Regularly scheduled Racing Commission Meeting recap from Thursday September 29, 2016 at the Columbus Riffe Center

September OSRC Meeting RecapIn normal business the Executive Director’s Approval Items were discussed and ratified. No documents were provided or disclosed to the public. There was no comment on items provided to the Commissioners contained in the Executive Director’s Report. The Racing Commission unanimously ratified the Executive Director’s Report items.

In new business the 2017 Race Dates were discussed. The Racing Commission set forth that they were a carbon copy of last year’s dates with the exception of one day. On the thoroughbred side Mahoning Valley will race 100 days including one quarter horse program. Belterra Park will race 93 days with a schedule identical to 2016. ThistleDowns applied for 100 days, identical to 2016. Hard Rock Rocksino Northfield Park raced 221 days in 2016 and was approved to race 221 days in 2017. Hollywood Gaming at Dayton Raceway was approved for 75 days, which is the minimum they are required to race under the law. Scioto Downs is required to race a minimum of 125 live days under the law, they requested 90 days, which was the same schedule raced in 2016. Miami Valley Gaming and Racing raced 88 days in 2016, asked for 87 days in 2017, and are required by statute to race a minimum of 125 days. Both Miami Valley Gaming and Scioto Downs are required by law to receive approval from the OHHA to race fewer live days than the law mandates, approval occurs via a two-party agreement, which is put into place to compensate for the abbreviated schedule. Both Miami Valley and Scioto Downs’ Two-Party Agreements were finalized and filed prior to the meeting providing approval for the abbreviated schedules. The Racing Commission considered each race date application separately and approved all Live Race dates for 2017 unanimously.

Hollywood Gaming at Dayton Raceway appeared pursuant to O.A.C. 3769-3-02(A) and 3769-13-02(A) to request approval for two new exotic wagers to be offered at Hollywood Gaming’s racetracks at Dayton and Mahoning Valley. The wagers are Pick-Six multi-race pick wagers also known as, “Rainbow Pick-Six” in other racetrack locations. The multi-race wager is a .20 minimum to place a bet and the only time a winner is declared is if there is a single winning ticket. If there is a single winning ticket that ticket will take the entire carryover pool balance on that date. From a single winning ticket multiple winners will split the consolation pool. During discussion ThistleDowns represented that they had offered the same Pick-six wager for the previous two months. The Racing Commission unanimously ratified the Hollywood Gaming’s request.

In the Monthly Racing Commission financial report, through the end of Fiscal Year 2016 showed a net loss of $40,000, which was on target with the projected revenue prediction. The revenue decrease was primarily due to the timing of various different expenses for normal operations and travel, and included over $7,000 for IT hardware upgrades and Cloud Based database service costs. Revenue was down 3% due to a decrease in overall live and in-the-building simulcasting handle statewide.

There was no monthly status update on the Permit Holder and Horsemen’s Agreement Negotiations between Belterra Park and the Ohio Horsemen’s Benevolent and Protective Association (OHBPA).

It is hard to believe the summer racing season has come and gone so quickly. Yet, a lot has happened in the last several months. First, Breeder's need to be aware that they must register their mares with the OHHA by December 31st of this year if they wish to participate in the newly established Ohio Breeder's Awards Pro-gram. We are thrilled that after several years of hard work, our efforts have paid off for Ohio breeder's. You can access the necessary forms from the OHHA website, however, if you have any questions, please call the OHHA office and a representative will be happy to assist you. The last quarterly Board of Directors meeting was October 25th. This was an extremely important meeting in that, among other topics, allocations for next year's programs were discussed, the possibility of a second tier sires stakes program and our long term marketing plan. As new programs are adopted and implemented, I encourage each member if you have any questions or concerns please contact the OHHA office and your voice will be heard as we go forward. We are here to serve our members so your input is very important. Finally, our efforts to protect what we have in the legislature is a never ending battle. We need each and every one of our members to support this effort by donating whatever you can afford to give to our PACER initiative. Please send your person-al check to the OHHA made payable to PACER. By doing so, you have decided to be an important part of our efforts to protect our wonderful sport here in Ohio. A recap on the horse racing fatalities was provided for 2016. It was noted that the numbers reported are for training and racing related catastrophic breakdowns. In August and September there were no Standardbred fatalities, which maintained a year-to-date total of five Standardbred fatalities. Last month the reported Thoroughbred total for August had five thoroughbred fatalities, and that was amended to include a sixth fatality at Belterra Park. September saw six thoroughbred fatalities with three at Belterra Park and three at ThistleDowns. Year-to date there have been twenty-five thoroughbred fatalities statewide. Dr. Robertson commented that starting with January’s report that there will be more details provided on the fatalities and data compiled on any other deaths whether training and racing related or not.

