There Is the freedom to vote for the party of one's choice. And let it not be dismissed lightly for we are the only country in our region, and one of a diminishing number worldwise, that grants this fundamental right of a democracy. We are also privileged to be here at all, to par ticipate in freely casting our votes. Behind the Iron Curtain and within the sealed borders of several Arab countries, there are Jews who can only look with lortging towards our land. Both the Soviet and Arab governments will not even grant them what we consider an inalienable right to freely emigrate to the land of one's choice. There was hardly a time in the long and tortured history of our People when we were not denied the basic freedoms that other men. women and children took for granted. Long before the Nazis, before the Inquisition, before Antiochus "Epipha- nes", before Nebuchadnezzer. we were denied rights granted to others not of our faith. The rights of Jews to be enfranchised and to be elected were not always granted at the same time as they were to non-Jews; our rights were again fought for and granted piecemeal. Now, more than 32 centuries after Joshua led our ancestors into a land which is centrifugal to Judaism, we are masters of our own house and free to determine our own destiny. This makes it all the more incumbent upon citizens of Israel to cast their votes in the forth coming elections. Abstentions on the grounds that one vote cannot influence the outcome is a Mlittling of the right to vote and an insult to those ^isoners of 2ion abroad who have bartered their few remaining freedoms for their defiant demand to be allowed to live with us. SOUTH AFRICAN BUDGET AFFECTS EXCHANGE CONTROLExchange Control measures resulting from the

new budget adopted by the South African Government include the following items of .special interestto o l im f rom South Afr ica:

• A single emigrant's maximum cash allowance isnow RIO.OOO, plus RIO.OOO maximum in nonresident bonds. Donations received by prospective emigrants during the three years precedingemigration are to be excluded from the totalassets for the purpose of calculating settling-ina l l o w a n c e .

• Family units maximum cash allowance as previously at R30,000, plus R30,000 in non-residentgovernment bonds .

Free transfer of income from emigrants' blockedassets are limited to R100,000 per family unit ayear. new building on the Givat Ram campus thanks tothe fund-raising efforts of the South African Friendsof the University.

Known as the Ernst David Bergmann Building forApplied Science and Technology, it houses thedivisions of applied physics, applied mathematicsand mater ia ls sc iences in the Graduate School ofAppl ied Science and Technology.

Professor Dov Frohman-Bentchkovsky, Directoro f t h e G r a d u a t e S c h o o l o f A p p l i e d S c i e n c e a n dTechnology, said at the recent dedication ceremonythat " i t is not a mere donat ion but a real investment in creating a base of manpower for Israeliindustry."

Guest speaker was the South African Ambassador to Israel. Dr. Charles Fincham, who said hewas proud of the initiative and enterprise of SouthAfrican Jewry in creating something of lastingvalue. He noted that the school was devoted totraining Israel's most exportable resource: brainp o w e r .

The Chairman of the South African Friends ofthe University, Mr. Leslie Frankel. accepted thededicatory scroll and expressed appreciation toAmbassador Fincham for all he had done duringhis term to promote scientific, cultural and educational ties between South Africa and Israel. He

J'lem Universitysaid the Bergmann Building was a further linkbetween South Africa and Israel and would helpcement the partnership between South AfricanJewry and Israel in general, and with the HebrewUniversity in particular. It was the latest, he added.In an impressive list of endowments by SouthAfrica's Jewish community dating back to the earliest days of the University's existence.

Prof. Frohman-Bentchkovsky remarked that 70 to75% of the School's graduates were working inindustry. He hoped to see small companies emergeeventually, based on research done in the School.

After attending Ulpan Ben-Yehuda in Ne-tanya they moved to Raanana where they nowlive, Selwyn is currently in Articles with theDistrict Attorney's office in Tel Aviv and hopesto be admitted at the end of October this year.

Generally speaking. South African lawyers arediscouraged from requalifying in Israel — not bythe lawyers here, but rather by the relativelystringent tests imposed by the Israel Bar to seeto it that only the competent and dedicated enterthe profession. These tests involve a high cost intime and money.

Timevyise, it is clear that from the purely practical point of view an experienced South Africanlawyer cannot requalify here in less than 15 months

Assuming he/she has a basic knowledge ofHebrew, the aspirant may pass the initial Hebrewlanguage exam set by the Israel Bar after fivernonths at an Ulpan. Passing the exam is a condition precedent to commencing Articles. In practice,the minimum period agreed to by the Israel Bar iseight months. (Depending on the circumstances,the period can be as much as two years.)

In addition, there are a number of Statute Lawexams. Whilst the South African lawyer receivescertain exemptions, he/she must still write approximately seven exams.

In the light of the aforegoing — the times whenthe various exams are written, the times whenAdmission Ceremonies take place, Klita (Absorption) problems etc. — it is probably correct to saythat it will take the average qualified South Africanpractitioner approximately 18 months to requalifyi n I s r a e l ,

Moneywise, it speaks for itself that the incumbent Israeli lawyer will have to finance requalifyingto a certain extent. The Articled Clerk receivesapproximately IL.1500 per month while a familyneeds approximately IL.4000 per month to live onmoderately; it's all a matter of simple arithmetic.I am probably understating financial considerationsand It suffices to say that requalifying has adefinite price.

The high cost in Time and Money is certainlyvvorth the effort to those dedicated to the profes-sion. The relatively short term strains are outweighed by the long term benefits, as many doorsclosed to the immigrant lawyer during the formative years in Israel become open when he/sheadjusts properly to the society and becomes reasonably fluent m Hebrew.On the positive side it should not be forgottenthat on the basis of Time, with the exception ofEngland, it is easier to requalify in Israel than inany other country in the world by virtue of the factthat the South African qualification to practise asan Advocate or Attorney is recognized as suchby the Israel Bar.

moving to a kibbutz to be part of a rural, deeply-mot i va ted commun i t y ! Those who remember S tanas a top Sal isbury accountant and his wife, Babs,as teacher-cum-act ive WIZO worker, wi l l find themas genial as ever and immensely happy in thecompany of their children and grandchildren.

