Monday, 29 February, that they expect amassive turnout to this first registrationweekend.“We are expecting a lot of people thisweekend,” she said. “We are still urgingpeople to register and to check theirresidential address.”She said that many citizens may haveregistered at previous addresses forprevious aelections, so now is the time todouble-check their official residentialaddresses.The IEC confessed concern earlier in the

year about youth voter registrationnumbers, but it would appear that theiryouth voter campaign was a success asthe numbers picked up afterwards.The IEC expects another registrationweekend in April. The date will beconfirmed later in the year.Those who wish to register are advisedto bring their ID documents along for theregistration weekend.Those who wish to register may alsoSMS their ID numbers to 32810, or calltoll free to 0800 11 00 for advice.

Drug dealings at Public ParkJustin Steyn

Drug dealing appears to be onthe rise at the newly constructedtown park in Bela-Bela.

On Wednesday, 17 Februarymembers of the Bela-CrimeSupport group received a tip-offthat a drug deal was in progressin the area.

The group’s chairperson, ElriArlouw, said that she and theteam on duty investigated thesituation.

According the Bela-Belapolice spokesperson MariaMaleto, the group encounteredfour men at the park.

“The group found four men atthe park and asked what theywere doing there. One of themen accidentally dropped asmall packet of dagga which wasconfiscated by one of the BBCSmembers,” she said.

Maleto said that when themembers realised that it wasdagga they requested assistancefrom the local police.

Thembi Mahungo (18) wasarrested for possession ofillegal substances and wasreleased on an admission ofguilt fine of R200. The otherthree men were released andno charges were laid againstthem.

The BBCS group investigateda suspicious vehicle, occupiedby one man, at the park onFriday, 26 February and policewere contacted once again.

Police searched the car andfound a small bag of methcathinone, commonly knownas “Cat”.

Arlouw said that the policetold the man that no chargeswould be laid if he agreed toassist police as an informant tohelp apprehend mass dealers.

Alleged serial rapist’s case postponedJustin Steyn

The case against a 47-year old manwho faces several counts of rape,assault, and kidnapping, has beenpostponed to Monday, 4 April.

The man, who cannot be identifieduntil he has entered a plea in thecase, appeared at the Bela-BelaMagistrate’s Court on Thursday, 25

February, where he was informedthat the Director of PublicProsecutions will soon announcewhere his court hearing will takeplace.

The man was apprehended onThursday, 24 December 2015, andmade his first court appearance onTuesday, 5 January.

The bail application processstarted on Tuesday, 19 January, and

bail was denied on Friday, 22January.The man faces eleven counts of

rape, two counts of assault, ninecounts of kidnapping, two countsof assault with the intent tocommit grievous bodily harm, andone count of robbery.A total of 23 charges were

presented during courtproceedings.

Bela-Bela Police warn residents to stay alertLizzy Bapela

The police in Bela-Bela are warningresidents to be careful to whom theydisclose sensitive information.

The warning comes after a manwas assaulted during a burglary athis home on Saturday, 27 February.The suspects are believed to havebeen known to the victim.

The victim alleged that everythingwas in order when he went to sleepon Friday, 26 February. He heard aloud noise from the front door atapproximately 02:30 and went to

investigate. He looked through thefront door to see outside, since hehad left the outside light on.

He allegedly saw two men forcingthe door open, both with beerbottles in their possession. He saidthat the suspects came into thehouse and, when he confrontedthem, attacked him. The suspectsallegedly robbed him of anundisclosed amount of cash.

Bela-Bela Police spokespersonConstable Maria Maleto said thatthe suspects are believed to havealso damaged the complainant’sproperty before fleeing on foot.

Constable Frans Sekgobela of theBela-Bela Detectives’ Unit tracedand arrested one of the suspects atMabula Game Lodge. The man wasexpected to appear before the Bela-Bela Magistrate’s Court onWednesday, 2 March.“The community is advised to be

careful when giving outinformation to strangers, and if theysuspect that someone they knowmay be involved in criminalactivities, the matter should bereported to the policeimmediately,” said ConstableMaleto.

