General Terms and Conditions:

1. Where the specifications provide detail with respect to axle, spring and tire requirements; these will be considered as minimum to meet the minimum Gross Vehicle Weight (G.V.W.) specified. In the event the required G.V.W. cannot be met using components specified herein, the bidder will be expected to increase the capacity of each component to meet specification pages.

2. All fabrications and installation costs of body and accessory equipment shall be included in your tendered price for each unit, and shall be delivered to the Corporation of the Township of Brock where specified.

3. Where bodies or other equipment is being supplied and installed by other than the vehicle dealer, the supplier shall not alter the vehicle in a manner other than recommended by the chassis manufacturer.

4. Truck Body shall be white. All Season Combination Dump/Spreader Body shall be MTO Yellow All other accessory equipment shall be MTO Black

5. The equipment installer shall be responsible for the stability of the completed unit with the body in all positions. The use of counter-weights will not be acceptable.

6. Equipment or accessories not specifically mentioned but necessary for the supply of a completely operational unit equipped as specified will be considered included unless otherwise specified by the bidder.

7. Units supplied as a result of this tender shall be equipped with the latest exhaust emission and noise control devices available from the manufacturer, unless otherwise specified.

8. Dealer markings or transfers are not to be applied to these vehicles.

9. Tenders must be legible, written in ink or by typewriter. Tenders written in pencil will not be considered.

General Terms and Conditions

10. Tenders shall be open for acceptance for a period of sixty (60) days after the closing date. After this time elapses the tender may only be accepted with the consent of the successful bidder.

11. Late tenders will not be considered.

12. The lowest or any tender not necessarily accepted.

13. The Township of Brock will adjust payment to the successful bidder to compensate the bidder for the cost of licensing the unit, as directed by the Township.

14. Bidders must bid on all sections.

15. Legal payload calculation to be submitted with proposal, based on vehicle dimensions and components.

16. All bolt holes must be drilled to size.

Sales Tax

1. Sales tax status will be indicated on the pricing schedules; therefore, tenders must bid accordingly.

2. All prices must exclude Harmonized Sales Tax extra where indicated.

3. Certification as to the Township’s tax-exempt status will accompany our order to the successful bidder.

Price

1. All prices quoted must be firm with the exception of Government mandated equipment changes which come into effect after the date of closing.

2. The cost of such mandated changes shall be extra to the contract upon agreement by the seller and purchaser.

3. An amendment to the order will be issued to cover agreed changes.

Purpose and Utility of Specification:

While the purpose of the specification is to indicate certain minimum requirements in the way of capacity, strength, construction and other details, their use is not intended to relieve the Township of all responsibility in the selection of equipment which may be considered most suitable for the service involved. In other words, even though proposals are received based on furnishing equipment which may meet the minimum requirements indicated, it is not intended that this alone shall limit the contract award to be recommended, but that other factors shall be considered together with any experience the Township may have had with equipment of the same type of manufacture.

Intent of Specifications:

The specification included herein describes the type, size, design, and construction of equipment which is felt necessary to meet the performance and service requirements of the Township. Bidders desiring to quote on equipment which deviates from these specifications but which they believe to be equivalent from the standpoint of capacity, size, construction, and performance, both as to individual component parts and the completely assembled units, are requested to submit alternative bids on the equipment which so deviates. Any and all alternate bids which are submitted will be given due consideration.

This Specification covers a 6-ton diesel truck, tandem axle, intended for installation of snow plow equipment and dump body or material spreader body. Alternate C.A. dimensions if required must be stated in the tender document, (this truck mounted with an All-Season Combination Dump/Spreader Body requires 132” CA).

This specification lists only the major details of a unit, it is the supplier’s responsibility to deliver a fully equipped vehicle with compatible components to provide dependable efficient service.

Where minimums are called for, the vehicle must meet or exceed the capacity, size or performance specified.

Vehicles shall meet or surpass the mandatory requirements of the “Canadian Motor Vehicle Safety Regulation” (SOR 70-487) amended, and must bear the National Safety Mark, outlined in those regulations.

This specification describes the procedure and material to be used in installing lighting equipment and the required wiring for the Township of Brock snow plowing vehicles.

Only the major details of a unit are listed. It is the supplier’s responsibility to deliver a fully equipped unit with compatible components to provide dependable efficient service. Where minimums are given the unit must meet or exceed the capacity, size or performance specified.

Tendered units must comply with the following specifications in all aspects. Where specific components are specified alternative components may be considered for approval by the Township of Brock.

Bids will not be considered if:

The product on which a price is submitted does not meet all the requirements of the specification, or

The bidder does not confirm compliance with all items of the specification by marking the “YES” in the confirmation column for all required items and providing the required information where “SPECIFY” is noted on the confirmation.

This one-way snow plow shall conform with the provisions of Yes: No: M.T.O. standards ES-414, except that the dimensions of this specification shall prevail when the two contradict.

This plow shall operate effectively and without modification Yes: No: with the M.T.O. snow plow truck harness ES-401.
