WELCOME FROM CATHAOIRLEACH

HISI Annual Conference 2014

On behalf of the Healthcare Informatics Society of Ireland, I would like to welcome you to the Society’s 19th Annual Conference and Scientific Symposium, Ireland’s premier healthcare informatics event.

The theme of this year’s conference is ‘eHealth: What it means to me?’ We chose this theme in an effort to gather all of the perspectives required to create a vision for healthcare in Ireland that embraces technology while enabling clinicians, nurses and most of all patients.

We also want to give the IT people, the analysts, researchers and informaticians their say. We want to know what the policy makers think eHealth means, what the strategists are planning and what the politi-cians hope to take from these policies.

Hopefully by bringing all these views together we can show that by developing our collaborative initiatives we can realise the potential of eHealth in health care delivery and deliver the well-being, innovation and prosperity that these partnerships bring. We have come a long way since eHealth Week in May 2013 and we welcome the journey travelled so far. We welcome new Health Ministers and Secretary Generals in both the north and south of the island of Ireland. We welcome Ireland’s first Health CIO, Richard Corbridge, who brings a wealth of experience in the area of connected health.

We welcome the Health Identifiers Act initiated by Kevin Conlon, Peter Lennon and the team at the Department of Health this year and the continuing work done in Europe on Interoperability and Skills Development. We welcome the increase in Health Service spending announced in the recent budget for both services and infrastructure and the creation of eHealth Ireland to share the message promised in the National eHealth Strategy.

We welcome the continued work of ProRec Ireland and ECHAlliance who in partnership with HISI have pushed hard to support these agendas, develop standards and lay the ground for a potential Connected Health Eco-system which supports industry, academia and health service providers whether they are based in the public or private sector.

The eHealth Ecosystem model engages with the whole range of health, well-being and social care stakeholders including government, management and service delivery, industry, academia and patients. It is committed to accelerating the adoption of eHealth solutions to problems in health and social care in the context of promoting well-being, innovation and prosperity. The time is right for us to realise the full potential of eHealth in Ireland and at HISI 2014 we come together to build new relationships which will bring us even better outcomes for patients, providers and practitioners.

The first day of the conference showcases the best in research and industry in the morning followed by Ireland’s top thought leaders in Health IT for the ‘Welcome to the ecosystem’ session. The second day provides a stage for the voice of the nurse, midwife, clinician and patient followed by a session which brings industry together to discuss the standards they must aspire to meet to build scalable, interoper-able systems that are ready to be tested in Ireland and sold in Europe, US and further afield to bring prosperity to Ireland.

The con�dentiality of patient records forms part of the ancient Hippocratic oath, and is central to the ethical tradition of medicine and health care. This tradition of con�dentiality is in line with the requirements of the Data Protection Acts 1988 & 2003, under which personal data must be obtained for a speci�ed purpose, and must not be disclosed to any third party except in a manner compatible with that purpose. Given the immense sensitivity of health-related information, it is imperative that professionals in this sector be clear about their use of personal data. This workshop will look at the potential pitfalls for services within Health Data Protection and the potential impacts of the forthcoming Health Identi�ers. The Cystic Fibrosis Registry of Ireland has been in operation since 2001. The CFRI is more than a traditional register which would document the "date of birth", the "date of diagnosis" and an "outcome". Over 300 clinical details are recorded each year for each person. These are transcribed into a sophisticated software package which is encrypted and restricted to a limited number of healthcare professionals who care for PWCF. The Registry has evolved to integrate with European registries and secondary data uses. This workshop will discuss the registry development processes and partnerships with views from the physician, the patient and the parent registry organisation. Research Bursaries will be presented at the Conference on Thursday 20th November. Each year the Society awards two research bursaries of €2,000 each in order to enable individuals to study an area of Healthcare Informatics. Submissions are received from a wide range of Informatics students at Bachelor, Higher Diploma/Post Graduate Diploma, Masters and PhD level. The winners of the 2014 bursaries will be announced at the plenary.