The Chairman’s Comments included a comment on the live racing date approvals for 2017. The Chairman noted that this was the earliest that the dates for all racetracks in the entire state were approved as early as the September hearing date. He expressed hope that moving forward the dates approval process can be done as expeditiously in future years. The Chairman also commented on the upcoming Ohio Fairs Championship on October 8th and Aged Ohio Sires Stakes races coming up at Hollywood Gaming at Dayton on October 15th, in addition to Hollywood Gaming playing host to the Thoroughbred’s Best of Ohio day of Championship races at Mahoning Valley on October 29th, noting that all the stakes racing action is with Hollywood Gaming for the remainder of the year.

In the matter of Hearing Officer’s report, the Commission considered the case of Robert Schultz. Mr. Schultz had a fifth-place finishing horse (My Immortal) special tested and that test came back with a high dimethyl sulfoxide (DMSO) level. Mr. Schulz did not appear at his hearing for this infraction in July. The Special Hearing Master recommended a $1,000 fine and return of the $300 fifth-place finish purse monies. The Commission ratified the Special Hearing Master’s recommendation’s unanimously.

The Racing Commission adjourned into Executive Session. There was no further business to be conducted after the Executive Session so the motion and vote was taken to adjourn into Executive Session and conclude the meeting. For a transcript of the meeting contact the State Racing Commission. The next scheduled Racing Commission meeting date is Monday October 24, 2016 at 10:00 a.m. in room 1960. The meeting will be held at the Riffe Center, 77 S. High St., Columbus, Ohio.

2016 Ohio Fairs Championship Hollywood Dayton Gaming

After racing throughout Ohio at sixty-four fairs from June to October, 72 horses competed on Saturday, October 8, 2016, in the Ohio Fairs Championship races at Hollywood Gaming Dayton Raceway. Throughout the summer horses who nominated into the Ohio Fairs Championship earned points each time they raced in an Ohio Fair Stakes and the top point holders for each division of two and three-year-olds who entered into the final raced for $25,000. The horses’ connections also received a couple of Ohio Fairs Championship Night t-shirts and the winners received a special commemorative polo shirt, crystal trophy, a Satin trophy blanket, and a bag of apples. Prior to the Ohio Fairs Championship races there was also well attended Ohio Fairs forum attended by fair officials, fair-board members, fans and others involved in Ohio fair racing and thoughts and ideas about the previous racing season were discussed. The forum was followed by a reception prior to the races. It was a great evening that showcased Ohio fair racing!

Ohio Track Updates Northfield Park, by Ayers Ratliff

Moreland Flash Scores 50th Career Win at Northfield Park Moreland Flash paced home for his 50th career victory, winning the 15th race at Northfield Park on October 19. The 10 year-old veteran, with 244 career starts, also has 25 seconds and 26 third place finishes. Moreland Flash (Memphis Flash-Carols Cliff-Camtastic) has career earnings of $147,880 with a lifetime mark of 1:51.4 over Northfield’s Flying Turns at age sev-en. The pacer’s richest win was in the $8,200 Billy Dart Series at Scioto Downs in 2009. Moreland Flash is a well-traveled campaigner -- his 50 wins have been spread across eight different racing surfaces. Moreland Flash started from the rail. He led his competition at every call through fractions of :27.2, :57, 1:25.4 and 1:55.1. He never experienced an anxious moment in the race and bested his competition by 5 ¾-lengths. He was the race favorite and returned $3.60 to win. Amy Wengerd trains Moreland Flash for owner Andrew Coblentz of Wooster, Ohio. Hunter Myers was aboard for the winning drive.

