Promoting Good Telephone Service: GOOD

TELEPHONE SERVICE is based on courtesy, accuracy, speed of subscribers, and operation of equipment. Subscribers should be guided by the following general rules: a. Brevity. For economy and maximum use of available facilities, telephone conversation should be brief as possible. This is particularly true of long distance calls. b. Authorized Use. Personal matters or unofficial business should not be discussed over telephones that are authorized for “official use only”, without consent of commander or supervisor. c. Switchboard Operators. Many bases, including Vance, no longer have switchboard operators and have implemented “Call Trees” to direct calls.

d. Equipment. Subscribers, who experience poor quality of service, due to equipment or line condition, should report the issue to PAE/ITO. See paragraph 8. 2. Telephone Directories:

a. Vance Telephone Directory: The most current base directory is published in the following locations: S:\Public\Vance Telephone Directory and Vance Home Page. b. Enid Regional Telephone Directory is located at http://www.realpageslive.com/. 3. Vance Directory Change: This directory contains

information, as listed, in official directory files. To give you the best directory possible and accurate telephone information service, we need your support and cooperation. The Telephone Control Officer (TCO) in your unit has been assigned the responsibility of ensuring that all information regarding additions, deletions, or changes are forwarded to Communications (PAE/ITO). Changes should also be published in the VAFB Bulletin for prompt dissemination. 4. Base Locator Service:

a. Civilian Personnel (DPC): For the most current information dial 213-7260. b. Military: For the most current information dial 213-7791.

5. Request for Telephone Services: a. Official Requests for Telephone Service (installations

or relocations): will be processed through the Unit Telephone Control Officer (TCO). The TCO will contact the PAE/ITO Communications office, 213-7999, to place a Work Request. Note: Only authorized personnel from the PAE/ITO office may

add, remove, or relocate telephone equipment on Vance AFB. b. Prior to Digging: The PAE/ITO Communications office,

213-6045, will be notified prior to digging ditches, post holes, or excavations by anyone working on Vance AFB. c. Unofficial Commercial Service: Commercial telephone

service for BOQs, nonappropriated funded activities, and private quarters may be obtained from the local telephone company. Installation, monthly rental, and toll charges made from this type service will be the responsibility of the individual or office concerned. Individuals requiring commercial service will need to contact the AT&T business office by dialing 1-800-464-7928 or one of the other local service providers to establish unofficial service. 6. Government Controlled Telephone Service (Class of

Service): Government controlled telephones installed at Vance AFB are administratively classified as follows: (a) Class "A" telephones are authorized for transaction of official government business and have access to off base trunk lines, DSN, and leased long lines. (b) Class "C" telephones are restricted to official business and have no direct access to off-base trunks or DSN. 7. Instructions for using the Vance AFB Telephone System:

a. Telephone users should restrict all calls to the minimum time required to accomplish the official business, normally not exceeding 5 minutes. b. Vance Voice Systems utilize seven digit intra-base dialing. With exception of 911, the full seven digits must be dialed to reach any base number. The following number ranges can be dialed from a base phone by dialing the seven digit number: 213-5000-5899, 213-6000-6799, & 213-7000-7999. Numbers outside of the above ranges will require dialing “99”, before the seven digit number. c. The following area prefixes can be dialed from Vance AFB from a class "A" telephone and do not incur a long distance charge. Dial "99", and the seven digit local number:

d. To call Vance AFB from the Enid calling area, dial 213 plus extension. For Vance information and directory assistance, dial 213-5000. e. User guides for the most commonly used telephone instruments located on Vance AFB are published at S:\Public\TCO\User Guides for Telephones. VoIP information/instructions are located at S:\Public\VoIP.

f. Emergency Calls: Dial 911 for Ambulance and Fire.