Richard Corbridge, CIO, Department of Health/HSEMr Corbridge, who has been given responsibility to implement the National eHealth Strategy launched last November will be among a strong line-up of speakers. Kevin is Principal Officer in the Department of Health with more than 25 year’s experience in ICT in health. Kevin responsibilities also include eHealth policy at a national level. After spending 15 years in emergency units he has held the post of CIO at two German Hospitals, where he was responsible for delivery projects such as HIS development and the Electronic Healthcare Card for Ger-many, working with major healthcare stakeholders across the country. Professor Jane Grimson is a computer engineering graduate from the University of Dublin, Trinity College, and holds a Masters and Doctorate in Computer Science from the Universities of Toronto and Edinburgh, respectively. She returned to Trinity College as a lecturer in Computer Science in 1980, is a former Dean of Engineering and of Research, and served as Vice-Provost from 2001-2005. Claire has Rheumatoid Arthritis for 32 years. She joined Arthritis Ireland and got involved in local voluntary work in 1987, having retired from Home Economics teaching a year earlier. She participated in the Stanford Self Management Programme in 1994 and found it so beneficial that she trained as a Self Management Leader and began co delivering the programme in 1996 in County Kildare. Since then she has enjoyed delivering the programme twice a year in several different locations.

Paul Duffy has over 25 years experience in the design and delivery of IT solutions in healthcare. He is Co Director for IT and Telecommunications in the Belfast Health and Social Care Trust. The past 30 years have seen Healthcare Informatics evolvefrom a narrow cross- disciplinary interest into a profess ion inits own r ight. The Health Informatics Society of Ireland (HISI)builds br idges between computer profess ionals interested inhealth care, and health care profess ionals interested incomputing, while supporting and embracing the newprofess ionals of health care informatics .

E stablished in 1996 and more than 700 members strong, HISIincorporates the Healthcare Informatics sections of the R oyalAcademy of Medicine in Ireland and of the Ir ish ComputerSociety, and has been accepted as a member both of theE uropean Federation for Medical Informatics and theInternational Medical Informatics Association.

The objectives of the Society are to:

1) Develop and disseminate knowledge of the use ofinformatics in healthcare

2) Promote research and education in healthcare informatics

3) Participate internationally with bodies of s imilar interests

CS Skills has considerable expertise in the area of trainingand certification. The HITS programme was devised torespond to the needs of healthcare workers who require aclear understanding of the technologies used in the sectorand their contr ibution to administrative and clinical bestpractice. HITS is delivered online and can be run as aselfstudy programme or offered in conjunction with trainer-ed sess ions . A growing number of HITS centres have opened

nationally. As a foundation level programme HITS is relevantto almost anyone working in the healthcare environment.

The National StandardsAuthor ity of Ireland (N.S .A.I.)In Ireland, the Government hasestablished the National StandardsAuthority of Ireland (N.S .A.I.) as the Semi- State B ody withauthority and responsibility for drafting and implementingstandards in Ireland. The N.S .A.I. do not work in isolationfrom the rest of the world. They are Ireland’s representativeon many International bodies , including ISO (InternationalOrganisation for Standardisation, www.iso.ch) and CE N(E uropean Committee for Standardisation, www.cenorm.be),the two biggest alliances of standards makers . ISO is a globalnetwork of national standards institutes from 146countr iesworking in partnership with international organizations ,governments , and industry, business and consumerrepresentatives . N.S .A.I.’s , Health Informatics Standards Committee (H.I.S .C.)is Ireland’s official standards group for HealthcareInformatics , established in 2004 to contr ibute to thedevelopment of E uropean or International standards forpatient and hospital information systems, specifically throughparticipation in the work of CE N TC 251, ISO TC 215, and HL7;and to advise N.S .A.I in regard to the need for Nationalstandards that are either developed or being developed tocover all aspects of Health Informatics .
