COVERGood magazine covers don't 'just happen.' Inthe case of this month's, it meant gathering sixboys together; getting them into uniform; trans-porting the group by station wagon to the hillsoverlooking the World Jamboree campsite (oversome multi-curved and narrow roads). From there,it was down a sheer embankment and over acouple of fences. While photographer AndreProulx was busy lining up his shots, the editormanaged to get a picture of a professional atwork.The shot shows the national headquarters areato the far right and beyond the barns, the sub-camps centre and to the left, with the LogenRiver on the far left. NORDdAMB75It all began in 1920 when theFounder, Lord Baden-Powell,invited the Scouts of the worldto attend a gathering he call-ed a Jamboree, in London,England. Some 21 countriesplus British Dominions andColonies accepted his invita-tion. Fifty-five years later,17,700 descendents of thatfirst group, this time from 94countries and all five conti-nents, met in Lillehammer,Norway, from July 29 to August7, for the 14th World Jam-boree and this is their story.

While there are many who feelthat, rightly o] wrongly, the amountof time, mo~ey and effort spenton a world jamboree for only about.01% of the world's Scouting pop-ulation, couldl be put to better use,for those fortunate enough to at-tend, it is without doubt, the ad-venture of a lifetime. And if you'renot convinced of this fact afteryou finish reading what follows,ask anyone of the 1,300 CanadianScouts, Venturers and leaders, wholeft their homes in all parts of thiscountry in mid-July, to take partin NORDJAMB 75.

They travelled by bus, car, trainand plane from every province plusthe Northwest Territories, to as-sembly points in Vancouver, Ed-monton, Toronto and Montreal,and there boarded SAS, Air Canadaand Canadian Forces aircraft forflights over the North Pole andacross the Atlantic Ocean toCopenhagen.

For many it was their firstflight and for most, the first timein Europe; they left home with an

-air of excitement, anticipation anda few butterflies in their stomachsand returned a month later, sea-soned travellers.

While the charter flights wereon the way from Canada, another

the adventure of alifetime ...

arm of Canadian Scouting, theMaple I Leaf Region in Germany,was "loving its contingent mem-bers across Europe, by air, to meettheir Canadian brothers in Copen-hagen.

Sounds easy, doesn't it?Some 1,300 boys and adults en-

rolled, assembled and transported(along with a few thousand piecesof luggage and equipment) half-way around the world. At least easywhen you look at it on paper, butlet me assure you, it wasn't. Logis-tically, it was a massive operationthat was 18 months in the planningand required the work and co-operation of hundreds of peoplefrom Newfoundland to VancouverIsland.

Early in 1974, AI Craig, a di-rector in the Communications Serv-ice at the National Office in Ottawawas assigned to the NORDJAMBCommittee as Jamboree Adminis-trator, and from that time until heleft for the Jamboree, (and I speakfrom first-hand knowledge becausemy office is next door to AI's) hisphone never stopped ringing withcalls from all across Canada andas far away as Norway, Swedenand Denmark. Along with his secre-tary, Lois Turner, he met a constantstream of visitors - boys, sales-men, air line and travel agencyrepresentatives and leaders; sooth-ed the fears and answered thequestions of worried parents; gaveadvice on post-jamboree tours;prepared necessary forms; proces-sed applications and jamboree uni-form orders and when one of theregular mailings to participants wastaking place, loaded every inch of

available space in CommunicationsService with masses of paper.

In between all this in-office ac-tivity, AI made two quick trips toEurope to finalize plans for con-tingent accommodation, feedingand travel.

The entire Jamboree operationwas under the direction of Con-tingent Leader and National Com-missioner, Lieut. General Bill Carrand his committee drawn fromacross the country: Jack McCrac-ken, Ottawa, deputy contingentleader; Tom Hart, Calgary, deputycontingent leader; Andre Roy,Montreal, (representing L'Associa-tion des Scouts du Canada) deputy

contingent leader; Dr. Peter Gran-ger, Kleinburg, medical officer; KirkScott, Hamilton, medical assistant;Don Dick, Edmonton, executivestaff support - west; Brian Gill,Burlington, tour coordinator; Lieut.-Col. Dave Hampson and CaptainBob McLeod, Lahr, Germany,quartermasters.

This group met regularly for 18months, planning for the expected(and hopefully, the unexpected) andassigning tasks and duties.

It had been Canada's practice,prior to previous world jamborees,to gather the full contingent to-

gether at the major departure pointfor a pre-jamboree training camp.In 1971, when the 13th World Jam-boree was held in Japan, the gath-ering was held on the campus ofthe University of British Columbiain Vancouver.

Taking into consideration thesize of the NORDJAMB contingent(the largest ever sent to a worldjamboree outside Canada), the fourseparate departure points and thedistances to be travelled, it soonbecame apparent to the Committeethat it would be economically im-possible to hold the pre-jamboreegathering in Canada. It was decid-ed that the first time the Canadianscould get together as a full con-tingent would be in Europe, andDenmark's historic capital city waschosen as the site for the pre-jamboree 'conference.'

As flights began arriving atCopenhagen airport, they were metby chartered buses that transportedboys and leaders to four schoolsin the Copenhagen suburb ofBrondbykommune, that would be'home' for five days.

Each school campus consistedof a central building, containingthe administrative office, gym-

'C nasium and cafeteria, surrounded~ by a number of smaller buildings~ containing two classrooms each~ and separated by washroom facili-

ties and showers.It was here that the contingent got

to know each other, were broughtup-to-date on current plans, localcustoms and the etiquette of aworld jamboree. Here also, theymet the Canadian Ambassador toDenmark, His Excellency, E. M.Cornett and the Lord Mayors of

Copenhagen and Brondbykom-mune.

In addition to an organized bustour of I Copenhagen, contingentmembers were permitted to ventureforth on their own to visit suchworld famous sites as Hans Chris-tian Andersen's 'Little Mermaid';Amalienborg Palace, home of Den-mark's Queen; Tivoli Gardens andCopenhagen's Stroget, a row ofstreets reserved for pedestriansonly, with plenty of interestingshops.

The next major event on the busyschedule was 'home hospital ity.'During this five to seven day per-iod, boys and leaders lived, ashouse guests, of Danish and Swed-ish families, in order to have theopportunity of experiencing theNordic w y of life.

First t depart for home hospi-tality wa a group of 23 from Sask-atoon, S skatchewan, who left bytrain on uly 22 for Umea, a cityin northe n Sweden. Umea is twin-ned with the city of Saskatoon ina scheme that recognizes the kin-ship between Umea and Canada'swheat province, through the pion-eers from Sweden who helped tosettle Saskatchewan. When civicofficials ir. Umea heard that Sask-atoon boys would be in Sweden ontheir wayl to NORDJAMB, they in-vited them to visit their city.

On July 23, the balance of thecontingent departed by bus forhome hospital ity, with 1,000 go-ing to various parts of Swedenand the remainder to locationsthroughout Denmark.

Contingent Company 60, madeup of boys from Ottawa, London,Ont., and Burnaby, B.C. travelledto Tidan, Sweden, a town locatedabout half-way between Gothen-burg and Stockholm.

The experience of this groupseems to be typical - warm, hospi-table hosts who went out of theirway to plan special events andparties for their guests.

In fact, the Tidan hosts becameso fond of their visitors that theyhired a bus during the first week-end of the Jamboree, drove all Fri-day night, arriving at Lillehammerearly Saturday, spent the day incamp with their Canadian 'sons'and left that night for the long drivehome.

And while actual experiences dif-fered from place to place, the wordwas the same from all - great,just great!

Strangely enough, the one acci-dent of any consequence involv-ing a Canadian, (an eye injury)

occurred during home hospitalitybut by fortunate coincidence, con-tingent medical officer Dr. PeterGranger was a guest in the samehome and was able to see thatproper treatment was administeredimmediately. The host family eveninsisted on keeping the boy for anadditional period and later deliver-ed him to the Jamboree site.

A 14-year-old Venturer fromMontreal had a special problem inconnection with this part of theprogram. Daniel Greenberg is Jew-ish and required a kosher house-hold but the problem was resolvedeasily. When Chief Rabbi Melchiorof Copenhagen heard of the need,he invited Daniel to be his per-sonal guest.

On July 29 came the major taskof gathering the contingent mem-bers together for the trip to Lille-hammer. Three of the headquarters

of quartermaster and purchasedmost of the needed equipment inGermany, including 460 three-mantents.

Work began on securing equip-ment in December 1974, when BobMcLeod began studying cataloguesto obtain, at the best price, themultitude of items required to stockthe 180 patrol and troop boxes.The cash value of the completedjob was between $60 and $70 thou-sand dollars.

Bob's first move was to buy oneof each item that had to go intoeach type of box and pack themto see what size containers wouldbe required. As he said, "Theboxes were built around the con-tents."

team had gone on to the Jamboreesite during home hospitality weekand when the busloads of Canadianboys began arriving at the camp,they were ready for them.

One of the massive problems inhandling 1,300 people on a strangecampsite, thousands of miles fromhome, for ten days, is equipment.Added to the problem is the ship-ping of the needed equipment tothe camp. Fortunately for the Cana-dian contingent, that "arm ofCanadian Scouting" in West Ger-many, referred to earlier, came tothe rescue.

