Combating substance abuse among theyouth of Bela Bela was the main topic ofa drug Imbizo held by the local SAPSand the Department of SocialDevelopment in the Waterberg.The event took place at Sunfa Stadium

on Wednesday, 6 August and aimed atbringing together stakeholders andcharts a way forward in fighting thissocial dilemma.Officials and management from the

local, district and provincial Police inconjunction with Social Developmentand sector departments attended theevent.The Limpopo police deputy

commissioner Major-General BennyNtlemeza also graced the event,accompanied by Major-General LesibaMashilo.Non Government - and Community

Based Organizations such as Light ofAfrica, Concerned Parents FightingAgainst Drug Abuse (COPFADA), YouthAgainst Crime, Ministers’ Fraternal andTraditional Health Practitioners Forumwere also in attendance.Many recovering and rehabilitated drug

addicts were the main speakers of theevent.Among the speakers was former

journalist Vernon Kale and smallbusiness owner Daniel Lebelo. Both thesurvivors gave a background history oftheir lives and journey to drugs,explaining how the abuse affected theirlives.“I can not understand how I could allow

drugs to control me. It was painfulseeing my mother in tears, with no hopeof what she could do to help me. Onceyou have started with drugs there is nogoing back and in that way, you aretaking a journey to nowhere. Those wholooked up to me are now looking downon me like I am a piece of rubbish. Thiskind of life does not matter when youare high, but once you sober up, it hurtsto the last degree,” said Kale.Lebelo said that it is confusing to see

The sixty-one year old grandfather whowas connected with the death of hisgranddaughter’s friend, Sibongile“Bobo” Mahlangu (6), was sentencedunder correctional supervision for 12months on Friday, 1 August at the BelaBela Magistrate court.Bobo was killed in a freak accident in

August last year, when she and herfriend were allegedly playing with thegrandfather’s .38 revolver on a privatereserve outside Bela Bela.It was reported that the grandfather had

taken out the revolver from its safe theprevious night because of allegedsuspicious activity that occurred nearby.According to a police report the

grandfather placed the revolverunderneath clothes inside his closetwhere he had forgotten about it.On the day of the incident, Bobo and

her friend decided to venture inside thecloset where they discovered thefirearm.For reasons unknown, a shot was fired

from the revolver which reportedly strucklittle Bobo.Emergency services were requested

but the six year old was declared deadon the scene.In November last year the grandfather

entered into a plea bargain with the stateand pleaded guilty to negligentplacement of his revolver.Two other charges, the endangerment

of a person or property due tonegligence and failure to avoid theendangerment of a person or property,were withdrawn after pleading guilty toone of the charges.The grandfather was sentenced to

undergo correctional supervision wherehe will be monitored and restricted tocertain areas.He was ordered to complete sixteen

hours’ community service per month aswell as attending coursesprescribed by his correctional officer.The use of strong alcohol and

medication had also been prohibitedunless prescribed by a doctor.The grandfather had also been

forbidden to change his residentialaddress without informing thecorrectional officer.The right to the possession of firearms

had also been revokedBobo was laid to rest in the Bela Bela

Township in August last year.A memorial service was held at Spa

Park Primary School as well as the farmwhere the incident occured.

into me when I ended up using drugsand I never got a valid reason or point.Seeing other youngsters getting aheadand achieving good things in life while Iwas busy dooming my own life seemedfoolish as I kept looking at things inanother perspective. I ended uprealizing that I was driving a vehicle thatwas taking me to nowhere-land and thenI thought at that moment that I needed toquit and make something of myself,”Lebelo said.In her speech, Bele Bela police station

commander Colonel Sibongile Ndabaindicated that there is a high rate of drugabuse in Bela Bela, which leads to crimeincreasing at an exceptional rate. Shesaid that most drugs used by youngstersinclude nyaope and dagga, which robsthem of uplifting opportunities in life.“There is an outcry by parents,

community members and leaders ofdifferent churches, remarking that mostof the dealers live amongst thecommunity and employ innocent youngpeople to sell to their fellow youngsterswho are uninformed. We face achallenge of people who are reluctant toprovide information that could lead tosuccessful arrests. Some allege thatmembers of the police are involved andthere are no convictions whichdiscourages the community in gettinginvolved in the fight,” said Ndaba.Ndaba encouraged people to come forth

with any information that could implicatetheir members in such acts, saying thatwhoever is found guilty will be dealt withaccordingly. She added that the policeare monitoring known hotspots andcountless successes have been made asa result. Ndaba concluded that the policeare planning to intensify partnerships withstakeholders and crime combattingprogrammes.All entertainment activities rendered on

the day followed on the same theme.The entertainment ranged from pantsula

dances to drama, comedy, choirs andcultural dances.

