.

• As a means to increased human capacity skills on emergency communications systems and to ensure the deployment of appropriate infrastructure (early warning Telecommunications equipment) ITU has ongoing assistance to provide Guyana on early warning emergency telecommunication system equipment and also a similar programme is in progress for Haiti.

• As part of the Concentrated Assistance program of this year to Comoros, a dedicated training on IPv6 development and Deployment was provided to the Comorian staffs and strategic plan report to move their ICT infrastructure to IPv6 based networks were delivered.

• As part of the Concentrated Assistance program to Comoros and Djibouti, a training on SMS4DC was provided. The training took place in Djibouti, 14-18 June, 2015 and was attended by 5 Arab LDCs in addition to Egypt.

• Concentrated Assistance to Djibouti on IPv6 was started and will be delivered in Dec, 2015.

• Assistance preparation underway for Niger on 3G & 4G networks regulation and numbers’ portability. A consultant has been identified from ESMT (an ITU’s CoE) and arrangements are underway with the beneficiary country to determine a suitable period for the workshop.

• Concentrated assistance was delivered to Sao Tome & Principe in August 2015 for the design and elaboration of the country Regulatory body (AGER) website.

CIS/EUROPE

Direct assistance

• Under Connect a School initiative, ITU in cooperation with ONAT created Internet Access Centres in two villages of Odessa Region, Ukraine (the Village of Pisarevka, Kudyma District, and in the Village of Tsebrikovo, Odessa Region) in July 2015 and furthered in this way ICT accessibility in rural settlements of Ukraine and increase of digital literacy and implementation of ICT in education.

• Within the framework of technical assistance to Kyrgyz Republic, ITU provided 8 TV LCD monitors to Institute of Electronics and Telecommunications (IET) under Kyrgyz State Technical University n.a. Iskhak Razzakov in August 2015 and, therefore, furthered implementation of ICT in education, in particular, increased capability of the IET to organize remote trainings.

• Within the framework of Connect a School Initiative, ITU in cooperation with IET under KSTU elaborated in May 2015 an interactive electronic textbook for self-study of basics of Internet and web technologies, which will further implementation of ICT in education in Kyrgyz Republic.

• From 23-27 March 2015, the Regional Forum on standardization in Africa and the meetings of SG5 & SG12 Regional Groups for Africa (SG5 & SG12 RG-AFR) were held in Dakar, Senegal. A key dimension of the regional forum and SG5 & SG12 Regional Group for Africa meetings was to enhance Africa’s contribution to the concerned study groups by more productive participation while working on a common position to address the challenges raised during these study groups.

• Enhanced capacity of Seychelles Regulatory office in using spectrum system, September 2015.

AMERICA REGION

Direct assistance

• ITU is collaborating on the issues of E-Waste, with the Caribbean Broadcasting Union (CBU) in the formulation of model policies and legislation particularly in the areas of environmental standards, electronic waste management and recycling, focusing in particular on television devices, as well as mobile phones and computers, and anti-dumping regulations specifically targeting analogue/non-conforming television devices. The preparatory administrative process for recruitment of a consultant was completed and the consultancy has already begun.

• Thirty five participants were trained in the area of Green ICTs and Smart Grids through ITU ASP COE training on “Green ICTs and Smart Grids” (15-18 September, Bangkok, Thailand) in partnership with NBTC and MICT (Thailand).

Event

• ITU Arab Regional Office had launched the Arab Regional Initiative (RI) on “Use of telecommunications/ICTs for smart and sustainable development and protection of the environment”. The launch event took place in Bahrain, 3-4 May, 2015 during the Arab Sustainable Development Forum (ASDF). As result, the attendees have been informed of the regional initiative objectives and its expected results and provided a concrete input to the ITU Arab regional report on “ICT Roadmap for the transition to Smart Sustainable Cites in the Arab Region”.

• Enhanced ability of Member States to save lives when disaster strikes through deploying emergency telecommunication equipment, capacity to use these equipment and services in response to Malawi (flooding, Jan 2015) Mozambique (flooding), Vanuatu (category 5 cyclone Pam, March 2015), Micronesia (category 5 super typhoon Maysak, April 2015), Mozambique (flooding, April 2015), Nepal (earthquake, April 2015), Kenya (flooding, May 2015), Myanmar (flooding, August 2015) and Dominica (storm, August-September 2015).