Following NORDJAMB all equip-ment was repacked, shipped backto Lahr and will eventually be sentto Prince Edward Island for use byforeign contingents attending the1977 Canadian Jamboree.

When it was announced that the14th World Jamboree would be heldin Norway, many wondered if it wasactually possible to find a camp-ing site large enough to accom-modate over 17,000 people, in a

Well, I for one soon found thatNorway is not all mountains andfjords and that my pre-conceivedideas, gathered mainly from Holly-wood movies, were far from cor-rect. In the southern, fertile and flatriver valleys, it is easy to find suit-able campsites. The rolling fieldson the banks of the River Logenchosen for NORDJAMB were plant-ed annually with food crops. In1973 jamboree officials negotiatedan agreement with the farm-ownersto level the qround and plant grassin preparation for the Jamboree. In1976 the acreage will again revertto farm land.

Lillehammer is the largest cityin this part of Norway and, whilethe Jamboree site was locatedsome six miles away, on the otherside 01 the river, it became thefocal toint for souvenir-huntingJambor1ee participants.

In the official Jamboree hand-book, the Mayor of Lillehammerwrote: "As a famous tourist centrein the heart of Norway, we areaccustomed to having many tour-ists from other countries visitingus. But never before have we had17,700 guests from 94 countriesat the same time, and this amountsto a large increase in our perma-nent population of 21,000."

The actual Jamboree site wasover 2V2 miles long and viewedfrom surrounding hills, was an ever-changing panorama of colour andsound.

Each day a number of nationalcontingent headquarters held re-ceptions and in addition to dressingin colourful native costumes, served

traditional food and drink to guests.A number of contingents had bandswith them and almost any time par-ticipants could hear music playedby brass, concert, marching, drumor pipe bands. Wherever you walk-ed there were groups of boys andgirls singing songs of the world.

Girls? Oh yes, some 750 of them;all legal, card-carrying members ofthe Scout associations of the Nor-dic countries and, it should benoted, they added a delightful di-mension to the Jamboree. Theyworked on the staff of the handi-craft and conservation programareas and with the security force,and it could be said, were verypopular with the Canadian Scoutswho told me that they were all foreo-eo Scouting.

While there is not space to re-port in detail all aspects of thecamp - here are a few 'Jamboreejottings:'

Motor vehicles were not permit-ted on the campgrounds and somecontingent leaders took to visitingtheir far-spread contingents by bi-cycle. The Canadian Headquartersstaff presented Contingent LeaderBill Carr with a bike they called"Bill's Staff Car" ... Another fam-iliar figure seen peddling regularlyaround the camp was the leader ofthe British Contingent, Lord Baden-Powell, grandson of the Founder... The campsite was in the 'Landof the Midnight Sun' and at 11p.m. the sky was still quite bright.By 3 a.m. it was like mid-day.Boys complained of a lack ofsleep because of the shortnight ... the weather throughoutthe Jamboree was fine and hot.Temperatures were well above

average but it did cool down atnight . . . Prices throughout theScandinavian countries are highcompared to Canada and many ofthe boys were forced to cable homefor more money. Small bottles ofCoca Cola were selling anywherefrom 60~ to 80~ Canadian funds ...Canadians were easily identifiedwith their yellow and red T-shirtsand jackets and red and whitemaple leaf hats - that is untilswapping began . . . Major BillWhitehead, Information Officer,Canadian Forces Base, Lahr, wasresponsible for our public relationsand sent hundreds of photos hometo Canada to local newspapers ...Each of the ten sub-camps hadits own post office, bank, souvenirshop and canteen . . . The Nor-wegian Army, which has a basenear the campsite, provided suchnecessary services as electricityand water. They also provided ahelicopter airlift in case of emer-gency ... A NATO equipped hos-pital was centrally located andstaffed by 11 Norwegian doc-tors ... The camp ham radio set-up LCIJ provided contact withhome stations on request. Manycontacts were made with Canada... The 14-year-old Crown Princeof Morocco was a member of hiscountry's contingent and held adinner one night to which a boymember of the Canadian contingentwas invited . . . Camp securitywas very good and although thou-sands of visitors were in the areaat all times, no major problemsoccurred ... King Olav V of Nor-way officially opened the Jamboreeand welcomed the visitors to hiscountry ... His Excellency, K. D.Mcllwraith, Canadian Ambassadorto Norway spent a full day at thecamp ... Regular bus service wasprovided every 10 minutes to andfrom Lillehammer ... The Cana-dian flag flown at the openingceremony came from the PeaceTower of the Parliament Buildingsin Ottawa . . . There were fourchapels on the campsite, available

to all faiths . . . Eight differentprogram areas were located withinthe campsite and in Lillehammer:physical activities; water activities;the North Trail based on NordicScout skills; nature and conserva-tion; handicrafts; Maihaugen FolkMuseum, an open-air museum con-sisting of over 100 old buildingsdating back hundreds of years;Nordic Culture and Democracy andModern Technology and RadioScouting ... There was a GilwellReunion held on the Sunday eve-ning ... A three-day conferencewith boy representatives from eachcountry was held August 4 - 6.The outcome of the discussionswill be reported in a future issue.THE HIKE

The great adventure of NORD-JAMB was the 24-hour hike whichtook international patrols of eightboys out into typical Norwegianterrain, I some 2,700 - 5,000 feetabove sea level and taught themhow to Isurvive in strange countrywith o~ly minimal equipment. Italso pr9moted cooperation and un-derstan~ing between young menfrom different parts of the world bygiving them the opportunity to liveand wsrk together. The patrolswere chosen by computer.

Five if the subcamps hiked Au-gust 1 - 2 and the other five,August - 5. Each had four routesof varying difficulty to choose from.

Night~ were spent in broad-leafedtree areas but routes took thehikers Well above the tree linewhere they could see snow onthe peaks.

Befor~ the hikes, participantswere specially trained in orienteer-ing, bivouac building, wind-screenand fire making, primitive cookingand terrain information. Among themany subjects covered on the hikewere geology, flora, angling andthe study of old homesteads,places of sacrifice, hunting pitsand traps.

A specially trained Jamboreestaff, made up of experienced Nor-dic hikers supervised this event.Post Jamboree Activities

On August 7, the 14th WorldJamboree became a part of Scout-ing's history, but for the majorityof Canadian participants, there wasstill" another week of fun and ad-venture ahead.

In the early planning for theJamboree, the Committee felt thatmaximum opportunities should begiven to participants to see anddo as much as possible, duringtheir stay in the Nordic countries.

A Scandinavian travel agency thatspecializes in youth tours was ap-proached and asked to prepare anumber of inexpensive, 7-day, touroptions.

Early Jamboree literature includ-ed a full colour brochure out-lining the following options afterthe closing of NORDJAMB.TOUR 1Fjords and Mountains of Norway

This tour by private motorcoachtook 115 boys and leaders to themost famous mountains, fjords andvalleys of Norway and included aboat trip up the Sogne, the long-est and deepest fjord in the world.It finished with a full day in Oslo.TOUR 2Are Mountain Camp

Mostof the items available can be used to provide back-ground information on a particular subject and manyof them can be cut up and used in games or pastedto other pieces for art work projects and, indeed,used in as many ways as your imagination directsyou.

All of them can add to your program content,spice up your meetings and enable young boys tolearn and grow in the world around them. Some itemsyou should look for:

A comic book put out by the federal departmentof consumer and corporate affairs called The Ad-ventures of Binkly and Doinkel. It's designed to warnchildren of the dangers of such potentially hazard-ous products as lighter fluid, corrosive oven cleaners,explosive spray cans and vermin poison. Althoughtreated in a fun way, this comic book gets the mes-sage across.

Highway Safety Code for Children is a safety book-let available from provincial motor vehicle depart-ments. It shows, through pictures, the safe ways touse our roads and highways and clearly presents alltraffic signs that children must be aware of.

The Canada Trust Company has an interestingpackage of 12 games called Road Fun for the WholeFamily. Intended to keep children occupied on longjourneys, the games can be used in your colony pro-gram with only slight modification.

Ope,rating a Beaver colony for one to 11/2 hoursevery week for some 40 weeks out of every year re-quires a lot of patience, skill and, if you hope to keepthe boys active and interested, a continuing sourceof new or reworked program ideas to share withthem.

Many Beaver leaders attend sharing sessions ona regular basis. As a result, they pick up new ideasfor their programs and, in turn, share some of theirown ideas.

Also from the postal service is a monthly publica-tion called The Three Penny Beaver, filled with stampcollecting facts, information on new issues and gamesand contests that may be of interest to your Beavers.

Canadian Wildl.ife Service produces digests on manyaspects of Canadian wildlife, one of them calledBeaver - a four-page booklet full of facts on thebeaver and its habitat which can supply you withgreat background material for future storytelling.Check with the director of your provincial fish andwildlife department for this and other papers.

Health and Welfare Canada has produced a bookcalled Play for Pre-schoolers, available from Informa-tion Canada bookshops for 50(t.

Many dairies across the country have their milkdistributed in Ex-cell-o pack cartons and the Ex-cell-ocompanyl has a publication called Fun with Pure-Pak.It shows dozens of ways to use plastic cartons fora -variety of crafts. Check with the dairies in yourarea for ~hese booklets.

