Our Green Guide to Judicial Candidates is designed to help you become better informedabout the judicial candidates running in the March 21, 2000 Primary Election.

Chicago Bar Association, with a membership of 22,000, represents two-thirds of all thelawyers in Cook County. The 200-member Judicial Evaluation Committee has contributedthousands of volunteer attorney hours interviewing and investigating the qualifications of the judicialcandidates and sitting judges who appear on this ballot.

Your important responsibilty to elect qualified judges should not be overlooked - even ona ballot filed with highly publicized statewide and local contests. Since 1992, voters have theresponsibilty of electing judges within the various subcircuits. Please pay particular attention tothe candidates running in your subcircuit.

INTRODUCTION TO THE CHICAGO BAR ASSOCIATION'SJUDICIAL EVALUATION PROGRAM

By Board resolution, the Judicial Evaluation Committee (JEc) is the semi-autonomouscommittee of The Chicago Bar Association that conducts evaluations of candidates forjudicial offces and sitting judges seeking retention within Cook County. As a service to thepublic,. The CBA reports the findings of the JEC for all elections. The evaluations aredesigned to inform the public and the courts of the qualifications, independence andintegrity of judicial candidates. The CBA believes that the quality of the administrationjustice our determined large the quality our

Chicago Bar Association a long history judicial evaluation, dating beforeturn-of-the-century, and taking many forms over the years -- from running a "Bar Ticket"in 1887 -- to the present comprehensive procedure adopted in 1976. At that time, a specialcommittee of the Board of Managers, chaired by then CBA President John D. Hayes,recommended a total revamping of the process to minimize political and bar politics, andembrace the concepts of random selection of evaluators and investigators, and to assurethe confidentiality of the process and sources.

The Association's Board of Managers regularly reviews and evaluates the procedures andoperations of the JEC. The JEC's governing resolution and its guidelines were bothrevised in 1987. The current JEC governing resolution was amended on October 20, 1997.

Chicago Bar Association for rating judges have been adopted almost entirely by theAmerican Bar Association as a model for local and state bar evaluation programs.

The Investigative Process

The Committee's work begins when the candidate submits his or her completedquestionnaire. The 16-page questionnaire for sitting judges, requires the candidate to listpersonal, professional and judicial references and to provide the names of lawyers whohave recently appeareå before him or her. Candidates with less than four years on thebench are also asked to identify adversaries with whom they worked before taking thebench. Lawyer candidates are asked to provide detailed information about their jury andnon-jury trial experiences, the names of five judges before whom they have appeared anda list of at least 20 lawyers who have represented adverse positions in matters handled by

The Committee obtained written materials dealing with the candidates' judicialperformance from such sources as the Cook County Court Watchers, the Cook CountyJury Verdict Reporter and the major newspapers. In several cases, transcripts and otherrelevant, publicly available documents relating to official investigations of judges and courtpersonnel were obtained from official sources.

The new Appellate Review Committee was recommended by a special committeeappointed by past president Chester L Blair. Made up of 30 lawyers, the committee hearsappeals only from candidates who receive a "Not Recommended" rating from the JEc.

The candidate may request a re-evaluation by the appellate committee only on thebasis that he or she believes that errors or omissions were made in the original screeningprocess.

The Resolution adopted by the CBA's Board of Managers provides that:A re-evaluation shall only be ordered on a determination that

THE CHICAGO BAR ASSOCIATION FINDINGS FORCOOK COUNTY CIRCUIT COURT AND SUBCIRCUIT COURT VACANCIES

On March 10, 2000, The Chicago Bar Association released the results of

independent screenings for the 84 judicial candidates seeking Cook County Circuit Court

positions in the March 21 primary election.

Of the 76 candidates seeking election for Circuit Court positions, 55 were screened

by the Judicial Evaluation Committee of the CBA. The Association has found 6 of those

candidates Qualifed and 35

There are 34 women seeking judicial seats in the primary election. The majority of

them - 22 - submitted for evaluation, while 12 chose not to do so. In the county-wide race,
