A. ADOPTION OF MINUTES:

RECOMMENDATION

It was recommended that the following changes be included in the 1986 Budget By-law Amendment:

(a) Water Utility

Increase in debt costs $114,600 Increase Provincial Grant re debt (86,000)

(b) Sewer Utility

Increase in debt cost 1,300,200 Increase in Provincial Grant re debt (975,100)

Item C182 - 1986 Budget Revisions (0270-004)

RECOMMENDATION

It was recommended that the budget amendments be approved and that the amending by-laws be introduced at the November 24, 1986, Regular Council meeting.

Item C183 - Swiss Franc Financing with Municipal Finance Authority

RECOMMENDATION

It was recommended that the Municipal Finance Authority consider paying off the Swiss Franc loan when it matures on November 15, 1987, and that it refinance in Canadian dollars over the remaining five years by way of serial debentures; and further that between now and November 15, 1987, the MFA further consider opportunities to lock in our Swiss Franc debt commitment by forward contracts, or other methods, if an exchange rate of 85 cents Canadian or less can be achieved.

Item C184 - Compact Housing Review (5591-1)

RECOMMENDATION

It was recommended that the Compact Housing Review report be received and that it be the basis of a thorough discussion of the several policy questions associated with compact housing.

Item C185 - Land Development System Module I1 (0876-003)

RECOMMENDATION

It was recommended that approval be given to proceed with Module I1 of the Land Development System to a maximum of $25,000 and that the funds be taken from the 1986 Budget for Systems Implementation.

Item C186 - B.C. Transit's 1986187 Annual Service Plan (4100-000)

RECOMMENDATION

It was recommended that the information be received.

Item C187 - Mr. McEwan - Newton/Whalley Highway Taxi - Rezoning Application 5685-143

RECOMMENDATION

It was recommended that Council approve a Temporary Use Permit to allow the service bay on the building at 10664 - 135A Street to be used for minor service and repair work of vehicles belonging to Newton/Whalley Highway Taxi.

Item C188 - Rezoning Application 5686-0378 11940 Old Yale Road - Mr. Rob Stewart

RECOMMENDATION

(5686-0378-00)

It was recommended that fourth reading of By-law 8818 be tabled, pending consideration of the temporary use permit application for a concrete plant on a portion of the property at 11940 Old Yale Road.

Item C189 - South Surrey/White Rock Indoor Pool 1987 Recommended Budget

RECOMMENDATION

It was recommended that the City of White Rock's letter of November 13, 1986, regarding the South Surrey/White Rock Pool be referred to the Manger for a report, and that the Manager solicit comments from the Parks & Recreation Commission on this matter.

4. Newton Leisure Pool Committee Minutes

RECOMMENDATION

It was recommended that L e recommendations of the Newton Leisure Pool Committee meeting of November 21, 1986, be approved as follows:

1. That the architects' decision to site the pool building parallel to the Newton Library as endorsed by staff be accepted.

2. That $30,000 from the project contingency be used to allow the purchase of a multi purpose wave machine at an approximate cost of $101,394 from Barr & Wray.

It was recommended that Mr. Green be heard at a forthcoming Regular Council meeting.

It was recommended that Mayor Ross and Alderman Easton be authorized to attend Portland and Tacoma to view the container facilities and that their expenses be provided for.

1. Captain Gordon Mason

Mayor Ross presented Captain Mason with a "Certificate of Appreciation" for his outstanding action in conjunction with the search for a mission person. Captain Mason was congratulated by Mayor Ross and Council, and thanked for his community spirit.

Captain Mason pointed out that he was assisted by the volunteers at Fire Hall No. 3.

(b) The recommendations of these minutes were considered and dealt with as follows:

(1) Dooper Decorating Ltd. 9974, 10010, 10042 - 176 Street, 9959 Lyncean Drive and 17711 & 17725 Barnston Drive East Rezoning from RS to C-D To Permit Development of a Tourist-Oriented Facility including Motel, Restaurant, Grocery Store, Fast-Food Outlet, Gas Station & other Highway Commercial Related Uses 5685-0477-00

The applicants were requesting rezoning from RS (Suburban Residential) to C-D (Comprehensive Development Zone) of a 7.9-hectare (19.6-acre) site comprising six properties located at 9974, 10010 & 10042 - 176 Street, 9959 Lyncean Drive and 17711 & 17725 Barnston Drive East.

