Agenda Items No. 1 Confirmation of the minutes of 159th

meeting of Executive Committee

held on 10TH & 18.8.2010 .

It was noted that 159th meeting of Executive Committee was held on 10th & 18.8.2010 at New Delhi. The minutes of the same were circulated to all

the members of Executive Committee on 10.9.2010 for perusal and to inform the addition/deletion if any within 15 days, no comments were

received.

Executive Committee confirmed the same.

Agenda Item No.2 Resignation of Dr. Khalid Siddiqui from

the Executive Committee.

It was noted that as Dr. Mohd. Khalid Siddiqui, Member, EC vide his letter dated 17.8.2010 had resigned from the membership of EC on

account of some personal reasons and placing on record his deep

appreciation for the kind support to Unani System of Medicine and for

consideration of views in various meetings of this important forum asking

to release him and to make alternate arrangement for the same.

Executive Committee noted that the President, CCIM had discussed the issue with Dr. Khalid Siddiqui, Member, CCIM,

thereafter, Dr. Khalid Siddiqui withdraw his resignation letter.

Agenda Item No.3 Ratification of the Action Taken by President, CCIM.

i. Dhanwantry Ayurved Medical College, Chhata, Mathura (UP)

It was noted that it was came to the notice of President, CCIM that

Dhanwantry Ayurved Medical College, Chhata, Mathura (UP) is not having sufficient facilities of teaching and practical training for

conducting UG Course, therefore, the surprise visit was proposed by

President, CCIM. Accordingly, Dr. VP Tyagi and Dr. PK Jain were deputed to visit the college on 09.9.2010 to assess the facilities of teaching and

practical training. After going through the visitation report, it was observed that college was not having sufficient facilities of teaching and

practical training, therefore, the Government of India was requested to transfer the students to other permitted college of the State to save the

future of the students.

Executive Committee ratified the same.

ii. Om Ayurved College, Betul

It was noted that after receipt of the complaint, Government of India

decided to conduct the surprise visit of Om Ayurved College, Betul.

Accordingly, one representative of the CCIM was asked by the

Government of India to join the representative of the Ministry to visit

the college. Accordingly, the college was visited by Dr. Manoj Nesari,

Dy. Advisor (Ayurved) and Dr. KK Sijoria, Member, CCIM on 08-

9.9.2010. Dr. KK Sijoria also submitted the copy of visitation report

to the CCIM. After observing the shortfalls, it has been

recommended to transfer the students to other permitted college of

the State.

Executive Committee ratified the same. It was also asked to the office to prepare the comparative statement of both the reports (conducted by Dr. VP Tyagi and Dr. NS Tyagi on 27.7.2010) on contradictory points and put up before next meeting of EC.

iii. Dhanwantry Ayurved College, Chandigarh

It was noted that earlier after observing 100% criteria of permission as

per decision of Executive Committee, Dhanwantry Ayurved College,

Chandigarh was not recommended to the Government of India for

granting permission for the session 2010-11 on following reasons:-

1. 13 higher faculty against 20 although there were already 40

eligible teachers.

The representation of the college was also received informing the

availability of teaching staff. As per direction of the President, CCIM,

Director of Ayurved, Government of Punjab was requested to assess

the. available teaching staff existing in Dhawantry Ayurved College,

Chandigarh and furnish the information as per proforma of the CCIM.

After receipt of the same, it was observed that there are 32 eligible

teachers. Therefore, it was recommended to the Government of India

for granting permission for the session 2010-11.

The degree of BAMS awarded by University of Jammu from 1969 to 1981 may be considered for inclusion in the Second Schedule.

As University conducted this course from 1969 to 1981 (started before the establishment of CCIM and closed the same in 1981.

The Government of India vide their letter No.H.11014/01/80-AE (Pt.)

dated 06.9.1980 directed all the colleges to stop their previous courses and adopt the syllabus and curriculum of the CCIM for conducting UG

courses.

In this regard President, CCIM gave the instruction that if all the formalities are fulfilled by the University as per Act than the

recommendations may be sent to the Government of India for inclusion in the Second Schedule to the IMCC Act, 1970. After examination of the

papers and observing that University is following the syallbus and curriculum and nomenclature of degree office has sent the

recommendation to the Government of India ccordingly.

The above qualification has been recommended to Government of India

for inclusion of the same in Second Schedule to the IMCC Act, 1970 vide this office letter No.27-11/2009-College dated 28.9.2010.

Executive Committee ratified the same.

iv. Inclusion of BAM&S degree awarded by University of Jammu

It was noted that BAM&S Degree awarded by erstwhile, Jammu and

Kashmir University up to 1968 is included in 2nd schedule. It was

informed by the University that thereafter the University of Jammu and

Kashmir was bifurcated into university of Jammu and University of

Kashmir in the year 1969 and the University of Jammu, became full

fledged University and the Govt. College of Ayurveda, Jammu from

where the students of BAM&S have studied and qualified their degree

came under the University of Jammu. The teaching faculty of the college

and allied staff as well as syllabus of the course also remained the

same. But the Degree of BAM&S awarded from 1969 to 1981 by

University of Jammu has not been included in 2nd schedule which should

have been continued to be regulated under norms as that of Jammu and

Kashmir University. Thereafter the college was closed in 1981. Beside this the Ayurvedacharya (BAMS) degree awarded by University of Jammu from the year 2006 onward course run through Jammu Institute of Ayurveda & Research was included in the 2nd Schedule vide Govt. of India Notification No. SO 1809 (E) dated 20-10.2006.

The Degree of BAM&S awarded by University of Jammu from 1969 to

1981 may be considered for inclusion in the 2nd Schedule. As per the existing norms before the bifurcation of Jammu and Kasmir have been

enclosed for your information and further necessary action.

As university conducted this course from 1969 to 1981 (started before

the establishment of CCIM and closed the same in 1981.

The Govt. of India vide letter No. H11014/01/80-AP(Pt) dated 06.09.1980 directed all the colleges to stop their previous courses and

The above qualification has been recommended to Government of India

for inclusion of the same in 2nd Schedule to IMCC Act, 1970 vide this office letter No. 27-11/2009-Colege dated 28.09.2010.

Executive Committee ratified the same.

v. Extension of tenure of Legal Consultant

It was noted that as per decision of Executive Committee Shri KN Subudhi was engaged on consolidated salary on 01.7.2010 for three months. The period of three months of Shri KN Subudhi was expired on 1.10.2010 and as per instructions of President, CCIM the tenure of Legal Expert Shri KN Subudhi has been extended for next six months i.e. upto 1.4.2011.

