The Telefault GPS provides timing accurate to ±1µs usingthe international satellite Global Positioning System (GPS).Inexpensive and easy to install, it can be used with all makes ofequipment.

The ability to provide time synchronisation to 1µsaccuracy over a wide area, as covered by apower system network, has openedup new possibilities for the secureand reliable operation of electricalpower systems. Precise time-tagging of fault data is invaluablefor post-fault analysis and willultimately lead to improved efficiencyand greater reliability in system operation.

The Telefault GPS offers electrical power systems operatorsan inexpensive means of significantly improving both thevalue of their investment in equipment and the usefulnessof the acquired data. Using time signals transmitted by theNAVSTAR constellation of GPS satellites, the Telefault GPScan provide output signal formats to accurately synchronisethe operation of all currently available DisturbanceRecorders, Sequence of Event Recorders and SCADAsystems.

The GPS signals from NAVSTAR provide all-weather, 24hours per day coverage. The information generated iscrucial for modern navigation and also has many uses inthe electricity industry.

However GPS signals, as they are generated, are not in aform which is convenient for use with existing dataacquisition equipment on power systems. The timesynchronisation requirements of the real time clocks withinsuch equipment varies widely. Some use strobe pulses ofvarious amplitudes, durations and frequencies. Others usetime code signals, usually as a serial message to astandard such as IRIG-B or MSF; yet others use a proprie-tary standard. Moreover, in most cases, operators prefer touse their local time standard.

The Telefault GPS meets all the needs of all differingequipment types and manufactures. Local time offset fromUTC can be set by the operator or at the factory.

OUTPUTSThe standard version of the Telefault GPS provides outputsof one pulse per second and a programmable eventoutput, each with its own indicator. All outputs areavailable simultaneously, with each locked to the samereference, i.e. the UTC time standard transmitted by thesatellites. The pulse outputs can be configured to providevoltage pulses of various levels and duration or “contactclosure” using either electromechanical or solid state relaysor optical isolators.

In addition to the pulse outputs, a serial message isgenerated for equipment needing serial time synchronisa-tion. The serial output baud rate is selectable and theformat can be customised. As options, other forms of “timeof day” message can be provided including IRIG-B(modulated and demodulated). Parallel output options,such as BCD, are also available.

A continuous pulse stream output, programmable forfrequencies up to 1MHz phase locked to UTC, is providedfor disturbance recorders that allow external samplingclocks. This enables synchronous sampling so that thephase differences between signals recorded at separatelocations can be determined.

The Telefault GPS can also be used as a programmableSequence of Event Generator to permit widely separatedequipment to be operated in a precisely timed sequence.This could involve protective relay test sets, circuit breakers,tap changers, etc.