The purpose of this application is to develop a tourist-oriented facility including: motel, restaurant, grocery store, fast-food outlet, gas station and other highway commercial related uses.

The Planning Committee recommended that Application 5686-0477-00 be amended and approved to proceed.

Carried with Aldermen Schrenk, McKinnon, Easton and Fomich against.

The following discussion took place on the above motion.

Alderman Huot reviewed the plans and perspective of the project with the Council members.

Alderman Schrenk left the meeting at 7:11 p.m.

Alderman Huot advised that the developer will be holding a Public Information Meeting with the residents in the area.

Alderman McKinnon indicated that the south side of 152 Street and Highway 401 would be a better location for such a project. Alderman McKinnon made reference to the comments in the minutes by Long Range Planning on the project. Alderman McKinnon stated that this project will destroy the residential character of the neighbourhood.

Alderman Easton asked if the RV park would be included in the project. Alderman Easton questioned whether or not the project would include truck-oriented facilities. Alderman Easton asked whether or not Barnston Drive and 96 Avenue would be realigned.

Alderman Huot advised that this is a 19.6-acre site. There will be no truck facilities in the project. Barnston Drive will be realigned and an RV park is part of the proposal.

Alderman Easton expressed concern with creating a commercial node and added that this was not an appropriate location for an RV park.

Alderman Fomich, in speaking against the motion, pointed out that this is the wrong area for a commercial node. The lifestyle of the residents should be respected.

Alderman Kerr pointed out that the major component of the project is the motel and restaurant. Aldlerman Kerr noted that the developers assured the Planning Committee members that the Public Information Meeting will be held in the area. Alderman Kerr indicated that the project should be supported to Public Hearing stage.

Alderman Schrenk returned to the meeting at 7:21 p.m.

Alderman Higginbotham stated that she would welcome a 100- to 150-room motel and restaurant in Surrey. Alderman Higginbotham expressed concern with the commercial node and indicated that she would support this project to Public Hearing.

Alderman Fomich pointed out that this proposal does not conform to the Fraser Heights Plan or the Official Community Plan.

Alderman McKinnon expressed concern that the least desirable elements of the project would be constructed.

Alderman Huot pointed out that the motel is proposed for the first phase. forward to go to Public Hearing. for a fire hall and this is a good community amenity. Long Range Planning is not against the project, but merely saying that the proposal should be brought forward to the Official Community Plan review in March.

Alderman Huot concluded by pointing out that the Ministry of Highways will be disrupting the area, as they will be realigning Barnston Drive.

(2) Mr. Ajit Hare 6670 King George Highway Rezoning from R-F to C-T(1) To Permit Construction of a Two-Storey 19-Unit Motel 5686-0477-00

The applicant was requesting rezoning from R-F to C-T(l) of a .38-hectare (.948-acre) property located at 6670 King George Highway in Newton, to permit the construction of a two-storey, 19-unit motel.

The Planning Committee recommended that Application 5686-0477-00 be referred back to the Planning Department.

It was Moved by Alderman Huot Seconded by Alderman Higginbotham That Application 5686-0477-00 be

referred back to the Planning Department for an amendment to the application.

( 3 ) Mr. D. Tusar 13737 - 72 Avenue & 7310 - 137 Street Rezoning from RS to RM-2 To Permit Construction of Four 3-Storey Apartment Buildings 5686-0530-00

The applicant was requesting rezoning from RS to RM-2 of a 1.6-hectare (3.9-acre) property located at the southwest corner of 74 Avenue and 137 Street in Newton, to permit the construction of four 3-storey apartment buildings.

The Planning Committee recommended that Application 5686-0530-00 be approved to proceed.

