Clean Power Plan in Texas:Focus on Energy Efficiency

Existing Energy Efficiency Programs:• 2013 savings 0.2% of retail electricity sales

– Cost to achieve savings approximately $200 Million

EPA 111(d) Target:• Achieve savings equal to 1.5% of retail electricity sales by 2029

– Estimated costs to achieve savings is upwards of $3 Billion in 2029

Attempting to meet the EPA target would require a significant increase in statewide energy efficiency spending.

Programs in Many Areas Across the State.

Two Programs Typically Offered by Investor-owned Utilities:1. Standard Offer Program (SOP)2. Market Transformation Program (MTP)

Many Munis/Coops Offer Similar Programs or Customized Incentives • Please note they are not required to offer programs

Disclaimer: Some facilities may not be eligible to participate in existing programs even if they are in an eligible service territory (ex: for profits at industrial voltage).