For Security Police, Chaplain, and other Emergency numbers: See front cover of this directory. g. DSN: See paragraph 16. h. Long Distance: See paragraph 13. i. Directory Assistance: THIS SERVICE IS FOR

OFFICAL USE ONLY: A charge per directory assistance (information) call is assessed by AT&T. To minimize this cost, numbers should be looked up in the AT&T telephone idirectory whenever possible, electronic phone directories are located at http://www.realpageslive.com/. If you are unable to locate a number and need directory assistance, please call PAE/ITO, 213-6336, for assistance. j. Threeway Conference: To add a third party, depress

receiver switchhook and dial the number (extension, DSN or off base). If telephone set has a “Flash”, “Link”, or “Transfer” button, it must be used in place of the switchhook. When the third party answers, depress receiver switchhook, “Flash”, “Link”, or “Transfer” button and a three party conference is established. k. Conference Calls: Conference calls can be

established by following the directions identified in Threeway Conference (see para j. above), maximum of 6 parties. Only two DSN/off base numbers may be on a conference call. If more than two DSN numbers are needed, the DSN operator (94 + 560-1110) can assist. l. Meet Me Conference: Vance users that do not

have direct access to establish a Meet Me Conference, will need to contact the unit TCO to schedule/establish a Meet Me Conference. 8. Reporting Telephone Service Complaints: Telephone

service trouble can be reported by the user, directly to PAE/ITO. To Report Telephone Trouble: Dial 213-6336 and provide items (1) through (4) listed below. (1) Type of trouble encountered. (2) Extension/ckt number trouble is on. (3) Building number. (4) Name of person reporting the trouble. 9. Reporting Nuisance and Threatening Calls: Malicious

threatening, abusive, indecent, annoyance, or harassing telephone calls, including those in which obscene or profane language is used, are prohibited by state and federal laws. The following actions should be taken if you receive such a call: Standard Phones:

a. Bomb Threats or Threatening Calls Received on Government Telephone: (1) Do Not Hang Up.

(2) Activate Malicious Call Trace; press the Switchhook, “Flash”, “Link”, or “Transfer” and *57. (3) Try to keep caller on the line. (4) Signal someone to call Security Forces, 213-7200 or 213-7415. (5) If no one is available, DO NOT HANG UP, but use

another phone to notify Security Forces, 213-7200. (6) Obtain as much information as possible about the call/caller using the Bomb Threat checklist on page 23 at the back of this telephone directory. b. Nuisance Calls: (1) Make the caller identify himself. When the caller asks, "Who is this?" ask instead, "What number did you dial?" or "May I help you?" (2) If the caller remains silent after you answer, or makes any obscene or suggestive remarks, activate Malicious

Call Trace; press Switchhook, “Flash”, “Link”, or “Transfer” and *57. (3) Hang up. If calls persist, notify Security Forces, 213-7415. Furnish as much information as possible about the call and the caller. c. Threatening Calls Received on Private Telephones: (1) Hang up. (2) Call Base Security Forces, 213-7415. VoIP Phones: Follow the standard Bomb Threat

procedures, with the exception of MCT activation. VoIP users must wait until call has ended before pressing/activing MCT. Note: Malicious Call Trace will aid Security Forces in identifying

harassing, prank, bomb threat, 911 hang-ups, or other emergency type calls. Anytime Malicious Call Trace has been actatived, Security Forces should be notified for further investigation into the call. 10. Security Instructions COMSEC: The telephone system on

Vance Air Force Base is not secure. Classified information should not be discussed or revealed over non-secure telephones. Do not "TALK AROUND" classified information. Personnel who make disclosures of classified information during a conversation on a telephone are subject to disciplinary actions. Secure voice is available at Vance AFB via the STE secure telephone. For assistance on use of STE telephones, contact PAE/ITS, 213-6231. Locations of STE telephones are listed on the inside back cover of this directory. 11. Care of Telephone Equipment: The telephone is a

complicated instrument and requires proper treatment in order to provide the service expected. All official telephones are purchased by the Air Force with appropriated money. This means, telephones should be protected in the same manner you would protect any resource provided by the government. a. Do not slam the hand set when hanging up at the end of a conversation. b. Do not allow the cord to become twisted and knotted. c. Do not attempt to relocate or repair the instrument, for assistance contact PAE/ITO, Communications, 213-6336. d. Do not tamper or affix devices to your telephone without approval of the Communications office, 213-7999. e. Ensure telephone is located where it will not be pulled or knocked off of the desk. A fall could cause extensive damage to the instrument. f. Do not place drinks near the telephone. A drink spilled over the telephone could cause extensive damage to the instrument. g. Do not attempt to clean the telephone using any “409” type spray cleaner, it will destroy integral parts of the telephone. To clean, dampen a cloth with a mild cleaner and rub lightly until clean. 12. MINIMIZE: A condition imposed by Commanders to control

and reduce electrical communications, both message and telephone traffic, during periods of emergency. a. MINIMIZE may be imposed Department of Defense wide, Air Force wide, Command wide, or for given countries, states, or areas as conditions warrant. b. MINIMIZE may be imposed on commercial telephone facilities, DSN, or data systems. One or all systems or services may be minimized as required by the imposing authority. c. When MINIMIZE has be implemented, approving authority to place calls is 71 MSG/CC. The control of direct dialed DSN calls is the responsibility of the originator.

