OFFICE OF THE DISTRICT & SESSIONS JUDGE, BAHAWALNAGAR

TENDER NOTICE

Sealed tenders (separate for each category) are invited from the authorized Distributors/Dealers/Supplier having registered with Sales Tax and Income Tax Department for Supply of the Furniture, Machinery and IT Equipment’s for Sessions Courts of this District, which may reach this office on or before 10th of June 2020 till 10.00AM. The Tender/Bids shall be opened on the same day at 02:00 PM, Detail of Items are given below.

TERMS & CONDITIONS

1. Bidding/Procurement will be made under Punjab Procurement Regulatory Authority Rules 2014.

2. The Bidding procedure will be governed by Rule 38 (2) (a) of PPRA Rule 2014.

3. Bidding document may be obtained on written request from the office of the undersigned during the office hours (8:00 AM to 3:30 PM) till 10:00 AM of 10th June 2020 in consideration of Rs.200/(Non-refundable). Bidding documents will also be available on the web site (http://bahawalnagar.dc.lhc.gov.pk) .

4. The tender must be supported bid security in the shape of call deposit @ 2% (Refundable) of estimated cost.

5. Technical and Financial (including all applied taxes) proposals should be submitted in one envelope.

6. Incomplete/late received Tenders/Bids will not be entertained.

7. Bid for each lot along with 2% CDR of the total estimated cost must be submitted separately for each lot.

8. Proposals received by fax or email shall not be entertained.

INSTRUCTIONS TO BIDDERS

Please read the following note and instructions carefully:-

1. Any proposal (Technical & Financial) not received as per terms and conditions of the Tender Enquiry are liable to be ignored. No offer shall be considered if;

i. Received without/Less bid security in the shape of CDR from a scheduled bank.

ii. Received without the time and date fixed for its receipt.

iii. The proposal is unsigned.

iv. The proposal is ambiguous.

v. The proposal is conditional.

vi. The proposal is from a firm blacklisted, suspended or removed from the approved list.

vii. The proposal received is of a shorter validity than required in the tender enquiry.

viii. The proposal is for item(s) not conforming to specifications indicated in the tender enquiry.

2. Offer must remain valid for 60 days from the date of opening the proposal.

3. All proposals must be submitted in double cover. The outer cover should indicate the name of the addressee, tender number and date of opening but not the name of the firm, which must appear in the inner envelope clearly mentioning tender number and name of the firm the envelope must be properly sealed.

4. Each bid shall comprise a two envelopes containing technical/financial proposal, in terms of Rule (38) (2)(a), Single Stage Two Envelopes Bidding Procedure, of Punjab Procurement Rules, 2014.

5. The purchaser reserve the right to purchase full or part of the item(s) or ignore/scrap/cancel the tender, recording reasons thereof.

6. Further the following would apply.

(a). If the acceptance of tender issued during the validity period of the proposal is not accepted by the tenderer, bid security shall be forfeited and the item(s) purchased would be at his (tenderer’s) risk and expense.

(b). In case the offer is withdrawn/amended or revised during the validity period of the offer after the financial proposal is opened, the Bid security is liable to be forfeited.

(c). In case the contractor fails to execute the contract strictly in accordance with terms and conditions laid down in the contract the security deposited (CDR) by him shall be forfeited and the item(s) purchased would be at his risk and expense. The buyer reserves the right to claim compensation for the loss caused by the delay in the Supply/works determined by the buyer.

SPECIAL INSTRUCTIONS:

1. The work/Supply is required to be completed within the time given in the work/Supply order. However, the tenderers are required, to indicate their own guaranteed earliest date by which the work/supply will be done.

2. Tenderers must mention the brand name and model of items intended to be procured. All machines should be brand new.

3. Tenderers must quote their financial proposal on the detail of items intended to be procured. Cash Receipts (in original or photo copy) in token of having purchased the tender, must accompany the proposal.

4. Technical proposal and financial proposal should be addressed to The DISTRICT & SESSIONS JUDGE, BAHAWALNAGAR.

5. Tenderers should quote their firm and final rates both in words as well as in figures (inclusive of all taxes).

6. Tenderers shall submit a deposit a call of the amount equivalent to 02% of estimated cost in favour of THE DISTRICT & SESSIONS JUDGE, BAHAWALNAGAR, while giving technical proposal.

7. Any conditional, ambiguous or incomplete proposal in any respect shall be ignored. No Supplementary or revised offer after opening of tenders shall be entertained.

8. The tenderers shall enclose catalogues/leaflets/literature and other technical data, if any, in respect of items(s) offered by them.

9. The Tenderers should specifically indicate their NTN/GST No. and attach Certificates of the Income-Tax Department.

10. The Tenderers should submit Professional Tax Paid Certificates for current financial year alongwith their bids.

11. Any erasing/cutting/crossing etc.-appearing in the offer must be properly signed by person signing the tender. All pages to the tender must also be properly signed. Offer with any overwriting shall in no circumstances be accepted.

15. The authority reserves the right to increase/decrease the quantity of items.
