-a survey of all 50 states’ 2016-17 bowhunting regulations was conducted to compile the regulations specific to big game hunting during Archery Only season. Using public websites, printed materials, personal communication, and other sources as presented by the respective fish and wildlife agency, : Realize combination of laws and regulations but looked to the agency of authority for presentation : Some validation with personnel – likely some errors (>3000 total variables surveyed) -over 60 regulatory metrics detailing legal equipment used for bowhunting deer and other related guidelines were evaluated and compared across states and regions. The difficulty encountered locating some data suggests the probability that regulations coded as “Not Specified” may not have been found. In these cases, the ATA will update the findings to reflect the actual regulations. -Lumped some metrics and eliminated others where there was consistency -

Arrow Length Minimum: Most states do not regulate arrow length. Eleven states regulate the minimum length that an arrow must be for use in hunting. Minimum lengths range from 18 - 26 inches. One state requires that the arrow must be longer than the bows brace height. Arrow Weight Minimum: Most states do not regulate arrow weights. However, seven states regulate the minimum allowable weight of a hunting arrow. Minimum weights range from 275-350 grains.

Crossbow Draw Weight Minimum: Seventeen states do not regulate crossbow draw weight, 32 regulate minimum draw weight and only 2 states specify a maximum draw weight at 200lbs. Minimum draw weights are highly variable ranging from 75 - 150 lbs. Bolt Length: Most states do not regulate bolt length. However, 15 states currently regulate the minimum length that an arrow must be for use in hunting. Minimum lengths range from 12 - 18 inches.

Bow Draw Weight Minimum: Most states (33/50) specify a minimum poundage draw weight that must be used for hunting. Eleven states are silent on required minimums, and six states have no minimum draw weight. Specified draw weights include 30lb, 35lb and 40lb minimums……..

Bow Let-off Maximum: Five states reported limitations on maximum bow let-off ranging from 80 - 85%....... Bowhunter Education: Most states (38) do not require bowhunter education certification in addition to basic hunter education. In 12 states, however, additional bowhunter-specific education is required……. Crossbow Allowance: Twenty-five states currently allow crossbows to be used during regular archery seasons. Additionally, 22 states allow for their use during archery season by individuals with disabilities and by certain age groups.

Crossbow allowance - ATA Position on Crossbows: The ATA believes that crossbows are viable shooting and hunting equipment that provide opportunity for a segment of America’s hunters and recreational shooters. As a result of the Pittman-Robertson Act, crossbows are subject to the Federal excise tax and thus, are considered archery equipment by the U. S. Fish and Wildlife Service and the state wildlife agencies. The ATA leaves the seasons and regulations governing the use of crossbows for hunting to each state wildlife agency. ATA believes that when populations of wildlife, like deer, are overabundant, state agencies should make use of every type of hunting equipment to help control and manage those populations.

Broadhead Cutting Diameter (Fixed, Mechanical & Crossbow Mechanical): Most state wildlife agencies do not specify a maximum cutting diameter for fixed or mechanical broadhead blades. One state, however, specifies that no fixed broadhead with blades greater than 1.5 inches may be used. Another state specifies that no mechanical broadhead with a diameter greater than 2.0 inches may be used.

In instances where 4 or fewer states reported regulatory constraints that were unique to an individual variable A total of 21 states were identified as having one or more of 19 different regulation outliers. While many regulations identified as outliers are not viewed as a significant barrier to bow hunting entry or participation, these complexities interject a source of confusion and are often viewed by customers as unnecessary and burdensome when compared to other state fish and wildlife agencies. Archery hunters travelling out-of-state for pursuing a variety of game species, may be unknowingly violating obscure or outdated regulations without careful and thorough review of state-specific prohibitions. Customer confidence and regulatory compliance may be improved by reducing regulatory complexity and providing improved delivery of bowhunting regulations for hunters where feasible.

Bow Length Minimum: There are two states that specify the overall length of a bow must be a minimum of 28 inches in length... Casting Distance (Arrows and Bolts): One state requires that bows and crossbows must be able to cast (throw forcefully) the arrow or bolt, respectfully, a minimum distance of 130 yds. One state specifies that bows (no restriction on crossbows) must cast an arrow a minimum distance of 150 yds…

Popular Guide or Presentation on a website – Not Regulatory or legislative language -I think there is even room for simplifying these regulations…however, keep in mind that this regulation captures half or more of the states. If all states were like this, it would certainly reduce complexity.