Executive Committee ratified the same.

vi. SSUD Ayurved College Washim

It was noted that it was came to the notice of President, CCIM that

S.S.U.D Ayurved College Wasim, Maharashtra is not having sufficient facilities of teaching and practical training for

conducting UG course, therefore, the surprise visit was proposed by President, CCIM. Accordingly, Dr. VP Tyagi and Dr. PK Jain and

Dr. NS Tyagi were deputed and it was observed that college is not

having sufficient facilities of teaching and practical training, therefore, the Government of India was requested to transfer the

students to other permitted college of the State to save the future of the students.

Executive Committee ratified the same.

Agenda Item No 4. Reporting and ratification of the observation made by the office sent to the Government

of India.

It was noted that Government of India forwarded the documents submitted by the College at the time of hearing

to CCIM in respect of following colleges for examination, verification and comments/ recommendations of the CCIM.

The documents were examined carefully by office and

following observations made by the office as per record submitted by the college at the time of hearing was sent

to the Government of India as per direction of President, CCIM without any recommendations.

2. At the time of hearing, college submitted a revised list of 41 teachers by adding 04 new teachers. After examination of the same it has been observed that

all the 4 newly appointed teachers have been found eligible as lecturers.

3. Moreover, Dr. Aniruddha Deshpande has been reverted back to Prasuti & Striroga Department but any supporting document has not submitted.

4. Therefore as per latest assessment there are 30 eligible teachers (Prof. 3, Reader 7 and Lecturer

20) and 11 teachers are ineligible.

2. Shri KR Pandav

Ayurvedic Medical College & Hospital,

Nagpur

1. At the time of visitation college has submitted the

list of 36 teaching staff out of which 25 teachers were eligible and 11 teachers were not eligible. Moreover, department of Shalya was without any

eligible teacher. 2. At the time of hearing, college submitted a revised

list of 35 teachers by adding 06 new teachers and deleting 07 teachers. After examination of the same it has been observed that out of 6 newly

appointed teachers only 2 teachers are found eligible and 4 are ineligible on account of non-

submission of PG degree certificate and found eligible and 04 are ineligible on account of non-submission of PG degree certificate and found in

duplicity. 3. Moreover, Vd. Sunita Hirlekar has become eligible

Professor in the Department of Shalya after submission of new affidavit and joining letter who

was treated ineligible previously on non submission of the same. Also Vaidya Pradndya Prashant Dakhole has become eligible lecturer in the

department of Shalya on account of rule out of from duplicity.

Therefore, as per latest assessment there are 29 eligible teachers (Prof. 08, Reader 09 and Lecturer 12)

while 06 teachers are ineligible.

3. JD Ayurvedic

Medical College & Hospital, Aligarh

1. At the time of visitation college has submitted the list of 30 teaching staff out of which 22 teachers

were eligible and 08 teachers were not eligible. Moreover, the department of Agadtantra, Shalya

and Shalakya were without any eligible teacher. 2. At the time of hearing, college has submitted the

list of 46 teachers by adding 23 new teachers and

by deleting 07 teachers. After examination of the same it has been observed that out of 23 newly

appointed teachers only 21 teachers are found eligible while 2 are ineligible on account of duplicity not ruled.

3. Moreover, out of 6 deleted teachers 4 were already ineligible and 2 eligible lecturers deleted from the

department of Roganidan and Kayachikitsa.

4. Therefore, as per documents submitted to Govt. of

India by the college as per the latest assessment there are 40 eligible teachers (Prof. 06, Reader 06

and Lecturer 28) while 06 teachers are ineligible.

4. Muniyal Institute of

Ayurveda Sciences, Manipal

1. At the time of visitation college had submitted the

list of 42 teaching staff out of which 25 teachers were eligible and 17 teachers were not eligible. Moreover, the department of Kaumarbhritya was

without any eligible teacher.

2. At the time of hearing, college has submitted the list of 41 teachers by adding 19 new teachers and by deleting 20 teachers. After examination of the

same it has been observed that out of 19 newly appointed teachers only 10 teachers are found

eligible while 09 are ineligible on the following reasons-

i. Dr Naveen K (Lecturer) – Appointment in

non allied subject. ii. Dr Veeresh S M (Reader)

iii. Dr Satish N S (Professor) iv. Dr Pramod Katti (Reader) Found

in duplicity.

v. Dr Vishwas V Kulkarni (Reader) vi. Dr P K Sowmya (Lecturer) – Certificate of PG

Degree not submitted. vii. Dr Priyanka S (Lecturer) – Original notarized

Affidavit not submitted.

viii. Dr Ravi Herga Kedileya (Professor)– Submitted false experience certificate.

ix. Dr Shanmukh (Lecturer) – Extra Sanskrit Teacher.

3. Moreover, out of 20 deleted teachers 15 were

already ineligible while 05 Professors have been deleted one each from the department of Samhita

Siddhant, Rachana Sharir, Kriya Sharir, Roga Nidan, Swasthvritta respectively.

Therefore, as per documents submitted to Govt. of

India by the college as per the latest assessment there are 30 eligible teachers (Prof. 03, Reader 09 and Lecturer 20) while 11 teachers are ineligible. Moreover

department of Kaumarbhritya, Rachana Sharir, Kriya Sharir & Swasthavritta are without any eligible

teacher.

5. Lal Bahadur Shastri

Government Ayurved College,

Handia

1. There was only 01 higher faculty (Professor +

Reader) where as per norms of the CCIM for 20 (Professor + Reader) was required. Therefore, there was no 100% higher faculty.

2. Bed occupancy is only 8.96% where as per norms of the CCIM for 40% Bed occupancy is required.

However, at the time of hearing college has submitted documents of IPD (Pages 501) in regard of IPD. After going through the information submitted the following

observation have been made:-

1. The college has submitted information from Nov.

2009 to May 2010 but as per the visitation report, the information was required from Jan. 2009 to Dec. 2009 for assessment of bed occupancy.

2. In IPD register, the date of admission not mentioned only date of discharge mentioned. It is

not possible to count the total number of bed days occupied of each patient from November 2009 to

May 2010. The information submitted by the college is vague. No conclusion can be drawn from the information. Overall register so called IPD does

not depict the true picture of working of hospital.

6. Nitishwar Ayurved

College, Muzaffarpur, Bihar

1. At the time of visitation college has submitted the

list of 46 teaching staff out of which 27 teachers were eligible and 19 teachers were not eligible.

Moreover, department of Shalakya was without any eligible teacher.

