1. General:

1.1 Any offer not received as per terms & conditions of the tender enquiry is liable to be ignored. No offer shall be considered if:

1.2 Offer rates (in Pak Rupees) will remain valid for a period of 06 Weeks from the date of opening the tender. No change in price will be made in case of Pak rupees variation against

US$. 1.3 Submit both the bids (Technical & Financial) sealed in the separate envelopes. The cover envelop

should indicate particulars of tender, and date of opening. Envelop must be properly sealed. 1.4 All suppliers/ firms should participate in complete tender and should quote the rates for all the

items in tender document.1.5 The Competent Authority (purchaser) reserves the right to issue order in full / partial

quantity. 1.6The earnest money / bid money shall be forfeited if:

a. The acceptance of tender is not received within ten days of issuance of purchase Order.

b. The offer is withdrawn, amended or revised within tender validity.

1.7The bidder should indicate their National Income Tax No. / Sales Tax No and circle of Income Tax Department.

1.8The contractor will be responsible for the free replacement of stocks if the same is found to besubstandard and or at variance with the specifications given in the purchase order within oneweek. Stock offered of specifications superior to the one specified in the tender enquiry maybe accepted subject to approval of competent authority.

1.9Stock should be brand new and in original manufacturers packing. 1.10Offered rates will be on basis of free delivery to VTI D GROUND and its sub campuses and shall

include all taxes and will be subject to inspection by inspection committee and approval by the competent authority.

1.10(a) Items must be equal to or of higher specs as mentioned; if no specs are mentioned then things will be considered of good quality.

1.11Quantity of any item can be increased or decreased by the Competent Authority.

1.12Whole or part of tender can be cancelled by the Competent Authority as per PPRA Rules

2014. 1.13 Purchase order will be issued by VTI D GROUND within 30 days of signing of the

agreement with successful bidder. 1.14Successful bidder will also provide a certificate from original manufacturer that the items are

manufactured and supplied in accordance with the specification of tender.

1.15Copies of Income Tax and Sales Tax registration will have to be furnished by the firm along with the tenders.

1.16The Competent Authority reserves the right to reject / ignore / scrap / cancel / change of quantity of tender.

1.17 Earnest money of unsuccessful bidders will be refunded on finalization of tender where as earnest money of successful bidder will be refunded on submission of performance Bond.

1.18 An undertaking should be enclosed with Technical Bid stating that Firm is not blacklisted and its status is filer in FBR records.

1.19 VTI D GROUND may seek Technical Advice for vetting of offers from any person having relevant

knowledge/ experience1.20 In Technical Bid, Company name will have to be mentioned, in case the company differs

than the prescribed one, and the mentioned company by the bidder must be exactly equal or more in specs than the given one. Otherwise that item will not be considered for evaluation for specific bidder. And in presence of equal sign or empty space the mentioned company by tenderer will be considered.

1.21 The bidder have to mention clearly what size of package he is bidding in case following names are mentioneda- boxb- packc- large or small

2. Delivery: Delivery period is 15 days from the date of issuance of purchase order. Tender will be opened at Vocational Training Institute Faisalabad, Shoaib Bilal Market near commissioner office, Company Bagh Road Faisalabad however items will be delivered and installed by the vendor at the Main campus & sub campuses of VTI D-Ground as mentioned in the PO2-A Evaluation of Bid(s):Bids shall be evaluated (technically and financially) on item wise basis.

3. Extension of Delivery period: In special circumstances, request for extension of delivery period may be considered by competent authority on the written request of the firm /supplier before the target date of supply. 4. Cancellation / Penalty of Delay:

4.1 If the acceptance of the tender issued during the validity period of the tender is not received from the tendered, the earnest money will be forfeited.

4.2 In case the offer is withdrawn, amended or revised during the validity period of the tender, theearnest money shall be forfeited.

4.3 In case bidder fails to execute the contract in accordance with the terms & conditions laid down in the Tender, the Performance Security will be en-cashed and the store will be

purchased at his risk and cost. 4.4 In case of delayed supply / non supply/partial supply, the purchaser may cancel the supply order

or impose appropriate penalty. The penalty will be up to @2% per week with maximum 10% of Contract price.

5. Payment to the Contractors: 5.1 Payment will be made through crossed cheque to the supplier against invoice after 100%

completion of delivery, commissioning & satisfactory performance against the purchase order from Vocational Training Institute D GROUND within 30 days after issuance of satisfactory report.

5.2 Payment against partial supply will not be made.

6. Earnest Money: 6.1 Earnest money up to 2% of the estimate Cost Rs.7920/- will have to be deposited along with

tender. It should be in the form of CDR in the favor of Principal Vocational Training Institute, D GROUND.

6.2 Earnest money shall be refunded to tenderer on successful completion of the contract. 7. Delivery / Inspection of store

The Lab Material will be inspected by the concerned VTI through an authorized representative or concerned instructor and will reject the Lab Material, if not found according to the given specification. The delivery of the accepted Lab Material will be made in the premises of Concerned VTI’s.

8. Deduction of Taxes: Income Tax 4.5% and GST 1/5thof 17% will be deducted as per Government instructions/ notifications & rules and remaining GST 4/5thof @ 17% will be responsibility of the firm.

9. Payment of sales & other taxes, duties, levies: Purchase shall be made from the firms registered with income /sales tax. Sales and other such taxes, import duty, surcharge and other will be liability of the supplier. Vender will get the shipment cleared from customs at his risk and cost, Certificate / letter for exemption of GST and WHT can be provided by the supplier if issued by the government.

10. Performance Bond: No Performance Bond/Guaranty will be required against purchase of items because all these items are recurring nature.

11. Termination of Contract: Competent Authority may terminate contract by assigning following reason.

(i) Material supplied does not conform to specification. (ii) Defective Material is not being replaced by the supplier within

specified period. Or (iii) Any other reason and will inform the supplier about his decision in writing.

12. Dispute: In case of any dispute matter will be dealt in the light of PPRA rules clause 67&68.

13. Information about firms (Company Profile):

a. Copy of NTN and GST registration certificate. b. Valid authorization certificate issued by the manufacturer.

14. Technical Support:After successful completion of delivery, if there is any complaint regarding any item or its working

within warranty period, the rectification shall be made free of cost by the firm to the entire satisfaction of the institute within 07 working days of the launching of the complaint by the VTI. In case of the failure on the part of the firm to rectify or replace the item or part thereof, VTI will be authorized to rectify and/ or replace the item or part thereof or total Lab Material at the risk and cost of the firm and the amount will be deducted from the performance bond furnished by the firm.

15. Date of Submission / opening:
