HOUSEKEEPING TENDER DOCUMENT

Sealed tenders am invited under two bid system for housekeeping services for ESICHqrs. office located at Panchdeep Bhawan, CIG Marg, New Delhi - 110 002, consisting offive floors and open space approximately 83023 sq.ft. area at Indian Express building,Bahadur Shah Zafar Marg, New Delhi having approximately 12,280 sq.ft. area.Approximate tender value is RS.75.00 lakhs per annum.

Eligible agencies may visit / inspect the site on any working day to collect allinformation that will be necessary for preparing the Tender and entering into a Contract forthe services to be rendered between 10.00 a.m. to 12.30 p.m. and 3.00 p.m. to 4.30 p.m.during any working days from 20.03.2015 to 15.04.2015.

Tender document can be purchased from 20.03.2015 to 15.04.2015 from 10.00 a.m.to 1.00 p.m. on any working day on payment of a non refundable cost of Rs. 1,000/- in theform of a Demand Draft/Banker's Cheque payable to ESI Fund Alc No. 1 or can bedownloaded from ESIC website i.e. www.esic.nic.in. Incase, tender form is downloaded,cost of the same shall be deposited along with the tender documents by way of DemandDraft / Banker's Cheque in favour ESI Fund Alc NO.1.

Sealed Tenders with separate Technical and Financial bids filled in the specifiedproforma and to be addressed to the Jt. Director (Genl.), ESI Corporation, should bedropped in the Tender Box captioned "Tender for providing Housekeeping services" latest by16.4.2015 at 1.00 PM at Room No. 04 ESI Corporation, Hqrs. Office, C.I.G. Marg, NewDelhi-110002.

The Technical Bids shall be opened at 3.30 PM on the same day i.e. 16.04.2015 in thepresence of such tenderers or their authorized representatives who may wish to be present.

The Tenderers whose Technical Bids are accepted will be informed about the date ofthe opening of financial bids.

Tenders received after the closing date/time shall not be considered.

ELIGIBILITY CRITERIA

1. The Tenderer must have an average annual turnover of Rs.10.00 Crores during thelast three Financial Years and should be profit making during the last three Financial Years.

2. Copies of the following documents should be submitted alongwith the Technical Bid.

(a) Audited Balance Sheet of last three years i.e. 2011-12, 2012-13 & 2013-14

(b) Service Tax Registration Certificate.

(c) PAN No.

(d) ESI Registration/EPF Registration.

3. The Tenderer should have the Registered / Branch Office in Delhi / NCR.

4. The Tenderer should have sufficient employees on its rolls or rolls of itsAssociates/Contractor specifically trained for housekeeping work.

5. The Tenderer/Associate/Contractor should have a valid labour license and Pestcontrol job is to be got done through licencee firms only.

6. The Tenderer should have carried out following housekeeping work during last 3years:-

a) One work of value of RS.80 lakhs or more in any Govt. /Semi-Govt./PSUs/Govt. Undertakings, etc.

b) Two works of value of Rs.40 lakhs or more & one of them should be in anyGovt. /Semi-Govt./PSUs/Govt. Undertakings, etc.

c) Three works of value of RS.30 lakhs or more one of them should be in anyGovt. /Semi-Govt./PSUs/Govt. Undertakings, etc.

7. The tenderer has to submit satisfactory performance certificates in housekeepingwork from at least three PSUs / Govt. Departments where he has worked during last threeyears.

8. Only Agencies except for Govt. companies / PSUs, etc. having Valid Registrationunder Contract Labour Act, ESI, EPF & other statutory law required for providing HouseKeeping Services shall apply. The Govt. Companies / PSUs must ensure that all theworkers engaged by them must get benefits under ESIIEPF scheme & fulfill all otherstatutory requirements for this job.

