Municipal Solid Waste (MSW) Charging• Sits in the centre of our overall waste reduction strategy

• Aims to provide the necessary financial incentives to drive behavioural and cultural changes, thus reducing overall waste disposal

MSW Charging Trial Project for PRH Estates

• To prepare the residents and stakeholders for the implementation of MSW charging after the bill is passed

• To cover about 120-150 PRH blocks in 2020-2022 under two separate contracts based on different geographical areas

• Dummy designated bags / labels will be distributed to residents of the participating blocks for residents to familiarise with the use of such bags and labels as the charging tools

• The existing arrangements of refuse collection the participating block shall remain unchanged

Project Scope and Timetable(Clause 3.1-3.4 of the Service Specifications (SS))

Scope of the Services(Clause 3 and 4 of SS)

Preparation and Publicity Stage (2 months)

• Meeting with stakeholders of estates (e.g. Housing Department, Estate Management Advisory Committees (EMACs), property management offices (PMOs), cleansing companies) and conduct visits to participating estates to gather background information and establish contact (Clause 4.1)

• Develop and present Operation Plan for each participating estate (Clause 4.2 – 4.3)

• Estimate the quantity of dummy designated bags / labels for the trial stage, help liaise with EPD’s supplier on the production and delivery of the dummy designated bags / labels, and prepare all required forms (Clause 4.4 – 4.6)

• Prepare publicity materials and organize publicity activities in coordination with the relevant Outreaching Teams of EPD (Clause 4.7 – 4.9)

• Provide briefings to residents and training to the frontline staff (including frontline management staff and cleaners), and liaise with them on storage of equipment (Clause 4.11 - 4.15)

The Government is not bound to accept the Tender with the lowest price offer, or the Tender with the highest combined score, or any Tender; and reserves the right to accept all or any part of any Tender at any time within the Tender Validity Period (Para. 14(a) of TTS)
