President’s Report
Welcome to the beginning of a new era for the club. It was pleasing to see the large number of club members
who attended our March club night, electing a new Committee of 12. This committee has now met and
allocated various positions and tasks to carry out the functions of the club. You will see some of the roles listed
on the Committee details, page 2. I believe that you as club members have chosen an excellent group of
Committee people and I am happy to report that at its first meeting this group very cooperatively and
enthusiastically offered themselves for the various roles and have hit the ground running on many of the tasks
in front of us. I expect to see an increase in the activity around the club and, if you have not already offered,
you may be approached in the near future to participate in small subcommittees or working parties in various
aspects of the club’s operations.
Some of the high priority items for attention include sorting out aspects of our club rules and their lodgement
with Consumer Affairs Victoria, club insurance needs and policies, the functioning of the H plate system and
activities within our club and the operations of the Sports Sub-committee who organise those events which
form the backbone of our club.
The Sports Subcommittee has already met, under the excellent leadership of Ben McKee, and has replaced all
missing and postponed events for the remainder of the year. You will find an updated calendar on page 3 of
this Bulletin and in most cases also the name of the contact person for particular events. This information will
be repeated exactly on the club website for those who wish to find the information from this source. We will
make every endeavour to stick to this calendar and regain the trust of members in the scheduling of our events.
The Bulletin, as our official publication, is very important to communication within the club. An editorial panel
is being assembled and so by the next issue we hope you will see results of their efforts. Unfortunately, lengthy
delays by Australian Post in delivering the Bulletin (17 days last month!) meant that this issue has been rushed
straight to the printer in the hope that you will receive it before the April monthly meeting. In future we will
ask for contributions early in the month so that the Bulletin may go to print by the middle of the month. Postal
delivery schedules are no longer reliable enough for us to time the arrival of the Bulletin exactly in time to
remind you of our monthly meetings, so please come up with another strategy in this electronic age.
The committee has decided that our monthly meetings on the last Friday night will try to have an activity
scheduled to follow our brief business part of the meeting. I am very pleased to tell you that this month on
Friday, 28 April we will have as a speaker Dale Butterfield, the principal of Truline Steering and Suspension.
Dale is hugely experienced in preparing cars at club level and for serious events, anything from Redline
Speedway up to and including Bathurst. You will find this presentation interesting, informative and you may
leave with some ideas on how to make your car go faster on dirt or tar without buying a heap of extra
horsepower.
Our May meeting will be the postponed Trophy Night with all of the trophies from 2016. There will be
speakers at this event who may surprise you with the motorsport deeds of some of our older members from the
club. We have quite a history, so be sure to attend this meeting to hear some of it.
Our June meeting will see the return of the annual Quiz, so start organising your teams ready to take on this
challenge. Our meeting at the end of July will return to the traditional format of an AGM including an election,
a Dinner and exciting Speaker.

C of C message to officials
Thank you for your valuable contribution to what we can now say has been a clearly successful first up ARC Eureka Rally. We had no need to send in the Medical Intervention Vehicles to any rally cars stopped on stages. We had no reports of breached stage security. These aspects were a great relief to the organising team. Competitors were very pleased with the selected course and the event organisation. Apologies for the dust out there, but the mild weather was unusually kind to us for March in Ballarat, and did the
make the weekend more enjoyable for all.
Congratulations to the lucky winners of the officials prize draws. I look forward to your continued assistance with
mounting an even better Eureka Rally in 2018.

Officials Coordinator message to officials
I would like to thank you for your huge effort to make the Eureka Rally a massive success. The event takes nearly 350 officials for the weekend this includes Road Closures, Time Controls , Service Park Set Up/Officials, Course Cars , Admin , Security, Refuels, Set Up officials the list goes on. Without a officials such as yourself events don't run. The Eureka needs officials from 6 am Tuesday until 6 pm Sunday evening. With officials offering Assistance everyday. I would like to thank the rest of the directing team Ross Runnalls (COC) Scott Spedding (Road Director) Katie Philips (Corporate/Admin) .
The second worst job to Officials Coordinator would be equipment officer , and Ian Ellis ran that shed to perfection.