2. At the time of hearing, college submitted a revised

list of 48 teachers by adding 02 new teachers. After examination of the same it has been observed that

both of the newly appointed teachers are found ineligible due to non-submission of original affidavits and other documents.

3. Moreover, 01 lecturer has become eligible in the department of Kayachikitsa after submission of

copy of PG degree certificate. 4. It is also noteworthy to mention here that 3

teachers have resigned from the college after

visitation who were previously ineligible as found in

duplicity.

5. Therefore, as per latest assessment there are 28

eligible teachers (Prof. 08, Reader 09 and Lecturer

11) while 20 teachers are ineligible and department of Shalakya is still without any eligible teacher.

7. Atrey Ayurved Medical College,

Doddaballapur, Bangalore

1. At the time of visitation college has submitted the list of 37 teaching staff out of which 27 teachers were eligible and 10 teachers were not eligible.

Moreover, 5 departments namely Rachana Sharir, Kriya Sharir, Roganidan, Swasthavritta and

Kaumarbhritya were without any eligible teacher. 2. At the time of hearing, college submitted a revised

list of 39 teachers by adding 11 new teachers and

by deleting 09 teachers. After examination of the same it has been observed that out of 11 newly

appointed teachers 10 teachers have been found eligible and 01 teacher ineligible on account of non submission of copy of certificate ofPG degree.

3. Moreover, 01 lecturer has become eligible Reader in the department of Prasuti Tantra on account of

submission of previous experience certificate.

4. Therefore, as per latest assessment there are 37

eligible teachers (Prof. 0, Reader 6 and Lecturer 31) while 2 are ineligible and 05 departments

namely Rachana Sharir, Kriya Sharir, Roganidan, Swasthavritta and Kaumarbhritya are still without any eligible teacher.

8. PNNM Ayurved

Medical College, Shoranur, Kerala

1. At the time of visitation college had submitted the list of 21 teaching staff out of which 19 teachers

were eligible and 02 teachers were not eligible. Moreover, the 06 departments namely Prasuti

Tantra, Kaumarbhritya, Kayachikitsa, Shalya, Shalakya and Panchkarma were without any eligible teacher.

2. At the time of hearing, college has submitted the list of 38 teachers by adding 18 new teachers and

by deleting 01 teacher. After examination of the same it has been observed that out of 18 newly appointed teachers only 14 teachers are found

eligible while 04 are ineligible on account of non submission of certificate of PG degree and

appointment of in non allied subject. 3. Moreover, 01 Professor (Dr. K.M. Parameswaran)

who was previously treated ineligible has become eligible in the department of Basic Principles on submission of certificate of previous experience. 01

eligible Lecturer in the department of Agad Tantra has been deleted.

4. College has also submitted that total number of OPD patients from Jan 2009 to Dec. 2009 were 32527 after including the patients of paid OPD.

Previously at the time of visitation only total number of patients (28422) of charitable OPD was

mentioned. Therefore after adding the patients of paid OPD the average attendance of patients in

OPD from Jan. 2009 to Dec. 2009 comes 108.42 per day.

Therefore, as per documents submitted to Govt. of

India by the college as per the latest assessment there

are 33 eligible teachers (Prof. 09, Reader 02 and Lecturer 22) while 05 teachers are ineligible. Moreover, the average attendance of patients in OPD

from Jan. 2009 to Dec. 2009 is 108.42 per day.

9. KC Ajmera Ayurved

Medical College, Dhule

1. At the time of visitation college has submitted the

list of 32 teaching staff out of which 26 teachers were eligible and 06 teachers were not eligible.

Moreover, department of Kaumarbhritya and Panchkarma were without any eligible teacher.

2. At the time of hearing, college submitted a revised

list of 33 teachers by adding 01 new teacher. After examination of the same it has been observed that

the 1 newly appointed teacher has been found ineligible due to non-submission of original notarized affidavit and previous experience

certificate. 3. Moreover, 1 lecturer has become eligible on

account of submission of copy of certificate of PG degree which was previously ineligible.

4. Therefore, as per latest assessment there are 27

eligible teachers (Prof. 5, Reader 6 and Lecturer

16) while 6 are ineligible and the department of Kaumarbhritya is still without any eligible teacher.

10. Shri Kalidas Ayurved Medical College,

Badami

1. At the time of visitation college has submitted the list of 36 teaching staff out of which 23 teachers were eligible and 13 teachers were not eligible.

Moreover, department of Rachana Sharir and Kaumarbhritya were without any eligible teachers.

2. At the time of hearing, college submitted a revised list of 34 teachers by adding 06 new teachers and by deleting 08 teachers. After examination of the

same it has been observed that out of the 6 newly appointed teachers only 2 teachers are found

eligible while 4 are ineligible on account of duplicity.

3. Moreover, out of deleted 8 teachers 7 were already ineligible while 1 teacher was previously eligible in the department of Kayachikitsa.

4. Therefore, as per latest assessment there are 24

eligible teachers (Prof. 03, Reader 01 and Lecturer 20) while 10 teachers are ineligible and department of Rachana Sharir and Kaumarbhritya are still

without any eligible teachers.

11. Rajiv Gandhi

Ayurved Mahavidyalaya,

Bhopal

1. At the time of visitation college has submitted the list of 35 teaching staff out of which 32 teachers

were eligible and 03 teachers were not eligible. Moreover, the 03 departments namely

Swasthvaritta, Agad Tantra and Prasuti Tantra were without any eligible teacher and average attendance of patients in OPD was 98.95 per day.

2. At the time of hearing, college has submitted the

list of 37 teachers by adding 06 new teachers and by deleting 04 teachers. After examination of the same it has been observed that out of 06 newly

appointed teachers only 04 teachers are found eligible while 02 are ineligible on account of long

gap in teaching.

3. Moreover, out of 04 deleted teachers 01 lecturer

was already ineligible, 01 eligible Professor has been deleted from the department of Rasashatra

and 01 eligible Lecturers has been deleted from each department of Rachana Sharir and Samhita.

4. It is also noteworthy to mention here that college

has also submitted the data of total number of

patients attended OPD from Jan 2010 to May 2010 alongwith the copy of Center Register of said

period. After examination of the same it has been observed that total number of patients attended OPD from Jan 2010 to May 2010 are 12957.

Therefore the average attendance of patients in OPD from Jan. 2010 to May 2010 comes 103.65

per day.

Therefore, as per documents submitted to Govt. of

India by the college as per the latest assessment there

from Jan. 2010 to May 2010 is 103.65 per day.

1. At the time of visitation the average OPD was only

93.68 per day.