!NSTRUCTIONS TO TENDERERS

1. The Tenderers are required to submit two separate Bids i.e. - Technical andFinancial, as per prescribed proforma. The two Bids should be submitted in two separatelysealed envelopes superscribed "Technical Bid for House Keeping Services in ESICHqrs" and "Financial Bid for House Keeping Services in ESIC Hqrs". Both sealedenvelopes should be put in a third sealed envelope superscribed "Tender for HouseKeeping Services in ESIC Hqrs".

2. The declaration in the prescribed proforma enclosed should be submitted alongwiththe Technical Bid.

3. The Technical Bid should be accompanied by an Earnest Money Deposit (EMD) ofRS.1.5 lakh (Rupees one lakh & fifty thousand only) in the form of Demand Draft/PayOrder from a commercial bank drawn in favour of.ESI Fund Alc No.1, payable at NewDelhi". In the absence of EMD, the tender shall be rejected summarily. The earnest moneyshall be refunded to the unsuccessful Tenderers after finalization of the contract. It shall berefunded to the successful Tenderer on receipt of performance security deposit. No interestis payable on the EMD.

4. All entries in the Tender form should be legible and filled clearly. Any overwriting orcutting which is unavoidable shall be Signed by the authorized signatory.

5. The bid shall be valid for 180 days from the date of opening.

6. Tender incomplete in any form will be rejected outright. Conditional Tenders will berejected outright.

7. No Tenderer will be allowed to withdraw after submission of the tenders within the bidvalidity period otherwise tile EMD submitted by the tenderding firm would stand forfeited.

8. In case the successful Tenderer declines the offer of Contract, for whatsoeverreason(s), his EMD will be forfeited.

9. A formal contract shall be entered into with the successful tenderer. In this contract,the successful tenderer shall be defined as Contractor.

10. The successful tenderer will have to deposit a Performance Security Deposit ofRS.5.00 lakhs /- (Rupees five lakhs only) by way of Bank Guarantee from a commercialbank in favour of ESIC, Hqrs. Office, New Delhi" valid for 60 days beyond the expiry ofperiod of two years contract and further renewable.

11. The successful Tenderer will have to deposit the Performance Security Deposit andcommence the work within 15 days of acceptance of tender. Otherwise the contract will becancelled and EMD will be forfeited.

12. Each page of the Tender document should be Signed and stamped by authorizedrepresentative of Tenderer in acceptance of the terms and conditions laid down by ESIC.

13. The competent authority of ESIC reserves the right to reject all or any tender inwhole, or in part, without assigning any reason thereof.

14. To employ adult and skilled / trained labour only.

15. To ensure timely payment of all statutory dues like ESI, EPF etc. and ensurecompensation as per payment of Wages Act, Minimum Wages Act etc. Payment of wages tothe workers shall be made only through bank transactions.

16. Only mechanized cleaning may be done as far as possible with proper equipmentsusing prescribed cleaning material of high standard. It may be noted that cleaning,sweeping, dusting, etc. must be of a very high standard failing which it would be deemedthat the Agency has failed to perform as per the agreement and penalty includingcancellation of contract & forfeiture of security amount may be resorted to in that case.

17. The financial bid & technical bid received without the signature of authorized personwill not be entertained anci will be rejected.

18. Before finalization of tender, the Committee of member formed for deciding thetender may visit the place of work where tenderer is carrying out the work presently tocheck their quality of work. This will be one of the criteria for selection.

GENERAL CONDITIONS OF CONTRACT (GCC)

1. The tender would be wholly responsible for the job to be performed.

2. The persons deployed by the tenderer should be properly trained, have requisiteexperience and skills for carrying out a wide variety of housekeeping work using appropriatematerials and tools/equipments.

3. To ensure the Health and safety measures of the employees.

4. The tenderer will be responsible for supply / installation / refilling / maintenance of allsuch items / equipments sed in wash rooms and other areas for housekeeping purposes.