As I said earlier, these are just a few of the manyitems available to you to enhance the content of yourprogram. In visiting various parts of the country Ilearn a lot of useful pieces of material which, unfor-tunately, lare not readily available outside that particu-lar province, The sad thing is that evenince, many peo are simply not awaravail e.

There are many ways of building up your own re-source file - picking up handouts at sharing sessionsand always being on the lookout for material wher-ever you go. If you live in an area that has an annualexhibition, then you are in luck. Such events havedisplay booths of all kinds and most booths seem tohave a never-ending supply of pamphlets, brochuresand catalogues.

Just about every give-away from county fairs, boatshows, automobile shows, museums, and publiclibraries can be of value to a Beaver leader in oneway or another - for art work, in games, for craftssuch as mobiles or decorated items.

You don't have to attend every event yourself; ifyou know friends who are attending, .ask them to pickup a supply of everything going, and before long,your resource box will be overflowing.

The resources I have mentioned here are the book-let type - but, of course there are the other standbys,from popsicle sticks to bottle tops.

Don't forget movies, films, slides, tapes, recordsor old rags, coat hangers, pine cones, buttons andbows.

If you already have a list of things of resourcevalue in your area, why not send it to me and we willshare it in another article some time in the future.

Meanwhile, have fun in your search and remember,keep your eyes open for anything that will help withyour program.

In 1913, my father was Scoutmaster of a troop inthe ver~ poor Stepney area of London, England. Be-cause economy was a priority when it came to camp-ing, my \father made a simple device for camp cook-ing, call1ed a haybox. Since food cooks slowly in thehaybox, even the cheapest cuts of meat becamemouth-V\jatering tender. Interrupted by World War I,Dad didn't get a chance to handle another Scouttroop, but that handy gadget - the haybox - be-.came part of our household equipment, and is stillpart of mine.

A haybox, quite simply, is a highly efficient butprimitive conserver of heat; food is put into a box thatis filled with some insulating material, just as hotdrinks are put into a thermos bottle. The food con-tainer must be the exact size to contain what is tobe cooked, and must have a tight lid. Once thefood has been brought to a boil the closed containeris put into the haybox and properly surrounded Ininsulating material, so that it will go on cooking itselfslowly, without further heat or effort. If the hayboxhas been built properly, the food will be at tabletemperature as much as seven hours later.

With a large haybox, entire meals can be preparedearly in the day and kept hot, so that all campersare free to go about having fun, with a full, hot mealwaiting, when they are ready to eat. Prepare your foodfor a haybox meal hours ahead of time. For example,begin cooking the meat for supper's stew in themorning, using your breakfast campfire.

Throughout the years I have continued to use ourhaybox and have cooked a wide variety of foods init, both at camp and at home.

You can make a temporary box out of a large car-ton, the sort that holds 48 double rolls of paper towel.For insulation you can use just about anything -hay, straw, newspaper, styrofoam slabs or Chips. Pack

your box full, but not too tightly - it is the air trappedin the filling that holds the heat.

Try building a permanent haybox. Use 2" x 4"softwood lumber and sheets of plywood. A box meas-uring 4'x1V2'x1V2' will hold three four-quart potsand leave enough space between for proper insula-tion. The idea is to have your pots well-insulated tohold the heat for hours to continue the cooking pro-cess.

Make a lid as well, so that you can use the emptybox to carry food and utensils to and from camp.Make sure you attach the plywood sheets inside the

frame. This way, the thin sheets will be protectedfrom rough handling and the box will not be in directcontact with the ground. Keep the frame as strongas possible - boys aren't known for their gentle-ness - and fit the two ends with rope handles foreasy carrying. Give the box a good coat of plasticvarnish both inside and out so that it will stand upto wet weather.

Once you know how to use a haybox, you will beamazed at the variety of food that can be cooked byboiling. All you need is forethought and imagination.

STEW FOR 6 BOYSCut 2 lb. of meat into small cubes (large pieces

will not cook through) and roll in flour, to which youhave added salt, pepper and steak spice. Chop twoonions. Using the fat from breakfast's bacon, brownmeat and onions over still-hot coals. While the meatis browning, prepare vegetables, setting them asidein water. Shake flour into the pan to absorb the extrafat and thicken your stew. Add enough hot water tocover the meat in the pan and bring to a boil, stirringconstant} .. Transfer into a pot that will hold the lotand brin to a boil again. Cover tightly and press thepot down into your haybox. Then cover the lid with alayer of traw. Now close the haybox or cover thecarton with a ground sheet.. Thi~ fi~st stage turns your tough, .cheap stew meatinto nlce~ tender chunks. At lunch time, take the potout, pouf the contents into a larger pot, add theveqetablas and enough water to fill the pot. Boil again,cover an1 return to the haybox as before. .

At sup, er time, lift the pot out and serve the stew -no need 0 reheat. The meat will be tender, the vege-tables c~oked to perfection - and all ready to eat.This is a1great recipe for leftovers.

SPAGHEFI AND MEAT BALLSThe tomato sauce for this dish must be made a day

ahead, arid here again you use the hot coals left frompreparingl an earlier meal.Sauce: Cook one large, finely chopped onion in melt-ed bacon fat, in a pan over a slow heat until the onion

is soft but not brown. Add flour to absorb all the fat.Add 2 cups tomato juice, 1 tsp. sugar, 1 tsp. salt, 1bay leaf, 1/2 tsp. oregano and 112 tsp. parsley flakes,while stirring. Bring to a boil, cover and pack in thehaybox. (Remove bay leaf when you take the sauceout.)

Prepare ground beef by rolling into very small ballsand fry, draining off the fat and meat juices for use ina stew or soup. Boil. spaghetti in salted water until justtender. Drain. Reheat sauce to boiling point, add meatballs and spaghetti. Stir. When it boils again, transferto haybox as before.

STEWED APPLESPeel 3 lb. apples and cut into small chunks discard-

ing the cores. Pack loosely into a pot the right size,add a little sugar and water. Bring to a slow boil.When the fruit shrinks, pour into a smaller pot andbring back to a boil before covering and packing inthe haybox.

Remember that while your meat took two sessionsin the haybox to make it tender, the fruit will needonly one. If you place the dessert fruit into the hay-box at breakfast time, it can come out at lunch timeand be served cold for supper's dessert.

Try making Boston baked beans in a haybox, usingyour favourite recipe. Like meat, it will need to bereheated after the first three hours and you will haveto add water. When cooking a roast of meaf on aspit over a fire, use the haybox to cook the vegetablesalong with a hot drink.

If you're travelling to a campsite and want a hotmeal ready once you've set up, try making a meal,such as stew, at home and use the haybox to keep ithot until you get to your destination and are readyto eat.

Some fires refuse to stay lit long enough after ameal to be of any real use and here I recommendthe tuna or chicken haddie campfire. (See fuel tin,Canadian Leader June/July '75 and Nov. '74.) Thisburns just like a candle only with an intense heat.Set the fuel tin in a circle of stones that is higherthan the tin to get the pot to boil.

Sound familiar? Just like home? Maybe so, but notquite. It' not a television cartoon program to whichI'm allu ing, but a form of entertainment that goesback a few thousand years - a puppet theatre.

Long ~efore the advent of tv's Flintstones, BugsBunny a~d Yogi Bear, children were being entertainedby Pund(1 and Judy doing battle and St. George'doing infthe dragon.

The puppet theatre still makes an interesting pro-gram item and the variety of puppets and storythemes is practically unlimited. The boys' imaginationcan run wild and not only can they create the puppetsand give them life, they can also be their voices.

Puppets are usually brought to life through mani-pulation of strings or the movement of fingers, andwhile the ultimate is to make them move, you maywish to start your new puppeteers with simple stickpuppets.

But first things first - what's an actor without astage? So, how about making a theatre?

This stage is made of cardboard but you will findthat it is strong and easy to make and decorate.

Local appliance stores will provide you with yourbasic need - a heavy cardboard carton, the typethat refrigerators and stoves come in. Just ensure thatit is large enouqh to accommodate your puppeteers.(Fig. 1, 2 and 3)

You will also need a piece of 3,4" square soft woodfor your curtain support and two pieces of V2" x 1"for wing supports. The actual lengths of your woodwill, of course, depend on the size of your theatre,which in turn will depend on the size of your carton.Wood can be attached to cardboard with stove boltsor, better still, with wing nuts which will allow thetheatre to be dismantled for storage or transportation.

Your stage curtains can be made of anything fromold sheets or colourful towels to dress material. For

the curtains you'll also need screw eyes and cord ora short curtain rod.

The backdrop should be either material or cardboardthat is decorated to meet the needs of the play. Oneplay may require a number of backdrops, dependingon the number of scenes. The job of making back-drops can be left to the 'stagehands' not actuallyinvolved in the operation of the puppets.

Give your theatre at least two coats of white latexpaint and then add your own decorative items inbright colours. You may wish to have a wolf headon the front or your group number. The wings lookespecially nice with vertical stripes.

Again depending on size, the theatre can either beplaced on a table or left on the floor.

STICK PUPPETSStick puppets are just what the name implies, cut-

outs from heavy, white cardstock, decorated with aperson, place or thing and attached to a stick.

