Axelrod: [00:00:16] Among the many names that surface when people start playing that conjecture game about 2020 is Governor Jay Inslee of Washington a former member of Congress a successful governor now head incoming of the Democratic Governors Association and one of the leading voices in the country on the issue of climate change. I was in Seattle recently and sat down with the governor to talk about that and many other things. Good news in the state of Washington. Axelrod: [00:00:58] Now there's been a lot of Inslees in the state of Washington for a very long time. Right you didn't migrate here. Inslee: [00:01:04] No we love migrants and that's why I'm so infuriated about the doctor decision by the president today. Axelrod: [00:01:10] We'll get to that. Inslee: [00:01:10] I can't claim to be one. Axelrod: [00:01:12] Good pivot but we'll get to it. Inslee: [00:01:13] We're eager and or we all have high feelings about this. No I'm fifth generation stay. So we've been here quite awhile and I love this state and we've done it for a long time. Axelrod: [00:01:25] Tell me about you grew up here in the Seattle area. Inslee: [00:01:28] Yeah old Seattle boy I went to high school married my high school sweetheart. My mom and dad. My mom was a homemaker and worked at Sears and was an artist my dad was a teacher and coach and a very beloved coach. Axelrod: [00:01:42] And you were an athlete.

aboutschoolsandweactuallyranthesameyearin88andsheisdoingsuchgreatworkforusrightnow.Ilovewhatshe'sdoingintheCongress.Axelrod:[00:04:32]Sheisveryauthenticvoice.Inslee:[00:04:34]SheiswhatyouwanttodesignasaU.S.senator.She'sbeentherefortwodecadesandstillhasthecommontouch.She'sstilladaughterofBothell,Washington.Shecombinesthefiberandstrengthofawarriorwiththegraceofapersonwhoisnowdoingbipartisanworktotrytogetsomebipartisanimprovementstothehealthcarebill.Iknowthatshedidgreatworkontheeducationbill.Youreallycannotdesignacenterbetterthanher.Axelrod:[00:04:58]Yeah.YouknowyouwonderwhenyouhearherstorywhetherwhetheritwouldbeaspossibletodayjustgiventheenormousamountofmoneyinourpoliticsandImeanshereallybuiltagrassrootsorganizationbutshecametoitwithnopersonalresources.Inslee:[00:05:18]AndIstillbelievethat'spossible.Weseeithappening.Outsidersarewinningtosomedegreethelustforoutsidershasperhapsopenedadoorforspirit.TrumphasadifferentkindofoutsidedifferentkindofoutsiderthatIwonandyouknowIbeataRepublicanmayorandoneofthemostheavilyreddistrictsinthewesternUnitedStatescomingoutofnowherebecauseIhadamessagethatresonatedwithwithmyneighborssoyoucanstilldothat.IwantanupsetinCongress19and92IbeataRepublicanin1998andnowoneoftheonlytwoRepublicansbeatthatyearasincumbentsbecauseIwasoptimistic.Soasyoubringalloptimismandahecklotofshoeleatherandenergyyoucanstillgetinthesepositions.Axelrod:[00:06:01]Youyoumentioned92andyougotelectedin92anddefeatedin94.Talkaboutthatandsortofwhatwhatledtoyourdefeat.Inslee:[00:06:24]Doingagoodjob.That'swhyIwasdefeated.ItsoundsalittlebitironicbutIbelieveit'sthecase.IrepresentedaveryredRepublicanareaasmalltownincentralWashingtonYakimaValleyIlivedinSeattleWashingtonwhichIloved.Igrewhayinthreeferalboysinthesagebrushandhadagreatlife.Butin94wedidsomethingsittooklittlegumptionlittlespineandwe'reabitcontroversialandtheonethatmostpeoplewouldpointtoisbeingpivotalinmydefeatasIprovidedoneofthefinalvotesfortheassaultweaponban.Axelrod:[00:06:59]Somethingyouropponentundoubtedlyremindedvotersof.Inslee:[00:07:03]HedidincludingtheentireNRAandtheentirecombinedestablishmentoftheRepublicanParty.ButIreallybelieveditwastherightdecisionthenIbelieveitwastherightdecisionnow.Ihavenotregrettedthatvoteforcommonsensegunsafety