Bela Bela police have arrested two menwho were in possession of dagga.According to Bela Bela Police

spokesperson, Glen Manamela, theincident occurred at the Bela BelaTownship on Friday 1 August.Constable Peter Kgabo was

conducting patrols in Mothokoa Streetwhen he saw the two men carrying thesmall bags of dagga.

Constable Kgabo arrested 33-year oldKau Moumakwe and 23-year oldEdward Ledwaba at the scene andescorted them to the Bela Bela policestation.Manamela said that police confiscated

600 grams of dagga, valued at R100,from the duo and they paid anadmission of guilt fee. According to asource, Moumakwe and Ledwaba bothrun a tuck-shop situated at the entranceof the Township.

The police in Limpopo are offering areward of R100 000 to anyone whobrings information that would lead to thearrest and conviction in court of thesuspect(s) responsible for the murder ofthe formerly well-known communityleader Piet Pale.The 42-year-old Pale was shot dead at

Mokopane’s Hospital View on theevening of 28 June 2014 when hestopped at the gate of his house.According to the information received

at the time of his brutal killing, anunknown suspect approached and shothim through the window of his car,fleeing the scene immediately thereafter.Pale was the Chairperson and

spokesperson of the MogalakwenaResidents Association Forum,Chairperson of the African NationalCongress at Rufus Seakamela Branch,a member of the Mogalakwena ANC

indicated after his death that it is clearthat Pale was assassinated simplybecause he fought for the rights ofMogalakwena community at large.Mabuela also said that Pale was anti-corruption and he always believed ingood governance. He furthercommended the assassinatedcommunity leader for challenging theLimpopo Provincial Government and theProvincial Department of CorporativeGovernance, Human Settlements andTraditional Affairs (CoGHSTA) to put themunicipality under administration andbeing vocal. A delegation from the WaterbergDistrict Municipality declared their pridein seeing their municipality comingtogether with Botswana’s KgatlengDistrict Council to forge and strengthenbonds of partnership.Political management teams,

members of the Executive and MayoralCommittees, Councillors from bothcouncils andmembers of theJoint TechnicalCommittee fromboth municipalitiesrecently gatheredat the WaterbergDistrict Municipalcouncil chambersto celebrate thesigning of aTwinningAgreement.Waterberg

MunicipalSpokesperson PatMalete said thatthe purpose of themeeting was to report to the politicialprincipals by the Joint TechnicalCommittee on the progress made since2012.He added that the objectives of the

agreement are to promote theirmunicipalities as attractive locations forinvestment and tourism and to shareexperience on economic development,tourism, investment and trade.The agreement also aims to promote

social development including sportingexchanges, social upliftment and HIV/AIDS. Malete said that the agreementaims to promote educationaldevelopment including, but not limitedto, links between NGO’s and CBO\s,the business community and otherareas of exchange.The idea is not to limit this exchange

to municipalities, but to also ensurethat local communities benefit.The gathering was also aimed at

checking how far both themunicipalities have gone in theimplementation of the TwinningAgreement.

Waterberg District Executive MayorTlotlanang Mogotlane said that in thepast, municipal international relationswere poorly coordinated and did notmaximize potential benefits frominternational networking. She said thatmany countries find much to learn fromtheir experiences and she believed thatKgatleng is also proud to haveestablished a relationship with them.She said that South African

municipalitiesparticipateextensively ininternationalmissions and as aresult a wide rangeof internationalcooperationagreementsbetweenmunicipalities fromSouth Africa andother countrieshave beenestablished,ranging fromtwinningagreements to

exchange programmes.“We are quite aware that much still

needs to be done, but it is also ourresponsibility to give it special attentionand make history by being the first tobuild a firm municipal relationship. TheWaterberg lives and breathes nature.The region is richly endowed withnatural assets and resources and it isthe principal destination for domestictourism and a main dispersal point forforeign tourists and investors,” she said.“Waterberg is home to an internationallyrecognized Biosphere Reserve in thehearland of this mountainous region inWestern Limpopo and also home to theNylsvley Wetland, which has beenaccorded RAMSAR status.”She added that Modimolle Mountain,

which the delegates visited, is a sacredsite rich in history and part of thecultural heritage of the people of thedistrict.The mayor appreciated the time the

council took to visit her municipality andhoped that together they could create abetter life for communities.