Bela-Bela supplementary budget meeting

There is a shortage in municipal funds atthe Bela-Bela municipality which willinfluence service delivery.

This became clear during a specialcouncil meeting which was held atForever Resorts on Monday, 29 February,where the supplementary municipalbudget was presented.

This is only the latest of several councilmeetings which was held at the resortinstead of the municipality’s councilchambers.

Morris Maluleka, municipal manager,was present at the meeting in spite of therift between him and Mayor LucasNhlapo.

Maluleka said that the municipality isexperiencing serious challenges, and thatcouncil members need to solve theseproblems as soon as possible, since themunicipality is responsible to residents.He also said that the hall at the resort hadbeen paid for.

Nhlapo also said that things at themunicipality are not going well.

Although the agenda was presented tothe council members, the items were not

Kobus van der Merwe, a DA councilmember and member of the executivecommittee at the municipality, said thatthe only reason that the council memberscame to the meeting was to accept thebudget without discussion, and that theuse of private premises is unacceptable.

The purpose of the supplementarybudget is to adjust municipal income andexpenditure downwards due to poorperformance on debt collection andmistakes in the financial department, asset out in the agenda.

The challenges that were consideredduring the process of creating the budgetwere the national and local economy,rising costs of living, aged water, roads-and electric infrastructure, and expensesrelated to projects.

The total operational income of themunicipality which was not collectedamounted to R9, 9 million, which loweredthe total projected income to R340,9million from R350,9 million, according tothe agenda. The total expenses of themunicipality amounted to a shortage.

The municipality’s expenses currentlyadd up to R387,1 million after increasingby R18,9 million recently.

This brings the total financial shortageto R21,2 million instead of the previouslyprojected R7,6 million.An excess of electricity-related

expenditures increased that budget withR13 million, and procedures were put inplace to prevent losses. Contracts wereadjusted downwards by R7 million afterthe municipal management decided tomake less use of service providers.Other expenses, which include the

municipal fleet and the access controlsystem at the municipality, was adjustedupwards by R12, 2 million, and R4,5million, since the current municipalbudget did not make the properallowances for these expenses.Questions were raised when no reasons

were given for the adjustments on theagenda, and Mayor Nhlapo apologizedfor the incompleteness of the report.Van der Merwe said that the council

members had been invited to accept thebudget, and not to discuss it. Severalcaucuses took place during the course ofthe day.The DA members left the meeting after a

disagreement with other councilmembers, after which the remainingcouncil members accepted the

supplementary budget.Frans Rootman, the chairman of the

Bela-Bela Taxpayers’ Union said that theinformation that was given to them wasincomplete and fragmentary, and that nocouncil member could make an informeddecision on this matter.He said that it was also a matter of

concern to him that the income of themunicipality is so much lower than theexpenditure, since these figures will havea large impact on service delivery inBela-Bela. He is also concerned that thedebt level has gone up considerably sinceNovember 2015.Tinus Ras, a DA councilor, said that in

spite of the poor income, the municipalitysaw fit to increase the supplementarybudget with R18 million.“Several capital projects were moved to

the next financial year, which will havean impact on the municipality’s IntegratedDevelopment Plan, as well as servicedelivery. The millions which wereremoved from the budget could have gonetoward vital equipment, but that hasfallen by the wayside,” said Ras. He alsosaid that the adjusted figures will have anegative impact on the 2016/2017municipal budget.

Important cases postponedto 22 March

A series of important courtcases have been postponedto Tuesday, 22 March. Thecases are either underinvestigation, awaiting trialdates, or awaiting legalrepresentation.

*The case against thirteenpeople accused of publicviolence during an allegedaltercation with the policehas been postponed. Thethirteen were arrested forprotesting and allegedlycommitting public violenceoffences connected withthe murder of WilliamMoikanyane at Selokong inPienaarsrivier on Friday,28 August 2015.

The accused allegedlyclosed off the roads leadingto Selokong and protestedwhile the police attended tothe scene. Thirteen peoplewho have been accused ofmurdering Moikonyanehave since been cleared ofall charges due toinsufficient evidence.

* Clifford Cawood (30)and Hercules Delport (47),are accused of abductingand murdering anunidentified man whoresided at Modjadjiskloof,Tzaneen. They made theirsecond Regional Courtappearance on Friday, 12February.

