vii) Success story: Introduction: MSME Technology Centre Jamshedpur (Indo Danish Tool Room) was established in the year 1991 under the bilateral agreement between Government of India & Government of Denmark. IDTR is certified with ISO 9001, ISO 14001 & ISO 29990 & has State of the Art facilities with sophisticated plant, machinery, Labs, Class Rooms, & other infrastructure. The Centre manufactures intricate high precision Tools, Dies, Jigs, Fixtures, Moulds & precision components. IDTR provides technological support & skilled manpower to MSMEs and Industries. In the recent past IDTR has developed several import substitutes & precision components e.g. Prototype Actuators for the World’s largest telescope - The Thirty Meter Telescope (www.tmt.org), ceramic dental bracket for CSIR-CMERI, Slide gate mechanisms as an import substitute for Steel plants for Krosaki Japan, Meth-CO Meter for Mines, components for SARAS aircraft, Ordnance factories etc

Innovative Products & Import Substitutes:

1) Actuators for World's Largest Telescope with accuracy in four Nanometers The Thirty Meter Telescope (TMT) International Observatory (TIO) is a joint venture of scientific research institutions of five countries viz. Canada, China, India, Japan and the US to build a 30 meter diameter optical infra-red telescope which will be the largest Telescope of the world. The India-TMT group is led by the Indian Institute of Astrophysics (IIA), Bangalore. Today the largest telescope of the world is of 10m diameter and named KECK situated in Hawai islands, USA. The 30m dia Telescope being manufactured is a quantum jump in Astro Physics Technology both in terms of size and accuracy. The actuators maintain the positional accuracy of the 492 mirrors moving in tandem within 4 nanometers even in extreme conditions of cyclone & earthquake. MSME TC Jamshedpur (IDTR) developed five numbers of prototype actuators which was functionally tested by the TMT team and appreciated for achieving the desired accuracy in first trial itself.

2) Successful indigenous development of "Slide Gate Mechanism"for TRL Krosaki Ltd IDTR entered into long term Business Development Work Agreement with TRLK for collaborative work in the high end technology development & Import Substitute of "Slide Gate Mechanism". TRLK is the No.1 Refractory Company in India with a consolidated installed capacity of approx. 0.5 Million Tonnes per annum. TRL Krosaki is the only company in the world that links vertically to three Steel Manufacturers - Nippon Steel & Sumitomo Metal Corporation Japan, Steel Authority of India (SAIL) and Tata Steel. The major shareholder of TRLK is Krosaki Harima Corporation, Japan which was established in 1919 and has accumulated several technologies over 98 years. "Krosaki Harima" is an associate of "Nippon Steel & Sumitomo Metal Corporation" Japan which is ranked the 2nd largest Steel producer in the world. The Slide Gate Mechanism (AL-80) has been developed

first time in India at competitive cost.

3) Development of Ceramic Dental Bracket Mould

IDTR successfully indigenously developed the "Ceramic Dental Bracket Mould" for Central Mechanical Engineering Research Institute, Durgapur i.e. CSIR- CMERI as part of the ongoing MoU between IDTR & CMERI for collaborative work in the high end technology development & as an Import Substitute. The development of this product was recognized at National level. Presently ceramic brackets are imported to our country and available for a cost of approx. 5 times than its metallic counterparts, which sets the stage for indigenous development of the tooth colored brackets at a comparable cost to metallic ones. The product has been developed first time in India & studies are in progress to produce this on a commercial scale has the potential to bring revolution in the dental science, thereby making it affordable to the common man.

However, ceramic brackets are imported to our country and available for a cost of approx. 5 times than its metallic counterparts, which sets the stage for indigenous development of the tooth coloured brackets at a comparable cost to metallic ones.

To overcome these drawbacks, ceramic dental brackets were jointly developed by IDTR & CMERI through Metal Injection Moulding (MIM) process.

4) Development of Meth-CO-Meter housing for Mining

A product called handheld multi gas detector housing for Meth-CO-Meter have completely developed by IDTR by understanding the end use and function of the system requirements. It is the first in kind developed indigenously for detecting hazardous gases like Methane, Carbon monoxide, etc. under the Mines. Meth-CO Meter’ a replacement of two mostly used instruments of Mining Industry i.e. ‘Methanometer’ and ‘Toximeter’ by a single instrument in a very compact size.

Background & Need for Development:

It is the first in kind developed indigenously for detecting hazardous gases like Methane, Carbon monoxide, etc. under the Mines.

This a safety equipment which can save life of many mining workers. At present there is need of thousands of gas detectors in Mining industry, and to fulfill

that need mining industry does purchasing of crores of rupees every year for importing gas detectors.

The mining industry suffers from lack of service on these electronic products and due to which thousands of such instruments are in dead/un-repairable condition throughout the country.

