Opening Ceremony Opening Remarks

Distinguished Professors, Researchers, Members of the Faculty and participants

On behalf of the Organizing Committee, I am very honoured and delighted to welcome you to this Asian Vocational Education and Training International Conference at Seoul National University. This year, we are holding this conference in conjunction with the 13th AASVET Conference and we are grateful to be hosting this event jointly with the Korean Association of Qualifications and Skills. This is also the second time we are hosting the AASVET conference in Seoul National University.

Ever since the World Economic Forum last year in Davos, the Fourth Industrial Revolution has been actively debated within Korea. The advancements in field of Artificial Intelligence and Digitalization is expected to drastically change not only the occupational landscape, but also the nature of work. As the uncertainty of the future work gets more attention and concern by the society, vocational education and training and qualification system plays an important role in fostering the required workforce. It is due to this realization, that we have chosen the theme for this year’s conference: “Innovation and Development of Occupation, Qualification, Education and Training for the 4th Industrial Revolution”. In this conference, we intend to provide a platform for the review and exploration of education, training, qualification and occupation to accommodate to the 4th industrial revolution.

I would like to thank our invited distinguished speakers Dr Kirby Barrick, Professor Emeritus from University of Florida USA, and Dr Ramlee Mustapha, AASVET board member from Malaysia and Professor at Sultan Idris University. There will also be 4 plenary speakers from China, Japan, Taiwan and Korea, who will share about the theme from the perspective and context of their countries. More than that, we have received a total of 55 concurrent presentations from 21 Universities and 5 research institutions from 6 different countries. These concurrent sessions are cantered on academic researches and will be split into 4 sessions. I appreciate the hard work of the AASVET board members in these countries in bringing such big delegations to our conference this year.

I would also like to express my sincere gratitude to our co-host for this conference, who have supported us technically, financially and morally, especially Distinguished Professor Lyau

Nyan-Myau, President of Asian Academic Society of Vocational Education and Training; Dr Cho Jeong-yoon, President of the Korea Association of Skills and Qualifications; Prof Lee Chan, Head of Department of Agricultural and Vocational Education, and Mr. Kim In-Kon, Vice President of HRD Service of Korea.

A field trip will also be organized after this conference day and we have been fortunate to have the support of a great group of partners especially from GIFTS and Seoul Robotics High School, for hosting us in their institutions during the field trip.

I would like to appreciate the local technical committee members who have all worked extremely hard to take care of our participants and put together the conference programs. We have done our best to organize these conference but we would also like to apologize for any shortcomings and inconveniences during the whole conference and events leading to the conference day.

I sincerely hope that the active participation of all of you here and your discussions will contribute to lay a solid foundation for the direction and innovation of the work-training-qualification system in Asia.

Ladies and Gentlemen, good morning:

On behalf of Asian Academic Society for Vocational Education and Training (AASVET), it is a unique privilege to have the opportunity of speaking at the opening ceremony of the 13th AASVET International Conference here at Seoul National University. I would like to extend my greatest appreciation to the organizing committee from SNU for their contributions to hosting this event to bring together government officials, academic members, and educators, college faculties and graduate students. We look forward to hearing and sharing with the participants of this Conference their academic research results and practical experiences. Thank you again for

making this happen.

AASVET is a non-profit organization. The establishment meeting was held at Nagoya, Japan in 2006. The key person, also the founder of AASVET was Professor Moriki TERADA, from Nagoya University at that time. The missions of AASVET are multifold, pertaining to all member countries in Asia: to explore vocational education and training systems/models, to share the most recent news and status of academic research paradigm, to provide mutual visiting opportunities for faculties and graduate students, etc. The ultimate goal of AASVET is, with great hope, to contribute our academic outcomes to the development of human resources for all member countries. In order to achieve this mission and goal, AASVET’s annual conference and meeting has been held in more than ten major cities in Korea, China, Japan, Malaysia, and Taiwan, including today’s event at SNU. AASVET will have its 14th annual conference at Yogyakarta State University, Indonesia. I would like to sincerely invite you all to join us next year in Indonesia. It will be our great pleasure to have your participations there again.

In addition to the annual conference and meeting, AASVET also publishes an academic journal—The Journal of Asian Vocational Education and Training. This Journal publishes high-quality papers in English that deal with the issues of vocational education and training. A range of papers are encouraged, including theoretical and evidence-based research papers, case studies, reviews, innovative methodologies and personal reflective pieces. The current chief editor is Professor, Dean Ramlee Mustapha, from Sultan Idris University of Education, Malaysia. The former chief editor, also the first chief editor of our Journal, is a faculty from today’s conference hosting university—Professor Seung-IL NA, an outstanding professor from Department of Agricultural and Vocational Education, Seoul National University. We all

Distinguished professors, speakers and participants,

First and Foremost, I’d like to thank the Organizers from Seoul National University and Asian Academic Society of Vocational Education and Training for inviting the Korean Association of Skills and Qualifications (KASQ) to jointly host this international conference. Our association too, have often gathered in this very place for holding the different kinds of conferences to improve Vocational Education & Training (VET) and qualification system of Korea. However, today is one of the rare moments where this room is filled with people from different

nationalities, all gathered because of our shared interests and passions in VET field.

The KASQ was established in 2011 to build a cooperative network of academic and practical experts in the field of skills and qualifications, and provide a platform for research and cooperation with many stakeholders such as ministries, industries, TVET institutions, qualification testing organizations and others. From its humble beginnings, this association has played pivotal roles for guiding and upgrading policies such as VET, NCS (National Competency Standards), qualification system, and NQF (National Qualification Framework) and SQF (Sectoral Qualification Framework), and more. This fortunately had coincided with the formal government’s policy implementation designated as National Agenda, being managed by both Ministry of Education, and the Ministry of Employment & Labor mainly. So our association has been able to expand its activities with ease.

Since its inception, our activities extended from holding annual conferences every summer and winter period and conducting many research projects surrounding the themes related to the improvement of VET system, NCS, and qualification system. As our association is committed to strengthening cooperation with various international organizations, we are inviting outstanding specialists from UNESCO, UK, Australia, France to our regular as well as special conferences. With the successful joint hosting of today’s conference, I hope our association will hold more meaningful international events and be one of the leading association in maintaining productive international cooperation network with developed and developing countries.

Wholeheartedly, I would like to express my gratitude to Professor Lyau, President of AASVET; Professor Cheol-Young Jeong, Chair of this International Conference; Professor Lee Chan, Head of Department of Agriculture and Vocational Education in SNU; and President of the HRD Services of Korea for their support in making this conference a success. Also not

Good Morning!

I am In Kon Kim, the Vice President for Competency Development and International Cooperation of Human Resource Development Service of Korea, HRDKorea.

It is my great pleasure to extend congratulatory address on the 13th ASSVET (Asian Academic Society for Vocational Education and Training) International Conference in Korea.

First of all, please allow me to introduce HRDKorea to you briefly. HRDKorea is a governmental organization under the Ministry of Employment and Labor in

As you may know, Korea was one of the poorest countries in the world 50 years ago. But now, we have become the 13th largest economy in the world with the GDP of 1.3 billion US dollars.

The rapid economic growth of Korea was possible due to the strategic vocational education and training system. Korea’s VET system has changed according to the various stage of economic development.

