NAP’S MAIN TASKS IN 2018 & 2019

GENDER EQUALITY AND WOMEN EMPOWERMENT
GEWE prioritized to implement in route A
• Target 4.5.1: Gender equality in education and training
• Goal 5: To achieve gender equality, women
empowerment and creation of opportunities for women
and girls
• Goal 16: To promoting social equality for sustainable
development, create ability of accessing to justice for all
people; develop effective, accountable and participatory
institutions at all levels

▪ Gradually making gender equality a cross-cutting issue in all
political, economic, cultural, and social spheres with
remarkable results such as: women’s representation in the
National Assembly in the 2016-2021 term reaching 26.7 per-
cent; and, the year 2017 recorded 12 out of 30 government
ministries and agencies with female leaders holding minister
and deputy-minister positions; There is an increasing trend in
female-owned enterprises, at present 31.6 per-cent of
enterprises are female owned.

▪ A reduction in inequality and an improvement in the
promotion of access to justice and information.
▪ The principle of gender equality is mentioned in the
Constitution and important laws such as the Law on Gender
Equality, Law on Election of Deputies to the National
Assembly and People’s Councils, and Law on Support
for SMEs.

However:
• SDG 4: The gender gap is getting wider in access to
vocational training for some ethnic minority groups.

• SDG 5: Women still represent a lower percentage of
leadership roles than targeted in the women still

• Early marriage and all forms of gender-based
violence in rural, mountainous and remote areas
heavily populated by ethnic minority people. Women
(72.9%) participating in the workforce remains lower
than men (83.0%) and a gender gap remains in
terms of salary. Women must do the vast majority of
unpaid housework.

GLOBAL/REGIONAL FRAMEWORK RELATED TO
GEWE IN VIETNAM
• Conventional on the Elimination of All forms of Discrimination
against Women (CEDAW).
Propose to amend the Labor Code in terms of equality in the
job sector and equal retirement ages for men and women.
• UN Framework Convention on Climate Change: COP 18 in
Doha call mechanisms to track progress toward gender
balance
• Land rights is high profile issue where the empowerment of
women need to be cultivated.
• UN-REDD programme focuses on how gender should be
mainstreamed and women empowered through
implementation
• Disaster Risk Reduction: roles of women in DRR and CC
adaptation