Inslee:[00:11:43]Itwasinthebackofmymindbutmostlysurvivingandfeedingmypreciousthreechildrenwasthemostimportantthingatthetime.Butlookthere'sthingsthatIfeelpassionatelyaboutandbyservinginpublicofficethat'sthebestexpressionofthatpassion.Ifeelpassionatelyabouttheenvironmentinmystatewhichisnowundersiege.IfeelpassionatelyabouttheeducationofourkidswhichtrulygotusintothisbusinessinthefirstplacethatIknewisunderfundedandunderserviced.IfeelpassionatelyaboutthejusticethatwenowallfeelandImentionedthisdocketdecisionaboutwhenpeoplewhoarevulnerablewhoareabusedbythoseinpower.SoyouknowthisisaplacetoexpressthatandalsodosomethingformycommunitysoIhave.Winloseordraw.Ihavebeenthrilledtobeinthepublicdebate.Axelrod:[00:12:35]Weshouldpointoutthatin-betweenthosetworacescongressionalracesyouhadaraceforgovernorinthere.Inslee:[00:12:44]Idid.It'snosecretthatIranforgovernorin1996itjustseemedlikeoneatthetime.Iwasvastlyovermatched.Iranagainstanincumbentwhennooneelsewould.Thentwosortof80poundgorillasgotintherace.Andweweretoast.ButsomegoodpeoplewhohelpedmelateronmychiefofstaffImetwhobecamemychiefofstaffanddidagreatjobinCongresssogoodthingscancomeoutofofdefeats.Axelrod:[00:13:12]YoutalktomeaboutthedifferencebetweenbeingamemberofCongressandbeingthegovernorofastate.Imeanit'savastlydifferentresponsibility.Inslee:[00:13:27]It'sthedifferencebetweenyouknowsittingonthecouchwatchingafairlyinterestingsitcomandmakinghistory.Youcan'tyoucan'treallyoverstatethedifferenceagovernorcandomoreinanhourthanamemberofCongresscanandtwoorthreeyearsit'sjustthenatureoftheposition.Iwasveryactive.I'mproudofsomeofthethingsIdidinCongressI'mproudofthevotesItook.I'mproudofmyworkonthehealthcarebillandwhatthataccomplish.I'mproudofmyworkonclimatechange.ButI'vebeenabletodoinanhourmorethanIcouldinCongress.We'vereallymovedtheneedleonclimatechangewe'vedonesomegreatthingsonhealthcareinmystatewithspectacularsuccessandthat'sbeenbecauseofthepowersthatthegovernorhasandthat'sjustthenatureoftheofficesoitisawildlymuchmoreproductiveposition.That'snottodiminishCongressisjustinnaturewhenthere's500thanyouimagine.YesprobablymorethanIimaginedaboutthedifferenceoftheabilitytoactuallymovetheneedle.Soitwilltakeclimatechangeforinstance.SoIworkeddayandnighttopassclimatechangelegislation.WegotitthroughtheHousetheSenatestalledandthatwasdisappointing.ButnowIhavebeenabletothroughexecutiveactionwiththestrokeofmypencreatealimitationontheamountofcarbonpollutioninthestateofWashingtonistheonlyonetheUnitedStatesthathasbeencreatedbyexecutiveactionispursuanttoourstatecleanairlaw.AndIhavebeenabletotellmycitizensthatwe'reputtingacapontheamountofcarbonpollutionthatcomesoutofoursmokestacksandtailpipes.Andthat'sasignalachievementandonly

happenedbecauseIhadthatexecutiveauthoritytodothat.We'vebeenabletopasslegislationin.Axelrod:[00:15:11]Amatteroflitigation.Inslee:[00:15:12]Yesit'slitigationandofcoursethefossilfuelindustryisalwaysgoingtotrytooverturnanythingthatwouldreducecarbonpollutionbutwefeelconfidentthatwewillprevailonthis.Butwe'vealsohadlegislativesuccesseswe'vecreatedacleanenergyfundthathelpsbusinessesgetgoingacrossyouknowsortofrenewableenergyrenewableenergysowehavebusinessesalloverthestateofWashingtonthatareputtingpeopletoworkbecauseI'vebeenabletostartthiscleanenergyfundandenergycompanyit'stheleadingmanufacturerofgiantbatteriesthatyoucanintegratesolarandwindenergyintothegridbecauseofit.SAGALThelargestwhichishere.Axelrod:[00:15:54]Thisisahugethingbecausetheabilitytostoreenergyisoneofthegreatsortofmissionsofsciencerightnowifyoucouldstoresolarenergyforexampleforlongerperiodsoftime.Inslee:[00:16:11]It'sreallythekeytomaximizingallrenewableenergysourcesbecausealmostallrenewableenergysourcesareintermittent.Soyou'vegotalotofenergywhenyoucan'tuseit.SostoragereallyisthealphaandomegaofresearchrightnowWashingtonisleadingthewaybothinenergycompaniesinresearch.We'vealsoestablishedacleanenergyresearchinstituteatourcollegeswhichareturnoutsomegangbusternewdevelopmentsbothinstorageandintegration.Ourcompaniesarealsospecializingindevelopmentofsoftwaretobeabletointegraterenewableenergyintothegrid.SoweseethisasahugeeconomicgrowthopportunityformystateandweareonlybeenabletodothatbecauseI'vebeeninthegovernor'sofficetobeabletomovethatforward.Axelrod:[00:16:58]IwanttotalkmoreaboutclimatechangeinabitherebutIwanttogetyourperspectiveonsomethingelsebecauseyouhavetheuniqueyou'vehadanyuniqueopportunityofwatchingtheCongressthroughareallyeventfulperiodoftime.Inslee:[00:17:16]Oruneventful.Axelrod:[00:17:17]Wellwellwellexactly.Imeanthat'smyquestionbutyouknowthatmomentin94whentheGingrichrevolutionhappenedwasahingemomentincertainwaysandI'mwonderingwhatwhatyou'veseenovertheyearsinthewayCongressworksanddoesn'tworkinthesortofpartisanizationoftheprocessandthesortofacrimonythatwe'veseengrowupovertime.Inslee:[00:17:54]YeahIthinkweinourstatehavebeenatleastpartlysuccessfulavoidingsomeofthatacrimony.WehadabipartisansuccessinexpandingMedicaid.