2. At the time of hearing college has submitted the

total number of OPD patients i.e. 25036 from 1st Jan. 2010 to 15th June 2010 with average OPD of

150.82 per day but the record of central OPD register from 6th March 2010 to 15th June 2010 has

been submitted. However, after examination of the record from 6th March 2010 to 15th June 2010 it has been observed that 19693 patients were

attended OPD which seems to be average attendance of patients in OPD as 161.41 per day

1. At the time of visitation college has submitted the list of 39 teaching staff out of which 27 teachers were eligible and 12 teachers were not eligible.

Moreover, the department of Kayachikitsa was without any eligible teacher.

2. At the time of hearing, college has submitted the list of 37 teachers by adding 04 new teachers and by deleting 06 teachers. After examination of the

same it has been observed that out of 4 newly appointed teachers only 3 teachers are found

eligible while 1 is ineligible on account of submission of false experience certificate.

3. Moreover, out of 6 deleted teachers 5 were already

ineligible and 1 eligible professor has been deleted from the department of Kriya Sharir.

4. As per latest assessment there are 29 eligible teachers (Prof. 09, Reader 01 and Lecturer 19) while 08 teachers are ineligible. Moreover,

department of Kayachikitsa is still without any eligible teacher.

14. Indira Gandhi Memorial Ayurved

Medical College & Hospital,

Bhubneshwar

(Orissa)

after examination of the documents submitted by the college at the time of hearing it has been observed

that record of OPD has not been submitted. College has submitted only dispensing register therefore no conclusion can be drawn from the enclosures.

15. Dayanand Ayurved

Medical College, Siwan (Bihar)

1. At the time of visitation college has submitted the

list of 37 teaching staff out of which 27 teachers were eligible and 10 teachers were not eligible. Moreover, the average attendance of patients in

OPD was 91.59 per day.

2. At the time of hearing, college has submitted that 06 new teachers have been appointed after visitation. After examination of the same it has

been observed that all 6 newly appointed teachers have been found ineligible on account of

submission of incomplete notarized affidavits without having photographs.

3. Moreover, 1 lecturer has become eligible in the department of Shalya on submission of copy of

certificate of the PG degree and 1 professor become eligible in the department of Rachana

Sharir after reallocation vide order dated 11.05.2010 who was previously ineligible on account of appointment in non allied subject.

4. It is also noteworthy to mention here that college

(1315) were not taken into consideration therefore there was mistake in the sum of total number of OPD patients. After producing the original

documents i.e. department wise OPD registers at the time of hearing it has already been clear that

the total number of patients attended OPD from Jan. 2009 to Dec. 2009 were 30954 (new patients 27474+ old patients 3480) therefore the daily

average attendance of OPD patients becomes 103.18 per day.

5. Therefore, as per latest assessment there are 29

eligible teachers (Prof. 07, Reader 06 and Lecturer 16) while 14 teachers are ineligible and the daily

average attendance of OPD patients is 103.18 per day from Jan. 2009 to Dec. 2009.

16. NK Jabashetty Siddharudh Math

Ayurved Medical College, Bidar

1. At the time of visitation college had submitted the list of 52 teaching staff out of which 38 teachers were eligible and 14 teachers were not eligible.

Moreover, the department of Kaumarbhritya was without any eligible teacher.

2. At the time of hearing, college has submitted the

list of 51 teachers by adding 01 new teacher and

by deleting 02 teachers. After examination of the same it has been observed that 01 newly appointed

teacher is found eligible while 02 deleted teachers were already ineligible.

3. Moreover, 03 lecturers who were previously

ineligible on account of appointment in non allied

subject have now become eligible after reallocation in the concerned departments vide order dated

29.07.2010 i.e. Rachana Sharir, Panchkarma and Prasuti Tantra respectively. 02 Professors (appointed before 01.07.1989) who were

previously treated ineligible on account of previous experience in non concerned subject and on the

basis of PG qualification appointment in non allied subject have now become eligible after reallocation in their concerned department i.e. Panchkarma and

Kaumarbhritya in which they have sufficient experience respectively.

4. It is also noteworthy to mention here that after

submission of the clarification regarding the false

experience of teachers 01 Lecturer now become eligible in the department of Basic Principles, 01

Therefore, as per documents submitted to Govt. of

India by the college as per the latest assessment there are 48 eligible teachers (Prof. 07, Reader 11 and

Lecturer 30) while 03 teachers are ineligible.

17. Aditya Ayurved

Medical College, Beed (MS)

1. At the time of visitation college has submitted the

list of 36 teaching staff out of which 23 teachers were eligible and 13 teachers were not eligible. Moreover, the department of Kaumarbhritya and

Roganidan were without any eligible teacher. 2. At the time of hearing, college has submitted the

list of 36 teachers by adding 06 new teachers and by deleting 06 teachers. After examination of the same it has been observed that out of 6 newly

appointed teachers only 4 teachers are found eligible while 2 is ineligible on account of non

submission of certificate of PG degree. 3. Moreover, out of 6 deleted teachers 5 were already

ineligible and 1 eligible lecturer (Professor treated

as lecturer has not submitted previous experience certificates) has been deleted from the department

of Swasthavritta (subject mentioned in affidavit and appointment letter.

4. The following teachers get rectified on account of following reasons-

i. Dr. Archana Purshottham Shende- previously

treated as eligible Lecturer not Professor due to non submission of the certificates of

previous experience. Now on submission of copy of previous experience has become eligible Reader in the department of Sharir

Rachana.

ii. Dr. Anjali Sham Narsikar- previously was treated ineligible on account of non submission of certificate of PG degree. Now

on submission of certificate of PG degree has become Reader in the department of Prasuti

Tantra.

iii. Dr. Sonali Namdeo- previously was treated

Lecturer 22) while 08 teachers are ineligible. Moreover, department of Roganidan and Kaumarbhritya are still without any eligible teacher.

18. SV Ayurved Medical

College, Tirupati

1. At the time of visitation college has submitted the list of 40 teaching staff out of which 31 teachers

were eligible and 09 teachers were not eligible. Moreover, the department of Shalakya was without

any eligible teacher. 2. At the time of hearing, college has submitted

documents (765 pages) after removal of shortfalls

like submission of documents, promotion etc. the 04 teachers have been made eligible.

3. The 02 teachers have become eligible after relocation in concerned department.

4. On submission of experience certificates the 08

teachers have become eligible – 5. The college has promoted 14 teachers in addition

to above are treated ineligible as promotion is not as per CCIM norms (experiences and Completion of MD degree).

