Compensation and Benefits The salary range for the Chief Financial Officer is $129,201 - $157,727 annually; placement within the range is dependent upon qualifications. The Community

Rancho Cordova, incorporated in 2003, is located 15 miles to the east of Sacramento, the state capitol. Encompassing 35 square miles in size, Rancho Cordova makes an attractive base for both recreation and commercial interests. The City has a resident population of 69,700 with anticipated growth to 200,000 as development opportunities abound, with nearly 22 square miles of undeveloped land within the current city boundaries.

Rancho Cordova has a beautiful business park surrounding City Hall and is a premier employment center with approximately 55,000 jobs representing the second largest employment base in the region. It is home to many Fortune 500 companies such as VSP, Delta Dental, Aerojet, and Barco, along with a variety of office and industrial buildings available to various industries. Rancho Cordova has an excellent freeway network and a convenient public transportation system. Highway 50, a major route to a number of key locations in the region, and a light rail system runs right through the City and offers easy access for commuting.

Quality of life considerations make Rancho Cordova an ideal location for families. The City offers reasonable housing prices both in long-established neighborhoods and in many new housing subdivisions. A short 90 miles to the northeast is pristine Lake Tahoe with all of its recreational activities. Napa Valley wineries are in close proximity just northwest of the City, while just 100 miles to the southwest lies the San Francisco Bay Area with all of its culture and commerce. The American River, with 32 miles of bike trails and beautiful parks, is easily accessible from a variety of points on the City’s north side. Local lakes and rivers offer an abundance of boating, skiing and fishing options, while spectator sports enthusiasts enjoy numerous options including the NBA’s Sacramento Kings, the Sacramento River Cats, and a two-hour drive to the Giants, Athletics, 49ers, Warriors, Raiders, and Sharks.

The City is a young, growing municipality that is known for its innovative and entrepreneurial approach to local government, solid fiscal management and its high level of service to and collaboration with its residents. Housing, recreational and employment opportunities abound and the community is active and vibrant with numerous events and celebrations (e.g., iFest – International Festival, 4th of July, Kid’s Day in the Park, Christmas Tree Lighting, etc.). The Organization

Rancho Cordova is a general law, under the Council-Manager, form of government. The City Council is comprised of five elected Council Members serving staggered four-year terms that do not have term limits; the Mayor and Vice Mayor positions are rotated annually from amongst the Council Members.

Rancho Cordova’s Council since the City’s incorporation has been characterized by stability, with three members serving since incorporation and four members having served at least eight years. Their relationships with each other and with the City’s staff are marked by professionalism, respect, and high regard. Rancho Cordova’s City Hall culture is best described as dynamic, innovative, collaborative, facilitative, entrepreneurial, and non-bureaucratic.

Rancho Cordova’s finances have been in excellent shape since incorporation. It is poised to continue its prudent financial management with a two-year budget established for 2015-2017. The FY 2015/2016 total adopted budget is $133 million, of which the general fund is $47 million. The FY 2016/2017 total adopted budget is $81 million, of which the general fund is $47 million.

The City is run on a hybrid model of government, with many City services contracted out to private-sector entities and special districts. Law enforcement services are provided by the Sacramento County Sheriff ’s Department. Fire protection and prevention are provided by the Sacramento Metropolitan Fire District, and parks services are covered by the Cordova Recreation and Park District. Four private companies provide water service and planning services are currently provided by a private

company. City departments providing services in-house include City Clerk, City Manager, Community Development, Economic Development, Finance, Human Resources, Information Technology, and Public Works. Altogether, Rancho Cordova has 80 regular employees and approximately 90 contract staff.

The Position and Ideal Candidate

The Chief Financial Officer will be expected to build on the foundation of financial success by identifying and providing innovative and entrepreneurial approaches to the City environment. In providing oversight to a strong internal finance team of eight employees, the desire is to maintain the cohesive and effective finance operation while enhancing the business partnership with City operations and the community.

There are several priority areas in this assignment. As a relatively young city, Rancho Cordova has historically maintained a very conservative fiscal philosophy with a healthy reserve position. The desire is to evaluate and determine how creative and innovative financial strategies can further benefit the City. This will include the creation of an investment policy designed to maximize return yet operate within the desired financial philosophy. Other investment opportunities including private/public partnerships or other areas related to economic development may merit consideration. Additionally, projected housing and economic growth will necessitate creation of additional Mello-Roos and Special Assessment Districts requiring specialized accounting funds. A local tax measure was recently approved and the CFO must provide oversight and transparency of funds generated from this initiative. The City also enjoys a good level of decentralized grant funding and the finance operation must maintain a close level of visibility with those funds. The CFO will also assist the City Manager with active oversight of the police services contract. Finally, there is a need to evaluate and begin preparation for a more robust financial software system that integrates various aspects of City operations, including capital project management.

The CFO will be expected to closely partner with operating departments as the City has active CIP and economic development initiatives. Rancho Cordova also has an active citizenry whose input and partnership is valued. The CFO will need to build and support relationships with community members, local private and public organizations, and regional agencies. This will require excellent interpersonal and communication skills, a strong sense of diplomacy and political acumen, and a proactive style that addresses sensitive issues quickly and effectively.

The ideal candidate will be a well-versed and strategic financial expert that keeps abreast of current trends, best practices and new opportunities in local government. Our CFO will work alongside the City Manager and be responsible for all fiscal matters. This includes long range strategic fiscal planning and analysis, cash and debt management, implementing policies for the procurement of goods and services, financing and bond rating reviews, collecting and disbursing money, recording all transactions, preparing and maintaining the budget and general ledger, safeguarding the financial assets and financial records for the city, and provide business license, risk management, and payroll administration.

She/he will be a proven problem solver that operates in a visible and transparent fashion. Also required will be a leadership style that emphasizes collaboration, accessibility, trust, credibility and a sense of team. The selected candidate will have at least five (5) years of progressively responsible experience in four of the following areas: municipal finance management, investments, debt management, accounting, budgeting, disbursements, and revenue management including at least two years of increasing management responsibility. Experience in municipal government is highly desired. A Bachelor’s degree from an accredited college or university with coursework in finance, accounting, business administration, or a closely related field is required. A Master’s degree in Public or Business Administration and CPA is preferred.