13. Making Official Long Distance Calls: NETWORX is the

long distance service contract used at Vance AFB. NETWORX calls are not free, cost is charged by usage. Calls must be Government Official.

a. Use DSN/DSN Off-Net for official long distance calls when possible. b. Save AF Funds by using 1-800 numbers when possible. Calls can be made without a charge to Vance AFB, when calling businesses that have "800" numbers. Before making a long distance call to a business in another city, check with the "800" information operator. Toll Free NPAs are 800, 844, 855, 866, 877, and 888. For directory assistance on toll free commercial numbers, dial "99-1-800-555-1212." c. Long Distance PINs are required to place official long distance calls on standard phones. VoIP users with LD access do not require a PIN. LD PINs are issued to individuals with a valid need to place government calls. PIN requests are processed through the unit TCO. If you do not have a LD PIN and need to place an official call, please contact your unit TCO or 213-6336 and provide the following information: (1) Name and Office Symbol. (2) Location and number to be dialed. d. Calls to Canada or overseas can not be placed with a LD PIN and will require assistance. Please contact the PAE/ITO office, 213-6336, to place calls to Canada or OCONUS.

e. If a wrong number is reached when placing a long distance call, report to the PAE/ITO office, 213-6336, the number and the time the call was placed, so that credit can be received from the service provider.

f. Violations of these procedures obligate government funds without authorization. Violators could be liable for all charges for unauthorized calls and may be punished under the provisions of the UCMJ.

14. Personal Long Distance Calls: Personal long distance

calls can be made from any private telephone located in government quarters, VIP quarters, and BOQs. Rates for personal calls are assessed by the commercial telephone company. Instructions for making calls from private phones in quarters may be found in the AT&T telephone directory. To place personal calling card and collect calls from Vance use the following table:

15. Morale Calls: Air Force Policy permits the use of DSN for

Health, Morale, and Welfare (HMW) calls for active duty members and Department of Air Force Civilians at isolated or remote locations, or TDY for more than 14 days.

a. Immediate family members of active duty members or DoAF Civilians in unaccompanied status or on extended TDY may place outgoing morale calls as part of the Family Support Center’s (FSC) “Hearts Apart” program. Family members must register with the FSC for authorization to place morale calls. b. Morale calls will be processed using the Automated Health and Morale server and will require a PIN issued thorugh the Family Support Center. c. Calls will be placed at Routine precedence, must not incur a toll charge to the base, and should not exceed 15 minutes. Calls are subject to preemption by higher precedence calls. d. HMW calls are not authorized on government cellular telephones or NETWORX long distance service. 16. Instructions for Using DSN:

a. General. The Defense Switched Network (DSN) is the principle longhaul, voice communications network within the Defense Communications Systems, providing unsecure direct distance dialing service worldwide through a system of government-owned and leased automatic switching facilities. The purpose of DSN is to handle essential command and control, operations, logistic, intelligence, diplomatic, and administrative traffic. b. Precedence. The Joint Uniform Telephone Communications Precedence System is directed for use by all authorized users of voice communications facilities of the Department of Defense. The effectiveness of the system depends upon the cooperation on the part of persons authorized to employ it; therefore, users must be familiar with the purpose to be served by each level of precedence category and the types of calls which may be assigned the respective precedence. Priority is the highest precedence available at Vance AFB. (1) PRIORITY pre-empts lower precedence calls. PRIORITY is reserved for calls that require prompt completion for national defense and security, the successful conduct of war or to safeguard life or property, which do not require higher precedence. (2) ROUTINE has no precedence over any other call, and is handled in sequence as placed by the calling party. c. USE of DSN: (1) Will be authorized for official communications. (2) Will be restricted to: (a) Those calls that are essential, and would stand the scrutiny afforded a commercial toll call. (b) The minimum time required to accomplish the official business and should not normally exceed 5 minutes. (c) The use of a precedence level in accordance with the subject matter of the call established in the Joint Uniform Telephone Communications Precedence System. (3) Will not be authorized for: (a) Use in areas adjacent to general gathering or recreational areas, or in general of MWR facilities. (b) Calls within an installation metropolitan area, or those confined geographical areas where other existing government provided local services is adequate. (c) Unofficial or personal calls. (d) Off-net extension of calls into the commercial system at a distant PBX, except where such extension has been previously approved by the local authorities controlling the switchboard. (4) Telephone Monitoring. The user of the DSN system should be aware that this DoD system is for official use