5. Employment of child labour will lead to the termination of the contract. The Contractorshall engage only such workers, whose antecedents have been thoroughly verified, includingcharacter and police verification and other formalities. The Contractor shall be fullyresponsible for the conduct of his staff.

6. The Contractor at all times should indemnify ESIC against all claims, damages orcompensation under the provisions of Payment of Wages Act, 1936; Minimum Wages Act,1948; Employer's Liability Act, 1938; the Workmen Compensation Act, 1923; IndustrialDisputes Act, 1947; Maternity Benefit Act, 1961; Delhi Shops and Essential Act or anymodification thereof or any other law relating thereto and rules made hereunder from time totime. ESIC will not own any responsibility in this regard.

7. In case of breach of any terms and conditions attached to the contract, thePerformance Security Deposit of the Contractor will be liable to be forfeited by ESIC besidesannulment of the contract

8. The staff shall be in proper uniform as approved by ESIC and with their identityproperly displayed.

9. ESIC will provide space for a store room to the Contractor in the premises. Thestore keeper / supervisor deployed by the contractor will store all their liveries, materials,equipments in the store room and maintain a computerized record of the store items whichshall be opened to inspection by authorized official of ESIC during working hours.

10. The Contractor shall:

A. Ensure Pest / Animal and Rodent free environment in the premises of ESIC.

B. Provide tissue boxes and hand towels in Officers rooms.

C. Provide toiletries, steel body liquid soap dispensers, jumbo toilet rolldispensers, etc. in wash rooms, toiletries, C-Fold Towel dispensers, JumboRoll dispensers, Soap dispensers, etc. in all designated wash rooms, andgarbage bi s/bags, etc. in all work station, wash rooms and pantries.

D. Ensure that their managers / supervisors are equipped with mobile phones.

E. Arrange for a garbage disposal vehicle, bins, and other material required forsegregation and disposal of waste in a professional manner.

F. Plan, manage collection, mechanized screening / segregation of dry and wetgarbage in the earmarked area and efficient transport and disposal of thegarbage in the disposal area. The work should be carried out in an ecofriendly manner. The Contractor will arrange for required resources, includingmanpower, machinery, disposal bags, bins, van, etc. The contractor will alsoensure that the garbage collection / disposal work does not adversely affectthe surroundings or personnel deputed for the work. Protective gear includingboots, gloves etc. shall be provided by the Contractor to the housekeepingstaff.

11. The Contract shall initially be for a period of two years and may be extendedfurther for a period of one year subject to satisfactory performance, on the same terms andconditions. The rates quoted by the bidder shall remain unchanged during the first year ofcontract. However for next years, the rates can be increased upto a maximum limit of 10%by ESIC, subject to satisfactorily performance by the contractor. ESIC, however, reservesthe right to terminate the contract by serving one months notice, in writing. The Contractmay be terminated with mutual consent by giving two months notice.

Variations

The Joint Director (Genl.) may order variations in the scope or quantum of workthrough a written order. The payment for the variation shall be worked out on the basis ofcontract rates for manpower and pro-rate for additional areas for equipments, toiletries etc.

Payment Procedure:

Payment will be made in the first week of the succeeding month upon submission ofthe bill in triplicate. Payment of the bill will be based on computerised print outs instandardized proforma approved by ESIC along with computer generated attendance sheetin respect of the persons deployed.

Liquidated damages:

Whenever and wherever it is found that the cleanliness is not up to the mark, it will bebrought to the notice of the supervisory staff of the Contractor by ESIC and if no action istaken within reasonable time, liquidated damages @ Rs.2000/- per complaint can beimposed. The decision of Joint Director (Genl.) shall be final, in this regard.

Manpower

A. The contractor shall provide the following minimum Supervisors & House KeepingStaff:-

The Contractor shall pay Minimum Wages, EPF contribution, ESI contribution, bonus,washing allowance & uniform allowance to the contract employees engaged at ESICpremises.