AMERICA REGION

Direct assistance

• Assistance to Guyana in the implementation of their early warning telecommunication system, to increase human capacity skills on emergency communications systems and to ensure the deployment of appropriate infrastructure.

• In August, COMTELCA member States (Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama and Dominican Republic) requested ITU assistance for communications during emergencies. ITU is providing assistance in preparing an integral project document on the subject: “Technical Solutions for Communications during Emergencies” to be finalized by October.

• From 14 to 18 September, ITU provided assistance to Dominican Republic in refining its National Emergency Telecommunications Plan (NETP) and identifying a convenient avenue to insert the NPTE into their national legal framework through a workshop. The workshop was co-organized by Agency responsible for attending Disasters (COE) and INDOTEL, the telecommunications authority. Multiple governmental actors and members of the humanitarian network of Dominican Republic attended it.

• Following the of Tropical Strom Erika in Dominica, the ITU in collaboration with other United Nations agencies in the Caribbean has been working closely with the Government of Dominica to respond to the crisis, and with the Caribbean Disaster and Emergency Management Agency (CDEMA) to support the Government’s response. ITU provided 15 Iridium SAT Phones and 4 Broadband Global Area Network (BGAN) terminals with their accessories and peripherals, and supported by two personnel.

• In terms of support to the Government in the Recovery efforts, ITU is in the process of procuring 3 Desktop Computers for the Emergency Operations Centre (EOC) of Dominica. This will assist in the planning, logistics associated with distribution of food and other relief supplies, documenting and planning evacuation and relocation schedules for displaced persons, community needs assessment in affected areas and other EOC administrative matters.

• Once there is a restored sense of normalcy in the next few weeks, ITU will look to assist Dominica in Emergency Telecommunications Capacity building and in development and/or enhancement of its Emergency Response Plan and National Early Warning System, as part of ITU’s continued Programme on telecommunication/ICT systems for the purpose of increased awareness related to the use of telecommunications/ICTs for emergency situations, disaster preparedness, prediction, detection and mitigation.

• After an 8.4 earthquake that was registered in Chile the ITU offer immediate assistance to the local government. Information provided by SUBTEL indicated that just on network was temporary down and recovered so no additional emergency communications services were required.

Training/workshop

• The Americas Emergency Telecommunications Workshop: “From Preparedness to Regional Action”, organized by the Telecommunication Development Bureau (BDT), jointly with CITEL and in collaboration with OSIPTEL was held in Cuzco, Peru, at the Convention Centre, on May 25, 2015, on the frame of CITEL PPC.I meeting. The Workshop focused, among other subjects, on the Experiences and Lessons Learned in Recent Disasters, including observations, needs, opportunities and best practices, as well as the legal and regulatory environment required; The Workshop had an audience of 38 participants from 16 countries and 42 participants from 30 entities.

ASIA AND PACIFIC REGION

• Enhanced access and capacity to use ICTs in remote areas in the aftermath of natural disasters. ITU-D, in collaboration with MIC (Japanese Government) and DOST (Philippine Government), launched an MDRU Project. The objective of the project is to install an MDRU in northern Cebu in Philippine and conduct a feasibility study to confirm the effectiveness of MDRU and also to contribute to the restoration of the typhoon affected area.

To foster international cooperation and solidarity in the delivery of technical assistance and in the creation, development and improvement of telecommunication/ information and communication technology (ICT) equipment and networks in developing countries. ITU-D is required to discharge the Union's dual responsibility as a United Nations specialized agency and executing agency for implementing projects under the United Nations development system or other funding arrangements, so as to facilitate and enhance telecommunication/ ICT development by offering, organizing and coordinating technical cooperation and assistance activities.

The strategic goal of the ITU Telecommunication Development Sector (ITU-D) is threefold, and includes: • To promote the availability of infrastructure and foster an enabling environment for telecommuni-

From Strategy to ExecutionThe progressive improvements of the Union’s budgetary and financial structure reached a significant turning point with the introduction of the result-based budgeting and result based management.

In addition, the introduction of the re-structured operational plan of the Telecommunication Development Sector enhanced the integration between strategic planning, operational planning and financial planning.

The primary purpose of this performance report is to provide a quarterly assessment of the implementation of the BDT strategic, financial and operational plans using several facets and dimensions.