The transition to active kibbutzniks began unwittingly a decade and a half ago when their eldestof three sons, Avi, came on a three-month youthv i s i t t o I s r a e l .

Avi, now a member of Kibbutz Ein Hashofet, andhimself the father of two sons and a daughter, putshis first impressions of Israel crisply: "1 felt athome and at ease with my Jewish identity." Whilestudying at the Ulpan on Ein Hashofet he met andlater married Tetma, a daughter of the kibbutz. Agraduate In geography and statistics from theHebrew University in Jerusalem, he is currently ona year's sabbatical from the kibbutz high school,s tudy ing maths a t Oran im.

Stan and Babs followed in his footsteps someyears ago — Stan becoming financial comptrollerof Peltours Travel Agency while Babs commutedfrom their rented Ramat Gan apartment to the TelAviv University to read for her B.A. in EnglishLiterature. As Pesach approached this year she wasputting the final touches to her theses in 1&thcentury English Literature for her M.A.

Now. after a year in the sylvan setting of Kibbutz Ein Hashofet, Stan and Babs are readyingthemselves for another simha; Barry, their secondson, who IS a member of nearby Kibbutz GanShm l, and his Swiss-born wife are expecting theirfirst-born in the summer. The youngest of the threeJones sons, 6'2" Simon, 19, is halfway throughhis national service in the Air Force.

Stan and Babs have integrated so well that it'ssecond nature now for them to rise with the sun —Babs sometimes starting her English lessons atthe regional high school on the kibbutz as earlyas 6.40 a.m. Stan works in the accounts department which, on Kibbutz Ein Hashofet handles millions of lirot from the huge turnover in the truckingbusiness, orchards, dairy and beef herds and factories manufacturing screws and parts for neonlights.Their living quarters don't differ much from thoseon kibbutzim throughout the country: compactlounge, kitchen, bathroom and bedroom. But theyhave some creature comforts which point to thekiobuu beirig a financial cut above many others:each house IS centrally heated, has TV with electric cables leading to one central antenna to preserve the aesthetic appearance of the kibbutz, andhas a stereo record player.

The kibbutz — lying high up on rolling landscapebetween Megiddo and Haifa, with a fine view ofMt. Hermon on clear days — has an Ulpan whichnearly always numbers students from South Africa-

"We love it here," said Babs as she gesturedwith a grand sweep to the enormous JNF forestsof pines and cypresses around the kibbutz.

Stan, well-known to Israel's golfing community,has hung up his woods and irons but looking fitand heal thy.

"It's a big change from the cities but we haveour family here and have made very good friends,"be said.

Language doesn't present a problem either as*nany of the founders of Kibbutz Ein Hashofet camefrom the United States.

It's just gone a year since they made the move —but Stari and Babs are beginning to feel as ifthey've lived here all their l ives.

respect as Moshav Shitufi has become a preferredway of life for many olim from South Africa —something which is in short supply In Israel. Ourfortune extends even further as housing is alreadyavailable and we hope to start settling our firstfamilies in the next couple of months.

So, who are we looking for? We want youngfamilies (the average age on the moshav Is between 27 and 29 years old) who believe In thecommunal way of fife of a Moshav Shitufi, andwho are prepared to contribute their share of toiltowards this fast-growing meshek. We want families who feel the need for and who want todevelop the Golan Heights. And we want familieswho desire to share their satisfaction of contribution to the country, with their neighbours.

What does the meshek offer in return? A visitto the moshav wilf tell you all. You will see the83 square metres, three-and-a-half roomed housestanding on a 400 square metres plot of land. Youcan spend an hour travelling through the lushfields where four different crops are grown, andadmire the orchards of fruit trees. When I look back on that meeting,and having read Chill's book, which although effective and well-documented is by no means comprehensive, I <Jon*t know whether to laugh or cryabout how naive we were in those days.

Even at the time of the infamous Lord Mancroft— Norwich Union Global Tours episode, thirteenyears ago, Israel and world Jewry was hardly assertive in stating the rights of a country, a people,a company and an individual to practise the freetrading which the free world was, and still is,preaching.

Fortunately, even the instances quoted by Chill

in his study are sufficient to prove that wherewe put up a fight, we nearly always won, in the end.T h e r e a r e s c o r e s o f c a s e s t o w h i c h C h i l l r e f e r s ,and which he analyses intelligently and briefly,which have become precedents for commercialguts and nat iona l pr ide.

U n f o r t u n a t e l y, I s r a e l ' s o f fi c i a l a t t i t u d e t o t h eArab boycott has been somewhat ambivalent, andthis too is brought out in several chapters of thebook, particularly where Chill reports blandly howin 1971, the Israel Government decided to closeits Political-Economic Planning Division and to disregard the Arab boycott! No wonder Chaim Herzog,Israel's Ambassador to the U.N., is sometimes derisive about our tactics of lying low and sayingl i t t l e .

It is of course correct that on one front oranother, diplomatic intervention with the Arabs isadvisable in order to point up to them the deleterious effects of their boycott and the boomerangingbuilt-in risks of such a policy. But by and large,and this, too, is brought out in the book, as in thecase of the Mexican vote against Israel in the U.N.and the subsequent effectiveness of counter-measures taken by organised Jewry and Israel actingIn concert, only loud, clear and unequivocal stepsto punish those who wish to use the boycott weapon are truly effect ive.