Ohio Track Updates Scioto Downs, by Jason Roth

Scioto Downs Wraps up 57th Season As the season wrapped up on Saturday, September 10th, at Eldora-do Scioto Downs, the racing action was never hotter. Scioto Downs saw track records, a world record, a leading driver’s battle and a wagering increase that will make the 2016 season go down as one of the most memorable. Drivers Chris Page and Josh Sutton gave horsemen, gamblers, and fans a driving showcase during the 2016 meet. Chris Page was on top of the leading drivers standing most of the year; however Josh Sutton had other plans leading into the last week of racing. With being seven victories behind, Sutton got to work reeling Page in night after night. Going into the final race of the year, Page and Sutton were tied at 171 victories a piece. When it was all said and done, Sutton guided Perma Grin while Strange Hanover and Chris Page settled for second. Sutton finished the 2016 meet with 172 victories in 933 starts and purse earnings of $1,778,884. For the 23rd consecutive year, Virgil Morgan Jr led all trainers with 86 victories in 378 starts and purses of $825,054. The racing action was fast all year as nine track records fell led by

It was a race that the on track fans will not soon forget as fan favorite Wiggle It Jiggleit and Always B Miki battled head to head for most of the mile. When track announcer Barry Vicroy said three quarters in 1:19, the crowd erupted. The two champions battled all the way to the wire with Always B Miki getting the victory. Out of the 1159 races at Scioto Downs this summer, 68% of them were full 10 horse fields and the betting public responded with a 6.9% increase in all source handle even with five less racing days compared to 2015. Scioto Downs finished the 2016 season with the percentage of winning favorites winning 37.74% of the time. Purses also grew in 2016 to a total of $15,900,588 over the course of 90 days. The aver-age daily purse at Scioto Downs was $176,673 per day. Scioto Downs would like to thank the gamblers, fans, horsemen, owners and caretakers for their continued support in 2016 and we hope to see you back in 2017. Even though there is no live racing this winter, the penthouse will remain open all year for simulcasting needs. Eldorado Scioto Downs is also planning a grand opening for the new 118 room Hampton Inn Hotel slated for December.

Ohio Track Updates Dayton Raceway, by Gregg Keidel

Rockn Stien Tops Open Trotters At Hollywood Dayton Rockn Stien, a homebred owned by trainer Bobby Brower and partner Debra Garland, trotted to a new lifetime mark of 1:54.1 to capture the $15,000 Open at Hollywood Dayton Raceway on October 17. Content to get away fifth in the early going, driver Josh Sutton pushed the accelerator before the field reached the midway point, moving up to third on the rim at the :56.4 half. By the time the third stanza was clocked in 1:24.3 Rockn Stien was stride for stride with Insomniac (Brady Galliers), who had dictated all the fractions. Revenue Agent (Peter

Brookletssuprsonic Shocks Dayton Mares In 1:52.4 Don’t tell this older grey mare that she ain’t what she used to be! Brooklets-suprsonic, a 6-year-old roan daughter of Personal Power, shocked the open distaff pacers at Hollywood Dayton Raceway on Friday night (Oct. 14) captur-ing the $15,000 race in 1:52.4. Dispatched at odds of 15-1 and facing open company for the first time in her career, Brookletsuprsonic and driver Kyle Ater dropped into the two-hole early in the :27.2 opening quarter, then sat chilly in the pocket through middle panels of :56.3 and 1:24.2. First-over bids first by favored She’s Shocking and then by last week’s winner Town Temptress faltered around the final turn resulting in an opportunity for the eventual winner to pounce from the pocket at the head of the stretch . Pertty Music (Dan Noble), who was locked in behind Brookletssuprsonic throughout the mile, finally also found room to race in midstretch to gar-ner runnerup laurels, while the pacesetter Albanian Era (Jeremy Smith) hung tough to complete the winning trifecta Although the winner now has $120,225 in lifetime earnings ($46,780 this season), she earned less than $100 per start in 19 2015 starts, failing to hit the board in any race last year. Owner Kirk Nichols plucked Brookletssuprsonic from a $10,000 claiming race at Scioto Downs in July and entrusted her to his longtime trainer Dan Ater. Following five consecutive second and third place finishes in $15,000 claimers and high condition races, she was “forced” into the open where she was relegated to longshot status. But the combination of being in razor sharp form and the heads-up steer by Ater resulted in this old grey mare being MORE than she used to be…at least on this night. Brookletssuprsonic paid $32.80 to win, while the exacta returned a robust $126.20. Successful 10-cent superfecta punters were rewarded with a $133.45 payoff.

