The Bureaucracy• The purpose of a bureaucracy is to successfully implement the actions
of an organization of any size (but often associated with large entities such as government, corporations, and non-governmental organizations), in achieving its purpose and mission, and the bureaucracy is tasked to determine how it can achieve its purpose and mission with the greatest possible efficiency and at the least cost of any resources.[1]
• The Bureaucracy has to go many things to achieve its goals.– Red Tape– Repetitiveness– Organization Issues

Power of Congress Over Bureaucracy
• Rights to Appointment– Congress has to approve candidates for the heads
of the departments of the bureaucracy.– If Congress doesn’t approve, they can turn them
down.• “Power of the Purse”– Congress controls how the money is spent and
how much goes to each level of the bureaucracy.– Congress controls the budget.
When Congress Fails
• Constitutionality– Congress cannot declare the bureaucracy’s acts
unconstitutional.• Lack of Specification– If Congress doesn’t specify how much money goes
to what aspect, its up to the bureaucracy to decide.
In Conclusion…
• Does Congress have control over the bureaucracy?
• Yes, because Congress controls what the bureaucracy needs, $$$.
• By controlling the budget and who gets appointed, Congress can effectively “rein in” the bureaucracy.