In the 1970’s, labor-intensive light industry was dominant and industrial structure shifted to technology-intensive heavy and chemical industries in the 1980s and to semiconductor and IT industries in the 1990s. To keep pace with the shifting trend in economy, Korea adopted education and training strategies apt for each development stage and nurtured quality workforce.

Since the 1990s, more than 70% of high school graduates in Korea have entered universities. Young Koreans tend to be reluctant to engage with skills and TVET sector. As a result, Korea has been experiencing the lack of technical workforce and has had to import the workforce from other parts of the world.

Now, the world is navigating through the 4th industrial revolution with technological breakthroughs in the fields of Artificial Intelligence(AI) and the Internet of Things(IoT). In order to brace for the new era, HRD Korea is taking actions for a better vocational education training system such as NCS, National Competency Standards and work-learning dual system, reflecting the demand of industries.

ABSTRACT

For more than two centuries, the world has experienced massive changes that have affected how we all live and work. First came the movement of peoples from foraging to farming, from agrarian to industrial, and from rural to urban. At a faster rate of development, the second revolution made mechanical power and mass production the norm. Then less than 50 years ago, the world was introduced to digital technology, automation, personal computers, and the internet. Now we have entered the fourth industrial revolution, where such phenomena as robotics, 3D printing, and massive virtual communities have encroached upon our lives. The implications for humankind are vast. While interest abounds in figuring out new technologies, we have been reminded by Klaus Schwab that “all of these new technologies are first and foremost tools made by people for people”. An important aspect of the fourth dimension is the need for human development through vocational education and training. Curricula, credentialing, social skills development, and public-private collaboration locally and globally are critical to preparing the current and next generations of the workforce with adequate 21st century skills.

The impact of globalization on TVET is unprecedented. Changing in the social and economic landscapes has transformed the theory-practice nexus in TVET teacher education. Another revolution is needed to transform TVET system and to prepare TVET graduates for the 21stcentury realities. Drawing on the sustainable development goals, TVET must focus on the whole learner – morally, intellectually, physically, socially and aesthetically. In the new economic era, digital intelligence, multi-literacies, innovative and inventive thinking and enterprising are keys to the 21st century TVET model. Authentic learning typically focuses on solving real-world and complex problems using role-play exercises, problem-based activities, gamification, case studies, and active participation. The emergence of digital learners has changed the teaching-learning paradigm. Gen-Zs take advantage of the enormous resources of the cyberspace by using digital technologies to create something innovative and impressive. The social learning environments are inherently multidisciplinary, thus, authentic learning could be a dynamic tool to enhance learning and to provide opportunities for students to engage in higher-order thinking and active learning. Economic, social and technological advancement poses many challenges to TVET educators. Hence, TVET educational leaders need to focus on seeking new innovative models of TVET teacher education, pedagogy and learning, and support services. World-class TVET teacher education program could attract best students. In order to raise teachers and students’ competencies and standards, it is not enough to declare high performing schools; it is critical to develop thinking and well-rounded students who are the future high performing thinkers and innovators. For the innovation culture to flourish, granting flexibility and autonomy is a way of moving forward. To be competitive and sustainable and to gain international recognition, Asia Pacific countries need to develop transnational standards for TVET teacher education and training with a multidisciplinary and innovative orientation. To be resilient, Asia Pacific region needs a dynamic and sustainable TVET teacher education framework or a roadmap for producing quality TVET teachers in the context of sustainable development. Finally, the future education will be more digitized, interactive, personalized, multidisciplinary, and innovative.

From Unicity to Diversity: Trends of Current Development of Secondary Vocational School Education in China

ABSTRACT

Secondary vocational school education in China used to be employment-oriented for many years, but this feature has been recently changed due to the easier way for vocational students into colleges or universities for further education with the new establishment of modern vocational education system and the more difficulty for them to find a job in labor market, especially so after more application of industrial robots in Chinese manufacturing. Now in most coastal and industrialized areas in China, only 1/3 of vocational school students choose to enter labor market immediately upon graduation, which has totally changed the landscape of secondary vocational education in China. The vocational school curriculum has been changing from the unicity of employment-oriented education into the diversity of preparing students for labor market, for further education in colleges home and abroad, or for starting new business. This paper is to explore the context, causes as well as consequence of this great new change for China today and tomorrow.

Directions of education and human resource development in "New Industrial Structure Vision" report

ABSTRACT

With the technology breakthrough called Deep Learning triggered, discussions about the fear of “techno unemployment” that is deprived of employment by AI and robots got into full swing. For example, according to a joint research between Nomura Research Institute and Oxford University, Japan suggested that 49% of employment is likely to be replaced with AI or robots within the next 15 to 20 years. There is also a view that the innovation of AI, IoT and robotics will bring forth the Fourth Industrial Revolution, while increasing labor savings will create new employment needs. The Ministry of Economy, Trade and Industry with this idea gathered experts and repeated discussions on the Fourth Industrial Revolution and compiled a report titled "New Industrial Structure Vision" in May this year. The report depicts the strategy and roadmap for Japan to successfully ride the wave of the Fourth Industrial Revolution and achieve economic growth. It also shows the direction of education and human resource development accompanying labor migration to human resources development and growth fields in response to the change in employment structure accompanying the Fourth Industrial Revolution. Its pivot is to revolutionize the way of education and human resource development radically to bring up talented persons who create new business. Specifically, it is to develop the following three together; (1)Human resources development at the top tier, (2)Raising of middle-skill human resources through university education and working adults training, (3)Fostering basic qualities and abilities at primary and secondary education. The third (primary and secondary education) means nurturing qualities and abilities in anticipation of a society that is entering the Fourth Industrial Revolution. The concrete direction is as follows; (1)Fostering qualities and abilities such as ability to master information, data and IT for creative problem discovery and resolution, ability to work with diverse people, sensitivity and leadership, motivation to challenge. (2)Improvement of learning about understanding of significance of algorithms, programming, analysis based on data.

From Industrial 4.0 to Manufacturing 4.0: TVET in response to the 4th industrial revolution and current digitization in Taiwan

Industrial trends and the present knowledge-based economy are having a large impact on Taiwan. These trends have become a driving force for enhancing Taiwan’s competitiveness and economic growth. Locally, Taiwan’s universities and colleges have undergone transformation with regards to their mission, goals, business orientation and the ‘education industry’. Upgrading industry’s technology continues to drive Taiwan’s economic growth, adding additional responsibility for universities and colleges to ensure that industry talent is fostered, new and diverse financial business models and strategies are created and implemented, including the recruitment of teachers with international perspectives are pursued, for the purposes of nurturing and developing talent suitable for a knowledge-economy-based society.

Universities and colleges have responded by promoting off-campus college internship programs and rigorous teacher practice and training experiences. With the establishment of industry-oriented - interdisciplinary programs positive results have been gained with regards to: supporting and fostering relationships with professionals in order to strengthen students’ basic learning and skill competencies as they pertain to industry, cultivate students’ desire to embrace continuing education and to promote professional development for teachers.

Innovation is a key to building campus environments that will be beneficial for the success of industry-university cooperation. Government support with relevant laws and regulations that are updated to meet 21st century expectations will provide the necessary mechanisms for school intellectual property and other desired outcomes.

TVET 4.0 transforming in Taiwan include customized TVE education for enterprise, intelligent TVE operating, effective TVE talent cultivation, and Integrated TVE professional curriculum.

In order to response to impact from industrial 4.0, MOE in Taiwan is promoting to deepen and transform higher education. Besides, speeding TVET reconstruction is undergoing as well.