It is believed that Cawoodand Delport abducted theunknown man and took himto a secluded area at Bela-Bela, murdered him, andthen scattered his remains.

Cawood was arrested inDecember by the Bela-BelaPolice while Delport wasarrested in Boksburg,Gauteng in January.Delport was allegedlyinvolved in the murder and

was also arrested for beingin possession of an illegalfirearm.

On the day of their lastappearance, Delportannounced that he is beingrepresented by Legal Aid.Cawood said that he is stillseeking legal representationby a private attorney, butcould not organize anattorney in time. They wereordered to appear in courton Tuesday, 22 March

* A man from Bela-Bela isfacing assault charges forallegedly attempting tostrangle his mother.

According to Bela-Belapolice spokesperson MariaMaleto, Bela-Bela residentGladys Maphosa woke upto a noise from her yard inthe early morning hours ofSaturday, 13 February.

Maleto said that whenMaphosa set out toinvestigate the disturbanceshe realized that it was herson Steven Seema.

Seema was allegedlyinvolved in an altercationwith other men anddemanded that his motherlet him enter their home.Maphosa said that sherefused him entrance afterwhich he allegedly brokeinto her home, walked intoher bedroom where she hadbeen hiding and allegedlychoked her.

Maleto said that Seemafled the scene but wastraced and arrested bypolice shortly thereafter.

Seema made his first courtappearance on Tuesday, 16February where he refusedbail.

He is expected to appearat the Bela-Bela Magistratecourt on Tuesday, 22 Marchand remains in custody atthe Bela-Bela policestation.

SALGA and district municipality hostWaterberg women

Women came out from across theWaterberg district and its localmunicipalities to attend a commission androadshow. It was held at the OR TamboHall on Thursday, 18 February. The eventwas held by the South African LocalGovernment Association in partnershipwith the Waterberg District Municipality.

Various community based structures andsector departments were also present at theevent.

The gathering was aimed at reflecting onthe role of women in the upcomingelections. According to the IEC, femaleparticipation was very high during the2011 Local Government Elections.

Compared to other years in terms ofregistrations, female participation hasremained high throughout the process ofelections. The association acknowledgesthe fact that large numbers of womenregistered and came to vote. Historically,women have had a high voter turnout andvery low participation as candidates in theelections. This was due to many factorsincluding accessibility of voting stations,

lack of voter education, culture and soforth.

According to the District ExecutiveMayor Tlotlanang Mogotlane women tendto be sceptical, less interested and noteager to participate in politics compared totheir male counterparts. She said that thiscould be related to the feeling that theirneeds are not sufficiently addressed by themale dominated political structures.

The 2011 local government electionspresented different results in terms ofwomen participating at a total number of674 770 compared to men, which was348 099. The ages ranged from 40-79, andthe turnout was very high compared to theyouth. Female participation in the provincewas 66.6% and men was 58.3%. Themayor added that even if party politicsmight intimidate women candidates, the2011 election results show that women canstill participate as voters.

The 2016 Local Government Electionsroadshow is a flagship programme of theSALGA Women Commission inpartnership with the IEC. The strategicobjective of the activity is to create anenabling environment for increasedwomen participation in the elections.

SALGA acknowledged the country’sprogressive policies that are aimed atadvancing female empowerment andgender equality. They emphasized thatwith twenty-two years into democracy, thechallenge remains in the translation andimplementation of these policies andlegislative frameworks. Also that whileimportant strides have been made toempower women and promote genderequality, women still bear adisproportionate burden of the triplechallenges of poverty, inequality andunemployment.SALGA has identified the need to

support the national development goal offemale empowerment and gender equalityat a local government level. By ensuringthat there is continued advocacy throughthe establishment of the SALGA WomenCommission (SWC) and Women Caucus(WC).The SWC is a mechanism to

institutionalise their advocacy processes asthe voice of women in local governmentand is aimed at supporting andstrengthening the national andinternational development goals of womenempowerment and gender equity.