2016 Ohio Fair Racing Conference Champions and Runners-Up Are Announced by Bill Peters

The Ohio Fair Racing Conference completed its third season with racing at the Delaware County Fair during the week of September 18-22. Twenty-two fairs participated in the Conference in 2016. The champion in the two-year-old colt pace is Dancin Fever (Indian Fever-First To Cruise) with K T War-Bates (Stand Forever-Ken's Mystifier) garnering the run-ner-up honors. Back The Bank (Break The Bank K-Accountability) is the champi-on two-year-old colt trotter with Cedar Point (Dejarmbro-Cash Cow) next best. Stride Of Pride (Manhardt-Apple B) proved to be the best in the three-year-old colt pace followed by Haydenssmoothmove (Woodstock-Punkin Ball). The top point-getter in the three-year-old colt trot is Lion Image (Lion-hunter-Susan XYZ) with Secret Trainer (Trainforthefuture-Chiptoria Secret) coming in second. The Lady Vanishes (Art Official-Magic Shopper) is the champion in the two-year-old filly pace with the runner-up accolades going to Cinder Hilda (Hot Rod Mindale-Hilda Hylight). The cham-pion two-year-old filly trotter is Lucky'sniece (And Away We Go-Lucky Billie) followed by Away My Baby (And Away We Go-Mink DeVille) in the runner-up spot. Forever Friskie (Feelin Friskie-Forever Your Lady) is the Conference's best three-year-old filly pacer with Crazy Bad K (Big Bad John-Crazy For You) next in line. The champion in the three-year-old filly trot is Evanora (Pilgrims Taj-Nessa Rose) with the second-place honors going to Soft Power (Triumphant Caviar-Honey Thorn). Continued on page 14

Racing isn’t the only busi-ness Chris Page had at the 2016 Hartford Independent Fair this past August when he purchased a market hog in the 4-H Livestock Sale from 4-H exhibitor Lane Hess. Lane is the twelve year old son of James and Dawn Hess from Johnstown, Ohio. Lane is a member of the Trail Blazers Horse and Har-ness 4-H Club and this year was his fourth year showing hogs. His mom Dawn said he has been part of the club since he was born. Lane is

the youngest of four siblings. This year his projects consisted of rabbits and market hog. He plans to continue with the market hog project again next year and possibly continue showing rabbits. In the past he has also shown a Pleasure Horse project where he placed 2nd at the Ohio State Fair. Lane said what he likes best about 4-H is “that it teaches 4-Hers responsibility about their ani-mals”. Lane was excited that Chris Page was the one who purchased his market hog. “I thought it was cool because Chris Page is one of my favorite drivers. Someday when I grow up I want to be like Chris and support 4-Hers with their projects,” stated Lane. A special Thank You to Chris Page for taking the time to make a difference in a young person’s life! This is just one of many examples of the big hearts horsemen have and the willingness to help others in the community!

2016 Home Talent Colt Stakes Association Reviewby Elwood Woolman

Home Talent Colt Stakes Assoc. had a record breaking year. Our fairs set numerous track records and saw increases in handle and atten-dance. The HTCS includes the following fairs: Hilliard, Carrollton, Bucyrus, Mt. Vernon, Lisbon, Mansfield, Jefferson, Wellington, Canton, Canfield, Wooster, Ashland, Dover, and Coshocton. The HTCS enjoyed increases in nominations and entries across the circuit. There were 681 nominations, up 53% from 2015. Membership was up as new owners were taking advantage of the high purses and excellent racing at our member fairs. The HTCS participated in the very successful “Bonus Program” sponsored by the Buckeye Fair Racing Consortium. 385 horses were nominat-ed through this program from the Ohio Colt Racing Assoc., Western Ohio Colt Racing Assoc., and the Southern Valley Colt Circuit. It added a new level of competition and gave our members an opportunity to race in the three member circuits at a very nominal fee. Some of our leading division winners include the following horses: 2 yr. old colt pace, How Are Yee John and Official Delight. 2 yr. old colt trot, Cowboy Blue, Dream Field, and Star Buster. 2 yr. old filly pace, Big Bad Baby, Hula Shuffle, and The Biz. 2 yr. old filly trot, Cinderella’s Dress, Driving Miss Saddie, Everyroshasathorn, and South Babe. 3 yr. old colt pace, Outstand forever. 3 yr. old colt trot, D Count. 3 yr. old filly pace, Crazy Bad K and SR Beach Babe. 3 yr. filly trot, Rose Run Runaway and Super Lilly. We are looking forward to a great 2017 fair racing season. Our expansion, innovation, and progressive outlook will continue next year. Keep posted for some new announcements for the 2017 season.