6. Previously there was 121 beds. Now, college has informed that there are 190 beds.

7. Total number of bed days occupied (1st Jan – 31st Dec. 2009) = 32602. So, on the basis of 121 Beds, bed occupancy is =

73.8% 8. Therefore, as per documents submitted to Govt. of

India by the college as per the latest assessment there are 37 eligible teachers (Prof. 05, Reader 11

and Lecturer 21) while 03 teachers are ineligible and bed occupancy is 73.8%.

19. Santhigiri Ayurved

Medical College,

Palakkad, Kerala

1. At the time of visitation college has submitted the

list of 36 teaching staff out of which 21 teachers were eligible and 15 teachers were not eligible.

Moreover, 4 departments namely Rachana Sharir, Kriya Sharir, Swasthavritta and Kaumarbhritya

were without any eligible teacher.

2. At the time of hearing, college has submitted the

list of 40 teachers by adding 12 new teachers and by deleting 8 teachers. After examination of the

same it has been observed that out of 12 newly appointed teachers only 8 teachers are found eligible while 4 are ineligible on account of the

4. College has also submitted that due to typographical error the bed days occupied were mentioned 173621 at the place of grand total

whereas it was 17362 only. After totaling the data mentioned as month wise and department wise in

the visitation report it comes 17362, therefore after calculating the bed occupancy come 46.63 %.

5. Therefore, as per latest assessment there are 28

eligible teachers (Prof. 05, Reader 04 and Lecturer

19) while 12 teachers are ineligible. Moreover, department of Kriya Sharir is still without any

eligible teacher.

20. Pankajkasthuri

Ayurved medical College,

Thiruvananthapuram

1. At the time of visitation college has submitted the

list of 36 teaching staff out of which 26 teachers were eligible and 10 teachers were not eligible. Moreover, the department of Rachana Sharir and

Kaumarbhritya were without any eligible teacher.

2. At the time of hearing, college has submitted the list of 40 teachers by adding 07 new teachers and by deleting 3 teachers. After examination of the

same it has been observed that out of 7 newly appointed teachers only 2 teachers are found

eligible while 5 are ineligible on account of non submission of certificate of PG degree and original notarized affidavits of 4 teachers and 1 teacher is

not eligible on account of extra Sanskrit teacher.

3. Moreover, on submission of previous experience certificate 1 eligible Reader and 1 eligible lecturer have become professors in the department of

Panchkarma and Rasashastra respectively.

4. It is also noteworthy to mention here that on account of reallocation in the concerned departments and on submission of previous

experience certificates 5 professors have become

5. Therefore, as per latest assessment there are 32 eligible teachers (Prof. 08, Reader 07 and Lecturer 17) while 08 teachers are ineligible. Moreover,

department of Rachana Sharir and Kaumarbhritya are still without any eligible teacher.

21. Ravindranath Mukherji Ayurved

College, Motihari (Bihar)

At the time of hearing the college submitted the department wise record of IPD like Kayachikitsa,

Shalya, Shalakya, Prasuti & Striroga, Panchakarma and Swasthya Rakshan from 23.01.2010 to 31.08.2010. But as per visitation report the

information was required from 1st Jan. to 31st Dec. 2009 for assessment of bed occupancy.

The information provided by the college is vague. No conclusion can be drawn on the basis of information.

Overall registers so called IPD does not depict the true picture of working of IPD.

22. Amrutha Ayurved Medical College,

Chitradurga

1. At the time of visitation college had submitted the list of 36 teaching staff out of which 26 teachers

were eligible and 10 teachers were not eligible. Moreover, the department of Rachana Sharir, Roganidan, Agad Tantra and Kaumarbhritya were

without any eligible teacher. 2. At the time of hearing, college has submitted the

documents regarding the deficiencies. After examination of the same it has been observed that 01 lecturer now become eligible in the department

of Shalya on account of submission of certificate of PG degree and 01 lecturer become eligible in the

department of Rachana Sharir on account of rule out of duplicity.

3. Moreover, it has also been observed that due to oversight 01 lecturer could not be considered eligible previously now treated as eligible in the

department of Kaumarbhritya. 4. Therefore, as per documents submitted to Govt. of

India by the college as per the latest assessment there are 29 eligible teachers (Prof. 01, Reader 05 and Lecturer 23) while 07 teachers are ineligible.

Moreover, Department of Roganidan and Agadtantra are still without any eligible teacher.

23. Amrita School of Ayurveda, Kollam

1. At the time of visitation the average OPD was only 93.68 per day.

2. At the time of hearing college has submitted the total number of OPD patients i.e. 25036 from 1st

Jan. 2010 to 15th June 2010 with average OPD of 150.82 per day but the record of central OPD

record from 6th March 2010 to 15th June 2010 it has been observed that 19693 patients were

attended OPD which seems to be average attendance of patients in OPD as 161.41 per day (OPD runs on holidays and Sundays also).

24. DMM Ayurved

medical College, Yeotmal

1. At the time of visitation total bed strength was 127. 2. At the time of hearing, college has submitted that

the 127 beds could present before the visitation team and remaining beds were kept aside on

account of repairing work of hospital. Further, it has also been submitted by the college that as per their record of 2001 there were 177 cots and in this

regard a notarized affidavit has been submitted by the management that there is 165 beds. Moreover,

bills of purchasing of bed side lockers and steel cots have been also submitted.

3. However, it has been also observed that in the

visitation report of 2009-10 and in the permission letter of Govt. of India for the year 2009-10 the

number of beds was mentioned as 150. The college is also having certificate of registration under rule 5 of the Bombay Nursing Home registration Act, 1949

issued by Civil Surgeon Govt. Hospital, Yeotmal vide registration number 63 dated 25.05.2008 in

which 150 beds are mentioned.

25. Shri Jayendra

Saraswati Ayurved medical College,

Nazarapet

1. As per assessment on the basis of last hearing

held on 31.08.2010 it was informed to Govt. of India that there were 27 eligible teachers (Professor-06, Reader-05 and Lecturer-16) and

5 teachers were not eligible. 2. Now Govt. of India has forwarded additional

documents. After going through the same the following observation have been made:-

(i) Two Lecturer who were previously treated ineligible due to appointment in non-allied subject, now treated eligible in the department

of Kayachikitsa and Shalya on account of submission of office order regarding reallocation

in concerned department. (ii) Further the college has submitted that due to

mistake during addition of number of beds of

the individualized section of IPD, the total number of bed was mentioned as 165 instead of

144. On the basis of 144 beds the bed occupancy is 45.19%. Although the college required only 100 beds. If 100 beds are taken

into consideration the bed occupancy is 60.08%.