It was Moved by Alderman Huot Seconded by Alderman Kerr That Application 5686-0530-00 be

approved to proceed for rezoning from "Suburban Residential (RS)" to "Multiple Residential Zone Two (RM-2)" under Section 963 of the Municipal Act, subject to:

1. Approval from the Ministry of Transportation and Highways ;

The applicant was requesting rezoning from RS to P-A of a .56-hectare (1.38-acre) portion of a 3.29-hectare (8.24-acre) site, to permit the construction of a church.

The Planning Committee recommended that Application 5686-0531-00 be approved to proceed.

(5) Jeanette H. Vanderveen 13555 Colebrook Road Application Under Section 12(1) of the Agricultural Land Commission Act 7586-0525-00

The applicants were proposing to exclude a portion of their site from the Agricultural Land Reserve, to allow the residential development of properties along the extension of Coulthard Road. The applicants would like to subdivide a number of parcels or, alternatively, build a single home at the end of Coulthard Road.

The Planning Committee recommended that this application not be approved.

It was Moved by Alderman Huot Seconded by Alderman Kerr That Application 7586-0525-00, under

Section 12(1) of the Agricultural Land Commission Act, to exclude a portion of the site from the Agricultural Land Reserve be denied and the applicant be so informed.

(6) Sunshine Coast Holdings Ltd. 1656 Martin Drive Development Agreement Application to Facilitate the Construction of an Additional 3-Storey Professional Building 7386-0517-00

The applicants were requesting a Development Agreement to facilitate the construction of a similar three-storey professional building immediately north of the existing office building at 1656 Martin Drive in South Surrey.

The Planning Committee recommended that Development Agreement 7386-0517-00 be approved to proceed.

(7) Damascos Holdings Ltd. D. Varelis 13468 - 72 Avenue Development Variance Permit Application to Relax the Rear Yard Setback Requirement of the C-H Zone and a Substantial Reduction of the Parking Requirements of the Zoning By-law 6986-0478-00

The applicant was requesting a Development Variance Permit to amend Development Permit Nos. 6781-0670-00 and 6783-0490-00, to allow for an extension to the existing building, and a relaxation of the parking requirements. The applicants wish to add an extension to the existing neighbourhood pub for a beer and wine sales outlet.

The Planning Committee recommended that Development Variance Permit No. 6986-0478-00 be approved to proceed, subject to Design Review Committee acceptance.

It was Moved by Alderman Huot Seconded by Alderman Higginbotham That:

1. The Planning Department be authorized to draft Development Variance Permit 6986-0478-00, subject to Design Review Committee acceptance: and

2. That the Mayor and Clerk be authorized to sign the Development Variance Permit.

(8) Mr. S. Gabor 13484 - 64 Avenue Rezoning from R-F(R) to R-F(C) To Permit Completion of Three Compact Housing Lots and TWO R-F(R) Lots 5686-0425-00

The applicant was requesting a land exchange with respect to Rezoning Application 5686-0425-00, rezoning from R-F(R) to R-F(C) to permit the completion of three compact housing lots and two R-F(R) lots in accordance with a local concept plan. As part of this approval, a requirement was made that a lane be closed by lane exchange.

The Planning Committee recommended that Application 5686-0425-00 be approved to proceed.

It was Moved by Alderman Huot Seconded by Alderman Kerr That the fee for road closure be

waived and the land exchange take place for a nominal sum. Carried with Aldermen Easton and Fomich against.

(9) Noel Developments Ltd. 15300 - 17 Avenue Development Permit Application To Permit a Reduction in Parking Spaces 6785-0569-00

The applicants were requesting a Development Permit to allow a reduction in parking spaces. Development Permit No. 6785-0569-00 was approved in principle by Council on December 2, 1985. The property has subsequently changed ownership, and the new owner now wishes to proceed with an amended project.

The project is the second phase of a multi-family development consisting of two buildings at 17 Avenue, east of 152 Street. The first building is now constructed and occupied. 6783-315, which establishes that complete plans and landscaping shall be required by a new Development Permit for the second phase of the project.

The property is under Development Permit No.

The Planning Committee recommended that Application 6785-0569-00 be approved to proceed, subject to submission and approval of a landscape plan as recommended by the Design Review Committee and compliance with the parking requirements of the Zoning By-law.