The puppets can be figures of famous people,either drawn or cut from a magazine or newspaperand glued to the cardstock or such things as an air-craft, car or boat. With last summer's historic link-upin space still news, your Cubs mighf like to draw theAmerican and Russian space vehicles. (Fig. 4)

The background could be black with the earthshowing at the bottom and the boys supplying thevoices of the astronauts, cosmonauts and missioncontrol. The show could be in three. parts: the blast-off, meeting in space and the re-entry with para-chutes, aircraft carrier, helicopters, frogmen and theocean.

A puppet show can be used by leaders to put overinstructions for a test, to announce a special eventplanned or for that matter just about anything. It isan ideal activity for a parents' night or summer camp.

HAND PUPPETSTwo of the more popular types of hand puppets are

shown and can be made by even the youngest Cub.The first one is made from individual size cereal

boxes and as you can see from the illustration, reallyonly requires a pair of scissors or a knife to cut thebox in half and a few odds and ends to give thecharacter a personality. (Fig. 6, 7) The hair can bemade from felt or excelsior and the stripes on thedragon's body from coloured paper or paint. St.George's sword can be made from a popsicle orsucker stick, covered with tinfoil. The maiden rescuedby the brave knight can have long hair made fromunravelled twine.

To operate, merely insert the four fingers in theupper portion of the box and the thumb in the lowerand then move up and down.

Perhaps better known is the hand puppet, madefrom cloth that fits over the full hand, with the thumband three fingers providing the arm movement andthe index finger moving the head.

While this type is .available commercially, it isvery easily made from odds and ends.

A portion of a kitchen paper or towel roll tubemakes a good body and the head can be anythingfrom a balloon to a styrofoam ball available from ahobby shop.

Why not start a puppet theatre in your section?It's easy and it's fun!

It all started last winter when Sandy Bridges, Di-, rector of the Charles L. Sommers Wilderness Canoe

Base ofl Boy Scouts of America visited the NationalOffice. rhey have an active winter program at the·camp and Sandy told us about their plywood trailtObOgg~nS used on winter hikes.

From this discussion, we considered the feasibilityof making our own inexpensive, lightweight trail tobog-gans. For lightness we would use foam board or card-board. To add strength, we felt they should be fibreglassed. We built two toboggans - one of foamboard and one of cardboard. The cost surprised usand we built an inexpensive third toboggan to reducecosts - using a bedsheet (donated by the assistanteditor) instead of fibre glass. The results of our proj-ect are recorded in this photo-story. We still need totest them out, but on grass they look great.Some Hints:

• We used a mat type fibre glass but have discover-ed that a woven fibre glass would be better suited.When fibre glassing:

• wear long gloves to protect hand and wrists• work in a well-ventilated area• clean hands and tools with acetone quickly• mix only the resin that can be spread before

it gels.The following shows our costs. We believe it to be

an excellent troop or patrol project - one that willadd fun to winter hiking.Note: These are strictly trail toboggans. They are notto be used for sliding.

To bend the board at the front, we drew lines 1/2"apart fqr 6" on the bottom. We cut half way throughthe board with a knife and then formed the front curve.

To hold the curve and strengthen it we covered thesecuts with masking tape.

We also sealed all edges with masking tape includingholes cut in the front curve for ropes.

On the first two toboggans we ran a rope around theouter edge - to provide strength and to hold the '0'rings. The rope was sealed to the edge with maskingtape. We were not happy with the results and modifiedour approach on the third toboggan.

A base coat of resin was applied to the top, and thento the bottom, of the toboggans.

We had allowed an overlap of mat on the bottom,expecting to wrap it around and seal it on top. Wefound that the mat did not readily bend - thus ourrecommendation for using cloth.

This is the toboggan made with foam board, fibreglass and resin. The rounded nose requires modifica-tion of the man harness.

We cut the fibre glass mats to the shape of the tobog-gans and painted on a coat of resin on top, laid on thefibre glass and then applied more resin, ensuring thatall air (seen as white patches) was out of the mat.

We applied another coat of resin to the top and bot-tom to get a smoother surface.

To seal the edges we used strips of cotton cloth coatedwith resin. A final sanding and coat of resin finishedthe toboggan. .

On the basis of our experience we decided to use twolayers of cardboard for the third toboggan. Becauseof the curve we cut, the bottom layer 4" longer sothat we could even it flush after gluing,

.l:We scored both layers at V2" intervals, again sealedthem with masking tape to hold the curve.

The twi layers were glued together with rubbercement. For a strong bond, we applied the cementto both faces, allowed them to become almost dryand then put the pieces together after carefully align-ing them. Once they are together the cardboard willtear if you try to separate them.

Once glued together, we inserted 3/8" plywood blocksalong the edge. These were glued in - again usingrubber cement.

We reinforced the blocks with masking tape wrappedaround the toboggan.

We also bound the edges with masking tape and rub-bed any rough joints to smooth them .

We applied a coat of resin to the top and bottom andthen stapled the bedsheet to the toboggan. The insetblocks were useful for this. We applied resin, againensuring that the sheet was firm against the cardboardand that all air was removed.

Alternating sanding and coats of resin ensured asmooth finish on the bottom. We found the resinpicked up the colours which had faded. Eye hookswere then screwed into the wooden blocks and ourmasterpiece was finished.

Those of you who have been around the Cub pro-gram for a while will recall that a few years ago somemajor changes occurred in the program to keep it upto date and "in tune with the times."

For the most part, the changes that took place havebeen well received and are generally accepted bypack Seouters in Canada.

Following our lead, many other countries have re-viewed their Cub program and they, too, have changedor are in the process of changing their programs.Because of the similarity of their changes to the oneswe made, we naturally feel that we are on the righttrack, even though ours were made some years aheadof the others.

The one area that we did not change, while othershave, is that of the Promise and Law - and thatraises the question as to how the majority of packScouters !in Canada feel about the present wording ofthe Promise and Law.As you know, the Promise reads:

I promise to do my best,To do my duty to God and the Queen,To keep the Law of the Wolf Cub Pack andTo do a good turn to somebody every day.

In Australia, the Promise reads:On my honour I promise that I will do my best -to do my duty to God and the Queen, to help otherpeople, and to keep the Cub Law.

In the United Kingdom, it is the same except forthe addition of the word 'Scout' in the last line -to keep the Cub Scout Law.

In Canada, our Law reads:The Cub gives in to the Old WolfThe Cub does not give in to himself.

In Australia, the Law is:A Cub is loyal and obedientA Cub does not give in to himself.

and in the United Kingdom:A Cub Scout always does his best, thinks of othersbefore himself and does a good turn every day.

In any discussion of the Promise and Law as prac-tised in Canada, two items are usually pointed out.The first is in regard to the lack of reference to 'mycountry' in the Promise. The second deals with theLaw and the fact that for some people "giving in tothe Old Wolf' suggests complete subservience and'not give in to himself' as a denial of personal free-dom or freedom of expression.

In the Promise, many people feel that, in additionto doing one's duty to God and the Queen, we shouldalso encourage boys to do their duty to Canada and,while it can be argued that in serving the Queen, aboy also serves his country, for some, the additionalwording would result in a nationalistic emphasis whichnow appears to be lacking.

As for the Cub Law, those who favour its retentionas it is now stated will support the argument that aleader who understands the intent will have no diffi-culty in conveying this intent in an appropriate mannerto boys in their pack.

Those people who feel that the present Law is tooconfining suggest that a law which is so involved asto require interpreting to be understood by a boy ofCub age should be rewritten in a more simplifiedway - perhaps as in the examples given above fromAustralia and the United Kingdom.

Your views on this subject and any suggestions asto keeping the existing Promise and Law in Canada,or a possible revised wording for one or both asshared with you on this page, would be appreciated.Without your expressed opinion on the subject, truerepresentation of pack Scouters across Canada islost.

ing fields will do nicely - mark out with sisal twineand metal tent pegs a 200-yard stretch of imaginarycountry lane with a fairly sharp S-bend about midway.Place an unconscious person (on a groundsheet, ofcourse) about half-way round the bend. At the far endof the lane, mark out an open gate at one side, witha 'Beware of the Bull' sign lying face downwards,as though it had been knocked over.

Send out the patrols one at a time to cope withthis situation. They should be told to imagine that theyare returning late from a weekend camp and should besuitably equipped with rucsacs, jackets (including,if possible, two light-coloured ones) and whatever elseseems appropriate. The use of lights of any kindshould be strictly verboten.

Points to notice:1. On entering the lane, does the pi marshall

his men in single file on the left hand side of thelane facing the oncoming traffic, with the boys wear-ing the light-coloured jackets at the front and rearof the column.

2. At the scene of the accident, does the pi im-mediately send the boys with the light jackets toopposite ends of the S-bend to stop the oncomingtraffic?

3. Does the pi nominate boys by name to varioustasks aid give clear and concise instructions: a) twoboys to the imaginary call-box to dial 0, ask for thepolice, ive a coherent report and state that the am-bulance is needed - one boy to stay put while theother re urns to report 'mission completed'? b) OneScout t reconnoitre ahead and check that no otherperson or vehicle is involved?

4. D~es the pi himself administer superficial firstaid to rrest bleeding, etc. and attend to the com-fort of t e injured person without moving him?