The purpose of this paper is to prepare measures to facilitate the MRA between Korea and Australia. In order to achieve this objective, the following welder qualification was chosen in the benchmarking as a preliminary process before MRA. This paper also aims to provide comprehensive national strategies that will give coherence to the qualification, which will contribute to effectively responding to the policy needs explore to MRA. The aim of this paper is to benchmark the skills required for a welder-metal fabricator in both Korea and Australia, with a view to developing and validating agreed core occupational standards for a welder-metal fabricator in both countries. As a joint research between both countries, the work is being carried out through a consensus approach to identify common core skills required by industry in both countries. Initial benchmarking involved comparing the Korean National Competency Standards (NCS) against Australian units of competency in Training packages at a high level. The current Korea-Australia project is also challengeable in terms of language, culture, distance, however, have meaningful aspects not only just left as a formal documents but also is working towards practical frameworks to facilitate cooperation issues such as TVET, workforce mobility. etc.

The Course Selection OfThe Female Dominated Professions With The National Vocational Qualifications In Japan

ABSTRACT

In Japan, the number of the professions with the NVQ has increased more than 3 times during this 40 years. This has been supported by the expansion of the female dominated professions. The males in these areas are only a few but rapidly expanding in the ratio. By my research in the EHIME prefecture, there seems to be some differences especially between the nurses and the educational professions. The educational professions tend to enter the educational institutions shortly after having graduated from the high school, whereas the 40 percent of the male nurses do not. The male professions did not have the present job aspirations in the earlier time, compared with the females. In addition, the nurses and the education professions tend to have more items to be referred for the course selections.

The Educational Needs of Green Care Professional in Republic of Korea

ABSTRACT

Due to the rapid growth and change of modern society, people want to take rest and want to be comforted. Tradition depicted as follows, "Eating alone" and "drinking alone" are being created in Republic of Korea. Green care, which combines the various resources of agriculture and rural surroundings to care and therapeutic activities, has already started into an industry for the stress diminishing of modern people.

For the development of Green care business, the professionals’ competency is the very important. The purpose of this study is to analyze the competency gap between ideal competency and the existing competency of 79 Green care related business or organizations in Republic of Korea. It has been analyzed the needs assessment by using IPA method in Borich needs assessment, and The Locus for Focus Model by Cho.

In this research, it found that Green care professional need to develop the business plan and financing competency, business promotion and marketing competency, customer security and protection competency, business networking and resource searching competency, customer collecting and management competency (maintenance, expansion, monitoring).

For the results, we should recommend that Green care professionals are required to have professional management skills such as sufficient ideas and experience to carry out Green care activities, business plans, business fund, publicity and marketing, security, and customer management for business expansion should be trained for more able manpower.

The Role of Higher Education in Vocational School Revitalization Program 2017-2019 in Indonesia

ABSTRACT

Revitalization of vocational education in Indonesia is implemented based on Presidential Instruction (Inpres) No. 9 of 2016 on Revitalization of Vocational Schools (SMK) to Improve the Competitiveness of Human Resources of Indonesia. This Inpres became the foundation of the Directorate of Vocational Education in the ministry of education and culture as a work unit directly mandated to carry out the realization of SMK revitalization. Road Map revitalization of SMK 2017-2019, referring to four challenges of education in Indonesia, (1) The fourth new Industrial Revolution just present, (2) ASEAN-level globalization which has been enforced through ASEAN Economic Community, (3) The fulfillment of human resource in the 2045 gold generation by utilizing the momentum of demographic bonus, and to (4) the presence of millennial generation of Indonesia.

The revitalization of SMK is done gradually taking into account the vast and diverse potential of Indonesia's territory, resources, and real labor needs to support the economic development and development of the region. Considering the foregoing matters, the Directorate of Vocational Education for the fiscal year 2017 together with the team of higher education has selected 125 SMKs focusing on four areas of expertise as piloting the implementation of the SMK Revitalization Program covering areas of expertise: (1) Agriculture (agribusiness and agro technology for food resilience), (2) Maritime, (3) Tourism and (4) Creative Industries.

Higher Education in this case is the university preparing teachers and vocational workers are expected to play an active role to jointly with other vocational education and training institutions involved in preparing, managing strategies, implementing, directing and supervising revitalization activities in several vocational schools as pilot projects. The focus of revitalization activities involves curriculum alignment, institutional, learning or instructional innovation, capacity building of teachers and education personnel, standardization of facilities and infrastructure, and industrial cooperation.

In general, there are two roles of higher education in this context , first in terms of preparing and developing vocational teachers (pre-service and in-service training), and second, as part of SMK revitalization.

This paper tries to clarify the relevance between institutionalizing idea and sociological factors through the analyses in institutionalizing process of the new Vocational University which was decided to construct in May 2017. Challenge was the way of existence for total higher education system in Japan. Discussions on the profile of new work force, possibility to train new work force in existing university or colleges, worth for conferment of academic degree and international communality of students’ outputs etc. were consistently exchanged between existing university-junior college side and vocational education side. At the same time, there were some internal differences among specialists concerned in the vocational education and some demarcation conflicts between two departments in Ministry of Education. To make discussions convergent, the roles of economic organizations, specialists concerned in industrial university and technical college were so significant.

Future Directions for strengthening the Qualitative Service of Vocational Education and Training through NCS in Korea

ABSTRACT

The Korean rapid and high economic growth in the past was possible through vocational education and training of a highly qualified workforce. However, worldwide recession in the late 1980s significantly slowed down the economic growth rate in Korea. Korea now faces high mismatch(youth unemployment and labor shortage in SMEs) at the same time, this situation calls for reforms in vocational education and training systems. The comprehensive system of vocational education and training needs to go through a continuous reform effort in order to adapt to the changing environment and needs for Lifelong-Learning society. The Vocational Education and Training is to enable the individual to acquire knowledge, skills and attitude that the chosen occupation demands. In spite of the same meaning and purpose, the providers of vocational education and vocational training system are different. Vocational education is conducted in vocational high schools and colleges for 2-3years under Ministry of Education, on the other hands, vocational training is conducted in public and private vocational training institutions and corporate training center under Ministry of Employment & Labor for specific gravity of months up to 3 years.

In order to reduce the mismatch and enhance the comprehensive system of VET(VE+VT), vocational education and vocational training should be linked tightly through the NCS( National Competency Standards) in the concept of lifelong learning. Korea NCS is a set of standards which identifies and standardizes competencies required for successful job performance. From this, field based education and training and qualification as well as the company's personnel management and employee career development can be made systematically. In addition, the waste of national manpower and budget and consumer-oriented human resource development system can be deployed. This paper aims to take a look at the current status of vocational education and training, and suggest the new directions for strengthening the qualitative service of vocational education and training through NCS in Korea. The results is as follows.

First, NCS and course-based Qualification is more activated as the means of VET connection which can be contributed VET, qualification and HRM. If people are assed their skills accurately and supplied in the labor market, the company has the opportunity to reduce recruitment cost due to improper selection and facilitate labor movement for flexibility. Second, on a societal level, the role of vocational education and training should focus on making a contribution to constructing a society where occupational ability is more valued than academic

credentials. Third, on a national level, the role of vocational education and training should make a contribution to constructing an infrastructure (ex, NQF) for a nation based on knowledge and information technology. Forth, the comprehensive system of vocational education and training needs to go through a continuous reform effort to adapt to the changing environment and needs. Such effort should include clearer identification and categorization of education and training types and methods, and systematization of the conditions and procedures of qualifying educational training providers through the participation of the different stakeholders, such as the corporations, non-profit organizations and social groups and individuals, etc. As the domestic training market opens, an environment should be created which fosters fair competition and management of the quality of vocational education and training.