Klaas Mabunda re-elected as Branch chairperson

The ANC’s Monotong Branch of Ward 6 inModimolle is celebrating the party’s youngveteran Klaas Nono Mabunda’s victory.Mabunda was re-elected as the branch’schairperson during the Branch GeneralMeeting that was held in the area recently.

He is not new to leadership position, as hepreviously joined the local, regional andprovincial executive committee of the ANCYouth League.

In his first week as the re-electedchairperson, Mabunda spoke out aboutthe recent protests for water and otherservice delivery issues in Modimolle.When asked about the feeling of hisorganisation on the current situation,

Mabunda said that answers to the difficultquestions asked by the residents should befound, and leaders will then be in a positionto adequately find solutions onchallenges facing the community.

“We have seen tempers rising, patiencetested and lost, but still we areconvinced that it is in the nature ofexpression that we will have casualtiesand damages here and there, althoughsome are avoidable. We see ourselves inthe plight of our community. We identifywith their wishes and hopes, and thisleaves us hopeful that soon we will haveModimolle back to its beautiful glory. Anenvironment fit to conceive and raiseideas to sustainable development,tranquil enough to balance races, andclose a gap between the suburbs and the

township,” said Mabunda.His response on the perceived lack of

communication on the municipalitykeeping the community abreast onchallenges and successes was that theyare the keenest in admitting that theycannot always be perfect. That theyrather taketime to seek wisdom fromthose they seek to provide services to,and lead towards eternal security andcomfort.Mabunda was among the ANC leaders

who got their hands dirty and cleanedthe streets of Modimolle. He alsoreminded people of the voter registrationdays on Saturday, 5 and Sunday, 6March, encouraging them to grab theirIDs and check where they are registeredto vote.

Moses Makhukha says goodbye toBela-Bela Municipality after 12 years

Bela-Bela Municipality will bid farewell toone of their longest-serving employees,Moses Makhukha, on Friday, 4 March.

Makhukha has worked for the LocalMunicipality for 12 years. He startedworking with Bela-Bela municipality in2004 as personal assistant to the thenmunicipal manager. In 2006, he wasemployed full time to work in the controlroom. Makhukha resigned on Monday, 29

February. During his interview with TheBEAT on Tuesday, 1 March, Makhukhasaid that it has been a great pleasureworking at the Bela-Bela municipality.“I am going to miss them so much, but

one has to move on to other adventures,”said Makhukha who is originally fromVenda.He added that his work required great

effort and dedication because he wasworking with traffic officers, electricalpersonnel and sewerage personnel. He saidthat communication is important to carry

out his work successfully.Makhukha will be relocating to the North

West to work in one of the provincialdepartments.“I wish the Bela-Bela municipality can

continue torender theirservices tothecommunityregardlessof race orgender.”

arrived in Modimolle on Wednesday, 24February, amidst protests by locals whowere demanding access to clean water andcalling for the resignation of MayorKgaretja Lekalakala.Premier Mthabatha, who was expected to

address local residents before noon, wasonly able to gain access to the PhagamengTownship in the afternoon. This was afterpolice cleared the streets by firing rubberbullets and unleashing teargas to dispersethe protesting crowd on Joe Slovo Street.The Premier was escorted by Modimolle

Mayor Kgaretja Lekalakala, WaterbergMayor Rosina Mogotlane and the MEC forthe Department of Co-operativeGovernance, Human Settlements andTraditional Affairs (CoGHSTA), MakomaMakhurupetje.He said that the Limpopo leadership

decided to visit Modimolle because of thegrievances raised by the local citizens.Mathabatha said that after robust

discussions with the representatives of localresidents, it was concluded that there werefour crucial demands that needed urgentintervention.“The first one being the demand for water.

After looking into the causes that result inwater challenges in the area, it was foundthat there is a possibility that the situationcan be fixed within four weeks,”Mathabatha said.The premier said a team of experts,

including Lepelle Northern Water, MagaliesWater and the National Department ofWater and Sanitation, made an analysis ofthe situation and discovered that thesituation can be resolved.