5. Wen, and if, the open gate is discovered, arereasona~le precautions taken to deal with this addedcomplication: a) by closing the gate, b) by warning allhands that a dangerous bull may be at loose in thearea, c) Iby dispatching a Scout to warn the farmer,and the police?

Now, as we see it, there would be several ways ofpresenting this harmless little activity to the troop.

Method A would be to send out your team of trainedassistant Scout leaders to set up the scene as des-cribed above - and no doubt to have fun themselveson the side by impersonating the angry bull! - andthen to act as observers, while you, the Scout leader,keep the rest of the troop happily engaged back atthe home base. Later an inquest would be held, whenyour observers could make witty comments about theperformance of the patrols' and point out all theirmistakes.

This is the traditional method and in our opinionit is very much open to criticism.

The trouble is that, more often than not, it resultsin considerable loss of face by the patrol leader who,of course, must carry the can for all the daft thingshis boys might have done. At its worst this can amountto a form of character assassination. In past yearseven grown men on adult leader training courses havebeen known to squirm with embarrassment and re-sentment as rib-tickling ridicule was poked at theirefforts to control the .antics of their followers. With.boys the hurt goes deeper, lasts longer, might evenbe permanent.

An exaggeration? Perhaps. But . . . watch it,Scouter!

In Method B the activity would be. offered to thepatrol leaders, not as a competition to test theirpowers of initiative and leadership, but as an oppor-tunity to train their Scouts on the job. To this endthe incident would be described in detail at an eve-of-the-event meeting of their council, when they woulddiscuss it with the Scouter and work out the correctprocedure for tackling the forthcoming emergency. Nohint of this should reach the patrols of course (whyshould it?) but think how the pi's stock will rocketwith his own followers when he is seen rising mag-nificently to the occasion at every turn!

Method C would be to brief the patrol leaders,provide the necessary impedimenta and leave it tothem to organize the incident '- or better still, set upan even better one of their own devising - and thenact as observers while their assistants enjoy the rareprivilege of leading the patrols into action.

Come to think of it, you could learn a lot about yourown attitude to Scouting by declaring here and nowwhich of these methods most appeals to you.

On the other hand, it is just barely possible thatyou will share the opinion of a friend of ours who,when asked what he thought of this activity as adiversionary exercise for the troop night programin winter, simply replied, "Not much!" The followingconversation ensued:US. Why not?HIM: Been done before.US: Of course it's been done before, but the question

is - has it been done by your present lot?HIM: Well - - er - -US: On troop night? In the winter? In the dark?HIM: Er - - wellUS: (sweetly): Thank you. That is all we wish to know.Saying which we drained our glass and allowed our-selves to be led out into the garden to admire thelocal glow-worms. But it makes you wonder doesn't it?

first camp we attended as patrol leader of the 2ndWallsenG! Wood pigeons. We were organizing the erec-tion of our ex-Army (first World War) bell tent at acounty rally of some sort on the edge of the racecourse in Gosforth Park, not far from where the CountyTraining Ground is now, when a neighbouring Scouter,acting no doubt with the best of intentions, strolledacross to tell us, in the presence of our own men,that we were making practically every mistake in thebook. He then took the job out of our hands, gavewhat was undoubtedly a splendid exposition of theart of tent pitching, patted us kindly on the shoulderand strolled back well pleased with himself to rejoinhis own troop.

We have often thought that what we ought to havedone was to thank him courteously for this help andadvice, explain that he had unfortunately pitched thetent in the wrong position and then take it down andre-pitch it a few feet to the right or left.

But that's life. You only get these brainwaves whenit's too late.

'*'We have frequently been told, and have just beentold again, that the program ideas we put forward inthis column are okay for small boys fresh up fromCubs with Akela's tender parting words still ringingin their ears, but are much too juvenile for young menof 141/2-plus who are already suffering the pangs ofpuberty and need much stronger meat to take theirminds off their personal problems.

As to that, hasn't it ever occurred to anyone thatit might not be just the troop meeting program thatturns the older boys off - perhaps it is the troopmeeting per se.

Meanwhile, let us admit freely that our failure tosuggest program ideas for older boys on troop nightis due not to bloody-mindedness but to our own in-ability to think of anything that would fill the bill.We have tried and failed. If our critics think they cando better why don't they, instead of sitting round com-mittee tables complaining and nit-picking?

Never mind. Here is another dollop of juveniliana.We can only hope that your little boys have lots andlots of fun.

• Get someone to plant his fingerprints on a highlypolished dark surface, such as a piano. Carry out anexperiment by dusting them with finely powderedFrench chalk and try to transfer the dabs to the stickyside of transparent fablin or plastic tape.

• Borrow a Polaroid camera with flashlight attach-ment and allow each patrol in turn to take actionphotographs of themselves working on some interest-ing project out-of-doors.

• Provide ropes, batons, blocks and tackle, andwhile you keep the kids happy indoors, send thepi's out to make a rope ladder and stretch it tightlybetween two trees (or whatever) so that the boyscan crawl along it in one direction and do a Tarzanact in the other.

• In soft snow, send patrols out under the assistantpi's to create tracking problems for each other whilethe pi's run out electric cable and a powerful spot-light to provide oblique lighting. (Come to think of it,this would make an excellent subject for instantphotog raphy).

• Conduct an experiment by testing a snowfallfor acidity with litmus paper at different stages of itsexistence, the idea being to see whether it is subjectto pollution from the atmosphere, passing traffic, etc.

• Carry out 'rigidity and self-control tests' by throw-ing the shadow of an outstretched arm on the wall andmarking the end of a pointing fingertip with a pencilwhile efforts are made to disturb the subject bycreating loud and unexpected noises and other di-versions behind his back.

• In the dead of winter get the troop room barkerto announce a reward for the apprehension of anyliving creature other than human found lurking onthe premises.

• TANKS: The entire troop, save one, lie face down-wards, side by side, on the floor to form the tracks.The spare man lies full length on top at one end. Thetracks roll over together so that the man on top isborne swiftly along. Others follow in turn.

• Convert plastic soft drink bottles into 'individualshowerbaths' by perforating the base with the red hottip of a steel skewer or knitting needle. The bottlewill only release the spray when the air-tight screwcap is removed.

• Provide each patrol with a pair of large scissorsand invite them to rig up a system that will enablethem to operate the scissors by remote control bysnipping the edge of a sheet of typing paper at arange of four feet.

Other suggestions for our new juveniliana featurewill be warmly welcome. .

should be given a wide berth. The woods wouldprovide a safer refuge and, as the centre of the stormis still the better part of a mile away, perhaps theobvious course would be to make a beeline for thetrees and hope to get there before they were caught inopen ground.

The strop method of making a bosun's chair is ourown idea and cuts out those awkward bowlines whichare usually recommended. The purchase would betwo to one on each hauling rope. Incidently, the twoboys would obviously need to work in unison to avoidtipping the passenger out of the seat. If you feel youcan't altogether trust them it might be wise to limitthe height of the lift, but that's a matter for your ownjudgment and discretion.

The Wall Knot is a simple method of making apermanent stopper in the end of a fall to preventit from running out through a block. It is usually com-bined with a Crown Knot, on the double, to make theso-called Manrope Knot. If you feel really keen to tryit you should refer to Eric Franklin's excellent newbook An A. B. C. of Knots.

Ground Hogs, of course, are delightful little crea-tures like snubnosed rabbits which abound in thesandy soil of the province of Ontario, Canada. Theidea in The Ground Hog Relay is that the 'hogs' shouldrun on the backs of their heels while supported bya partner from the rear. We have to admit that we'venever tried it ourselves, out it looks like fun.

change trom organized fun to utter chaos. Leaderscan reac! in a variety of ways such as blowing a whistle(but this hurts eardrums), shouting above the noise(this is b1adfor nerves) or singling out a few disruptiveboys and! punishing them (little is gained in the longrun).

There are a number of other alternatives which canbe used to create self-discipline such as:

a) Stop the activity and have everyone go to theirlodges for a different activity. Without shoutingthis instantly reduces noise and tension.

b) Drop your activity in favour of another. Your ori-ginal program might not have suited the groupatmosphere. Advanced planning helps here, whereleaders can take an exciting game from a futureweek and insert it to channel the excitement.

c) If the boys are overly excited, use the slow downgame. This is where the boys use their imagina-tion as a group. Start everyone racing around thepond like airplanes, motorcycles, kangaroos,frogs, snakes and snails. Now that the pace hasbeen cooled, try a fresh approach to your originalactivity.

in June this year at the Greenwood ConservationArea. This was a family day with some gOO Beaversattending and together with their parents totalled2,300. A great time was had by all.

Lord ipaden-Powell placed great emphasis on thepatrol srstem. In his book Aids to Scoutmastershiphe states: "The patrol is the character school for theindividual. To the patrol leader it gives practice inresponsibility and the qualities of leadership." Hefurther states: "But to get first class results from thissystem you have to give the boy real free-handed res-ponsibility or you will only get partial results."

It is apparent that B.-P. saw the patrol system asmore than just a way of managing a troop. If ourpatrol leaders are going to receive maximum benefitfrom the patrol system, some thought must be givento what qualities of leadership they must acquire andpractise.

All too often, leadership training given to patrolleaders is composed of knotting, woodcraft, lashingsand other Scoutcrafts. This is not to suggest patrolleaders shouldn't learn these, but what about leader-ship skills? .