26. Bhagwan Mahaveer

Jain Ayurved Medical College,

Gajendragarh

1. At the time of the visitation the bed occupancy

was 47.214 % on the basis of number of bed days occupied i.e. 30158 from 1st January 2009 to December 2009.

2. At the time of hearing college has submitted that previously the IPD of Swasthvritta

department was not considered because there was no column of Swasthvritta department in the visitation report. Further it has been

submitted by the college that hospital IPD from January 2009 to December 2009 was 33692

which was without the IPD of Swasthvritta department. After including the IPD of Swasthvritta the total IPD is 37833 and bed

occupancy become 59.22%. 3. Moreover, college has also submitted that the

hospital IPD is 31142 from January 2010 to 13.09.2010 and bed occupancy is 69.51%.

27. Shri Kalidas Ayurved Medical College,

Badami

1. At the time of visitation college has submitted the list of 36 teaching staff out of which 23 teachers were eligible and 13 teachers were not eligible.

Moreover, department of Rachana Sharir and Kaumarbhritya were without any eligible teachers.

2. At the time of hearing, college submitted a revised list of 34 teachers by adding 06 new teachers and by deleting 08 teachers. After examination of the

same it has been observed that out of the 6 newly appointed teachers only 2 teachers are found

eligible while 4 are ineligible on account of duplicity.

3. Moreover, out of deleted 8 teachers 7 were already

ineligible while 1 teacher was previously eligible in the department of Kayachikitsa.

4. Therefore, as per latest assessment there are 24 eligible teachers (Prof. 03, Reader 01 and Lecturer 20) while 10 teachers are ineligible and department

of Rachana Sharir and Kaumarbhritya are still without any eligible teachers.

Further it was noted that Department of AYUSH vide

letter No.R.17011/79/2006-EP dated 21.9.2010 forwarded the documents of 651 pages submitted by the Kalidas Ayurved College, Badami at the time of

hearing on 13.9.2010 held by Department of AYUSH in

pursuance to the orders of the Court against the shortcomings conveyed in the disapproval order for

the academic year 2008-09 for examination and comments on following points:-

a. The eligibility of teachings taff. b. 100 patients per day in OPD.

c. 40% bed occupancy in IPD.

It has also been said that the Orders of the Hon’ble Court are to be complied with in a given time frame and hence the comments of the CCIM are required on

an urgent basis.

In this regard it is submitted that college was not recommended to Government of India for granting permission for the session 2008-09 on following

reasons:-

i. At the time of visitation there is no

80% of full complement total teaching staff as well as there is no

33% of higher faculty (Professor and Reader).

ii. Area of college and hospital is not in accordance to the CCIM norms

i.e.20,000 Sq.ft. for each college &

hospital.

In this regard, it is also informed that the college was also not permitted for the session

2009-10 by the Government of India on

account of non-fulfillment of shortcomings ..

However, for consideration of matter of permission for the session 2008-09

retrospectively on the basis of rectification of the shortcomings for the year 2008-09 in the

year 2010-11 does not seems to be in order.

In view of the above, it may not be possible

to furnish the recommendations on the basis of compliance of shortcomings taken place

2010-11.

28. Gramin Ayurved Medical College,

Patur

1. Vaidya Neeta Narendra Harale now become eligible lecturer in the department of Prasuti Tantra after submission of certificate of PG

degree.

06 teachers are ineligible. Moreover, Department of Swasthvritta and Kaumarbhritya are still without any

eligible teacher.

29. Desh Bhagat

Ayurved Medical College,

Mandigobindgarh

It is submitted that the proposal of Desh Bhagat

Ayurved College, Mandigovindgarh was received during 2009-10 through Govt. of India as required under section 13A of IMCC Act, 1970 regarding to

start PG Course namely Rachana Sharir, Rasashastra and Kayachikitsa with 05 seats in each subjects and to

increase intake capacity from 60 to 100 in UG. In this regard it is submitted that college was visited by the visitors of CCIM on 19th & 20th August 2009 to assess

the available facilities of teaching and practical training to send the recommendation for issuing/not issuing

LOI to Government of India. Executive Committee in its meeting held on

28.08.2009 decided following policy to take the decision in the matter.

1. At least 90% teaching staff should be ensured

including 50% higher faculty.

2. At least one teacher should in each department

and at least one higher faculty in the department in which college was asked the

permission.

However, after submission of the desired information

by the college, the college was not recommended for issuing LOI on following reason-

1. In absence of sufficient teaching staff in view of

the decision of Executive Committee. The

consent of 12 teaching staff was also not taken into consideration in absence of the affidavit of

the teacher as well as non submission of the copy of certificate of UG and PG degree.

2. Daily average attendance of patient was 94 per

day.

However, Government of India also did not issue the Letter of Intent. In view of the above, college has filed the Court case under Writ Petition No.

8984/2010. Now the Government of India has given the opportunity of hearing on 15.09.2010 in

compliance of order of Hon’ble High Court. Teaching staff- The college has submitted the list of 45 teaching staff

by adding 7 new teachers (as per assessment 5

degree) and by deleting 7 teachers (04 already ineligible and 03 eligible) from the list of teaching

staff submitted by the college at the time of latest visitation report. After examination now it has been observed that there are only 36 eligible teachers.

As per latest visitation report for the year 2010-11 there were 34 eligible teachers against 43 and 12 higher faculty against the 25. In view of the 100 %

policy adopted by CCIM initially, the college was not recommended to Govt. of India for granting

permission for the session 2010-11. However, Govt. of India has permitted the college for the year 2010-11 as per policy adopted by Govt. of India.

However, as per latest visitation report for the year 2010-11 the Daily attendance of patients was 137.09 per day (1st Jan. 2009 to 31st Dec. 2009).

After going through the record following observations have been made:-

1. There is a variation in all the figures month wise

and department wise submitted/furnished by the college in the visitation proforma and presented at the time of appearance.

2. College also presented the record of IPD and

It was noted that Mr. TK Joseph, Retainer has submitted the

representation for increasing the appearance fee from Rs.1500/- to Rs.3000/- with c1erkage charges and stenographer and allied

expenses from Rs.500/- to Rs.l000/- for preparing counter affidavit on the writ petitions filed in various High Courts outside of Delhi as

well as in Supreme Court of India and High Court of Delhi.

In this regard it was also noted that the rate on the same issue prevailing in other Councils were asked but other Council has informed that no' Retainer have been engaged.