Bela Bela Local Municipality is amongthe rural municipalities in Limpopo thatare reported to be the highest over-spenders of their 2012/2013 capitalbudget.According to the DA in Limpopo, this is

cause for concern. The party has saidthat it will be writing a letter to theProvincial Chairperson of the StandingCommittee on Public Accounts(SCOPA), Rob Tooley, asking him tosummon all the mayors and Section 56managers to account for the state of themunicipal finances.The DA’s statement follows a recent

report for the 2012/2013 financial year bythe Auditor General stating that none ofthe 27 Limpopo Municipalities got cleanaudit opinions. The report stated thatnine of the municipalities got disclaimeropinions.The DA expressed their concern about

the statement in the report thataccounting officers in 18 municipalitiesdid not prevent the unnecessary irregular

untold stories of how democracy wasachieved and how the country hasworked together, a national reflectionof where people were then comparedto now.“The campaign also includes

thanking the international communitythat played a part in our liberationstruggle. This will strengthen thepartnership our government has withnational, regional, continental andinternational communities forsustainable development. The keymilestone in this campaign is 20 bestmoments of major gains since thestart of democracy. The governmentaims to encourage women in allsectors to tell their stories of wherethey were then compared to now,”said Ramoshaba.In their communiques in support of

Women’s Month, communicatorswere given a revised Women’s Monthcampaign toolkit to use in order tohelp mobilize women to standtogether and celebrate andcommemorate the day and month.A concept document with

communication strategies and keymessages was shared among thecommunicators, who spread themessage through presentations,events and awareness, as well associal media, websites and othercommunication platforms.The government urges women from

all walks of life to continue wearingheadscarves on Fridays, whereverthey are.

DA expresses concerns overAuditor General’s report

expenditure that amounted to R859, 6million. They are also concerned that theexpenditure has increased by 3.75%from 2011/2012.“An estimated R418 million cannot be

accounted for and is being regarded asunauthorized expenditure. Fruitless andwasteful expenditure is standing at R10,4 million which is 68% as a result ofinterest and or penalties on latepayments.Municipalities such as Mogalakwena,

Lephalale and Waterberg District optedinstead to under-spend their approvedcapital budget, notwithstanding theirservice delivery backlog.“This is proof that there is lack of good

leadership in these municipalities and aturnaround strategy is needed urgently,”said the party’s provincial leader,Jacques Smalle.The DA believes that if the policitcal

heads and Section 56 managers aregrilled by SCOPA an acceptable solutionmay be found.Comments from the municipalities are

expected soon.

The Government Communicationsand Information Systems (GCIS) isurging women across the district tojoin the rest of the country incelebrating this year’s Women’sMonth in style.The month’s events included the

lighting of a torch of peace at theUnion Buildings on the 31st of July.The Department is encouragingwomen to wear a doek, or headscarf,on Fridays throughout August.The Department’s spokesperson

Maria Ramoshaba said that thecampaign is aimed atcommemorating the activities of 9August 1956 and honouring thewomen who took part in that days’sactivities. This year the events arebeing celebrated under the theme“Celebrating the 60th Anniversary ofthe Women’s Charter and 20 Years ofFreedom: Together moving a non-racial, non-sexist South Africaforward.”The Department of Arts and Culture

and that of women, together withother government departments,provinces, municipalities andpartners, planned a comprehensiveWomen’s Month and Day for 2014campaign.Important elements of the campaign

include the 60th Anniversary of theWomen’s Charter in 1954, weeklythemes to link with the Women’sCharter, unsing heroes and heroines,

who prepares their scripture forteaching in righteousness, weremove our hats to those womenwho are community leaders,suffering insults from the mouth ofthe youth in their communities,but still calls those youth “mychild.”On 9 August, we celebrate

to extend former President NelsonMandela’s legacy with their endeavourssuch as the cleaning of the holding cellvisiting area.“We saw a need to continue the 67

We have identified communityprojects that are in need of assistance andwe aim to provide assistance where wecan,” said Sebelebele. The team aims toundertake various other projects such asvisiting orphanages and schools to offerpossible assistance.

cost of a single trolley is approximatelyR1000.Instead of paying a hefty fine, Ramaleka

warned that as from Friday 15 August,those who are found in possession oftrolleys without consent will be arrested on

site.“People need to

understand thattrolley theft is a bigproblem whichbreeds even biggerproblems. Thereforeharsher punishmentwill be enforcedagainst those whomisuse our trolleys,”said Ramaleka.

He further urged those who are still inillegal possession of trolleys, to return themto the relevant stores or nearby where theycan be colleted,” he said.