A task team of ten members, including twoindividuals from the residents’ forum, hasbeen established.A budget has also been allocated so that

the team can be able to improve the currentsituation within the next four weeks.“In the next four weeks, the premier will

return to announce that indeed Modimollehas water. If there is no water at that time,there will be consequences,” Mathabathawarned.On the issue of resolving the weak power

supply, the premier indicated that Eskomwill be working closely with ModimolleLocal Municipality and the task team to fixthe situation.Another concern was raised by

consumers who were charged, althoughthey did not have access to running water.The premier said that CoGHSTA and the

local municipality will analyse allaccounts, and later decide how to resolvethe matter.Premier Mathabatha also responded to a

call by residents for the mayor and allcouncillors to resign.Mathabatha said that he was in

possession of a dossier which accordingto the residents’ representatives, serves toprove that councillors in Modimolle arecorrupt.The premier said that the premier’s

office still has to go through the file andinvestigate the allegations before anyaction can be taken.The masses who packed the Ephraim

Mogale Stadium grandstands startedchanting “Meisie Must Fall”, at thatpoint, reiterating that the Mayor shouldresign .Residents’ representative Alfred

Maremane spoke to the masses who werenot satisfied with the premier’s response.Maremane pleaded with residents not to

resort to violence and asked them to allowthe leadership’s convoy to leave freely.

DA election campaign goes well

Election time is fast approaching andpolitical parties are busy with theircampaigns, preparing to win votes andoccupy seats within local municipalities.

The DA Provincial Leader, Jacques Smalle,is assisting councillors and aspirantcandidates within local municipalities toerect the party’s voter registration posters.These posters are erected across theprovince. Smalle said that they send a clearmessage that the DA is ready to bring aboutchange in communities.

Meanwhile, the DA in Bela-Bela has alsokicked off their campaign, placing posters

Lizzy Bapela at different public points in the area’s town,township and surroundings. Members weredivided into groups to visit different areasin order to strengthen the party’scampaigns. The aim is to emphasizeregistration weekends.

Members from the Spa Park area said thatthe campaign is doing very well on their end,and they are receiving positive responsesfrom communities. The members added thatpeople are eager to go and make their markand have a say on how their places ofresidence are run.

Leading the group from Spa Park that isplacing the posters, Eddie Achendorfconfirmed that everything was in order andthat people are promising to register and vote.

Exercise keeps athletes forever youngExercise helps to keep the body and mindhealthy, and Modimolle-based Addicted toLife athletes are a living testimony. Thisathletics club has many veterans who lookmuch younger than their actual age.The BEAT spoke to Lucas Seleka (35) and

Jane Lechelele (39) who found ways to makeexercising their daily habit.Seleka has been involved in running

exercises for the past 11 years, and hasparticipated in the annual Comrades Marathonnine times so far.Seleka now serves as vice chairperson of the

Modimolle Addicted to Life Club. He told The BEAT that he has collected

more than 300 medals throughout his journeyas an athlete.“Exercising has a lot of benefits. You always

keep healthy and fit. I feel as though I havemade a lot of progress since I startedrunning,” Seleka said.Seleka encouraged young people to

participate in athletics as it will help themkeep healthy and strong while they grow.He pointed out that athletes are not required

to pay any fees if they wanted to join the club.Lechelele, on the other hand, has only been

with the local club since August 2015.The thirty-nine year-old says she has

collected three medals since she startedparticipating in athletics last year.Lechelele said the recent medal she collected

was from the Modern Autohaus BMW 4-in-1race in Polokwane.“When I started taking part in athletics, I

couldn’t run for a long distance withoutgetting tired. Now my energy level hasimproved and I am able to participate in 10kmmarathons. Well-known food brand, TigerBrands recently donatedgroceries to Khabele PrimarySchool. These groceries includebulk packs of mealie meal, rice,cereals, cooking oil and sugar,enough to feed all the learners.

During The BEAT’s visit at theschool on Thursday, 18February, the teachers expressedtheir gratitude towards the brandfor their donation. The donationalso included bags of kitchenutensils for all the learners.

The principal, MphoMotshegoa could not hold backher words of gratitude, sayingthat she was overwhelmed withjoy. The school is among thosethat get supplied by the schoolnutrition programme and thedonation came in handy, it willassist in their drive to get theirlearners on a healthy diet.