Impact & Benefits of this achievement: Import Substitute Repairable. A youth entrepreneur could able to start his own industry.

5) Spinner Assembly (an import substitute) for M/s- Mintech Ltd. Jamshedpur A Slurry Spray Device Assembly commonly known as Spinner Assembly, was manufactured, for M/s Mintech Ltd. Jamshedpur. The device is an import substitute which was critical to manufacture at starting due it’s end use consideration. The MSME TECHNOLOGY CENTRE, Jamshedpur, took initiative as a team and tried to reverse engineer it. As a positive output team successfully produced the true copy of this. The worked with its end use successfully.

6) Machine Part Development M/s-Shayam Enterprise, Jamshedpur (an MSME): An indigenously made machine part was manufactured by MSME Technology Centre, Jamshedpur. The part was Reverse Engineered and was made to suit the machine requirement as used for today, targeting its operation. The challenge was that the machine is Foreign made. The company is an MSME company, which had the difficulty to import the particular part from abroad. Importing from abroad was really costly. So, with the help of the team it had a replacement of the part with was initially wear. And not it is being used in the machine as initial.

7) Forming Tool for Wheel Rim for Tata Steel Ltd Existing wheel Rim production process consists of 7 stages. Our main challenge was to reduce the stages in production. MSME Technology Centre, Jamshedpur has Design & Develop the forming dies such a way, which can reduce the number of stages and successfully developed it in 5 stages process for the industries.

8) Combination Tool for M/s Philips India Ltd., Kolkata

Combination Tool for Philips India Limited was manufactured. The point to note is that, it has a unique tool design in which Lancing & further bending is done in a single stroke and this tool is used for producing holder for LED Bulbs. The lanced parts needed all at the same height, and easy removal. Thus MSME TECHNOLOGY CENTRE team designed and manufactured a tool which stood up in all aspect for this critical component.

9) Die Casting Die for Street Lights M/s Philips India Ltd A Die casting die was manufactured for Philips India Ltd. The Complexity it has in its component was followed by huge brain storming, for the perfect development of the component at one shot. The casting of the component was also having critical manufacturing operation, which was time taking, still MSME TECHNOLOGY CENTRE team successfully got the achievement to make the component as required.

10) Grass Art & Bamboo Art for Primitive Tribe Group(PTG) artisans:

Associated with the Primitive Tribe Group (PTG) artisans of Nimdih Block of Saraikela-Kharsawan district, Jharkhand working on Grass Art & Bamboo art by developing various hand tools for improving productivity & safety of tribal craft technicians.

Presently, these tribes are making craft items using base material from “Kasi Grass” (an indigenous grass) and “Bamboo” as raw material using traditional methods. This technique yields very slow production rate. However, they are very skilful but still need advanced productivity techniques to increase their output and earning.

A team visited Nimdih & organized an Orientation Training program on “Grass Art” and “Bamboo Art” supported by a NGO called Ambalika (Ambalika is a NGO working on handicrafts training particularly emphasizing on their marketing methods and practices to increase their livelihood) and NIFT. The training programme was conducted from 25th October 2018 to 24th November 2018. The training programme successfully gave additional skill knowledge to the participants as a result the impact was found on their productivity. Prepared a proposal with detailed equipment list & estimates for improvement of the productivity by using special tools and equipments.

11) “Small is Beautiful” Pilot Project for Varanasi:

(i) Barber Stand: Designed a foldable, portable and a very aesthetic look barber stand unit which can be folded and carried on back pack along with all tools and accessories required for hair cutting and saving. The design of the barbers stand is depicted in picture below. The pilot project of 10 nos have been designed, manufactured & commissioned at Varanasi.

(ii) Cart Roof: At present the vegetable and fruit sellers of rural area of Varanasi are using Carts either without any rooftop on it or with heavy constructed rooftop on the Cart. The Carts without rooftop poses problems during summer and Rainy season. Also, the Carts with heavy rooftop construction poses Cart mobility problems due to heavy weight. Considering this aspect designed an unique rooftop which is of light weight which can be rolled to one side during winter and unfolded during summer & rainy season. This unit is also a detachable type which can be removed at any point of time. Designed and manufactured 50 units as a pilot and commissioned at Varanasi.

COVID-19 Initiatives of IDTR

COVID-19 Testing Devices Component: IDTR initiated efforts to accelerate the country's testing capabilities through indigenous manufacturing of RT-PCR Kits, the ‘gold standard’ frontline test for COVID-19. There are 21 critical stainless steel components in each Testing Kit which require precise machining in state of art machines with an accuracy of 5 microns. IDTR has dispatched 100 sets out of the total 195 sets being manufactured at IDTR Jamshedpur. The indigenous design of these

Testing Kits has been approved by ICMR. The compact micro battery-operated Testing Kit provides sample to result within 1 hour. It also has real-time data transfer capability (through SMS/E-mail/data push) for immediate reporting of results in emergency cases & can be used at Primary Health Centres. This “Made in India” Testing Kit has the potential to bring a paradigm shift to the global fight in control and management of COVID-19.

