    Elected Officers and Standing

    Committees

    Fairfax County Democratic CommitteeAs amended 2006

    1) The County Chair shall

    a) preside at meetings and carry

    out other responsibilities in

    the Bylaws,

    b) act as chief administrative

    officer and legal head of the

    County Committee,

    c) exercise supervision over the

    County Committee and all itsactivities and employees,

    d) represent and speak for the

    County Committee to other

    organizations and to the

    public, and

    e) sign letters or documents

    necessary to carry out the

    work of the County

    Committee.

    2) The Regional Vice Chairs shall

    a) under the supervision of the

    Chair, assist in the

    administration of the County

    Committee,

    b) chair meetings in the absence

    of the Chair, according to

    procedures in the Bylaws for

    determining the ranking of

    the Vice Chairs, and perform

    other duties in the absence of

    the Chair,

    c) oversee and coordinate the

    various Democratic campaignswithin the County,

    d) develop a budget and fund

    raising plan for the Joint

    Campaign activities and

    supervise its implementation,

    e) oversee the preparation of

    the sample ballots and

    f) be responsible for maximizing

    access to Democratic Party

    activities for those withdisabilities, and

    g) oversee the activities of the

    Districts within their

    respective regions.

    3) The Vice Chair for Finance shall

    a) advance the work of the

    County Committee through

    development of a finance plan

    as part of the committee's

    budget process,

    b) supervise implementation ofthe finance plan,

    c) chair the County Committee's

    Finance Committee composed

    of representatives from each

    District,

    d) evaluate fund raising activities

    and advice the County

    Committee on needed

    improvements,

    e) advise the Districts on fund

    raising, and

    f) promote coordination of fund

    raising activities of the County

    Committee, Districts and

    campaigns.

    4) The Vice Chair for Administration

    shall

    a) Manage the computerized

    County Committee voter file,

    including

    b) regularly obtaining general andprimary election history and

    registered voter changes from

    the State Board of Elections,

    c) obtain updated voter

    information from the Districts,

    d) provide registered voter

    services and products to

    distribute to the Districts,

    f) be responsible for maximizing

    access to Democratic Party

    activities for those withdisabilities, and

    g) oversee the activities of the

    Districts within their

    respective regions.

    3) The Vice Chair for Finance shall

    a) advance the work of the

    County Committee through

    of the finance plan.

    d) Chair the County Committees

    Finance Committee, which is

    comprised of representatives

    of each District.

    e) Evaluate fund raising activities

    for adjustments and provide

    recommendations for future

    activities.

    f) Advise Districts on fund

    raising.

    g) Coordinate a calendar of fund

    raising activities of County

    Committee, District

    Committees and Campaigns.

    4) The Vice Chair for Technology

    a) Oversee the technical

    operation of all computerized

    databases employed by the

    County Committee for:

    i) Financial Recordsii) Voters Files

    iii) Volunteers

    iv) Others as deemed

    necessary

    b) Oversee the purchase and

    maintenance of office

    software and hardware to

    5) The Vice Chair for Precinct

    Operations shall:

    a) Develop and manage

    implementation of the

    precinct operations for each

    election to include:

    i) Identification of potential

    Democratic voters.

    ii) Recruitment of

    Volunteers.

    iii) Development of training

    programs and materials

    for precinct operations.iv) Oversee the

    implementation of

    Precinct Operations in

    each District.

    v) Chair the Precinct

    Operations Committee to

    be comprised of

    a) Promote the election of

    Democratic candidates

    Democratic voters and

    supervise implementation of

    the plan,

    b) Report to the County

    Committee on the registration

    plan and its implementation,

    c) Chair the Voter Registration

    Committee,

    d) Coordinate voter registration

    activities in the Districts, givingpriority to those programs

    that will register potential

    Democratic voters,

    e) Register voters in a timely

    manner to support

    Democratic campaigns,

    f) Recruit County Committee

    precinct operations

    activities across District

    lines, where appropriate,

    to promote the election ofDemocratic candidates,

    vi) Assure the

    implementation of

    Precinct Operations Work

    in each District,

    b) Chair the Precinct Operations

    Committee,

    c) Evaluate precinct operations

    activities and make

    recommendations to the

    County Committee forimprovements.

    d) Coordinate with the District

    Chairs and with the Voter

    Registration Committee to

    assure that newly registered

    potential Democratic Voters

    and supervise implementation

    of the plan.

    b) Chair the Voter Registration

    Committee to be comprised

    of members from each

    District.

    c) Coordinate with Districts by

    providing training and

    materials to effectively carry

    out a registration program.

    d) Promote outreach programsto newly registered potential

    Democratic Voters.

    e) Work closely with campaigns

    and Precinct Operations

    committee to GET OUT THE

    DEMOCRATIC VOTE.

    assure consistent record

    keeping for the committee.

    9) The Recording Secretary shall

    a) Record minutes of all County

    Committee meetings and

    Steering Committee meetings,

    b) Distribute minutes ofimmediate past meetings to

    the appropriate committee

    body for approval,

    c) Make any revisions to minutes

    approved and maintain official

    files at County Committee

    headquarters,

    Committee,

    g) Prepare and maintain

    d) Facilitate review of minutes

    participation by younger

    adults, and

    e) recommend activities and

    special publications forencouraging participation of

    younger adults in County

    Committee activities and in

    County Committee on

    Election Law issues.