only and is subject to management monitoring in accordance with AFMAN 33-145. 17. DSN Dialing Instructions:

a. Routine DSN calls: (1) Users with dial-access DSN should: (a) Dial the DSN access code 94. (b) Listen for the second dial tone. (c) Dial the 7 digit DSN number. (2) Users without DSN access will need to contact their unit TCO for assistance. 18. DSN User Assistance: For call assistance contact unit

TCO. For DSN Directory assistance, call 560-1110. 19. DSN User Trouble Reporting: When trouble is

encountered, report the trouble immediately to 213-6336. Provide the following details: a. Your extension number and building number b. DSN number and location of the party called. c. Brief description of trouble and the time it occurred. 20. Off-Net from DSN: GOVERNMENT OFFICAL CALLS.

Some DoD activities will off-net official government DSN calls. a. Locate DSN number for the area you wish to call. b. Dial 94 plus the 7 digit DSN number. c. Ask the operator to dial the off-base government official call.

d. Limit call to 5 minutes. NOTE: The policy/decision to off-net a DSN call rests with the installation commander at the distant end. Also, many bases no longer have switchboard operators; therefore, DSN Off-Net capabilities may be limited. 21. DSN Frequently called Numbers: DSN is for the

transaction of OFFICIAL GOVERNMENT BUSINESS ONLY. DSN services and facilities will not be used for unofficial calls. a. DSN direct-in-dial (DID). If the desired extension number is known, dial "94", the prefix number for the base, followed by the extension number. Prefixes for direct-dial are given followed by a letter X for each digit required for the extension number. For example, the direct-dial DSN prefix for Vance AFB is 448. It is shown as 448-XXXX, indicating that a four-digit extension number is required. If the desired extension is not known, the calling party must obtain the number from operator assistance at the destination. b. DSN Overseas. Vance AFB can direct-dial most DSN overseas. Headset Settings - to adjust/change settings to the type of

USB headset plugged into the computer, use the following procedures:

1. Open Preferences icon and click on Audio Devices.

2. Audio Device Settings allows different settings

to be selected for the following: a. Device to use for altering sounds –

this allows users to select either the computer speakers or the headset for alerting of incoming calls.

b. Microphone for voice – select the type

of headset from drop down. c. Speaker/Headset for voice – select the

type of headset from drop down. 3. USB Headset Adapter – enables the buttons of

the USB headset, which allows user to answer incoming call without entering CAC PIN. Note: You may receive a Warning: The selected USB Headset is not officially supported but it may work—just click OK.

4. Click OK to close.

UC Client Tips: Clicking on the top right X of the Avaya UC Client main

menu does not actually shut down the client. It simply minimizes it to your system tray. To exit the UC Client, select the ‘Login- Exit’ from the menu.

Double-clicking on an entry in the call log will initiate either a call or an instant message to that person, depending on your Preferences setting in the ‘Miscellaneous’ category.

When dialing a telephone number, be sure to add any local or long distance access digits before the dialed number. For example, you may need to dial “99” to access a local outside line.

If you have missed incoming calls, the call logs indicator will flash. Press the Call Logs indicator or the Call Logs button to bring up the Inbox.

If you have new Voicemail messages waiting for you, the Voicemail indicator button will flash.

To change Voicemail PIN (Avaya UC Client) 1. Go to PA (Personal Agent)

2. Unified Communications

3. PIN

4. Old PIN is not required. Enter New PIN, Confirm PIN

and Confirm Personal Agent Password (this is the

password used to start the Avaya UC Client).

Bomb Threats cards are required at every phone, including Avaya UC Client phones. Please contact your unit TCO or PAE/ITO, 213-6336, for Bomb Threats Cards.