ABSTRACT

The construction of achievement assessment standards is an important way to standardize management and improve the quality of vocational education. According to the characteristics and needs of teaching quality management in their vocational education, Britain, Germany and Japan designed different models of vocational education achievement assessment standards, including the type of the refinement and decomposition, the grade rating, the works process-oriented, the hierarchical description and the achievement of educational goals. Although the vocational education achievement assessment standards in these countries are different, they are common in terms of development and revision. Rational learn from common experiences of other countries, China should establish a collaborative mechanism for public administration implementation and develop the vocational education performance standards development guidelines based on the consistency of education standards and education policy and employment policy. To improve its objectivity, authority and efficiency, China should keep the teaching quality standard system construction as the central task, perfect the teaching quality guarantee system with internal and external interaction, revise performance standards based on the teaching quality monitoring and research achievements at home and abroad.

The purpose of this paper is to analyze the characteristic of the higher vocational education in Japan by focusing on the logic that each committee had in the discussion on establishing “Universities of Applied Sciences”. The discussion was located as the reforms of universities finally, but it had also been that on establishing the new institution to have existing colleges of vocational education move there in the middle of the discussion. Especially, the specialized training college which isn’t the formal school stipulated in the article 1 of the School Education Law has desired to move to the new institution which is located as non-university and become the formal school in the article 1 of the School Education Law. However, they couldn’t realize because the new institution is located within the system of university finally. Hereafter, colleges of implementing vocational education newly should improve to their systematic position.

ABSTRACT

The purpose of this study is to determine what competencies are needed for workers in the Fourth Industrial Revolution era. In order to achieve the purpose of the study, literature review was carried out on the research on the Fourth Industrial Revolution and workers' competence published after the WEF(2016), and the ‘skill/ability family’ proposed by WEF (2016) was used as a framework for analyzing competencies. As a result, 'creativity' and 'social skills' were found to be the most necessary skills for workers in the era of the Fourth Industrial Revolution. Therefore, it is necessary to actively discuss ways to improve 'creativity' and 'social skills' in the field of Vocational Education. It is also necessary to review and discuss whether qualifications in each country currently have a qualification system to verify these competencies.

The Task of Machine Tool Operators in Small and Medium Enterprises in Indonesia

The objectives of this research are (1) identifying duties of machine tool operators in small and medium enterprises; and (2) identifying tasks carried out by machine tool operators in small and medium enterprises. This research uses descriptive research method. The study participants were eight machine tool operators from five small and medium enterprises in Yogyakarta, Indonesia. Methods of data collection using document review, observation, questionnaires and focus group discussions. Data analysis using descriptive analysis. Results of research: (1) 5 duties done by machine tool operator are identified (maintain safe work environment, maintain the machine tools, analyze blueprint, perform machining operations, clean machine and workplace), and (2) 27 tasks executed by machine tool operator are identified; 22 knowledge and skills; 17 behaviours; and 18 machines, tools and equipment required by machine operators.

This study aims to examine the effect of OA certificate and MS office application ability on the academic achievement and participation in the NCS communication college class. The acquisition of OA certificate and MS office application ability were identified with 187 participants who attended NCS communication skill class and academic achievement and class participation of NCS communication skill class were investigated. And the regression analysis was conducted to identify and confirm each influence. The result of research are shown as the higher MS office application ability, the more positive influence on the class participation.

A Meta Analysis on Contingent and Permanent Employees’ Job Satisfaction in Korea

ABSTRACT

The purpose of the study was to analyze the effect of contingent and permanent employees in Korea on the job satisfaction through meta-analysis. A total of 230 effect size cases were extracted from a total 95 articles and thesis selected for the final selection.

The conclusions as a result of analysis were as follows.First, the study on the job satisfaction of contingent and permanent employees in Korea was

the most performed in job of health, medical, food and service.Second, contingent employees have lower job satisfaction than permanent employees, and the

difference was moderate. In the previous research, there were different results about the job satisfaction of contingent and permanent employees. As a result, the job satisfaction of contingent employees was lower than permanent employees and the difference was normal.

Third, job satisfaction of contingent employees was much lower than that of permanent employees in financial, insurance, food and service - related jobs. On the other hand, job satisfaction of contingent employees was higher in health and medical care, social welfare and religion - related jobs.

Fourth, contingent employees were less satisfied with wages, promotion, working environment, human relations, and work than permanent employees. The difference of wage and promotion satisfaction was nomal and satisfaction of human relations was low.

ABSTRACT

Entrepreneurship education in Malaysia mainly focuses on general knowledge, perceptions, intentions and characteristics to become entrepreneurs. There is still a paucity of empirical research that emphasize the environment in which the study defined as an entrepreneurial learning ecosystem while it is calculated as a ratio of no less importance in entrepreneurship education. This paper will discuss the role of entrepreneurial learning ecosystem within the scope of learning in vocational colleges. A systematic review technique using published articles and books will be used to get information about the topic. The result is a discussion of the ecosystem model of learning, academic plan within college environment and entrepreneurial learning processes. This study proposes a conceptual framework that consists of a three dimension which are academic plan, learning proces and environmental influences in the development of an entrepreneurial learning ecosystem as a basis for future research. In conclusion, the concept of an ecosystem provides a comprehensive overview of the role of the components, processes and influences that range in the vicinity of entrepreneurial learning in vocational colleges.

Influence Of The Stem Education On Vocational And Career Education In Japan

ABSTRACT

The purpose of this study is to consider about whether STEM education in Japan will be able to affect to vocational or career consciousness of students, with referring the data of the transition of women' graduate admissions and the transition of the place of employment after graduating after 1996th. Employment trends of science, engineering, agriculture, other graduate students are as follows. 1) Increase both the Graduate School of Japanese have been associated with the employment situation; information processing technology has been increasing employers until 2000 was called the IT revolution; all categories have been increasing employers until 2007 because most workers retired; and numbers of employers dropped sharply in 2011 to 2012, for which the Great East Japan Earthquake. 2) In all fields, but showed the number each employment is close in 1996, it has greatly loosened in 2016. 3) Science students: After 2011, number of students who become scientists and chemical engineers are greatly decreased, number of students who become information technology engineers are increased. 4) Engineering students: Since 2011, the number of students to become an agriculture, forestry and fisheries and food engineers, mechanical engineers, electrical engineers, and chemical engineer shows a value lower than 1996 years. Instead, the number to be in civil engineering, architecture, surveying engineers and information technology who is in the 3 to 4 times. 5) Agriculture students: Until 2008 all of the employment had increased, however, numbers of forestry and fisheries and food engineers even agriculture have decreased since 2008.

Infusing Stem In Learning Coupled With Higher Level Questions In Preparing For Quality Technical Students.