B. Surprise inspections may be carried out by ESIC officials to assess the level ofhousekeeping.

C. The contractor shall employ adult labourers only. Employment of child labour willlead to the termination of the contract. The contractor shall be responsible forpayment by following the Minimum Wages Act, ESI Act, P.F. Act, Bonus Act asapplicable, and also of obeying all existing Labour Laws.

D. The Contractor shall engage only such workers, whose antecedents have beenthoroughly verified, including character and police verification and other formalities.The Contractor must also ensure that they are of decent character, sound healthand possess general abilities to carry out the required works and are also able toread instructions written in Hindi.

E. The Contractor shall provide photo-identity cards and uniforms to the workers andit should be ensured that all the workers bear proper uniform and displays identitycard throughout the working hours. The uniform shall be as approved by ESIC. Theuniform will necessarily include body overalls or shirt & trousers, standard design ofshoes and socks.

F. The ESIC reserves the right to bar any worker, employed by the Contractor, forcarrying out the works, if there happens to be any complaint of misconduct /misbehavior on the part of the manpower deployed by the Contractor. Such personwill have to be replaced by the Contractor at his own costs, risks and responsibilitiesimmediately, with written intimation to ESIC.

G. The Contractor should ensure to maintain required no. of manpower and alsoarrange a pool of stand by housekeeping staff/ supervisor. In case any housekeepingstaff/supervisor absences from the duty, the reliever of equal status shall be providedby the Contractor from an existing pool of housekeeping staff.

Note:- The number of manpower required is likely to increase or decreasedepending upon the actual requirement.

Materials

The quantities of cleaning material and aids for a month as per Annexure-A shall beprocured by the Contractor and hand it over to Caretaker. The material shall be issued toSupervisor of the Agency on weekly basis or as per the requirement. Consumablessupplied shall of some brand as mentioned in the Annexure-A and for which bidder hasquoted in Financial Bid. However, payment for material shall be made on the basis of actualconsumption/supply.

Note:- Aforesaid quantities are not exhaustive and may vary depending on requirement.If the above articles are not able to ensure an effective, efficient and timely housekeepingservice management, the Contractor will have to provide additional items as per requirementand payment for the same will be made on submission of original invoice/bill.

Tools, tackles & equipments:-

Following equipments, tools and tackles are minimum and mandatory to beprovided to the housekeeping staff by the contractor. These numbers, however, can be

increased as per requirement but payment will only be made as per financial bid. MinimumNo. of equipments, tools, tackles, etc. have to be maintained in the office at all times. Arecord of all these items should be kept by the Supervisor. All these equipments may beinspected by designated [SIC official at any time.

Risk Clause

The tenderer shall at all times have standby arrangements for carrying out the workunder the Contract in case of any failure of the existing arrangement.

ESIC reserve the right for termination of the contract at any time by giving one monthwritten notice, if the services are found unsatisfactory and also has the right to award thecontract to any other selected tenderers at the cost, risk and responsibilities of Contractorand excess expenditure incurred on account of this will be recovered by ESIC from theContractor's Security Deposit or pending bill or by raising a separate claim.

• All necessary reports and other information will be supplied on a mutually agreedbasis and regular meetings will be held with the ESIC.

• Contractor and its staff shall take proper and reasonable precautions to preservefrom loss, destructions, waste or misuse the areas of responsibility given to them bythe ESIC and shall not knowingly lend to any person or company any of the effects orassets of the ESIC under its control.

• In the event of loss/damage of equipments etc. at the premises of the ESIC due tonegligence/carelessness of Contractor staff, then the Contractor shall compensatethe loss to ESIC.

• The Contractor will also maintain a suggestion book for comments on the servicesrendered by it.

• The Contractor shall, in performing its part of this Agreement, ensure the safety ofthe building and the persons working in or visiting the ESIC's premises and shallindemnify ESIC for any loss or damage caused by any act of the Contractor or itsemployees or staff etc.

