Mayor’s Welcome

Halfway across Australia on the Eyre Highway and home to the first silo art on the Eyre Peninsula, Kimba is the Eastern Gateway to the spectacu-lar Gawler Ranges, 100 kilometres to the north-west, which offers visitors the chance to experience the open spaces and solitude of the outback.

Pastoral leases were first granted around Kimba in 1872 and the first crops sown in 1908, leading to the district’s reputation today as one of South Australia’s major grain belts.

Kimba is a rural community compris-ing 1,061 residents, all of whom have chosen to live, work, raise a family or retire in the safe, friendly environ-ment offered by the district. Kimba is a passionate community built on the core values of hard work and honesty.

On behalf of Elected Members, staff and the community, it gives me great pleasure to welcome you to the 2019 Eyre Peninsula Local Government Association Conference. Hosted by the District Council of Kimba, this 82nd celebration of the role local govern-ment plays across the region provides delegates with the opportu-nity to recognise some of the achievements our 11 member coun-cils have recorded over the past 12 months. In our own backyard, Council has notched up some significant wins since last February, many of which have been funded through our ongoing strategic relationships with the Commonwealth and State Governments. These projects include:

• Two new two-bedroom units for the Kimba Pioneer Memorial Village, which will allow residents to maintain an independent lifestyle in their later years;• Second-to-none playground infrastructure at Lions Apex Central Park, including a jumping pillow and all-abilities playground;• A new amenities block at the Kimba Recreation Reserve free camping area, which will help accommodate influxes of up to 50 caravans and recreation vehicles each night; and• An upgrade of the much-loved Kimba Soldiers Memorial Institute, the benefit of which delegates will experience first-hand during the conference.

Whether you’re here for a day, the entire conference or plan to extend your stay to see what the Kimba district has to offer, I hope you enjoy your stay. We pride ourselves on being a pretty friendly lot here, so don’t be afraid to ask if you want some local tips on what makes Kimba the envy of the Eyre Peninsula.

Darren, along with partner Leanne and their three sons, Lachlan, Brock and Flynn, moved to the Eyre Peninsula in August 2004, living in Wangary for 10 years before moving to Port Lincoln in 2014.

Darren started with Eyre PeninsulaBroadcasters, 5CC and Magic 899 radiostations in November 2006, starting out as a Sales Representative before progress-ing to the Sales Manager’s position and, in December 2014, he was appointed Gener-al Manager, a position he still holds today.

Previously, he worked for the Port Lincoln Times for 18 months before moving into radio, so to date, he has worked in the media for over 15 years.

Darren values the relationships built up with the station’s clients and the community over this period, and enjoys the challenge of developing promotions that work for clients and enhance the appeal of the stations for the listeners.

Working at the radio station puts Darren in a very fortunate position in that he can support the Eyre Peninsula community in so many ways, and this really is the most fulfilling part of his job.

“We live in the best region in the world, and it’s an honour to be involved as Em-cee of the EPLGA Conference in Kimba this year, having previously been involved at Cleve and Tumby Bay conferences. It’s another opportunity to continue to forge relationships with the leaders and people throughout the Eyre Peninsula,” Darren says.

Sam is the President of both the Local Gov-ernment Association of SA and the Eyre Pen-insula Local Government Association, and the Mayor of the District Council of Tumby Bay. As a fourth generation Eyre Peninsula farmer, Sam is passionate about strong leadership, ensuring that regional perspectives are un-derstood, and that the opportunities the Eyre Peninsula has in particular are maximised.

Sam advocates strongly for rural health, in-frastructure and transport, export opportu-nities, and sensible reform. In the rest of his time, he still works in the family farm-ing business and has a young family, which he spends as much time with as possible.

He has been active in the project to strengthen the electricity supply to Eyre Peninsula and is excited to speak about the plan to get the job done.

KELLEDYJONES LAWYERS 2019 EPLGA CONFERENCE PROGRAM& KEYNOTE SPEAKERS

Michael is a public law specialist, widely recognised as the key legal advisor to local government in South Australia. He is one of Australia’s foremost experts in local govern-ment law and practice, and in consecutive years from 2011-12 to (and including) 2018-19, has been recognised by his peers in the prestigious Best Lawyers Australia list, which identifies the nation’s outstanding legal tal-ent. Michael is an acknowledged authority on legislation and common law principles that impact local government and is often

called upon by senior staff to provide strate-gic, political and business advice in conten-tious, sensitive and difficult matters.

Adopting a personalised partnership model, Michael delivers a wide range of workshops, briefings and seminars. He has been widely published in local government publications and is a sought-after author and regular speaker at sector conferences both inter-nationally and within South Australia.