ABSTRACT

The fields of technical and vocational are fast becoming prime choices of the school leavers. Not only the fields are important industry-wise, they seem to be practical too as choice of related occupations. The challenge is to instil interest in students for these fields through relating technical and vocational with science, technology, engineering and mathematics (STEM) because they are intertwined with one another. The purpose of this study therefore was to develop a set of six STEM lesson plans with higher level questions inclusive. Two similar sets of pre and post-tests made up of higher level questions were developed as instruments to test the effectiveness of the lesson plans in increasing the achievement of elementary students in two schools and taught by two teachers. Quasi experimental design was used for this study involving 120 students from 4 classes. Half of them formed treatment groups and another half the control groups. The pre-test and post-test contained two sections, a and b which were objective and subjective sections consecutively. The data obtained were analysed using the Statistical Package for the Social Science (SPSS) and the findings were presented through frequency, mean, standard deviation and t-test. The results from the data collected showed the achievement of the treatment groups were significantly different from the control groups. And the means of the treatment groups had increased significantly compared to the control groups. Infusing science, technology, engineering and mathematics in lessons attracted the students to learn. Asking open and higher level questions to the students in schools are the foundation of training for the students to embark on technical work in the future or at least to come to understand how industries work.

ABSTRACT

Creativity is the main element for all countries and organizations to maintain their sustainability. To achieve high-income nation in year 2020, Malaysia government admit that creativity is one of the main element that have to be focus on. The objective of this study is to find out more information about creativity in a private education centre, and suggest how to improve the competitive advantage of the company base on the information. The study was conducting using questionnaire by qualitative study with descriptive method. The study population was Lestari Kemajuan Education students. There was 92 respondent involved in the answering the questionnaire. A pilot test was conducted and the reliability of the instrument was α=0.808 which is bigger than 0.700. The data collected was analyzed by software Statistical Package for Social Science. The study show the average mean of creativity level of students fall in middle. There are no significant relationship between the level of creativity and gender and socioeconomic background of students. There is a weak relationship between the level of creativity and average science result in school of students. The finding show there are no significant difference between the level of creativity and gender and socioeconomic background of students and low significant difference between the level of creativity and average science result in school of students. Overall, the study show the creativity of students in Lestari Kemajuan Education and recommend how to improve it.

In this study, the vocational training and strategies of beauty education in Korea and Taiwan are the main variables to explore the era of knowledge economy. The development of process and strategy in vocational education and training was investigated by researchers in the Korean beauty technical school and Taiwanese beauty technical school on the high educational level. Data collection in this study used field visits to confirm the status and strategy of vocational education and training of beauty in the Korean and Taiwanese universities. Then, each variable was analyzed by SPSS. Eventually, this study found that the success from vocational education and training of beauty in the Korean and Taiwanese Universities was influenced by several factors including created a unique vocational educational model, established a multi-level, multi-level, multi-category, pre-service, and on-the-job vocational education and training network.

Challenges Of Implementing Work Based Learning In Polytechnic Sultan Azlan Shah

Work Based Learning (WBL) is a method learning that combines theoretical and practical learning simultaneously in real employment with the aim of to produce graduates who have high performance workability. WBL programs have been formally implemented in Malaysia since 2007 at Community college and Polytechnic. Among the problems faced by Polytechnics in implementing this learning method is the challenge of the bilateral relationship between polytechnics and industry that collaborates to train students. Therefore, the purpose of this study is to explore, understand and explain the implementation of WBL at Malaysian Polytechnic. The study focuses on three main aspects, namely implementation methods, problems in implementation and the root cause of the problem. Qualitative case study methodology was used and implemented at the Polytechnic Sultan Azlan Shah. Participants involved in this study were lecturers, industry employers and students. Data collection process has been implemented for 5 months using interview techniques, observation and documents analysis. The findings show that there are some constraints in the implementation of WBL in Polytechnic Sultan Azlan Shah. These constraints involve a low level of expertise in the WBL program among lecturers and employers, Polytechnic's bilateral and industrial relations problems, assessment problems, management problems and student admission rates for less favorable curriculum programs. Among the causes for the problem is that individuals involved with the WBL have less experience and knowledge than their implementation. Based on the findings of the study, a conceptual framework for the implementation of the WBL is recommended as a guide to the implementation of the WBL program in the Polytechnic.

ABSTRACT

Implementation of Work Based Learning (WBL) in polytechnics has led to graduate employability. As part of its efforts towards the effectiveness of graduates' marketability, particularly in the field of Medical Electronic Engineering. Collaboration between two industries (representing the hospital) namely Faber Group (FGB) Berhad and Advance Pact Sdn Bhd (APSB) with Sultan Salahuddin Abdul Aziz Shah (PSA) (representing institutions of higher learning) Diploma in Advanced Electronic Engineering (Medical) Program - AEU. The study involves WBL data comprising graduates of the last semester PSA graduates placed at FGB and APSB in June and December from 2008 to 2015. A total of 235 data has been obtained over the period showing 100% of graduates' (GE) marketability. This means that all graduates get jobs after they finish. The statistics show that the effectiveness of polytechnics provides students with the skills that are appropriate to the needs of skilled manpower especially in the field of biomedical engineering in hospitals. The findings show the successfulness of this collaboration through the increased percentage of high-level evaluations and the percentage of student intake as employees by the industry.

Personality revealed on Instagram: The Relationship between Photo-sharing and Personalities

ABSTRACT

Based on Rotter’s social learning theory, monitoring a person’s behaviors in social contexts might help to understand a person’s intrinsic motivation and personality. This research was therefore directed to examine the link between Big Five personality and self-presentation in terms of photo-sharing on the social media, Instagram. There were two studies of this research: the qualitative and the quantitative stages. Data in the first study were collected from 41 students from vocational universities. The researchers monitored and logged the photos shared by the participants and recorded their photo-sharing behaviors daily. Participants then responded to Big Five Inventory to assess their personalities (Extraversion, Agreeableness, Conscientiousness, Neuroticism, and Openness). Based on the results of the first stage, a survey was created and sent to 230 students in the second study. Collected data were then statistically analyzed to examine if differences of photo-sharing pattern existed between different personalities. Results identified most popular types of photos shared on Instagram. There was also a relationship between personality and photo-sharing types. Openness and Extraversion were positively correlated with sharing more photos of selfie and food. Conscientious people tended not to share photos related to entertainment (e.g., Idol and Movie). Neuroticism was significantly correlated with sharing photos about feeling. The results demonstrate that observing a person’s photo-sharing patterns, we may be able to see if this person is appropriate for certain jobs. Educators should also remind students that they are supposed to be prudent about their activities online so that their employability will not be ill-tempered in the future.

A Study on the Effect of Chinese Medicine Aromatherapy Olfactory Conduction Course on Stress-release and Sleep for the elderly

ABSTRACT

The purpose of this study is to study the effect of Chinese medicine aromatherapy on olfactory conduction course design, which is based on the action research method design and individual research. The research object background is a 62-year-old female office worker, who is a Management Adviser in a public telecommunications company. The method adopted is pre-test and post-test method, for 4 weeks period; for the first two weeks pre-test , is to fill in the pressure index measurement table, insomnia self-rating table, and morning and evening record of blood pressure and pulse and sleep time. For the third week, before going to bed, started to use lavender highland essential oil diluted with Simmondsia chinensis vegetable oil to release stress and help to sleep, which can be directly smeared on philtrum and continue to record morning and evening (blood pressure BP), ( Pulse P) and sleep time. For the fourth week, started the post-test and then filled out the pressure index measurement table, insomnia self-rating table, and data analysis of case free writing; for the pre-test, the morning and early blood pressure pulse were 114 / 58mmHg P62 & 105 / 53mmHg P65 and for sleep, every day average sleep time was 7 hours and 21 minutes. And for post-test, the average daily sleep was 7 hours and 1 minutes, while morning and evening blood pressure pulse were 114 / 57mmHgp 63 & 107 / 55mmHg P69.Stress index measurement table for the pre-test, there were 10 questions with answer yes, 2 questions with answer no, while for the post-test, there were 5 questions with answer yes and 7 questions with answer no. Insomnia self-rating table for the pre-test was 12 points and 5 points for the post-test, and from these results for the study we can learn that the introduction of Chinese medicine aromatherapy olfactory conduction program actually can help the elderly to release stress and sleep well. This study suggests that the promotion of Chinese medicine aromatherapy olfactory conduction course and the establishment of personal health self-management habits could not only adjust the balance of body and mind at daily time but also improve insomnia caused by stress, and then improve the quality of life; especially due to daily records self-view and management, if necessary, it could timely provide effective medical data for reference so as to reduce the cost of medical expenses.