Research in management fields has shown that onekey cause of business failures is the lack of manage-ment skills rather than the lack of technical knowl-edge. Apply this to the Scout patrol. All too frequentlythe patrol leader who has a high degree of technicalskills proceeds to 'do it all' himself and wonderswhy his patrol goofs off.

Let's look at some leadership qualities that a patrolleader can learn and practise.

At a recent troop meeting the Scouts were decidingwho would make up their Court of Honour - patrolleaders and assistant patrol leaders or patrol repre-sentatives elected just for that purpose. The discus-sion had split the troop into two camps - those whofavoured the patrol leaders and assistants and thosewho favoured an elected representative. The Scoutercaught the muttered words of one of the Scouts.

'''Would you repeat that please, Mike?"The Scout looked startled and then blurted, "It's

not that I don't like my.patrol leader, but I don't wantthe patrol leader deciding what I'm going to do with-out me telling him what I'd like. A patrol representa-tive would represent me and the rest of our patrol."The Scouter pointed out that the patrol leaders andassistant patrol leaders were elected representativesof their patrols. "You mean that me and the otherguys in the patrol can tell him what we want and afterthe meeting he would have to report what happened?"asked Mike.

From this troop experience we can draw two leader-ship skills - representation and collecting and givinginformation.

Technically, in a democracy everyone has a chanceto express their opinion. The larger the group gets,the less possible to have a 'pure' democracy. Hence,representatives. A patrol leader and his assistant arerepresentatives of the patrol. They should be taughtto represent both the 'majority' and the 'minority'voices within their patrols. Learning to present theviews of all their patrol members as well as express-ing their own view is good experience for a patrolleader.

Reporting what took place and the decisions reach-ed to the patrol is the other half of being their repre-sentative. Teach your patrol leaders to follow thesesimple steps when receiving information:

a) watch and listen closely to what is done and saidb) take notes and make sketchesc) ask questionsd) repeat what you understand to have been said.

The more involved the information the more importantthese steps are. Giving information is just the re-verse o~ the above process. .

Let's ook at another patrol. This patrol is composedof boys who have just come up from Cubs. There aresevencouts (on thy night of their Going-up cere-mony, tleY were also invested - the result of threeweeks ork by one of the troop's Scouters and twoScouts). It is customary in this troop for the patrolto disc ss what they expect of the patrol leader andassistan patrol leader before they elect them. With-out coae hing from the Scouter, the Scouts expressedthe following expectations of a patrol leader and hisassistant:

- not a 'boss'- let others have a chance to do things and

doesn't .always try to do everything- set an example by not fooling around and by

wearing their uniforms- admit they don't know the answer when they

don't (~r don't know how to do something) arid letother patrol members answer

- mtke sure jobs get done

It's interesting to note that while these statementsare reasonably close to the words used by the boys,it wouldn't take too much effort to change them intoleadership skills terminology.

Their first comment not a boss tells us what leader-ship style they don't want. Boys see a boss as onewho orders people around with little regard for theirfeelings; who thinks he knows it all and never listensto the counsel of others. A patrol leader who makesall decisions and then endeavours to impose them onhis patrol through orders would likely be seen as aboss by the boys. The result is rebellion - foolingaround during patrol meetings, missing patrol meet-ings and leaving assigned tasks unfinished or noteven started. The authority of an elected leader restsin his group. If a patrol leader's patrol refuses tofollow him, he's a leader in name only. Helping boyleaders to use skills which weld their patrol into ateam can be of life-long value.

The next comment - lets others have a chance todo things - brings us to delegating of tasks. Here,we open the door to several other leadership skills.

Two of these are control and using the resources ofthe group.

Delegation, control and using resources of the groupform a natural grouping. Delegating tasks to peoplewithout knowing their skills or interests and then justforgetting about the task is not skilled leadership.Encourage your patrol leaders and their assistants tolearn the resources within their patrol by asking ques-tions such as: What are the hobbies of the patrolmembers? Does any member of the patrol belong toany other club or organizations? How many patrolmembers camp with their families? Patrol resourcesshould be written down and filed for future reference.

Now when the time comes to delegate a job, thepatrol leader has some idea of who to ask. Learning todelegate and use patrol resources should eliminatethe patrol leader attempting to answer all questionsor undertaking all tasks.

Control is an aspect most frequently overlookedand misunderstood by adults as well as boys. Dele-gatingsomeone to do a task does not remove theleader's responsibility for getting the task done. Thewise patrol leader provides the delegated Scout withsufficient scope to get his assigned task completedand also establishes some form of check to ensurethe task is completed. This check should not be leftuntil the last minute or corrective action can't betaken.

This brings us to responsibility. How does onelearn responsibility? Well, one way would be yarns,lectures or group discussions. These approaches givethe participating Scouts an explanation of the termbut a true understanding can only come from experi-ence. The patrol leader and his assistant must feelthe consequences of their decisions or actions. Ifpatrols are assigned the task of obtaining transporta-tion for themselves for an outing and fail to carry itout, the sympathetic Scouter who takes over and doestheir work has robbed them of a learning experiencein responsibility. The Scouter's key task is to helpthem grow through suggestions, direction and, onlywhen necessary, bailing them out.

How does a patrol leader and his assistant learnabout these skills so that he can practise them? Howabout a leadership course for your patrol leaders andassistant patrol leaders early in the year? This couldtake the form of lectures at your Scout meeting placeand ideally terminate with a patrol leaders' trainingcamp. Have the Scouts rotate as patrol leaders andassistant for each project in the program. At the endof each project have the boys evaluate the effective-ness of the leadership. Scouters could serve as ob-servers.

The Scouter whose patrols hold elections duringthe course of the year will have to conduct more thanone leadership training experience (perhaps it shouldbe offered to the whole troop anyway?). It's interest-ing to note that B.-P. ends by saying: "The mainobject is not so much saving the Scouter trouble, asto give responsibility to the boy, since this is the verybest of all means for developing character."

One area that the Scout Subcommittee intends totackle this year is leadership in the patrol. Yourviews and comments are most welcome. GET ORGANIZED ~"

Many '-'!enturer companies are beginning to organizetheir prorram for the coming year. In the followingmonths a series of 'articles will appear in The Cana-dian Lea, er to help companies understand the Ven-turer program. These articles will cover the role of theadvisor, ~.he company executive and action-orientedprograms for Venturers. Share these articles with yourVenturer.

This mpnth's article deals with organizing the com-pany exefutive. If the company is to prosper, strength-en and r1lrOVidethe members with worthwhile experi-ence, it needs to have responsible people workingfor it. .

What better group, then, than the members them-selves playing specialized roles within the company?

Most successful companies become that way be-cause they have a strong and efficient group ofofficers running their affairs. These officers, the com-pany executive, are an important part of Venturingand, as the advisor, you should be familiar with therole each member has to ~arry out.

Company OfficersEach company will have a number of officers elect-

ed by the members. The term of office should notexceed one year, although an officer may be re-elected for another term. The size of the companywill determine the number of officers elected - aminimum of three. It is the duty of the officers to runthe company's program with the advice, guidance andactive participation of their advisor.

The success of the company, its smooth operationand the interest shown in its program depend largelyon the enthusiasm and ability of the officers; there-fore, it is important that careful selection be madeto fill these positions.

The PresidentThe president, elected annually by company mem-

bers, holds the most important elective office in thecompany. He presides over all company and companyexecutive meetings. He is responsible for the smoothoperation of the company and, together with the ad-visor and executive, works to provide a satisfying pro-gram of activities for the members. He represents hiscompany at all meetings of the district/region Ven-turer council and should exercise his duties in a waythat will create an atmosphere of friendliness and co-operation.

The Vice-PresidentEach company should elect a vice-president with

the same qualifications as the president. He should beprepared to fill in for the president if he's absent andprepare each prospective member for enrollment intothe company.

The SecretaryThe secretary is elected by the members and

handles all the necessary paper work, such as min-utes and correspondence. He attends to companypublicity as required and reminds members of meet-ings and activities.

The TreasurerThe treasurer, elected by the members, must keep

an accurate account of all the company funds. De-tailed information of all income and expenses mustbe recorded and an annual statement of the company'sfinancial situation must be prepared to be auditedby the group or section committee.

Other OfficersWhile each company is required to have a presi-

dent, secretary and treasurer, larger companies canhave additional officers elected to specific positions.

to share Isome of the responsibilities of the president.A company can elect a quartermaster to look afterthe company equipment or a public relations man tospread the word of company activities.

Activity committee chairmen would not form partof the executive committee but would be appointedto head a small group of members in the planningand operation of a particular activity. It is a good ideato see that each member has a chance to be a chair-man during the year - seeing a project through fromstart to finish.

Hand out assignments with adequate briefing andbe sure to give these activity chairmen help, encour-agement and support in making the activity success-ful.

Having set out the general duties of the officers,the next thing is to let the members know what isexpected of them. The following can be copied anddistributed to each member to let him know what hisobligations are to the company.

Company MembersBeing a member of a Venturer company is serious

business but it's also a lot of fun.No matter whether the activity is a business meet-

ing or an outing, it deserves your full support and yourwholehearted effort to make it worthwhile and en-joyable tor yourself and the other members.