When adding telephone numbers to a Directory entry, be sure to add any local access digits needed to match your

dial plan….for example, you will need to dial ‘99’ to access a local outside line.

Remove a Directory entry by right-clicking on a selected entry and choosing the ‘Delete’ menu item

To answer your telephone when CAC card is not in your computer (must be logged on), Click the telephone button on the headset cord.

Malicious Call Trace: To activate MCT from a VoIP phone 1. As soon as the call has ended.

2. Hang up the phone,

3. Make a call to *57.

4. A recording will let you know that MCT has been actatived. Anytime MCT has been actatived Security Forces should be notified for further investigation into the call at 213-7415.

Trouble Tips:

If sound is not working – unplug headset from the USB port on computer – plug back in.

To check Audio Devices (headset) settings: 1. Open Preferences

2. Audio Devices

3. Settings should be set for the headset that your using, also, the USB Headset Adapter should be set for your headset, click ok, if it saids it may not be supported…click ok.

If you are logged in your computer and have Avaya UC Client up, but not receiving calls. Your “Do not Disturb (DND) button may be pushed.

If UC Client isn’t function properly, please exit the Client: 1. Click the Exit button, found on the Login tab.

2. Wait 15 seconds and restart Client.

CALLPILOT – VOICE MAIL QUICK REFERENCE Note: Voice Mail is available for every telephone on Vance AFB. If you have a requirement for Voice Mail, please contact your unit TCO.

Voice Mail Access: 213-5600 Express Messaging: 8602 Mailbox is your phone no. Setup password is 1 2 plus mailbox number.

Voice Mail/CallPilot mailboxes will be setup to go to voice mail after three rings. For immediate voicemail interception, call forward your phone to 213-5600.

Use your telephone keypad to enter message and mailbox commands. Voice prompts guide you through the steps.

Logging in to your mailbox 1) Dial the CallPilot Messaging access number 213-5600.

2) Enter your mailbox number, then press #; or at your own telephone, just press #.

3) Enter your password, then press #.

Initializing your mailbox

1) Reset password 8 4 (minimum

Playing your messages When you log in to your mailbox, you are at your first new message. Messages can be voice only. 1) Press 2 to play the current

message. 2) Press 6 to go to the next message; or press 4 to go to the

previous message. 3) To disconnect, press 8 3, or

hang up.

While playing a message: To skip back five seconds, press 1; to skip forward five seconds, press 3.

To play the message slower, press 2 1; to play the message faster, press 2 3.

To play the message softer, press 2 4; to play the message louder, press 2 6. To pause, press #; to continue, press 2.

Deleting and restoring messages Before, during, or after playing a message, press 7 6 to delete it.

To restore a deleted message, including a message that has been auto-deleted by the system, return to the message and press 7 6.

Responding to messages Before, during, or after playing a message: Call Sender To call the sender, press 9. Speak to the person or

leave a message, then hang up. Reply To reply to a message, press 7 1, record a reply, then press 7 9 to send it. Reply All To reply to the

sender and all recipients of a message, press 7 4, record a reply, then press 7 9 to send it. Forward To forward a message, press 7 3. Address the message, then press 7 9 to send

it. You can record an introduction before sending it. To play the message envelope, press 7 2. To record a reply or

introduction, see Composing messages.

Composing messages To compose a message, you address it, record a message, then send it. You can address a message to mailbox numbers,

distribution list numbers, users on other networks and external telephone numbers. 1) While logged in to your mailbox, press 7 5.

2) Enter the first address, then press #. You can enter more addresses followed by #. (To cancel an address, press 0 #.)

3) When you have finished, press # again. 4) Press 5. At the tone, record

your message, then press #. To play the message, press 2.

To add options and attachments, press 7 0, then Urgent 1, Private 4, Acknowledgment 5, Timed Delivery 6, and Add Attachment 7. 5) Press 7 9 to send the

message.

Express Messaging You can send a message to another mailbox without logging in to your own mailbox. 1) Dial the Express Messaging number, 213-8602. 2) Enter the mailbox number of the person for whom you are leaving the message, then press #.

3) At the tone, record your message, then hang up.

Using standard commands CallPilot has standard commands that are common to all features, so you don’t need a main menu. If you learn these standard commands, you can use all the CallPilot features without memorizing every step. Playing and recording commands: Skip back 1; Play 2; Skip forward 3; Previous message 4; Record 5; Next message 6.