Duke Sugg captured the leading driving honors for the Conference with thirty-nine trips to the winner's circle. The leading trainer accolades go to Chris Beaver with twenty-five victories for the season. All of the champions and runners-up along with the leading driver and leading trainer will be honored at the Ohio Fair Racing Conference Awards Banquet on Saturday, November 19. The festivities will take place at the Ward L. Adams American Legion Post No. 454 which is locat-ed between Ridgeville Corners and Napoleon in Henry County. A meal will be served by the American Legion Auxiliary at 6:30 p.m. followed by the awards program and a drawing for numerous door prizes. Ohio County Fairs UpdatesSignature Series Competes in Final at Delaware County Fair by Lisa Schwartz

The Signature Series completed the 2016 circuit at Delaware with the high point horses competing in the $12,000 trot final and the $12,000 pace final. This series really gives those that race in fair events with aged horses, an opportunity to com-pete for a great purse, plus possibly earn a cash award for points at the end of the year. The Signature Series brings a special event to 17 different fairs in 4 different circuits. The Series looks forward to an even brighter 2017, as at least 3 new sponsors have been add-ed with hopes of having more sponsors and maybe even more fairs before the complete 2017 season is put to press. In 2016 there were 64 trotters and 72 pacers that participat-ed in the Signature Series events. The average age of a horse that made the finals was 8 years old and there was one tough mare, Emeline’s Future, that went against the boys in the trot final which went in 1:57.3 and she finished 2/5 of a second back of the winner Count Full Mac. The pace final went in 1:52.4 with Stand Tall winning with Brett Miller in the bike. The Signature Series cash award, for points throughout the year, allows for the possibility of not winning the final but still being the top horse in the series. In 2016 this happened as the pacing bonus goes to Harvard’s Z Tam for first place points and $2,000 while the second place bonus goes to East Mead-ow for $1,000. In the trotters, the first place bonus goes to Rompaway Beau for $2,000 and Speed Hanover was second in points for $1,000. Updates from The Ohio Colt Racing Association by Lisa Schwartz

The Ohio Colt Racing Association started the 2016 fair season off in Circleville, Ohio at the Pickaway County Fair and will end the season this week at the Fairfield County Fair in Lancaster, Ohio. With nominations up 34% in 2016 over 2015 and 1019 horses in total nominated, the OCRA has had great participation with many different owners, trainers and drivers showing success in the circuit this year.

With one fair left to go, the current standings are:2CT – Rose Run Spencer with 5 wins2CP – Tie between Big Bad ET and Lovely Feelin with 4 wins each2FT – Rose Run Sydney with 3 wins2FP – Knockemstiff Nicki with 6 wins3CT – Roundtown Rocker with 3 wins3CP – Crosswinds Dodger with 3 wins3FT – Caviars Yankee Chip with 4 wins3FP – Youlookhot with 6 wins

The 3 year old colt pacers had nearly twice as many nomi-nated in 2016 (143) over 2105 (75) and 17 different winners of a division with Lancaster yet to come. The pacing fillies lived up to their names as Knockemstiff Nicki posted 6 wins and Youlookhot was indeed hot with six wins. The Ohio Colt Racing Association has had a great season thus far with weather generally cooperating with the excep-tion of Dayton (Montgomery County) which was a total rain out with no make-up. Everyone is looking forward to the last corndog of the season this week and happily it comes with a slice of pumpkin pie. Happy fall!