It was Moved by Alderman Huot Seconded by Alderman Higginbotham That:

1. That the Planning Department be authorized to draft Development Permit No. 6785-0569-00, subject to:

- Submission and approval of a landscape plan as recommended by the Design Review Committee; and

- Compliance with the parking requirements of the Zoning By-law.

It was recommended that this letter be received, and further, that the Traffic Operations Engineer review the files to establish whether there is sufficient need for an updated traffic count at this intersection.

RECOMMENDATION

It was recommended that a grant of $50 be provided to offset the business license fee for the Surrey Art Gallery Association.

RECOMMENDATION

It was recommended that Council pass the appropriate resolution to apply to the Minister of Municipal Affairs under Section 288 to refund to the owners of properties under roll Nos. 8153-24002-X and 8153-12002-5 the amount of the amount of the excess tax paid as a result of the incorrect assessment.

Alderman Huot advised that the residents pointed out at the meeting that since the Alex Fraser Bridge has been opened, trucks are going through the residential area of Douglas to avoid the scales. Alderman Huot stated that he has contacted the RCMP and asked them to look into this matter immediately.

4. Assessed Value of Railroad Properties

Mayor Ross noted that the Assessment Authority has introduced a new policy dealing with the assessed values of railroad properties. The Municipality of Surrey, the City of Vancouver and other Lower Mainland jurisdictions will suffer as the result of this policy. railroad properties in the high density areas such as Surrey and Vancouver. Under this new policy, Surrey will lose approximately $190,000.

5. Transportation Museum

Alderman Kerr advised that the Provincial Transportation Museum is looking for a new location and pointed out that the empty Co-op building in Cloverdale would be a suitable location for the Museum. Alderman Kerr advised that The Honourable Bill Reid, Minister of Tourism, supports moving the Transportation Museum to the Co-op building in Cloverdale.

Alderman Fomich stated that he had attended a recent meeting of the Newton Ratepayers' Association and advised that the Newton Ratepayers' now have a full executive. In January, a new executive will be elected.

Alderman Fomich then noted that former Alderman Hugh Buckley was in attendance at the Council meeting.

7. Volunteer Reception

Alderman Schrenk advised that on behalf of Mayor Ross, she had attended a volunteer reception at Bear Creek Park . Alderman Schrenk noted that this reception recognized, in particular, the participants in the volunteer park program. Alderman Schrenk advised that there are photographs in the Parks & Recreation Department and asked that they be displayed in the Municipal Hall.

8. Lower Fraser Valley Exhibition Association Annual General Meeting

Mayor Ross advised that along with Alderman Easton and Alderman McKinnon, he had attended the Annual General Meeting of the Lower Fraser Valley Exhibition Association. This was a very successful meeting and the membership responded positively to Council's recommendations.

Mayor Ross stated that Council and the Association look forward to better communication in the New Year.

The Municipal Manager submitted a report from the Municipal Engineer concerning Mr. Earle's delegation to the November 24, 1986, Regular Council meeting regarding "No Parking" signs in front of his home.

The report advised that "No Parking" signs are being installed in the gravelled and unopened portion of Bentley Road, behind Mr. Earle's home on Hilton Road. The signs will assist M r . Earle to park his vehicles in his backyard, by prohibiting other vehicles from blocking the rear entrance.

The Municipal Manager submitted a report from the Chief Inspector regarding the concerns of Alderwood I11 residents, with respect to the 1799 Motel.

The report indicated that the owner has been advised to remove the recreational vehicles and mobile homes, as they are contrary to zoning regulations. Although the property has long grass and is overgrown, it does not fall within the Unsightly Premises By-law.

The report indicated that at the current time there does not appear to be any concerns or complaints from CN or unions representing CN employees regarding smells, odors or leachate emanating from the Port Mann Landfill. The report concluded that no further action should be taken at this time.

The Municipal Manager advised that Canada Post has indicated that there will be approximately 300 sites in the north half of Surrey for community mail boxes. the installation will not affect underground utilities.

At the opening, the Minister announced that the Provincial Secretary has approved a grant to a total of $202,000 for the renovation of the Justice Building to a Library.