Two main families of commands: Message commands begin with 7; Mailbox commands begin with 8.

Changing your password 1) While logged in to your mailbox, press 8 4.

2) Enter your current password, then press #.

3) Enter your new password, then press #.

4) Enter your new password again, then press #.

If your password expires, follow the steps above. CallPilot prevents you from using some passwords if they are too short or too simple, or if you have used the same one recently. Also, CallPilot requires that you change your password on a regular schedule set for 90 days. Keep your mailbox secure by choosing passwords that are not easily discovered. Decide on a system for choosing passwords that is easy for you to remember but hard for anyone else to guess. For example, you can create a unique and easy to remember password by combining letters and numbers on your telephone keypad.

Recording greetings and name You can record external, internal, and temporary greetings. Callers from outside your organization hear your external greeting, callers within your organization hear your internal greeting. If you don’t record an internal greeting, all callers hear your external greeting. All callers hear your temporary greeting if you record one. Your recorded name (Personal Verification) is used in your greetings and addressed messages, and in Express Messaging, Name Dialing, and Remote Notification announcements. 1) While logged in to your mailbox, press 8 2. 2) Press 1 for External Greeting, 2 for Internal Greeting, 3 for Temporary Greeting, or 9 for

Personal Verification. 3) Press 5 to record. Wait for the

tone, then record your greeting or name.

4) Press # to end your recording. To review your recording, press 2.

To delete a greeting, press 7 6. 5) Press 4 to return to your

messages. When you record a temporary greeting, tell your callers the times or dates of your absence, and when you will retrieve your messages. You can set the month, day, and time for the greeting to expire. If you don’t set an expiry date, the temporary greeting will stay in effect until you delete it.

Assigning a custom station In your greeting, you can offer your callers the option of leaving a message or speaking to one of your assistants or colleagues. Tell callers to press zero if they wish to speak to this person in your absence. 1) While logged in to your mailbox, press 8 0 for Mailbox Options, then 1 to review the

current custom operator number. 2) Enter a new custom operator number.

Distribution lists You can create up to 99 personal distribution lists, and record a name to identify each list. Each personal distribution list can contain up to 200 entries. You can enter all of the same types of addresses to which you can send a composed message, except other personal distribution lists. 1) While logged in to your mailbox, press 8 5 for CallPilot Tools, then 5 for Distribution

Lists. To play a summary of all your lists, press *. 2) Enter a number from 1 to 99, then press #. 3) Press 9 if you want to record a

name to help you identify this list in the future. At the prompt, press 5, record the list name, then press #. 4) Press 5 to start entering

addresses into the list.

5) Enter the first address, then press # in the same way you

address a message. 6) Continue to enter addresses, pressing # after each one. To cancel the last number you entered, press 0 #.

7) When the list is complete, press #. 8) Press 4 to return to your

messages.

Activate Malicious Call Trace; From any base phone, press Switchhook, then press *57. NOTE: If telephone set has a “Flash”, “Link”, or “Transfer” button, it must be used in place of the switchhook.

Try to keep caller on the line.

Signal someone to call Security Forces, 213-7200 or 213-7415.

If no one is available, DO NOT HANG UP, but use another phone to notify Security Forces, 213-7200.

Obtain as much information as possible about the call/caller using the Bomb Threat checklist on page 23 of this telephone directory.

VoIP Users will follow the same procedure for MCT, as standard telephone users, with the exception of activation. VoIP users will activated MCT, AFTER the call has terminated and will receive a MCT successful/unsuccessful voice message. To activate VoIP MCT:

UC Soft Clients: Click Make a Call, enter *57, Click Make Phone Call. Hard Clients: Press MCT button, or dial *57

Note: Malicious Call Trace will aid Security Forces in identifying harassing, prank, bomb threat, 911 hang-ups, or other emergency type calls. Anytime Malicious Call Trace has been actatived, Security Forces should be notified for further investigation into the call.

COMSEC: The telephone system on Vance Air Force Base is not secure. Classified information should not

be discussed or revealed over non-secure telephones. Do not "TALK AROUND" classified information. Personnel who make disclosures of classified information during a conversation on a telephone are subject to disciplinary actions. Secure voice is available at Vance AFB via the STE secure telephone. Locations of STE telephones are listed on the inside back cover of this directory.
