2005 - Army Schools were losing militaryinstructional staff to operations while operations demanded more trained soldiers

• TCEP (Training Capacity Enhancement Program) stood up with an initial allocation of 15M. The ALSC was born.

• ALSC TCEP Funding replaced with “ATD” funding FY 2011

• ALSC grew from 11 to 133 personnel last 4+years as a quality e-content design, development, distribution, and overall modernization engine for Army learners. Content became King. Cats herded.

• ALSC’s “Contract In” Alternative Training Delivery (ATD) Model a proven success in terms of meeting LFDTS mission tasks:

• increase throughput• increase quality of training• reduce residency• SAVE MONEY/+ROI while doing it!!!)

Vision Statement

To increase the amount (and quality) of “anywhere, anytime learning” so that modern, learner centric training can be delivered to the soldier,

rather than requiring the soldier to go to the institution. This will provide an enhanced learning opportunity and a better Quality of Life

for the soldier. The ability to overlap courses will allow greater throughput and reduce training costs.

ALSC Successes:• 3.5 M so far in residency savings

• 5 – 10 X this amount if we gauged rounds, tracks, equipment wear, etc

• met MCpl quantity demand (PLQ)

• 1M in “Repurposing” content so far

• Better Quality Learning by Design..

WHAT IF ALL CF TE’SHAD THIS KIND OF SUPPORT?

Systematically build learner centric “content” for best value ($ and sense) across the CF, guided by national SOP, with the TE “at the wheel”. Includes performance support, refresher, individual and collective products, that support competencies/qualifications in a bended, networked, continuous learning world/workplace.

CF learners will “consume their learning” differently in 2013 than today.....The school house staff will know best what to do….(CFSME example)
