National Rural Support Programme:

Established in 1991, NRSP is the largest Rural Support Programme in the country in terms of outreach, staff and development activities. It is a not for profit organization registered under Section 42 of Companies Ordinance 1984. NRSP's mandate is to alleviate poverty by harnessing people's potential and undertake development activities in Pakistan. It has a presence in 67 districts in all the four provinces including Azad Jammu and Kashmir through Regional Offices and Field Offices. NRSP is currently working with more than 2.5 million poor households organized into a network of 170,328 Community Organizations. With sustained incremental growth, it is emerging as Pakistan's leading engine for poverty reduction and rural development.

Background / Rationale

NRSP is implementing the PPAF funded project titled as “Livelihood Support and Promotion of Small

Community Infrastructure Programme LACIP – II in Khyber Pakhtunkhwa”. The project is focusing in 4

union councils of Buner district.

District Union Council

Buner Pander, Shalbandai, Krapa and Aba khel

Project Objectives:

The overall objective of the project is to contribute towards the up-graduation of the overall living

conditions and quality of the poor communities and households in the four union councils of Buner

district. The project has three main components as follows:

Objective 1: Increased access to and sustainable utilization of social and economic infrastructure by the

population of project region.

Objective 2: Increased employment and income opportunities, especially for the poor

Objective 3: Strengthening of the local civil society and enhanced participation of the population in the

decision making at local level.

Duration of the project is from July 2019 to September 2020. There are various interventions in the

project. Capacity building of the communities (support to community institution) under Institutional

Development is one of the components among various interventions of the project.

NRSP is looking for potential Male and Female candidates for imparting Institutional Development

training under LACIP –II project in District Buner for community institutions already established in the

project districts. In order to strengthen these community institutes, the various training(s) (as listed

below) are being offered with purpose to building their capacity. Eventually these trained communities

could work around their capacity on several themes as proposed.

Scope of Work

Roles and responsibilities of the resource persons are as under:

Coordination of training event (facilitation, registration, attendance, etc.)

Finalization of each training schedule

Collection of required resource material

Preparation of training sessions

Conduction of pre and post-test for evaluation of capacity building of training participants

Conduction of training / training sessions

Use participatory and adult training methodologies which includes two-way communication,

group work, brainstorming, roll play, presentations etc.)

Compile and submit a short training report on the completion of each training highlighting the

training objectives, contents, methodology, group photo, expected outcome, participants’

satisfaction with the training resource person and training methodology, main conclusions and

recommendations.

Deliverables

Training schedule / agenda prepared and shared with NRSP along with handouts furthermore will

be shared to PPAF for approval.

Conduct/coordinate/facilitate the training programme for potential trainees on the basis of

provided training modules.

A detail Action Document of each training as per requirement of donor

Evaluation of training that should be the part of each report.

Final training report along with verified complete registration forms, group photo, complete and

signed attendance sheets.

Soft copies of all training sessions

Location of the assignment The training will be conducted in the project area (district Buner)

VCs and Village levels (mentioned above)

Details mentioned in the “Training Portfolio” as listed at the end of this document

Duration of the assignment

All agreed training activities will be conducted from December 24, 2019 till July 30, 2020. Resource person

/consultant are supposed to complete his/her work within agreed time frame, NRSP will monitor training

conduction progress very closely, if resource person /consultant will fail to conduct training as per agreed

work plan than NRSP has right to terminate his/her contract with immediate effect without giving any

notice.

Requirement

Covering letter/letter of intent and availability, (Clearly mention the name of training you are applying)

Detailed CV of Resource Person /Individual consultant. (CV should include all details as required evaluating education, experience, previous assignments completed, relevance, writing skills,

sample report and presentations, effective communication and presentation.)

Brief training design, contents, schedule and methodology of each training for which proposal is being submitted.

Financial Proposal which includes:

o Lump sum /event (this cost should be inclusive of all applicable taxes, NRSP will

deducted as per law of land) o Maximum available budget per day is Rs.25,000/- (inclusive of all applicable taxes)

Note:

1. Selection of Resource Person /Individual consultant will be ensured in the light of guidelines provided by PPAF; financial proposal will be requested from short listed candidates as per PPAF procedures.

2. Each resource person/individual consultant will be fully responsible to conduct complete

training event independently. Sessions related to project and NRSP/PPAF will be conducted

through NRSP own resource person(s).

3. Arrangements related to selection of training venue, confirmation and participation of trainees,

stationary, training banner, participants boarding lodging, training equipment and tools will be

responsibility of NRSP. So do not include any cost of these items in financial proposal.

4. Last date of submission of Proposal is December 05, 2019 to the below address in sealed

5. Resource person/individual consultant can apply only up to TWO TRAINING TOPIC.

6. Weighted value of the evaluation will be divided in to two parts; technical and financial, 80% will be given to technical and 20% will be for financial quoted budget.

7. PPAF guidelines will help resource person/ consultants to develop the contents of training

(Annex-1).
