Meeting Highlights - May 2020 via ZOOM on-line

HIGHWAY/WATER DEPARTMENT REPORT Superintendent Chalker reported that the plows have been removed from the trucks; that maintenance and repair has been done on the trucks and equipment. Hall Road has been ditched so Gary Germeo can get his drive-way in and a driveway culvert on Bennetts Corners Road that collapsed has been fixed. The Highway Crew has been patching roads and that will continue. The department has been working with Holley and Barre through the work share program. Town properties are being mowed. Water District 13 is in operation and two people have been hooked up. Keeler is working on the res-toration. Superintendent Chalker reported waiting to hear about the CHIPS funding and will wait on major road work until amount and receipt can be confirmed. Superintendent told the board he wanted to alter the 284 form submitted for proposed road work; that the COVID 19 situation has created unsure budget funds, probably for the next couple of years. The major construction planned for LaDue Road has been reconsidered and roads will be chip/sealed to try and protect what we have until funds are more available. Some towns are just going ahead with the work. Supervisor Moy suggested he wait until June to review the road work again; that hopefully will hear re-garding the funding by then. Superintendent Chalker suggested the board increase the bulk water rate currently at $6.00 per 1000 gal-lons. Some towns charge $7 to $7.50 per 1000 gallons and also $30 to $35 to hook up the meter and the same to remove it. One town charges $8 per 1000 gallons with no meter hook-up fee. Councilman Robinson suggested bulk water be drawn from the dead-ends in the water system. The Board increased the Clarendon bulk water rate to $7 per 1000 gallons and to add a meter fee at $30 to hook it up and $30 to remove it. PLANNING BOARD REPORT Chairman Dave Griggs submitted the following written re-port: 04-28-2020 (Regular meeting) Via Zoom Conference. Public Hearing was held regarding Special Permit application SP 20-01, Farm Market/Retail Store, Hall Road tax id#99.-2-37.4, Gary Germeo/Tony Gaudino. Participants were asked three (3) times if anyone wished to speak for or against this proposal. No response. A motion was made, seconded and approved to close the public hearing. SD 20-02, Pre-conference Robert Arnold, New Guinea Road, tax id# 119.-2-55.2, for a one (1) lot subdivision. No issues noted, Applicant re-quested to waive pre-conference. A motion was made, seconded and approved to waive the pre-conference and move to formal applica-tion. A motion was made, seconded and approved to declare this a minor subdivision for SEQRA purposes. A motion was made, second-ed and approved to approve subdivision contingent upon creation of deeds and filing with the county. SP 20-01, Formal application, Farm Market/Retail Store, Hall Road tax id#99.-2-37.4, Gary Germeo/Tony Gaudino. Curb cut approved, Permit conditions were set. No further issues noted. Melissa Ierlan, Historian & CHS President reported that the Historical Society has cancelled its program speakers for this summer. For Memorial Day, flags and wreaths will be put up at Hillside and Holy Cross Cemeteries. SUPERVISOR REPORT Supervisor Richard Moy reported from the County ZOOM meeting last Saturday, it was reported that county sales tax is down 36%; that towns will not receive a second payment this year. For Clar-endon that loss is $34,000. The town has been informed that the Cen-sus Bureau will be doing a small field operation stopping at rural ad-dress in Clarendon that have a post office box mailing address. They will be dropping off packets with Census information and forms to be completed/returned to the Bureau. OLD BUSINESS Supervisor Moy reviewed that the Comprehensive Plan re-view is on hold until people can get together for meetings. Cindi Davis has agreed to chair the committee. A public hearing needs to be held in regard to the proposed zoning ordinance amendments; solar regulations and minor changes in definitions. Supervisor reported many conversations with citizens Laura Kingdollar and Deb Longer regarding their interest in the solar regulations and interest in the public hearing being ‘open to the public’. Supervisor Moy reported options to the board, as informed by the attorney at the Association of Towns, regard-ing public hearing meetings. 1) ZOOM Meeting; people can listen and respond by phone; 2) ZOOM Meeting; then leave the public hearing open for two weeks in order to receive comments by email or regular mail; 3) ZOOM Meeting; Currently the Governor has determined that after June 6th, we can assemble but must follow the Center for Disease Control (CDC) regulations. Greetings to one and all. Sorry, but I’m back again. I hope if you stand six feet away you are able to read this. I read somewhere that the human brain is a device to keep the ears from grating on one another. The way the world is now a days, there must be quite a lot of people with sore ears. Experience is what enables you to recog-nize a mistake when you make it again. Ways to tell you’re getting older: You get breakfast out of the medicine cabinet. Doing the Hustle means you’re on the way to the bathroom. You repeat gos-sip because you can’t remember it from the first time. The average citizen works seventy days a year to earn enough money to pay his taxes and he does it because he loves his country, is patriotic and can’t figure out any way to get out of it. Some daffynitions: Con-science: Something that knows what’s wrong. Egotism: What makes a man in a rut think he’s in the groove. Cow: A calf’s kin. Safety Belt: When a girl slaps her date. Sign at railroad crossing: Go ahead. We buy junk. What you don’t know may not hurt you but it will certainly amuse a lot of people.