ABSTRACT

This presentation clarifies the relevance between qualifying technical education courses and career experiences in colleges, and the development of key vocational competencies and vocational values by students. This study was originally implemented as one part of the surveys within the framework of Prof. Terada’s research project. The analysis was made from longitudinal data (N=82) from students at two Japanese polytechnic colleges, based on responses in 2013 (freshmen) and 2016 (seniors). Many students had received vocational certificates before entering college, but the tendency had been reinforced since the first year in college. This influences the development of vocational key skills or vocational values. These situations were shown through factor analyses of variables for skills and values, analyses of variances on factor scales, and some career experience variables.

A Research on the Work ethics of Chinese secondary VET students majoring in tourism in Shanghai

ABSTRACT

The purpose of this study is to know about the work ethics of secondary vocational students majoring in tourism in Shanghai, comparing the differences of work ethics between different genders, different origins as well as among who owing different reasons of major choice. In this study, 443 effective data have been obtained during the period from November to December in 2016, conducted in three schools with high quality of tourism education in Shanghai. According to the statistical analysis, the overall work ethics of secondary vocational students is not very satisfactory. There is no significant difference between male and female. However, in term of “work regulations”, remarkable differences can be found between Shanghainese and Non-Shanghainese students. The reasons for major choice have also a greater impact on work ethics. Work interest affects “work attitude” and “work values” so enormous that there are significant difference and extremely significant difference in the samples. In addition, we have discovered significant differences in “work values” between students who choose the major by themselves and students who were adjusted to the major. It is reported that there is statistical relevance between work ethics and academic records, work interest, major choice.

ABSTRACT

The graduates of both vocational high school (VHS) and academic high school (AHS) are in a very keen competition in the labor market in Indonesia. Even though both of them have different goals, but in the fact 40% AHS graduates in Indonesia jump into labor market. So that, this article examines owners’ view point on employability of graduates from VHS and AHS who are working on Indonesia’s fashion creative industry (FCI). Using head to head comparison, twenty-four FCI owners in Indonesia were interviewed. Data were collected through open-ended interviews. A major finding is VHS graduates who are working in FCI more expected to be employees by owners, but they have weaknesses on work attitude, productivity, and adaptability skill. While, AHS graduates have lack on technical skill, but average FCI owners' view point prefer to hire AHS graduates. FCI owners’ strategies to enhance employability both of them are fostering through training and support the employees to join fashion competition.

This research aims to: 1) express efforts of increasing the competence of Vocational High School students through industrial work practices, 2) find the participation rate of graduate of Vocational High School in the fulfillment of DUDI workforce. This research uses qualitative method with case study approach. The subjects of this study consist of students, teachers, principals and business world and industry. The technique of collecting data in this research is through observation, questionnaires and documentation. This research was conducted at SMKN 2 Depok and SMK Muhammadiyah 3 Yogyakarta. Technique of data analysis uses triangulation. The results of this research are: 1) the effort of increasing the competence of Vocational High School students through industrial work practice consisting of: observation, learning by doing, learning by experience, learning to solve problems, learning through work environment condition, and dialectical interaction between students and the environment at PI; 2) the average participation rate of graduates of Vocational High School in fulfillment of workforce in DUDI during the last three years is 75.4% work in accordance with their area, 18.94% continue study and the rest of 5.66% do entrepreneurship in accordance with the competence of their skills.

ABSTRACT

Culinary is one of famous departments in vocational high schools (VHS) in Indonesia. Many students who graduate from VHS of culinary department are welcomed well by labor market. This study aims to examine the job readiness before the students of culinary department jump into labor market from industries' viewpoints. Using an open-ended interview, 15 owners of culinary industry were interviewed in this study. Further, three-quarter of participants said students who study culinary in VHS have good skills and they are ready to become skilled employees. On the other hand, some other owners said students need more experience before jumping into labor market. The culinary owners hoped the students who graduate from culinary department not only have skills but also creativity to enhance their career in the future.

Influences of Occupational Status and Workplace Training on Vocational Students’ Occupational Identity: a Chinese Context

Occupation status, perception of workplace training and occupational identity are measured with724 Chinese vocational students by qualified instruments. Results of the structural equation model indicate that occupational status and workplace training all influence students occupational identity, while the quality of workplace training has greater influence compared with occupational status, which challenges conventional Chinese views on occupational status and illustrates the importance of workplace training. Furthermore, as the result of regression model, “Expert Culture”, “Match of tasks with competence”, “Task Complexity” and “Autonomy”, regarding the quality of workplace training, predict 29.4% variation of vocational students’ occupational identity. The influences of “Transparency” and “Task Variety” are not significant.

This study aims to analyze the internship implemented in Culinary Art Department, Faculty of Engineering, Yogyakarta State University (PT B Indonesia_Dewi E Murniatioga FT UNY) to improve the students employability skills. Based on preliminary observations of researchers, there are several things that need to be attentive to the implementation of the Internship in PT Boga FT UNY. This study is expected to be one of Internship evaluation in PT Boga FT UNY to improve students’ employability skills as a responsibility of education institutions to students as its main consumer.

This type of research was ex post facto with a qualitative descriptive approach. Data were collected by structured interviews will be used to obtain qualitative data. The study population was student supervisors in the Internship location, especially in Yogyakarta and surrounding areas totaling 16 hotels in Yogyakarta, Magelang and Surakarta. The research sample was a number of 6 hotels 4 and 5 in Yogyakarta and Magelang. Data was collected at the time of execution of the internship program in July-September 2016. The method used in the study was an evaluation study using a model approach Context, Input, Process, and Product (CIPP).

The result shows that the internship program in PT Boga FT UNY cannot improve student employability skills yet. This is because there is a gap between the findings of Internship guidance of FT UNY (the standard criteria) with facts on the ground. To overcome these issues, industry provides some considerations which are relevant to: (1) Context, includes the internship debriefing related to: the understanding and agreement on objectives PI, the technical execution as the application petition, and the procedure of resume writing, interviewing, training interpersonal skills, matching the interest and competence of students with industry requirements, (2) input, includes a database system of integrated internship location, and MoU or agreement with industry, (3) Process, including curriculum and mentoring PI, (4) Product, covering students’ assessment and internship reports.