• The Contractor shall not assign or sublet this Agreement or any part thereof to anythird party without the approval of the ESIC. However, he may use the services ofassociates for providing the services in which case the Contractor shall beresponsible for the performance and all acts of the associates as though they werehis own.

• In every case the Contractor shall make alternative arrangements for meeting hiscontractual respo sibilities in case of failure of the Associate.

• Licenses if any required for Housekeeping services at the site will be procured by theContractor.

Dispute Settlement

It is mutually agreed that all differences and disputes arising out of or in connectionwith this Agreement shall be settled by mutual discussions and negotiations if such disputesand differences cannot be settled and resolved by discussions and negotiations then thesame shall be referred to the Sale Arbitrator appointed by the DG, ESIC whose decisionshall be final and binding on both the parties.

SCOPE OF WORKCleaning Services

The aim and objective is to provide a high level of a clean, hygienic and presentablelook to the entire area. Pre-designated managers/supervisors of the Contractor willsupervise the awarded work. The Contractor has to ensure that the staff deployed is dressedin neat and clean uniform approved by the ESIC.

Daily Services

Housekeeping/ cleaning services should be done daily from Monday to Saturday atregular intervals, so that the areas covered under the contract remain, spic and span all thetime. Working hours should be adjusted in such a manner that cleaning work in the morningshould be completed well before 8.30 A.M. Contractor will arrange manpower for special VIPvisits at no extra cost. The services includes

1. Cleaning, dusting, vacuuming and disinfecting of floors, walls and ceilings. Removalof waste and any other garbage from the entire area covered under the contract(such as halls, conference rooms, committee rooms, office rooms, cabins, cubicles,etc.).

2. Sweeping, cleaning, mopping with disinfectant cleaner of area covered under thecontract, including all staircases, cabins, lobbies, reception, training rooms, officerooms, cabins, meeting rooms, security office and other areas as covered in thecontract.

3. Cleaning of baskets, wastepaper baskets, cob-webs, etc. and disposing off all thecollected waste at designated site on daily basis.

4. Dusting of computer systems and their peripherals, all doors and windows, furniture,fixtures, fans, equipments, accessories etc. and cleaning of all windows glasses andgrills. Cleaning and dusting of window panes / venetian blinds.

5. Spraying Room Fresheners in all rooms, on a daily basis at regular intervals.

6. Scrubbinq/cleaninq of toilets, wash basins, sanitary fittings, glasses, toilets, floors,etc.

7. Cleaning and disinfecting all vitreous fixtures including toilet bowls, urinals, sinks,toilet seats, containers etc. Brush thoroughly to include below water level and underrims including areas at hinges and cistern handles. Re-stock toiletries, which includeliquid hand soap, toilet rolls, air fresheners, sanitary cubes, naphthalene balls intoilets, etc. after daily check-ups in the morning, afternoons and on call basis duringdaytime.

8. Cleaning and dusting of electrical switchboards, light fixtures, fans, air conditionervents, overhead light fixtures, projectors, fire-fighting equipments, nameplates, plantboxes, doormats etc.

9. Placing garbage bags in all garbage bins to avoid stains and stinks and clear themon daily basis.

10. Check and remove hairs, dust, dirt or any such object from anywhere in area underthe contract.

11. Cleaning, dusting, scrubbing of pantries, reception, security rooms, training halls,committee rooms, computer labs etc.

12. Cleaning of all open areas between the building and boundary including sweeping ofroads, lawns, paths, cleaning open drains etc. as directed by the ESIC.

Waste Disposal Management:

The contractor will ensure collection, mechanized screening / segregation of dry and wetgarbage in the earmarked area. The contractor will also ensure segregation of biodegradable and non bio degradable garbage. Finally, the contractor will arrange to suitablytransport and dispose qarbaqe from the earmarked area to the nearest MunicipalCorporation bin outside each premises.