12) Face Shields - Injection Moulded:

IDTR has designed & developed Face Shields for front line COVID-19 staff. Based on the confirmed orders 300 Face Shields has been supplied to State Govt hospitals & banks. There is huge demand for face shields. We plan to manufacture 1 Lakh face shields per month.

13) Dispenser / Pumps for Sanitizers:

The demand for spray pump for hand sanitizer has grown up exponentially after the onset of COVID-19 in the country. Apart from hand sanitizer, FMCG sector also consumes these pumps. Most of the pumps were imported. It is expected that current production capacity of the spray pump in the country will go to 15 to 20 lakh pumps birthday. IDTR has already designed the mould for one component of the Sanitizer Pump viz. Push Washer for Sanitizer Pump & is manufacturing the mould which will be ready by 25th June 2020.

Success stories:

1. Utilization of micro hardness testing for Medical Research

Post graduate scholar of local medical college visited CTR Ludhiana for research work on development of artificial teeth .CTR provided micro hardness testing facility to the scholar by testing /comparing micro hardness of original human teeth & artificial teeth. Micro hardness testing was done successfully to prepare /analyze /establish the desired results.

2. Technology support to MSME Unit

MSME Unit initiated development of Big Size CRC Steel Rolling Mill Plant as an import substitute. Unit has many issues regarding material selection, material testing & most importantly heat treatment of rollers. Technical team of the MSME Unit approached Central Tool Room for technical support.

Heat Treatment & CTR Testing Lab studied the case & suggested appropriate High Carbon High Chromium Steel material. CTR extended services in testing of chemical composition (spectroscopic analysis), ultrasonic flaw detecting & Die penetration test. CTR developed Heat treatment cycle for big size set of concave & convex rollers (Dia 600X720MM) . Heat treatment was done successfully & desired results were achieved.

With the above development, MSME Unit could develop import substitute & benefited CTR in utilization of Heat Treatment & CTR Testing Lab facilities/equipment.

3. Assistance in Research Work • Research scholar for Punjabi University Patiala carried out research work on boiler

steel material to observe/study the variation in wear resistance at different temperatures. CTR testing facility was utilized for micro sample preparation and micro Vickers hardness test .

• Ph.D Scholar visited Central Tool Room for research work on material analysis CTR Testing Lab extended services in testing of chemical composition e,g. spectroscopic analysis ,Hardness Testing & spark testing, Welding material .

4. NABL Accreditation

CTR Testing LAB (Spectro–Lab) got NABL certification ISO/IEC 17025:2005 for chemical analysis of Ferrous metals & alloys from Oct.2015onwards.

5. Up gradation of latest NABL Accreditation

CTR Testing LAB (Spectro–Lab) got NABL certification upgraded to latest version I,e ISO/IEC 17025:2017 for chemical analysis of Ferrous metals & alloys from April 2020 onwards .

MSME Technology Development Centre is an Autonomous Organization under Ministry of Micro, Small & Medium Enterprises, Government of India (registered as Govt. of India Society with Office of Registrar of Societies under Societies Registration Act 1860). It was established in 1986. The Additional Secretary & Development Commissioner (MSME), Government of India is the President of Society and Chairman of the Governing Council. The institute is a Common Facility Centre, Tool Room and Training Centre engaged in technology up-gradation and quality up-gradation of sports goods industry in India and also engaged in area of training in sports goods manufacturing, software/hardware of computer, tool and die making, CAD/CAM & CNC Technology.

The Centre is also engaged in testing & consultancy. The testing laboratory is accredited by NABL based on ISO/IEC 17025 - 2017 under Quality Council of India. Central Tool Room & Training Centre (CTTC) Kolkata was established in the year 1978 under the Technical Co-operation Programme between Government of India and Government of Denmark. PROCESS AND PRODUCT DEVELOPMENT CENTRE

TESTING DIVISION

An NABL Accredited Laboratory (ISO 17025:2017)

Process and Product Development Centre (PPDC) was set up at Agra in 1985 with the assistance of Govt. of India, Govt. of U.P. & UNDP/ UNIDO for technological up- gradation of Micro, Small & Medium Enterprises (MSMEs) in general and Foundry & Forging Enterprises in particular. Initially, it was a Government setup under the office of the DC (MSME) and later converted into an autonomous body w.e.f. 21st July, 1986. The affairs of the centre are managed by a Governing Council under the chairmanship of AS & DC (MSME). The Governing Council is the apex body to guide/ direct and decide on issues relating to the management of the Centre and draw-up policies for its development and growth.