1. As j Venturer, attend all the meetings you canand, if y~.u know you will not be there, let your secre-tary kno"Y, in good time.

2. Thetenturer company depends on the ideas andsUggesti~ns of the members: make sure you contri-bute. Let the others know about your ideas. Be readyand Willi!9 to support ideas that are accepted withas much enthusiasm as if they were your own.

3. You have elected the officers of your executiveand, ther fore, they deserve your support.

When i comes to electing the executive, make sureyou are there to cast your vote; that you know whateach job entails and that you know something aboutthe people up for election. Don't expect the officersto do all the work of the company. They have specificduties and will want to do them well.

You, as a member, will be involved in the generalactivities of the company; be sure you do your best.

4. Committees will be formed for different companyactivities and you could be asked to be chairman ofa committee or simply a member for a particular task.It might be planning a trip, organizing a dance orlocating a guest speaker. Whatever it is, do your best.

5. Many decisions will be reached in the companyby a majority decision of the members. Before youvote, be sure you have all the facts, consider themcarefully, ask any questions and give your opinion;then vote as you feel you should. Support the finaldecision even if you don't fully agree with it and dowhat you can to make a go of the situation.

6. Money isn't everything but ... many of the pro-jects will require financing. The day-to-day expensesof the company, such as registration fees, badges,awards and company books, need to be paid for. Anysuggestion you may have to improve the company'sfinancial affairs will always be welcome; ideas forfund-raising or simply for spending what the companyhas, should be presented for consideration.

Pay your registration fees on time; bring your duesregularly and support any fund-raising project in whichyour company is involved.

Remember, it's your company - keep it financiallyfit.

7. Your advisor is a man of many qualities, not theleast of which is being a part of a strong and healthycompany. He will offer counsel to the officers andmembers during the life of the company, but he canonly help with a problem if he knows one exists.

If you have doubts about how to do your job,tackle a project, get a guest speaker, or resolve apersonality clash within the company - seek his ad-vice and guidance. He may not know all the answers,but he will try to help, that's why he's there.

Why not have your company participate in a com-pany training program? This program is found in theVenturer Advisor Kit and the objectives relate di rect-Iy to the roles and functions of the company execu-tive. Once your company is organized you can getgoing on some great projects during the coming year.

Aside from registration, thereare two priority tasks facing Akelaas the Scouting season gets underway in the fall. The first is to as-semble the boys into viable sixesthat will work as teams, and thesecond is to plan a workable, gen-eral program for the year's ac-tivities. It is a good idea to sendan information note to the parentssometime during the year.The Six and Selection

The point system I'm about toexplain has been tried and modi-fied where necessary to producea fairly reliable method for rat-ing the senior boys for selectionas sixer~ and seconds. Consider

_ the ten ~r twelve senior boys andallow the following:

2 poirlts for each month over10 yrs.

3 points for each badge5 points for each star5 poinlts for each service year

When thel"point values of these boysare worked out, list them in des-cending order. The fi rst four areselected to be sixers. The nextfour become seconds. At this pointthe leader must try to pair up boysto make compatible sixer/sec-cond teams. The other boys areassigned more or less randomly,with most attention devoted to mat-ching personalities in each team.New chums, of course, have un-known qualities, and I would neverdeliberately put two brothers in thesame six. I think the developmentof team spirit is worth attempting,and for this reason I do my bestto keep reorganization to an ab-solute minimum as the year pro-gresses.How to Plan the Program

The Wolf Cub proqram consistsof eight basic elements: outdooractivities, badge work, handicrafts,stories, acting, music, star workand games. It is the responsibilityof Akela, working with his assist-ants, to plan how these el-ementsare to be combined to provide aninteresting, useful program for the

boys. Without an overall plan ofoperation, there is far too muchchance that only one element (in-evitably games) is used. Try plan-ing your program this way. Markdown the dates of all possiblemeeting nights between Septemberand June on a piece of paper. In-dicate which dates will not be usedbecause of holidays falling on ornear the date. If you meet in aschool, the hall will not likely beavailable on days such as Remem-brance Day, Christmas break andwinter break. The dates left willrepresent the time available forthe program.

When I planned my schedule,the next step was to assign the lastmeeting of each month as badgeand star presentation night. Badgeand star work can be brought inany time but presentations are madeonly once a month. This methodsaves havinq a lot of money in-vested in badges which have to bekept on hand in case someoneearns one on a given night. Here,in Ottawa, we are fortunate to havea ready supply of badges at thedistrict office. Other areas may nothave such convenient access andconsequently not be able to usethis system.

In the autumn, Akela usuallyspends a period during the firsttwo or three meetings with thenew chums so that the boys can beinvested as soon as possible. Iprefer not to interrupt "these im-portant sessions and find that onlyone pack outing on meeting nightsadvisable before Christmas. Threeare usually sufficient betweenChristmas and June. Tentativedates are selected and marked,but it is not required at this pointto indicate exactly where the packis going on a particular night.

I usually reserve party andgames night for the last monthlymeeting, along with badqe andstar presentation, and for planningpurposes at this point simply al-located the other nights as 'star

work'.Here is how the list looks up

IMurphy's Law states: If a,nything

can go wrong, it will, so the pro-gram must be flexible enough toaccommodate occasional emer-gency displacement from the meet-ing room. However, if copies of theprogram are made available to thegroup committee chairman and themeeting room controller (schoolprincipal, church office) there isperhaps a better chance that dis-ruptions may be avoided or atleast minimized. On the other hand,if the program indicates that anouting is planned, the meetingroom could easily be used by an-other group. Communications is theanswer and a planned programoutline is an excellent base towork from.

Pack RecordsAnother key to successful pack

operation is well-kept records,both financial and personal. TheAnnual Pack Record Book I men-tioned in a previous article, is thelatest i,1troduction and Akelas inthe 8St~, are all using portions ofthis book (Supply Services no. 2S-303). Fd1r the records of star work,I prefer to have a separate pagefor eacp Cub and when the oldform was discontinued, I draftedmy ow~ to replace it. Eventually,the forl11 was reintroduced (SupplyServices no. 25-406, pads of 50).The advantage to this system isthat when a boy transfers to an-other group, his accomplishmentscan easily go with him along withthe transfer certificate (SupplyServices no. 2S-40S, pads of 2S).So that the boy's achievements areout for him to see, I used the CubStar and Badge Chart (SupplyServices no. 2S-302). This chartwas pinned to a piece of cardboardwith map pins. When a boy com-pleted a requirement, a map pinwas inserted into the chart. WhenI made the board up in September,I used one colour of pins to in-dicate all accomplishments to thatdate so that progress could easilybe seen, and I used a contrastingcolour for all work credited in thecurrent year. As time progressedand the requirements for a starcompleted, the pins were removedand all the requirements for thatstar were coloured over in thatstar's colour (all stars that hadbeen earned in previous yearswere blocked in, in this manner).

I would like to comment hereabout several popular badges.House Orderly: This is usually thefirst badge that new boys earn ..A note from a parent indicatingwhich requirements have beencompleted is acceptable.Musician: Boys are required tobring their instruments (other thana piano!) to the Cub meeting to beexamined for this badge.Personal Fitness: The Canada Fit-ness Award includes requirementsfor this badge. Boys should bringin their record forms to receivecredit where possible.Swimmer: Cards from Red CrossBeginner AND Junior swimming

courses are required since the Cubrequirements are equivalent tothose of the Red Cross. Accord-il1g to Cub headquarters, theSwimming and Water Safety Certi-ficates from the (local) publicschool board are not equivalent tothe Red Cross requirements and,hence are not acceptable for theCub Swimmer Badge.Woodsman: A note from a parentis acceptable.

OUTINGS - Pack OutingsBy simply participating in a pack

outing, a boy earns credit towardhis Green Star (No. 9). However,most outings are organized witha Blue Star requirement in mind.(For example, the trip to the postoffice is Blue Star No. 9 and thenewspaper plant is No. 11). Toreceive credit toward this star, theboys must report on their experi-ences. A short note written by theboy or dictated to a parent is re-quired.Six Outings

Each meeting night, the boysearn points for inspection, gamesand stars and badges as they areawarded. A winning six is selectedat the last meeting of the monthon the basis of accumulated points.These boys become the HonourSix and decide on an outing (usu-ally on a weekend) and a parentis requested to accompany themswimming, bowling, etc. The sixeris given an envelope with 25i foreach boy to be used for a treat,but the boys are required to paytheir own admission fees.Finances

Each week the boys bring indues (bones) which are used ex-clusively within 'B' Pack to pro-vide badges, craft materials, moviesand defray. other general operatingcosts. The registration fee of $5.50goes directly to district headquar-ters and covers the items on aflyer your son has already re-ceived.

The group committee organizesfund raising activities (telephonedi rectory deliveries, paper pick-ups, etc.) to enable it to financethe enti re operation of Beavers,Cubs and Scouts sponsored by St.Stephen's. It is important to notethat these activities are intendedto cover operating expenses andare not intended to produce aprofit.

On Friday morning, July 4, wewitnessed a unique ceremony onthe lawn in front of the NationalOffice, thtt drew, not only membersof the National executive and cler-ical staff but also, a number ofinterested passers-by. In fact, anumber of motorists driving alongBaseline Road nearly climbed thecurb while looking over their shoul-ders to See what was happening.