Scott is a Certified Practising Planner with more than 25 years’ experience in the planning and infrastructure industry spanning both public and pri-vate sectors of South Australia. During his more than a decade with ElectraNet Scott has over-seen the preparation of applications for a number of major infrastructure

Peter works as an Economic Development Manager for RDAWEP and leads RDAWEP initiatives for energy, water and infrastruc-ture across Eyre Peninsula. A civil engineer, Peter previously was Regional Manager for the Environment Protection Authority, Board Member for Natural Resources Murray Dar-

ling Basin and a lecturer at Deakin University. Peter received his Bachelor degree from the University of South Australia and started his career with various local governments across metropolitan Adelaide. He currently resides in Coffin Bay with his wife and two children.

CHIEF EXECUTIVE OFFICER, LOCAL GOVERNMENT FINANCE AUTHORITYPaul Slater is the Chief Executive Offi-cer of the Local Government Finance Au-thority of South Australia. Born and bred in Sydney, he is a lover of sport, partic-ularly all the football codes and cricket.He has an extensive background in bank-ing and investment banking, and has spent over 40 years in treasury risk management. He has managed a number of multibil-lion-dollar balance sheets and was responsi-ble for achieving multimillion-dollar profits.

After completing an ‘apprenticeship’ with the Commonwealth Bank in the early 1970s, Paul has managed the treasury activities of Barclays Australia, Midland International Australia, Ca-nadian Imperial Bank of Commerce Australia, Queensland Industry Development Corpora-tion and has been CEO of the LGFA since 1997.

Robert has a commerce degree and has worked in finance and treasury roles for over 35 years, and is a long-serving member of the LGFA executive team. Initially, he was responsible for running the money market and investment service at LGFA, then in 2013

transferred over to the asset side of the LGFA book, where he is responsible for the lending function to councils and prescribed govern-ment bodies. Robert is a member of the Fi-nance and Treasury Association of Australia.

Taryn has been the CEO of Local Government Professionals SA since January 2010. In this role, she is responsible for positioning the Association as a leadership organisation fo-cused on the professional development of local government professionals for the ul-timate good of the community they serve.

Passionate about developing leaders to tackle the complex issues we face in a rapidly chang-ing future, she is also an Alumni of the Trans-formative Leadership Program (2016), a col-

laboration between the University of Adelaide and the Lyndon B Johnson School of Govern-ment at the University of Texas and a Fellow of the Governor’s Leadership Foundation (2009).

Throughout her career, Taryn has developed a solid understanding of the not-for-profit and lo-cal government sectors and has strong skills in developing leaders and forming partnerships.

Returning to her hometown of Darke Peak in South Australia’s Eyre Penin-sula after a decade away, Sarah Pow-ell was distressed to see how quickly the once-thriving community had declined.Recognising that sporting clubs are an incuba-tor of leadership and the hub of community participation in rural communities, Sarah es-tablished the Champions Academy to teach young people to recognise their potential and give them the skills and confidence to be-come leaders, advocates and change agents.

Sarah’s grassroots initiative pairs sport-ing club members with mentors and provides them with a cutting-edge personal development experience.

The cornerstones of Champions Academy are: leadership coaching using the latest breakthroughs in social-cognitive neurosci-ence, a participatory media “story catching” project, professional development work-shops and public events designed to gener-ate social cohesion and economic benefits.

Karen has a background in conservation and park management through Uni SA, and marine biology through Flinders University.

Karen’s past experience in state government was most notably in PIRSA’s then Aquaculture Division, and she has also worked in the prawn fishing, building and housing industries.

You may be familiar with the ‘Love Australian Prawns’ campaign she worked on. Karen has been back in PIRSA for two years now and is pas-sionate about the future of the Eyre Peninsula.

Daniel started his career in town planning at the Campbelltown City Council in 2015. Progressing his career, he subsequent-ly made a move to the City of Playford where he worked in Development Services before joining MasterPlan in late 2016.

Since joining MasterPlan, Daniel has worked on varied forms of development facilitation and assessment, providing ad-vice in respect of residential, commercial, health, industrial, recreational, coastal

and environmental land uses. Daniel has been involved in numerous projects on the Eyre Peninsula, providing advice for various councils and private sector clients.

When not being a planner, Daniel is an accomplished triathlete, however that didn’t help him at all representing the District Council of Kimba in last year’s EPLGA Conference prawn-eating relay.

Rhys Williams is the Director of the Make Place in Mandurah a creative co-work space for young social and business en-trepreneurs. One of the youngest coun-cillors elected in WA local government, Rhys specialises in innovative methodolo-gies for engaging young women and men.

He achieved the status of the 2015 Young

Western Australian of the Year and rep-resented Australian at the World Young Leaders Forum in Dublin, Ireland in 2015 and Ottawa, Canada in 2016. He is also the Chair of the Halls Head Se-nior School Board and Chairman of the Mandurah Performing Arts Centre.