Windus wins opening VRC round for 2017 Ballarat local Arron Windus and co-driver Steve Fisher won the opening round of the Focus on Furniture Victorian
Rally Championship in a Subaru Impreza WRX at the Eureka Rally. The finished 19 seconds clear of Glen Raymond
and Kate Catford in another Subaru.
Kicking off the season with a two-day event, Brendan Reeves, with co-driver Ben Searcy (Subaru), took the early
advantage, winning all four morning stages to open up a 37.2 second lead over Glen Raymond/Kate Catford
(Subaru), with Windus/Fisher a further 25 seconds adrift.
Following the first service break, Reeves continued to stretch ahead, before running out of brakes on SS8 and retir-
ing from the heat.
Raymond's lead inheritance would be short lived when a fuel pump cost him more than a minute on SS9, and the ever-consistent Windus became the new rally leader. Windus/Fisher went on to claim the heat win, 53 seconds clear of Raymond, with Marcus and Scott Walkem (Mitsubishi) rounding out the top 3. Windus and Walkem, who were running ahead of the main VRC contingent on the road, encountered thick dust on the opening stage on Sunday morning, losing precious time to Reeves, who was back for heat 2 following overnight repairs. A bent lower control arm further compounded Windus' morning, but his impressive speed was enough to secure victory. Grant Walker/Steph Richards in an Escort RS1800 were first 2WD home and an impressive 6th outright. Nathan Berry/Rian Calder showed fantastic pace all weekend to take the honours in the new Fiesta Rally Series and 8th outright, while Anthony Alexander/Paul Dobson were first Hyundai Excel home in the OurAuto Rally Series. - Craig O’Brien (with Permission)

2017 Daryl Tunbridge Trial.
Save the Date (20 May) and Call for Officials: Daryl Tunbridge Trial and Steve Richards Memorial R4S Novice Trial
After a huge BLCC contribution towards the success of the Eureka Rally, we can now look forward to hosting and/or competing in our own grass roots event. The Tunbridge is Round 2 of the Victorian Club Rally Series. It and the Steve Richards Memorial will be kind to standard cars over 130km competitive and 50km transport around Talbot, with challenges for drivers and navigators. With only 5 weeks to go, we are desperate for one key official: Officials Coordinator. The role can leverage the great work our club has recently contributed to VRC and ARC events, and will be very well supported by our new Clerk of Course team: Terry Brain and Simon Pilepich (Melton Motor Sports Club). Please contact Terry on 0417369780 to discuss either role, and what remains to be done towards running our event. Assuming this role can be filled in the next few days, we will also need officials to assist in the forest or at Rally HQ in readiness for a 5:30pm start to competition. Please register via [email protected] with your name and mobile phone, preferred role/s and whether you intend to camp in the forest or at HQ. Camping is available at Rally HQ (Talbot Reserve) for a small fee, and the Football/Netball Club will be catering. The famous Talbot Farmers' Market is on Sunday 21st, and the Talbot Provedore will have a special deal for BLCC members on the Saturday and Sunday (chef Christopher Howe is a BLCC member). All CAMS graded officials licences (except gold graded licences) follow the same three step process for initial application and upgrade. CAMS officials training is recognised under the Australian Sports Commission's National Officiating Accreditation Scheme (NOAS).