Executive Committee agreed to enhance the appearance fee from Rs.1500/- to Rs.2,5OO/- with clerkage charges

but did not agree to enhance and stenographer and allied expenses of Rs.5OO/- for preparing counter affidavit on

It was noted that three proposals were received under section 13A in

2010-11 for LOI, On prima facie, one proposal of Marathwada Education Society, Navded was found to be fulfilling all the requirements for

two proposals lacked of NOC from state Govt. and affiliation of Concerned universities. The shortcomings were informed and on

Agenda Item No.13 Modified Assured Career Progression

Scheme (MACPS) for the Central

Government civilian employees.

It was noted that Govt. of India vide office Memorandum No. 35034/3/2008-Estt.(D) dated 19.5.2009 has implemented the Modified

Career Progression Scheme in place of previous scheme. Three financial upgradations under the Modified Assured Career Progression Scheme

(MACPS) at intervals of 10, 20, 30 years of continuous regular services are to be provided.

In this regard, it was noted that previous Assured Progression Scheme

implemented by the Govt. of India was also implemented in the office of

CCIM with the approval of CCIM.

Executive Committee agreed for implementation of the same for the employees of the office of CCIM as per scheme of Government of India

after obtaining the approval of the Govt. of India.

It was noted that Government of India vide their letter No.V.27016/9/2009-Ay.Desk dated 4th October, 2010 has conveyed the

sanctioned for implementation of MACPS for the employees of the CCIM.

Executive Committee agreed to implement the same as per order of Government of India in the matter.

Agenda Item No.14 Reporting of decision on the proposal for

starting PG course/increasing intake capacity in UG & PG Courses.

It was noted that in pursuance of decision of Executive Committee at its

the meeting held on 28.5.2010 the proposal for which LOI were issued by

It was noted that as per decision of Executive Committee 04 retired

Assistant and 02 Consultant (one legal and one RTI) have been employed. Previously age limit was 62 as per order of the Government

of India. Now Government of India has left to department concerned.

Therefore, President, CCIM has agreed to keep the upper age upto 65 years for these persons subject to rendering the satisfactory services.

Agenda Item No.16 Regarding Modern Medicine.

It was noted that in pursuance of the decision taken in the meeting held

on 05.2.2010 in the Department of AYUSH under the Chairmanship of Secretary, AYUSH, it was decided that some guidelines should be made

by the CCIM regarding use of modern medicine by the practitioners of ISM for interim relief of the patient before referring to the reference

hospital as the case may be for saving of life of innocent public.

The matter was also discussed with experts in presence of President,

CCIM, Vice-president (Ayurveda) and Dr. SK Sharma, Advisor (Ayurveda) on 20.8.2010 and further discussion in the chamber of President, CCIM

on 28.9.2010. The copy of justification, condition and list of the drug were prepared the same has been sent to Government of India.

Executive Committee approved the guidelines sent to the

Government of India. As practitioner of Unani and Siddha have not been included in the proposed guidelines due to oversight,

therefore, it was decided to constitute a Sub Committee consisting members of Unani and Siddha Systems of Medicine to

amend the guidelines with appropriate terminology etc.

Agenda Item No.17 To fix the fee of Advocate outside

Delhi.

It was noted that about 300 cases are under process through out India in

different High Courts. Central Council of Indian Medicine is engaging the Advocate time to time but fee structure has not been decided so far.

(i) Fee per appearance consolidated.

(ii) Expenses.

Executive Committee in its 156th meeting decided that required fee structure be prepared at the first instance in consultation with the

retainer of the Council. Moreover, information from other Councils in the matter be obtained thereafter, the matter be placed before the Executive

Committee.

In this regard it was noted that CCRAS has informed that fee is being

paid as Government standing Counsel.

Executive Committee decided that working of the Advocate/ defending the case outside of Delhi be assessed

and if any advocate not defending the case properly, he/she should not be asked to defend the case further.

Moreover, panel of 05 Advocates should be prepared. Regarding fixation of the fee for the outside advocate, it

was decided that rate of Central Government Standing Counsel be obtained at first instance, thereafter, the

matter be put up before EC.

It was noted that office has been receiving very often letters

regarding the provision of pursuing MD course by a service candidate without taking leave or relieving from duties.

In this regard it was noted that no clear cut provision in the matter is made in any PG regulation i.e. Ayurveda, Unani and Siddha.

However, PG is a regular course and it can not be done by Service candidate without taking leave from service or relieving from duties

in any case. Moreover, PG course requires full time duties, teaching and Practical training.

As per the instructions of President, CCIM, the matter was

submitted to take a clear cut decision in this regard.

Executive Committee decided that reply may be given as per

Regulations.

Addl. Agenda Item No.2. Admission in Kamil-e-tib-Jarahat Course through oriental stream.

It was noted that it is being asked from the CCIM if a University gives admission to a student to Pre- Tib course leading to main

course of BUMS who does not possess the oriental qualification

included in the list of approved institution in UG regulation of Unani and if he completes the BUMS course, whether such qualification is

approved from the Council or not.

In this regard, it was noted that nothing has been mentioned in the matter in UG regulation of Unani.

As per the instruction of President, CCIM, the matter alongwith the legal opinion of the Retainer was submitted to take a clear cut

decision in this regard.

Executive Committee decided that all University should be instructed to follow the Regulations prescribed by

CCIM strictly in toto. Addl. Agenda Item No.3. Ratification of the action

taken by the President, CCIM.

It is submitted that a proposal of Chaudhary Brahm Prakash Ayurved Medical College, New Delhi was received from

Government of India on 26.5.2010 and the proposed college was visited on 26.8.2010 by the visitors of CCIM for

examination of the Scheme. The recommendations have been sent to Government of India for issuing LOI subject to

fulfillment of certain shortcomings. The Government of India

has issued LOI vide letter no.R.12011/3/2010-EP dated 4.10.2010. The college has also submitted the compliance of

shortcomings. The same have been forwarded to Government of India.

Addl. Agenda Item No.4. Reporting of the decision of

Government of India taken on the proposal of the

college.

It was noted that after considering the visitation report it was recommended to Government of India to issue the LOI.

Accordingly, Government of India issued the LOI and thereafter satisfying with the compliance submitted by Government of

Puducherry the Government of India was issued the Letter of Permission vide letter no.R.12011/02/2010-EP dated 6.9.2010

with 50 seats to the college.

Executive Committee noted the same.

2. Decision of the Government of India on the

recommendations of the CCIM regarding establishment of new College.

i. Jangomati Kalyan Raisen Ayurved Medical College, Sanchi

It was noted that as per decision of Executive Committee in its

meeting held on 28.6.2010 the proposal of Jangomati Kalyan Raisen Ayurved Medical College, Sanchi was not recommended for

LOI by the CCIM. Government of India has also not issued the LOI vide letter no.R.12011/4/2010-EP dated 07.10.2010.