Study on Social Economic Status of High School Students with Oversea Experience

ABSTRACT

The statistics of the Ministry of Education in Taiwan show that the population of the domestic students who study overseas (including Mainland China) after graduating from both senior high schools and vocational high school reached 1,412, accounting for 0.56%, until June 2016 (Ministry of Education, 2016). For these students, gaining experiences such as going on oversea study tours and visits, participating in international activities overseas, and taking part in international competitions is beneficial to applying oversea universities. This paper aims to explore the relationship between the students’ oversea experiences and the “Social Economic Status” of their parents. The subjects are the second-year students of the 104 academic year (Fall semester 2015-Spring semester 2016). The statistical researches are based on the “Taiwan Upper Secondary Database” (臺灣後期中等教育長期追蹤資料庫). The study results are provided for future reference in the field of education.

Vocational Secondary School (VSS) as one of the educational institutions has a mission or purpose to prepare a workforce who can fill job requirements and qualified professionals who are expected to play a role as a featured tool for business and industry in Indonesia in facing global competition. The principle of industrial cooperation between schools and business world has the objective to accelerate the adjustment period needed by vocational high school graduates to enter the workforce, which eventually will improve the quality of the vocational high schools. A scope of activities that would enable both sides to implement the activities is necessary to be applied during the cooperation. The types of programs that will be conducted consist of the Internship Program, Training Program, Production Program (innovative product), and Graduate Distribution Program. Such programs also implement the strategies of cooperation, such as recruitment, career fair, human resource delivery to the company, hiring process and arrival at the enterprize.

Career planning is the basis of individual career development The objective of this article is to identify career planning indicators for TVET entrepreneurs from Skills Institute of MARA (IKM) and MARA Higher Skills College (KKTM) in Malaysia using Dephi Modified technique. Two rounds were conducted to obtain a quartile range (ROQ) so that the level of consensus among experts was high. ROQ value is the value obtained from the questionnaires that have been completed by entrepreneurs to get the value of the agreement on the career planning indicators. The findings show that two sub constructs found in the career development plan get a high consensus that is the focus of career planning and self efficacy in career planning where no item is eliminated and gets a high consensus. In this regard, it is important that this study is carried out to look at the items needed for an entrepreneur, especially entrepreneurs graduating from Technical Vocational Education Training (TVET) in Malaysia in planning his career well.

EFFECTS OF ORGANIZATIONAL IDENTITY ON A UNIVERSITY CAREER COURSE

ABSTRACT

This study aims to examine how the organizational identity of a university affects the career course. For the purpose, this paper analyzed lesson transcripts from a career course at a university and interviewing students. The findings from the research indicated that this course was designed in accordance with students’ character and the designated mission of the university and students took it for granted that to work as an engineer met the mission of the university. Career education in accordance with an organizational identity might motivate students’ learning and effective in helping students to consider their future occupation. However, this study suggests that too much emphasis upon organizational identity may prevent students’ from pursuing their own values and narrow their visions of the future.

The accomplishment in the vocational education and training program implementation needs a mutual partnership among Vocational Schools and industries. The paper aims to determine: (1) model of cooperation between industries and vocational high school on vocational education and training program especially in the field of heavy equipment (2) contribution by each party to the implementation of the cooperation. The paper was written based on the result of a survey study that was completed on the parties involved and interested in the implementation of vocational education and training program especially in the field of heavy equipment in Indonesia. The paper presents that: (1) The pattern of relationship between vocational and industrial cooperation if that viewed from Vocational Schools side are: (a) fully collaborate (full partnership) in carrying out cooperation programs like peer-to-peer relationship and (b) partial partnership that the Vocational School is in collaboration with some of the industries to carry out some activities of educational programs. Cooperative activities undertaken by the industry is only one aspect of the activity that is part of the overall educational program. (2) Each party has a positive contribution in accordance with the competence and scope of work of each institution in order to achieve the best vocational education and training implementation.

Natural Resource Beta Wave Technology To Stimulate Rural Primary Education

The purpose of this study is to evaluate the effectiveness of using Natural Resource Beta Wave Technology (NRBWT) in literacy to stimulate students with learning disabilities in chinese primary school in Perlis, the Rural Northen State in Malaysia. This quantitative research was designed using Quasi-experimental method. 31 respondents selected as a sample in Sekolah Jenis Kebangsaan Cina (SJKC) in Perlis, Malaysia. This study was treated with Simulation Beta Wave with 20Hz for a period of 9 weeks and without any controlled sample treatment group. A cognitive test of C1 and C2 where ‘C’ stands for ‘construct’ tool was used to collect data before and after the intervention was done. Amidst the treatment, the pre-test and post-test achievement tests were conducted to evaluate the effectiveness of the Beta Wave of 20Hz. The findings of this study was analyzed using the SPSS 22 with descriptive mean, frequency, % and multiple regression. The results indicates that the effect of Beta wave green technology with 20Hz gives significant positive influence in the learning of students with learning disabilities as a Northen Rural State in Malaysia.

The Economic Outcomes of Korean Apprenticeship System

ABSTRACT

The purpose of this study is to analyze economic outcomes of Korean Apprenticeship System from the perspective of society including government, companies, and apprentices, and to suggest economically efficient policy direction.

As a result of cost-benefit analysis of Korean Apprenticeship System, net present value(NPV) and benefit/cost ratio(B/C), which are calculated as a present value of 5 year's(2016~2020) cost and benefit with a discount rate of 5.5%, is 110 million KRW(per apprentice) and 1.823 respectively. It is proved that Korean Apprenticeship System's cost is bigger than benefit in the first year, but benefit exceeds cost in the long term(five years). So, it is clarified that Korean Apprenticeship System is an economically feasible project.

In the new era, the development and transformation of economy and society in China need more high-quality technicians. However, the traditional and conservative talent training model is far from satisfying the demand of the new development. Therefore, Modern Apprenticeship has gradually become the optimal model for cultivating new talents in China. Because the harmony of mentoring relationship directly affects the effective implementation of Modern Apprenticeship, this article is committed to exploring the present situation and problems of this relationship based on the perspective of students, and attempting to explain the underlying reasons, which are important evidence for improving this relationship. Only by establishing a stable and harmonious mentoring relationship can we really promote the development of Modern Apprenticeship and vocational education for better.

Developing The Design Of Social Skills And Social Values Competency Models For The Dual System Apprenticeship Program: Applying The Modified Nominal Group Technique

ABSTRACT

This investigation was carried out to identify and assess the appropriate social skills and social value elements of the dual system apprenticeship program by applying the Modified Nominal Group Technique. These elements will be taken into account in the development of the social skills and social value competence model for the dual system apprenticeship program that will be used as the primary reference for skills instructors. The formation of these elements is based on the panel of experts’ views and consensus. A total of 13 experts who were directly involved with the dual system apprenticeship program were identified. The Modified Nominal Group Technique data analysis was determined based on the score given by all of the panel of experts’ votes, which were converted into percentages and compared with the terms set. The experts’ agreement determined the final elements of social skills and social values. The voting process in the Modified Nominal Group Technique session was not intended to eliminate or abolish any element that had been mutually agreed upon by the experts. Instead, the voting process was aimed at determining the priorities of each of the elements according to the preference of each expert, that was based on individual scale interpretation. The Modified Nominal Technique group contains five stages that need to be observed: research briefings, idea generation, sharing and discussing ideas. The best idea went through a voting process and the research findings were presented. The elements that were formed had a great implication on the construction of the model. Therefore, the findings of this study will be the most important source of reference in constructing the social skills competency model for the dual system apprenticeship program.