The Contractor shall eep bin of suitable size and specification at the collection area.The contractor will employ his staff for the collection / disposal work. The garbage will haveto be disposed off at least twice a day. The contractor will also arrange for the garbage bags,prepare a flowchart indicating the method of collection / disposal, etc.

Weekly Services:

The deep cleaning of the entire area will be done by the Contractor once a week as under:-

1. Dusting of entire area including windows / windowpanes/ doors / ledges, etc.

2. Thorough cleaning/sweeping/washing/mopping with disinfectant cleaners of all floors,staircases and toilets. Scrubbing of all floors and ceramic tiles base. Cleaning ofceilings and high walls, removal of wash stains on walls, cleaning of roofs, porchesetc.

3. Cleaning of sanitary fittings, toilet drain pipes etc. in the toilets with cleaningmaterial.

4. Cleaning of all windows glasses and grills with detergent! cleaning agents.

5. Washing of outside area with High Pressure Jet machine.

6. Clean all chrome fittings, glass frames, soap holders etc. to a shiny finish.

7. The Tenderer will make a cleaning programme and submit to ESIC for weeklycleaning so that ESIC's concerned official / Incharge for the particular area can bedeputed on the clay of cleaning to make the area available and supervise thecleaning work.

8. The Contractor will work in the specified area mentioned in the scope of work.

9. The Contractor will provide the duty register to ESIC as required.

Pest and Rodent Control Services

1. The Contractor shall take effective measures for Rodent and Disinfection Servicesincluding fogging etc. in the area under contract.

2. The Contractor shall use chemicals that are harmless to humans and machines andare of WHO specification. Further, the chemicals should not leave any spots in thetreated area. MSDS report of these chemicals should also be attached.

3. The Contractor will be responsible for any damage to human/machinery by anychemicals used by him. Any damage caused to machinery/books due to rodent anddisinfection services in the areas covered under contract shall be made good by theContractor.

4. The Contractor will submit a detailed plan for carrying out the Pest and RodentControl Services.

Housekeeping MonitorilJ1g and Control

For better management and smooth services, the following monitoring mechanismwill be adopted by the Contractor:-

Toilets Checklist

This is to be attached on the back of the toilet door. It is to be filled up by theContractor supervising staff on duty daily.

iviClnagement / Housekeeping Service Requirements/ Complaints Report

This is to be filled up by the management and administrative staff of the Contractor whoreceive/observe the complaints/requirements for any of the services. All suggestions,complaints related to services or staff deployed by the Contractor will be registered at site onthe computer provided to the Contractor and reported to Caretaker, ESIC. The Contractorwill take immediate action to resolve the same failing which the Penalty Clause will beinvoked.

Housekeeping Services Complaint Register

This register is to be completed on the basis of information received by theHousekeeping Manager from ESIC through the inspection of the site, material on site,attendance sheet of the staff, weekly report, client letter/faxie-mail, verbal complaints fromESIC, etc. and necessary action is to be taken.

CLEANING OF OFFICER:'S ROOMS• Every evening before closing hours.• The offices shall be dry dusted and swept after the closing hours.• Vacuum cleaning shall be done on carpets and upholstery.• The worktables shall be cleaned with soap solution in the morning.• The office shall be mopped with soap solution in the morning.• Office staff rest rooms/toilets shall be cleaned using soap solution and kept odour

free using deodorizer.

GLASS WINDOWS AND DOORS

• The Contractor shall have his staff clean glass with appropriate soap solution onweekly basis.

RESOURCES REQUIREMENT

The Contractor has to provide high standard house keeping services with latestcleaning equipments / machines such as, SCRUBBING MACHINE, WET/ DRY VACCUMCLEANER, HIGH PRESSURE JET, etc.

The tenderer has to employed / placed a sufficient number of manpower & machines/ equipments so as to ensure high quality service. Computerized record of number ofmanpower deputed, machines, equipments & materials used may be maintained andsubmitted to ESIC every month.