New Beginnings: From Racehorse to Child’s Mount,an Easy Transition for No Satin Intended

By Winnie Morgan Nemeth It’s not unusual for Jim Arledge, Jr. to have a New Vocations horse hanging out at one of his barns. Jim has always been quick to lend a helping hand shipping retiring horses between tracks enroute to New Voca-tions’ trainer Jennifer Daniels. In early February of 2015, though, the gelding going to Jennifer was Jim’s own personal horse No Satin Intended. Jim was especially fond of the 7-year-old pacer that had earned $59,266 but was now struggling to be competitive. Jim didn’t want to leave the gelding’s fate to the claim-ers and chose instead to send him to New Vocations to find a new career. “We were happy to be able to help No Satin Intended on to the next chapter in his life,” said Standard-bred Program Director Winnie Nemeth. “Jim takes such good care of his horses; we knew the gelding would be in beautiful condition, and he certainly was!” He was as fat as a butterbean, which just happened to be his nickname. “Butterbean was big and handsome and extra friendly,” Jennifer said. “He draws people in and just eats up their attention. Equine Affaire was coming up, and I thought he’d make a good petting stall horse.” In the meantime, as Jennifer was transitioning Butterbean to riding, stellar, long time adopter Debbie Schiff came to the barn to check him out. Debbie is the founder of the wonderful Standardbred promotional group Ohio Standardbreds and Friends. In addition to creating the Standardbred World Show, Debbie and OSAF hold fun shows, trail competitions, hunter paces, and breed demonstrations along with organizing campouts and youth activi-ties. It all revolves around Standardbreds. Her love of the breed and her passion for promoting its qualities overflows to all those around her. In late March of 2015, Butterbean was fortunate, indeed, to be chosen by Debbie Schiff to join her family of Standardbreds. “Butterbean is a “poster boy” for the typical Standardbred personality. He is charming and handsome – and he knows it. He was accustomed to being the stable favorite and was, well, slightly spoiled. He is very quiet and enjoys just standing like a statue for all to admire. His former groom said Butterbean was the horse that they would let young visitors to the barn sit on, pet and brush. “Under saddle, Butterbean is rather lazy and has a fantastic canter, both unusual traits for a harness horse. He can go from a walk straight to a collected canter – something that many Standardbred riders work hard to accomplish, but it actually comes very easy to Butterbean. Apparently, he often cantered in harness during his early morning workouts, as well. “Butterbean has been ridden by my grandchildren ages 10 – 18. He has been a great addition to our barn and has found a home – a life beyond the track – where he is spoiled and treated like the “King” he thinks he is. These Standardbreds are Treasures From The Track – every exceptional home needs one to call their own.”

On September 21st, the annual Pre-Jug Party and Charity Auction was held in Delaware, OH following the Jugette in the big pavilion on the first turn of the famous track. Trainers, drivers, owners and fans were among the hundreds that came to eat, socialize and bid on a wide variety of unique items that included exotic vacations, historical racing art and memorabilia and even a pony which raises money to benefit New Vocations Racehorse Adoption Program and the Delaware County Fair. Over $60,000 was raised that evening and industry leaders came out in a big way to offer support. In excess of 200 silent auction items were available for bidding throughout the day and 14 live auction items including a John Deere Lawn Tractor, a Spyder Race Bike, Nitro Wheels, a case of Wiggle It Jiggleit wine and a peddle powered driving horse were offered in the evening. The winning bidder of the beautiful paint pony at $9,000 was Peter Gerry with rumors indicating “Wee Biscuit” may become a live exhibit

at the Harness Racing Museum. Leading trainer Casie Coleman, once again, did a wonderful job presenting the pony to the large crowd. Another highly anticipate item was the opportunity to ride with Montrell Teague behind Wiggle It Jiggleit in leading the post parade for the first heat of the Little Brown Jug. Breana Carsey of MJB Got Faith fame claimed the prize for $2,500 and charmed the crowd the next day. “Overall it is such a special event to see our industry come together and help support our efforts with retired racehorses.” stated Winnie Morgan Nemeth, Program Director for New Vocations. “The Pre-Jug party and auction is a huge fundraiser which helps our mission in providing second careers for Standardbreds coming off the track.
