The pacific private sector development initiative (psdi) is a regional technicalassistance facility co-financed by the government of australia, the government of newzealand, and the asian development bank (adb). Since 2006, psdi has been working withadbs 14 pacific developing member countries to improve the enabling environment forbusiness and support inclusive, private sector-led economic growth. Psdi is currentlybeing supported under ta 9848-reg: pacific private sector development initiative, phase iv,which was approved on 6 november 2019 for $16. 03 million. 2. In png, the governmenthas embarked on a comprehensive state-owned enterprise reform program to improve theefficiency and service quality of its soes while reducing the governments fiscal riskexposure. In the insurance sector, these objectives are to be met by increasing privatesector investment and strengthening the regulatory framework. The governments soereform program, detailed in cabinet decision ng129/2019 of 30 october 2019, calls for (i)a strategic partner to invest in motor vehicles insurance ltd (mvil), and (ii) placing generalinsurance regulation under the bank of png. 3. The objective of the assignment is to (i)assess options for attracting private investment into mvil and its two subsidiaries, pacificre and pacific mmi and (ii) identify broad regulatory reforms needed to facilitatedivestment.

Scope of Work: The expert will prepare a scoping study covering the following:i.