2017 RICCIARDO’S RACERS CALENDAR LAUNCHED
Australian Formula 1 driver Daniel Ricciardo launched the 2017 Ricciardo’s Racers calendar at the Australian
Grand Prix.
Ricciardo’s Racers, a CAMS initiative aimed at encouraging junior participation in motor sport, enters its third year in 2017 and will expand with a series of beginner and advanced courses. Aimed at young Australians aged between 12–17, Ricciardo’s Racers junior drive days are led by experienced and professional Australian racing drivers such as Tony D’Alberto, Elliot Barbour, Andrew Jones and Karl Reindler. “I think that’s the great thing, you can do it in a safe environment,” Ricciardo said. “What a lot of people don’t understand is that it then reflects onto
your road skills and your awareness on the road becomes so much better.” The introductory course is best suited to those with little to no motor sport experience, with the course outlining basic car control, acceleration, braking, cornering skills and concluding with a hot lap by the qualified instructors. With interest from previous participants, an advanced course will feature for the first time in 2017 for those who have previously taken part in a beginner course. The advanced course will cover advanced skills, skid pan activities and a competitive motorkhana event. “From a race car, you’re always looking ahead to read things. So you can read if someone’s crossing the road, or if there’s an accident,” Ricciardo said. “The racing stuff also helps, I believe, road safety.” Ricciardo’s Racers will tour throughout Australia from June, commencing at Sandown Raceway in Victoria and concluding in November at Symmons Plains.
Past participants have continued their motor sport involvement as a result of the program, with some Ricciardo’s Racers graduates taking part in events such as motorkhanas, autocross, karting and even circuit racing. In 2016 alone, 680 new Ricciardo’s Racers licence holders joined CAMS. There was also a grand total of 1354 junior licence holders in 2016. “Even to hear those numbers, it’s pretty overwhelming for me,” Ricciardo said. “I appreciate the positive influence and the encouragement I can have on younger kids. It’s cool to know that people are trying to follow in my path. CAMS CEO Eugene Arocca said it was an honour for CAMS to have Daniel Ricciardo’s name attached to such an important programme in encouraging junior motor sport participation. “It’s fantastic that young Australians have the opportunity to participate in a structured, professional and safe motor sport program such as Ricciardo’s Racers,” Arocca said. “CAMS is honoured that Daniel Ricciardo has given his personal endorsement to name the program after him. As we are all aware the Club needs to be up to date with all compliances; one of these compliances is the online component. This includes but not limited to Facebook, Emails, Twitter, Website, Team App, The Bulletin and so on. I have completed a draft and would like feedback on this, so I can complete this policy and have it accessible to BLCC members. Please read the below :
These guidelines apply to Ballarat Light Car Club members either financial or social who create or contribute to BLCC Social Media. Whether you log into Twitter, Instagram, Team App, Website and Facebook page, or comment on online media stories — these guidelines are for you. While all Ballarat Light Car Club members are welcome to participate in Social Media, we expect everyone who participates in online commentary to understand and to follow these simple but important guidelines. These rules might sound strict and contain a bit of legal-sounding jargon but please keep in mind that our overall goal is simple; to participate online in a respectful, relevant way that protects our reputation and of course follows the letter and spirit of the law. 1. Your honesty will be noted in the Social Media environment, if you are writing about BLCC or associated partners (CAMS, Motorsport Complexes, Other Car Clubs and Events Series.). If you have a vested interest in what you are discussing, be the first to say so. 2. All statements must be true and not misleading; all claims must be substantiated. 3. Post meaningful, respectful comments — in other words, please, no spam and no remarks that are off-topic or offensive. 4. Use common sense and common courtesy: for example, it’s best to ask permission to publish or report on conversations that are meant to be private or internal to The Ballarat Light Car Club. Make sure your efforts to be transparent don't violate Ballarat Light Car Club privacy, confidentiality, and legal guidelines. 5. When disagreeing with others' opinions, keep it appropriate and polite. If you find yourself in a situation online that looks as if it’s becoming antagonistic, do not get overly defensive and do not disengage from the conversation abruptly: feel free to ask the Media/Online Compliance Officer for advice and/or to disengage from the dialogue in a polite manner that reflects well on Ballarat Light Car Club. 6. If you want to write about CAMS, State and Local Government departments, Motorsport Complexes, Other Car Clubs and Events Series, make sure you behave diplomatically, have the facts straight and that you have the appropriate permissions. 7. Please never comment on anything related to legal matters, litigation, or any parties Ballarat Light Car Club may be in litigation with. 8. Never participate in Social Media when the topic being discussed may be considered a crisis situation. Even anonymous comments may be traced back to your IP address. Refer all Social Media activity around crisis topics to Media/Online Compliance Officer. 9. Be smart about protecting yourself, your privacy, and Ballarat Light Car Club confidential information. What you publish is widely accessible and will be around for a long time, so consider the content carefully. Google has a long memory.