“A full stomach is able to copethroughout the day. The joy that

appears on the little ones’ faceswhen they are full, gives megreat joy. It is crucial to keepyoung ones healthy so that theyare able to concentrate on theirschool work. The schoolnutrition programme assists allthe learners. The learners arefrom different familybackgrounds and some parentscannot afford to pack decentmeals for their children,” saidthe principal.

During a photo session withthe paper, the learners sangand danced and could not waitto be served with new utensils.

Meanwhile, the school hadtheir application for fundingwith the National LotteryBoard approved. Motshegoasaid that they applied for thefunds because they saw a needto upgrade their facilities,since they suffer under terribleconditions. The amount thatthe school is expected toreceive could not be disclosedyet.

A Gauteng-based NGO (Non-GovernmentOrganisation) #OperationHydrate made itsthird visit to Modimolle on Saturday, 20February. The visit was to quench the thirstof local residents by distributing 135 000litres of water.

Five trucks carrying hundreds of 5 literwater bottles arrived in Modimolle onSaturday morning and distributed the all-important basic need to communitymembers in Phagameng.

Three trucks served Extension 9,Phomolong and Extension 13, while theother two trucks covered other parts ofModimolle.

Modimolle residents have been strugglingwith lack of water for some time.

Yusuf Abramjee of Operation Hydrate saidthey were saddened by recent incidentswhere residents took to the streets ofModimolle to air their water shortagefrustrations.

“We are not a political movement. We area humanitarian organisation. This is ourthird visit in Modimolle. We are nowmoving into phase 2 of our programme,where we will be drilling boreholes in

highly affected areas,” Abramjee said.According to Abramjee, fifteen boreholes

will be drilled by this organisation inKwaZulu Natal and the Free State.

He said that all the people who areparticipating in this cause are volunteersand the organization relies on donations tomake this move happen.

Ten year-old Annemique Janse VanVuuren touched many lives by collecting atotal of 28 000 litres of water for thisinitiative.

Abramjee said they will be visiting herschool soon as part of their tour.

Magdeline Moeti of Phagameng Extensionsaid she was thankful that they receivedclean water for drinking.

She also stated, however, that they werefrustrated by the current situation. They arestruggling to do laundry and do not havewater for other household necessities.

William Moeti thanked Operation Hydratefor the contribution that they made inModimolle.

He said life is difficult without water,especially when they are at school and thereis no water coming out of the taps.

Children were given toys and puzzlegames to play with and exercise theirminds.

Terrors FC has fallen back into their losingstreak, after their second loss over theweekend on Saturday, 27 February. Theteam lost 4-0 to Dolphins FC at EldoradoStadium in Polokwane.

This is the second time Terrors have lostagainst Dolphins this season - they alsolost 2-0 on 11 October, 2015. Terrors will beTraveling to Nkowa-Nkowa Stadium outsideTzaneen on Saturday, 5 March to playagainst Bellevue Village Winners Park.

Bela-Bela‘s high-flying netball team Dieseln Dust crashed to earth on Saturday, 20February after losing two games from the Aand B teams.

Diesel n Dust played Polokwane RisingStars on Saturday, 20 February. Diesel nDust’s A team was leading in the firstquarter, but Polokwane Rising Stars overtook the lead in the final quarter. Diesel nDust lost the game 23-27.

The team’s coach Koketso Kgabo told TheBEAT on Tuesday, 23 February that histeam worked and played very hard.

“The girls didn’t lose the game, the umpirecost us the game by not being fair and itkilled the girls’ spirit” added Kgabo.

TK Mashaba Kgabo is a qualified netball umpire andcoach, and said that if they had lost thegame fairly he would not have cared, butalleged that even the crowd could see thatthe umpire was not being fair.

“We played our best and I’m proud of mygirls. Unfortunately the team we wereplaying against had tall players in thedefence and shooting circle,” added Kgabo

He said however they lost, they plan toplay well in their next game.

“Three of my team members were injuredin the game. Next time I will prepare theplayers to continue giving it their best andnot to be demoralised by umpires. I knowthe game is harder when there is no fairnessbut they should continue playing,” he said.