A young boy stopped before a large bronze plaque in the back of the church. “What are all those names up there?” he asked the padre. “Son,” the padre answered, “Those are the names of people who died in the service.” “Which one?” asked the young lad. “The nine thirty or the eleven o’clock?” It’s not as easy as you think to get a parking ticket. He received a call from the Red Cross Blood Bank. It seems his blood bounced. My buddy Greg sent his wife to advanced cooking school. He signed her up for advanced defrosting. One thing about a wolf, he whistles while he works. There’s one bridegroom who knew he was going to have problems right from the beginning. As he carried his bride over the threshold, she warned him, “Wipe your shoes.”

When I was little I didn’t care about things like what to wear. My parents dressed me. Looking at some of my old pictures it’s obvious my parents didn’t care either. A lady buying a piano asked the salesman, “How come the keys are so yellow?” The salesman replied, “The elephant was a heavy smoker.” An adolescent is a youngster who is old enough to dress himself if he could just remember where he dropped his clothes. A Laplander is a person who can’t keep his balance on the bus. Did you hear about the snake charmer who married an undertaker? They had towels marked hisss and hearse. There were two skunks named In and Out. One Saturday they went on a picnic. After the picnic was over In got lost. The mother skunk told Out to go look for In. In a flash Out came back with In. The mother skunk said, “How did you find him so fast?” “Instinct,” Out said. Teacher: Eddie, what kind of birds do we usually find in captivity? Eddie: Jailbirds. The reason some of us find it difficult to think is because we haven’t had any previous experience. “What parable in the Bible do you like best?” was the question asked of a young lad. His answer was “The one about the fellow who loafs and fishes.” Don’t give up be-cause there swims no goose so grey, but soon or late she finds some hon-est gander for her mate.

In one of the earliest sections of

Hillside Cemetery, the Webster

family purchased Lot 37 where

several family members are bur-

ied. The cemetery was incorporated in 1866 and I noticed

that 2 of Norton L. and Jemima Websters children died

prior to the cemetery being opened. It is assumed that

many people buried family members on their property be-

fore there was a cemetery available. These children were

likely removed and placed in the cemetery when the fami-

ly purchased the plot in the 1870’s.

Norton L. and Jemima Webster had three children

who died at an early age. Charles 1855-1858, Jerit 1852-

1855 and Zilpha 1849-1851. They had a son Harrison

1845-1925 who also buried 2 children Charlie 1871-1881

and Maude 1876 (5months). Norton was a farmer who

came to Clarendon sometime before 1850 and had a farm

on lot 228 which is on East Lee Road near the Barre town

line. When he retired, he moved to Murray and lived there

until his death in 1873.

While in Clarendon he was very involved in the

formation of the Methodist Society of Clarendon. In a

room above George Copeland’s store the first meeting

took place on February 13, 1848. Norton was elected as a

trustee along with George M. Copeland and Benjamin Pet-

tengill. Norton served over the years as a trustee, holding

his last seat from 1868-1870. Norton died March 16, 1873

at age 59 and the inscription on his headstone read: Oh,

who can say what rapturous scene Upon his vi-

sion fell as o'er the stream of Death he passed

and uttered All is Well.

The Town Board scheduled the public hearing for June 16 prior to the regular meeting. The Town Board did accept the resignation as Board of As-sessment Review Secretary from Elizabeth Skehan and appointed Evelyn Pangrizzio to fill that position. The Board authorized all Bond Anticipation Note (BAN) interest payments be made in September. Supervisor Moy advised board members to join the Saturday morning ZOOM meetings that the county holds. An elderly Italian man lived alone in New Jersey. He wanted to plant his annual tomato garden, but it was very difficult work, since the ground was hard. His only son, Vincent, who used to help him, was in prison. The old man wrote a letter to his son and described his predicament: Dear Vincent - I am feeling pretty sad, because it looks like I won’t be able to plant my tomato garden this year. I’m just getting too old to be digging up a garden plot. I know if you were here my troubles would be over.. I know you would be happy to dig the plot for me, like in the old days. Love, Papa. A few days later he received a letter from his son: Dear Pop - Don’t dig up that garden. That’s where the bodies are buried. Love, Vinnie. At 4 a.m. the next morning, FBI agents and local police arrived and dug up the entire area without finding any bodies. They apolo-gized to the old man and left. That same day the old man received anoth-er letter from his son. Dear Pop - Go ahead and plant the tomatoes now. That’s the best I could do under the circumstances. Love you, Vinnie

The end of an era ...

On a deed dated May 14, 1952 Albert J. Blank and Lillian S. Blank sold 16852 Fourth Section Road to

Donald E. Blank. I had the pleasure of visiting Don a few years ago and talking to him about the old farm.

He showed me some wonderful pictures and shared some memories of Clarendon with me.

These are pictures showing the house before it was sided. It was a red brick structure with a wooden addition.

The information says it was constructed in 1838. The barn and other outbuildings probably came soon after.

Over the years the Blank family lived here and eventually sold the property. It changed hands several times in

the 90’s. The current owner who bought it several years ago.

The silo was gone, the barns had deteriorated and the current owner was very interested in saving it until the

roof became so bad and partially collapsed. Eventually the insur-

ance company told the owners that it was dangerous and there was a

possibility of them pulling the insurance policy.

After consulting with many people and crunching the numbers they

sadly decided that they could not afford to save the barns and instead

hired a contractor to take them down.