The c~ntre of attraction was aband of Irdian Braves (junior size)in full regalia, who were busilyplanting la tree and trying theirbest to follow the instructions ofour photographer, in spite of theexcitement they were causing. Onefemale on-looker (quite unknownto all officially involved) becameso interested in the proceedingsthat she actually began to give theboys posing instructions.

-- The Indian boys were membersof the Gitksan Sa-Was Scout Troopfrom St. George's ResidenceSchool in Lytton, British Columbia,who were on a trans-Canada trippaid for with money they raisedthemselves through bottle drives,

•A headline in the Saint JohnEvening Times Globe of May 26,brought to mind an unfortunate in-cident that recently caused seriousconcerns at the National Office, aprovincial office, and I have nodoubt, at the local level too.

The headline in question readSCOUTS LEAVE CAMPSITE SPOT-LESS and the story went on to tellhow 1,185 Scouts and Guides hadattended a camporee near St.Stephen, New Brunswick, and leftafter three days of camping withthe only evidence of their staybeing "neatly piled stacks of fire-wood at some campsites" and "thecamping area looking as neat andclean, as if it had never been used."Representatives from Maine, NewHampshire and Vermont in theUnited States and Nova Scotiaand New Brunswick attended thecamp, the 15th International Camp-oree, that moves back and forthacross the international bordereach year.

Baden-Powell always said thata Scout should "leave nothing buthis thanks" after a camp and for-tunately in Canada, this is mostoften the case but recently we werenotified of a large camp that didjust the opposite, leaving garbage,

damaged trees and a most unhappyproperty owner. Local officialsmoved quickly to correct the situa-tion but unfortunately not before anumber of letters were writtento Scout offices and newspapers.

This underlines the importanceof a closing inspection wherecampers are not permitted to leaveuntil their sites look better, if possi-ble, than when they arrived. This,not only for the public image ofScouting, but also for the trainingin good citizenship that we arehopefully giving the boys.

In May, the Leamington-Ruthvenarea Scouts and Cubs visited PointPelee National Park for their annual"trash bash". The boys and theirleaders cleaned up accumulatedwinter garbage plus much of thetrash left by hundreds of smeltfishermen who use the area. Thetwo weary collectors in our WindsorStar photo, Dean Zimmerman andChris Brocklebank, are showndragging their garbage bags backto the central collection area .

•This column is being writtenon July 17 and the Ottawa temper-ature is hitting 32 degrees Celsiusand threatening to go higher, soperhaps it's time for a cold wea-ther story.

When I was in Nova Scotia lastfall, I was introduced to a char-acter called "Frostie."

Frostie has many outstandingfeatures including a three 'lootlong nose with ice hanging downfrom the end. He is fluorescent redand this contrasts with his white, (\flowing hair, big eyes and fluores-cent robe that hides his otherclothes.

Guild inyour area or group, write the Na-tional Office. •In the February, 1975 issue, wefeatured a four-page pullout onspecial boy events and NovaScotia's Operation Alert in partic-ular. As a result, a number ofcouncils across the country haveshown interest in holding their own'Alert', and what questions wehave not been able to answer, wehave passed on to Nova Scotia.

I was able to give some helpto John Lehman and his committeewhen they were planning the first'Alert' in the National CapitalRegion (Ottawa) earlier this yearand recently received a letter fromJohn reporting on the success ofthe event. He wrote that 800 boysand leaders attended and continu-ed: "As you know, we have beenunable to attract so much supportfor a regional event since the mid-1950's. It was gratifying and veryencouraging to see the high qualityof the projects and, as the week-end progressed, we were awarethat the spirit of Scouting was be-ing rekindled in the hearts and

The irst time the award is pre-sented, it is called "First Degreeof Frostie." The next time will bethe "Second" and so on. SomeDartmouth Scouts have up to 20degrees of Frostie.

I am told when Frostie some-times appears in person to presentthe awards he receives a 'warm'reception from his campers. Hehas also appeared at winter carni-vals, parades, campfires and dur-ing Scout-Guide Week events. In1975, he joined Mickey Mouse,Donald Duck and Goofy on theScout float which appeared in theDartmouth Winter Carnival Parade.

The popularity of Frostie hasnow spread across Nova Scotiaand also into southern Ontario .•Our thanks to Mr. W. A. The wolf head, stolen from theScout Hall ten weeks ago, was re-turned undamaged following a pleato the thief in Saturday's Whig-Standard.

Eric Simkins, assistant Scoutleader, said that the head was lefton the doorstep of the Scout Hall,after an unidentified person calledto say it would be given back."

Mr. Simpkins reported "Timmy"was in good shape despite hisharrowing experience.

Hot off the press! - the new Scout Leaders' Hand-book. By the time you read this article the newhandbook should be on your Scout supplies shelvesand hopefully you've got yourself a copy.

Scout rs across Canada expressed their concernthat th Handbook for Troop Scouters and ScoutcounseJors was too theory-oriented. The new hand-book's ontents focus on 'how to apply' and not 'why'.

It is n the form of an 8V2" x 11" book and hasbeen th;ee-hole punched for a three ring binder.

The p ges and cover have been stapled togetherbut the taples can be removed to convert the hand-book into a looseleaf book. This way contents can bekept up-to-date and articles from The Canadian Leaderand other resource material can be inserted. At thispoint it is not planned to make a binder available dueto cost. Scouters can obtain a binder cheaper locallythan Supply Services would be able to provide.

I recognise more fully than before thegreat value of Jamborees, provided thatthey are only indulged in at wide intervalsof time. The average Scout life of a boyis a comparatively short one, and it isgood for each generation of Scouts to seeat least one big Rally, since it enables theboy to realise his membership of a reallygreat brotherhood, and at the. same timebrinqs him into personal acquaintancewitr brother Scouts of other districts andott/er countries. He learns new Scoutingideas and camping gadgets, and comesout a better Scout for the experience.

Furthermore, such a Hally is of infinitevalue in developing team work and organ-ising qualities on the part of the Scouters,and gives them the opportunity of meetingtheir fellows and exchanging experiences.Thereby the standard of Scouting is raisedgenerally, and its right methods are morewidely understood and adopted. To thepublic, the parents, pastors, teachers, em-ployers and others these exhibitions of theresults, as we" as of the methods, of ourtraining give an invaluable object-lessonsuch as brings almost invariably increasedunderstanding and practical sympathy withour work.

But, above a", the international spirit ofcomradeship and goodwill that is bred inthese camps is already becoming a forcein the world, a thing which but ten yearsago nobody could have foreseen. These

oHALLOWEEN BROOMSTICKS

The players are divided into two groups.Each player has a bit of a toothpick. Oc-casionally, a whole toothpick is handedout to add impetus. The captains from eachline race across the room and lay theirtoothpick on the table. The second playerslay their toothpicks next to their captain's.The object of the game is to see whichteam can lay the longest broomstick (tooth-picks laid end to end) at the end of tenminutes.

o BLACK CAT ~ELA YCut out two large cardboard cats out of

black construction paper. Run a stringabout 12 ft. long through the head of eachcat. Tie one end of each string to a chairacross the room high enough from thefloor so that each cat stands on its hindlegs. Divide the players into two teams.Give the captains of each team the looseends of the strings and tell them to movethe cats by jerking the strings across theroom and to the operator of the string. Thenext man in line jerks the cat back up tothe chair. The first team through wins therace.o

oPUMPKIN SEEDS

Players are seated in a circle on thefloor with a bowl of slippery pumpkin seedsin the centre. Each player is given a needleand thread. At a given signal the playersa" begin to string the seeds. A prize isgiven to the player with the most seedson his string at the end of ten minutes.o

Eachpatrol numbers off, from the patrol leaderbackwards. There are three commands:Change, Cross, Around - each of which~s followed by a number. BLACK MAGICTwo 'Magicians' devise a code. One is

in the hall when some object is decidedupon. The other is called in and eventual-ly guesses the object.

The troop must try and discover whatcode the "Magicians' are using. Example:the 'Magician' who knows the object asksthe other "is it this, is it this, is it this?"pointing at various objects and then atthe correct one when he says, "is it that?"Alternatively it may be the third or fourthobject that the first 'Magician' indicates.

NATIONAL VOLUNTEER

Leader ProfileIn order to better understand and serve Scouters,

Program Services has begun a study of the volunteeradult members in Scouting. This study will look atleaders with a view to the variety of backgrounds fromwhich they come, the style of leadership they use andhow they feel about their needs, satisfaction and rea-sons for joining and staying in Scouting.

A questionnaire has been drafted to be sent to a10% random sample of Canadian Leader subscribersby late October. It will contain about 80 questionsand take about 30 minutes to complete. A high re-turn of this questionnaire is essential to ensure anadequate representation of Scout leadership acrossthe country.

There is one chance in ten that you will be selectedto answer the questionnaire. In effect, each Seouterasked to participate in the study will be participatingfor nine other Scouters. If you receive a copy of thequestionnaire, please take the time to fill it out andreturn it to the National Office.

This type of survey will help us assess how yousee yourself as a participant in the organization. Itwill help us to find out what specific interests youhave, how you go about sharing the program withboys (if you are a section leader), and how you sharethe program with leaders (if you are a service teammember). With this understanding we ean do a betterjob of providing the services you need.
