New Towns Are Not New

New Town advocates say they should not be held to the ITE method or be held to a maximum percent

1997A rate of 20 to 25 percent is considered very high for any mixed-use development… ….. In any case, the rate used should be justified by the applicant and approved by the Department.

Recommendations

• Each site is unique, no minimum or maximum values for Community Capture will be provided by the FDOT.

• Substantial monitoring programs• Transparent model factors

Community Capture can be applied only to mixed large scale DRIs

Have a balance of land uses to fulfill a significant portion of the

community’s needs

These communities are separated from other developed areas

Where May Community Capture be Applied?

Using the Right Tools for Determining Community Capture

• No single tool for determining Community Capture currently exists.

• Need refinements to existing tools

A Proposed Method

• use an increased selection of single family housing categories (high

cost employed, retired, seasonal, medium cost employed, and low

cost employed)

• Summarize the potential attractions within the community, based on

the marketing plan, to better account for income differences;

• Create transportation analysis zones (TAZs) for each land use;

• Use K-factors (travel-time friction factors) within the model to make

reasonable adjustments to the trip distribution patterns