To Support MSME Sector, the Centre has four major services divisions

• Testing Division • Consultancy Division, • Training Division • Process & Product Development Division

2. TESTING INFRASTRUCTURE AVAILABLE PPDC, Agra has separate Testing Division which consists Chemical and Mechanical Laboratories with advanced instrumentation and software to carry out the testing by using Spectrometer, Universal Testing Machine and Rockwell Hardness Tester and are manned by highly qualified and experienced technical personnel. PPDC Agra has applied for NABL Accredited Laboratory (ISO 17025:2017) and now as informed by the concerned Authority, PPDC Agra has got the NABL Accredited Laboratory (ISO 17025:2017). Certificate is under preparation stage and will received very soon. Activities: - Chemical analysis, mechanical & metallurgical testing of ferrous & non-ferrous metals and engineering components. Testing of raw materials/finished products/ building material conforming to Indian and international standards. 5. SUCCESS STORY

(1) Process and Product Development Centre has successfully carried out the material characterization of Heavy Drop Platform System (HDPS) for C130J/C 17 that is used for air dropping of military equipment from C-17 & C-130J Aircraft with the help of a Parachute System. (2) The work was awarded by Aerial Delivery Research & Development Establishment, Defence Research & Development Organisation (Government of India, Ministry of Defence) vide NIT/Tender Notice No. ADRDE/QMS/MMG/PM/8/MTL/100 dated 31.08.2018 (3) The HDS comprised of a Platform Sub-System, parachute Sub-system. The platform assembly was made by assembly of about Qty 70 nos. of different types of components. Most of its components are made from Aluminium & Steel Alloys. The material characterization of ex- import system was required for the benchmarking the design. (4) Testing Division has successfully carried out the material characterization of Heavy Drop Platform System (HDPS) for C130J/C 17 involving the following activities:

(a). Sample / component collection from ADRDE, Agra by dismantling the HDP system. (b). Sample preparation (2 sets) as per the relevant National / International Standards recommended / applicable for conducting the particular test. (c). Material Characterization: - Material Characterization includes • Spectra chemical analysis. • Physical analysis (hardness, UTS & Yield strength/0.2%proof stress). • Metallography. (d. Identification of applicable standards & suggestion of equivalent material/Standard.

Introduction : Central Institute of Hand Tools (MSME Tool Room, Jalandhar) is a premier organization responsible for the development of Hand Tool Industry in the country. Government of India has set up Central Institute of Hand Tools as a National Institute in Jalandhar (Punjab) as an autonomous organization with the assistance of U.N.D.P. and Govt. of Punjab in the year 1983, with a view to provide trained manpower and technology support services to engineering industry in general & the hand tools industries in particular. Centre for the Development of Glass Industry (CDGI) has been set up as a joint venture project of Government of India, United Nations Development Program (UNDP)/ United Nations Industrial Development Organization (UNIDO) and Government of Uttar Pradesh in the year 1992 at Firozabad (U.P.). The Centre is designed to assist the Government in their efforts to initiate measures for improving the overall performance of the Firozabad Glass Industry. The centre has established a world class glass testing and analysis laboratory with the following facilities FACILITIES AVAILABLE i) LABORATORY SERVICES Physical Laboratory Measurement of Softening Point, Annealing Point, Strain Point, Liquidus Temperature, Co-efficient of Thermal Expansion, Strain in glass and Specific Gravity of Glass. Identification of Glass defects by Petrographic Analysis. Chemical Laboratory Analysis of Glass Analysis of Refractory & Refractory raw materials Analysis of glass raw materials, such as Quartz, Silica Sand, Feldspar, Dolomite, Calcite / dolomite etc. ii) POLLUTION CONTROL DIVISION Stack Monitoring, Ambient Air Quality Measurement such as Suspended Particulate Matter (SPM), RSPM, Sulphur Dioxide & Oxides of Nitrogen etc. iii) COMBUSTION ENGINEERING Flue Gas Analysis and monitoring of furnace temperature; designing and construction of various types of fuel efficient furnaces for application in the small scale glass units. Over the years, CDGI Firozabad, has obtained accreditations from various prestigious institutions like NABL, BIS and ISO certification and has created World Class Testing facilities to enhance our scope of operation from time to time.

It is also testing its products of aerospace applications and also products of industries of private sectors as Common Facilitation Centre. We are equipped with latest CNC machines having 5 to 10 micron accuracy & CAD/CAM network with Ideas, Solid works, PRO-E, Catia& Master CAM software. We also have a clean room of 10000 class with a laminar flow table of 100 class. All our Engineers & Designers are trained in CAD/CAM and use concurrent engineering to reduce production