An Empirical Study on the After Training Benefit Evaluation of Dual System of Vocational Training Program

ABSTRACT

The aim of this study is to evaluate the effectiveness of the " In Dual System of Vocational Training Program " in technical and vocational education so as to solve the "learning gap and reduce the “transaction cost”" between education and business practice.

In this study, Use quantitative and qualitative approach ,data were collected through diversified methodological approaches, including literature analysis, questionnaires, interviews and focus-based discussions from related school, partner and participants.

The results of this study revealed that the key factoring affect the “Dual System of Vocational Training Program” are as the following;(1) The quality of the project and the approval of the business partners;(2) If the participants know their career plans or like the tards after joining, then they are more likely to work for the same business partner or stay in the same industry.(3)This study also showed that although some participants were not working for the same business partner after the project because the business partner did not satisfy their requirements, but they remain to work in the same industry.

This study shows that there is positive value to student benefit with participatory learning.

An Understanding for Industrial Internship Program Development for Preparing Employability Skills of Vocational Students in Indonesia

ABSTRACT

The industrial internship program (IIP) has been widely recognized in many developed countries. This program has shown a contribution to the improvement of labor market outcomes for their country's economic development. This is demonstrated by the quality of job performance of vocational education graduates in the workplace. One of IIP successes is because it has implemented effectively by vocational education and industries supported by the government to provide employability skills to their students. Indonesia as one of the developing countries has also implemented IIP in vocational education both at the levels of higher education and high school, but this program indicated that the contribution of IIP was very minimal to provide work experience directly to the students. This is happening because of different understanding between education and industry how to develop IIP for preparing students' employability skills. Furthermore, to solve this issue, an understanding to develop sustainable IIP in Indonesia will be explained in this paper.

Development Of Entrepreneurs’ Manual For Women

ABSTRACT

Increase of women entrepreneurs are expected because it may break through the stagnating local economy and change the society. However, Japanese women are not utilized fully compared with other developed countries since many women have to abandon their career after the birth of children. In another word, there is a lot of potential to use women’s ability in Japan since they may not be utilized fully. The author and her colleagues conducted hearings with women entrepreneurs to know their success factors and surveyed middle aged women in Fukushima to know their entrepreneurial and human resource development needs. Reflecting these, two days seminars for supporting the future women entrepreneurs were held twice in Iwaki city, Fukushima. Finally, a manual which is aiming to support women entrepreneurs was created as a result of the study and continuous blushing up by PDCA should be required in order to support increase of women entrepreneurs.

Reformation of Teacher-Training Course in Japan 2019 -Focusing on “School Internship”

ABSTRACT

In this study, a teacher training course in the national university and another one in the private university are examined from viewpoint of period, credit and the content of field study. Practice teaching in Japanese system is shorter than East Asia countries, it may be insisted that it is in a good opportunity to experience the various duties of a teacher and decrease stress of a student facing practice teaching who want to be a teacher by prolonging spot experience-based activity, including "school internship." However, it causes a fear that variety and the flexibility that are a merit of "the school internship" are spoiled by legislating in new teacher training course since 2019 as a substitute of the student teaching, on the other hand. Based on such a point, it is demanded now that staffs engaged in teacher training course of Japanese university should perform a teacher training to secure specialty.

"Made in China 2025" will trigger the concept, logic and way of technical survival a profound change in three aspects. Corresponding to this, the role of vocational education teachers must also be adjusted to the leader of the return of vocational education to the life of the world, innovators of curriculum and teaching, pioneers of technological ethics education and technological aesthetics education, promoters of technological innovation education. The transformation of the role of teachers in vocational education can be carried out from two aspects: the first is to improve vocational education teacher training from the system construction level;the second is to cultivate comprehensive professional, to promote the rational development of curriculum and teaching, to disseminate technological culture from the teacher's own development level.

ABSTRACT

In order to provide successful VET in the age of the 4th industrial revolution, it is critical to ensure the professionalism of vocational teachers. On top of that, for the sustainable development of vocational teachers, the competencies of them are needed to be verified. Accordingly, this study was aimed at verifying the competencies of vocational teachers in the context of Korea. To that end, literature are reviewed for drafting the set of competencies and delphi survey involving 13 experts was conducted to examine the competencies we developed. As a result of this study, 6 competency domains and 25 competencies were drawn up.

Analysis of the Work Alienation of Teachers in Secondary Vocational Schools in China

The purpose of the study is examining the wok alienation of secondary vocational school teachers. The sample of the study was composed of teachers(N=1447) employed in secondary vocational schools in 6 provinces in 2016-2017 academic year. For data collection purposes, "work alienation scale" developed by Chung-Shan Sun (1999) was utilized to determine alienation levels. Research results show that teachers felt alienated from school followed by feelings of unaccomplished, meaninglessness, irregularity and powerlessness. In-Service Training For Technical Teachers In Academic High Schools Of Malaysia: An Evaluative Study

ABSTRACT

Since 1996, the technical subjects of Engineering Technology (TK), Engineering Drawing (LK) and Inventions (RC) have been introduced as elective subjects for Form 4 and Form 5 students. Examination results for TK, LK and RC from 2006 to 2010 in the Sijil Pelajaran Malaysia (SPM) [Secondary School Examination] were less encouraging. Data from the Ministry of Education also show a decline in students’ enrolment in TK, LK and RC between 10 to 17 percent from 2009 to 2011. Therefore, it is critical that this research was conducted to assess the planning and implementation of these subjects using a modified CIPP evaluation model –Context, Input, Process and Product (CIPP) by Stufflebeam et al. (1971). Thus, the purpose of this article was to report the results of an evaluative study on staff training among administrators and teachers for these subjects. Data gathered from 159 administrators and 176 teachers were used to analyse their perception regarding the effectiveness of staff training in TK, LK and RC. Interview and observation data were also presented to support the quantitative findings. Implications and recommendations for teaching and learning as well as for future research are presented and discussed.

Ecological civilization is the advanced form of the development of human civilization. In the perspective of ecological civilization system, the vocational education teacher training system has some problems, such as imbalance of individual, imbalance of population and imbalance of environment. To solve these problems, we should think beyond industrial civilization, follow the principle of ecological civilization, on the premise of constructing harmonious coexistence overpass, adhere to independent life, eliminate niche overlap, strengthen the awareness of cooperation and competition ability, to integrate internal and external resources based on "Internet +" technology, to create ecological environment in the aspects of individual, population and environment.

The Effectiveness Of Using Situated Teaching Method On Equipment Operation Training Programs For Property Management Company

ABSTRACT

This study examined the influence of situated teaching on the effectiveness of a property management company’s employee training. The study findings revealed that the training recipients exhibited a considerable improvement in learning outcomes after the intervention and showed an overall satisfactory learning attitude during the training. An expert interview and onsite investigation were performed to identify five systems (i.e., electrical and mechanical system, fire protection system, light-current system, elevator system, and gas system) in the sample apartment complex. These systems were used as the training materials. The study results determined that the recipients displayed lower degrees of familiarity with the electrical and mechanical, gas, and fire protection systems than with the other two systems. Therefore, this study suggested that more attention must be paid to these three systems in future employee training. Shift time did not affect the recipients’ familiarity with the location and operation of the apartment facilities and equipment. Thus, this study suggests that field supervisors must provide individual instructions to subordinate employees to ensure smooth property management. Property management service personnel provide round-the-clock field services to the residence areas they serve to immediately respond to emergency facility or equipment problems and minimize potential loss of property. This dedicated work attitude is aptly a core value that the property management service industry has long promoted.