Executive Committee noted the same.

3. Decision of the Government of India on the action

taken by CCIM for returning the proposal as per decision of the EC in its meeting held on 18.8.2010.

i. Bhau Saheb Mulak Ayurved Mahavidyalaya, Nagpur

It was noted that as per decision of Executive Committee in its

meeting held on 18.8.2010 the proposal of Bhau Saheb Mulak Ayurved Mahavidyalaya, Nagpur for starting PG Course was

returned to Government of India for onward transmission. The

Regulations of Ayurveda.

It was noted that as per decision of the Executive Committee the UG & PG Regulations of Ayurveda have been sent to the State

Governments for their comments as required under Section 22 of IMCC Act, 1970.

Addl. Agenda Item No.6. Minutes of the Accreditation

Committee.

It was noted that Quality Council of India vide letter dated 16.9.2010 forwarded the copy of the Standard regarding Criteria for

accreditation of AYUSH College alongwith requirement are expected to meet in order to obtain accreditation. Further it was requested to

send the valuable input to the Quality Council of India on the draft of standards for further improvement. An awareness programme

was also organized by the Quality Council of India on the same. The

same was attended by Dr. Jayaprakash Narayan, Vice-President (Ayurveda) and Dr. PR Sharma, Secretary, CCIM. However,

President, CCIM constitute a committee consisting of following members to consider the matter.

Supl. Agenda Item No.1. Decision regarding transfer of

students in respect of the college.

It was noted that Government of India vide letter No. No.Z.16011/09/2010-EP dated 05.8.2010 had asked the original file

from the CCIM, therefore, it was presumed that the file of the colleges have been asked by Government of India in respect of

colleges raided by the CBI which was came to the notice through media. It is further submitted that Government of India has denied

the permission in view of the observations made by CBI. Moreover, CBI has also lodged the FIR at Jaipur (BM Education Foundation

Trust, Bhiwani's Shekhawati Ayurved College, Pilani), Bhopal (College of Ayurveda, Gwalior & Smt. Dhariya Prabhadevi Sajotiya

Ayurved Medical College, Bhanpura) and at Bangalore (Sri Sri Ayurved Mahavidyalaya, Bangalore) (as per latest information).

However, decision in respect of SSUD Ayurved College, Wasim is

still awaited.

It was noted that after considering the shortfalls as per observation of the CBI and short term of starting of Ayurved college in respect of college mentioned at SI. No.l,2, & 5

considering inadequate facilities of teaching and practical training

on to save the future of students and observation that there are more colleges in the same building and other lack of facilities of

teaching and practical training, it has been recommended to Government of India with the approval of President, CCIM to

transfer the already admitted students to other permitted colleges of the State.

Moreover, the CBI from Jodhpur has also taken the file of Shri Ganganagar Ayurved College, Sriganganagar to obtain the file

since inception to till date alongwith the decision of Executive

Committee from inception till date.

President, CCIM informed that residence and office of the Dr. PR

Sharma, Secretary, CCIM has been raided by CBI on 08.10.2010 and file of BM Education Society's Ayurved College, Pilani,

Rajputana Unani Medical College, Jaipur alongiwith related papers of these colleges as well as telephone diary of Dr. PR Sharma,

Secretary, CCIM have been taken away.

Executive Committee noted the same and ratified the

action taken by the President, CCIM regarding transfer of the students in respect of colleges mentioned at sl.No.1, 2

& 5. It was also decided that matter will be considered in respect of Dr. PR Sharma, Secretary, CCIM after receipt of

further action taken by CBI.

Addl. Agenda Item No.8. To fix the date & venue for next Meeting of Central

Council of Indian Medicine

Executive Committee considered the necessity of convening the meeting of Central Council and its various Committees.

The Executive Committee authorized the President to decide the date and venue for convening the meeting of Central Council of

Indian Medicine and its various Committees after discussion with the Vice-Presidents and members of Executive Committee.

Addl. Agenda Item No.9. Matter takeup with the

permission of the Chair.

a) Request for recommendation for parity in pay scale and

allowances with allopathic doctors in the state of Kerala and others.

The Executive Committee noted that the content of letter of Kerala State Government Ayurved Medical Officers Association

reads as under:-

"it is a matter of great pleasure that the AYUSH doctors in the

Government of India service and other departments under it are not having any disparity in respect of pay and allowances with

their counterparts (allopathic doctors).

This could not have happened without your generous intervention. On the same time the Kerala State Government Ayurveda Medical

Officers' Association feels sorry to bring in your kind notice that the State of Kerala has not extended the parity with their

counterparts (Allopathic doctors) in the State.

On behalf of our one thousand two hundered members, are humbly requesting you for recommendation to the State of Government for the pattern already implemented in the

Department of AYUSH and other departments in the Government of India so that the Ayurvedic doctors working in the State get the

moral boost and implement the Central sector schemes in the State with renewed vigor and strength."

Executive Committee decided to write the letter to all State Government to remove the disparity between

graduate of ISM with the allopathic doctors in respect of pay and allowances at all level. It was also decided to

forward the previous resolutions of the CCIM passed in the past for implementation.

b) it was noted that MCI has forwarded the guidelines vide letter

No. MCI-34(1)2009-Med/199639 dated 21.10.2010 regarding implementation of the gUidelines framed by the Medical Council of

India in curb the menace of ragging in medical colleges in compliance of Dr. RK Raghvan Committee appointed by the

Hon'ble Supreme Court to supervise the measures being implemented to prevent the ragging were approved by the

members of Adhoc Committee appointed by the Hon'ble Supreme

Court of India and of the Executive Committee of the Council at its meeting held on 30.12.2008. The copy of the same may be

seem at Annexure “A”.

Executive Committee decided to place the same before ensuing meeting of Executive Committee.

c) Executive Committee also noted the press release forwarded by

Dr. D Ramanathan as "MCI calls for crackdown on quacks" regarding unauthorized practice of modern medicine by graduate

of ISM for consideration. President, CCIM informed the Executive Committee that clarification regarding whether the letter under

reference letter has been issued by MCI or not. Response in this regard is still awaited.

The Executive Committee noted the same.

Addl. Agenda Item No.10. Regarding fake documents.

Executive Committee noted that comments received from the college and concerned teachers are under the stage of compilation

to reach on suitable decision. It was also noted that a reminder to college and teacher was sent who have not submitted their

clarification.

In this regard, Executive Committee decided that after compilation the matter be sent to the Government of India.
