The Advertiser is inclined to be facetious at the expense of this paper simplybecause we gave the new s of the floatingof

with that subject Our gratification at the news was of a rather relative

sort and not the expression of a syndi-

cate

organ The tender of a loan toforeign capitalists at ninety eight was

made by the Legislature also the com ¬

mission of five per cent to its nego-

tiators

on the first issur of one million

dollars so that neither surprise adula-

tion

regret nor any other emotion is

called for at this day in respect to thosecircumstances of the loan But whenmany people including those who look

at present affairs from the standpoint ofthe Advertiser affected up to the arrivalot the last mail to believe that even onthose favorable terms the loan could

sons now in Honolulu to be well post-

in the facts of the loan negotiations

That gentlemans replies to categoricalquestions on the subject are given be ¬

low and show that our contemporaryhas hazarded statements easier made

than substantiatedQ Has the syndicate a guarantee

of five per cent on the whole two mil-

lion¬

A The amended Loan Act does notguarantee five per cent fin the loan toany syndicate It says Section 3

except that the Minister of Financewith the approval of the King in Cab-inet

¬

Council may allow to any personor syndicate which may negotiate thesale of said bonds a commission notexceeding five per cent of the firstissued portion of the loan to wit for

1000000 and such percentageas may be found necessary uponfurther issue but not to exceed fiveper cent upon such further issues

Q What about the security allegedby the Advertiser to have been giventhe London bankers before the loanwould be touched And how does thesecurity actually given compare withwhat Mr Spreckels wanted

A Mr Spreckels was not satisfiedwith either bonds or open account debtat nine per cent without security Lookat the amendment offered for MrSpreckels by Mr Dare upon the defeatof which Mr Cieighton and Mr Darewent out of the Cdbinet That amend ¬

ment reads Provided that hereafterno bonded debt shall be incurred norany bonds issued prior to the maturityof the bonds issued hereunder unlessprovision be first made for the paymentof bonds issued under and in accord-ance

with the provisions of this actAs to what is called the preliminary

bond I have information from the best

source that no bond pledging any spcdific property or in fact such a one asis mentioned in the Advertise wasever signed or deposited in the Bank ofEngland or for that matter anywhereor with any one this I know for afact

I have also information that a bondwas executed presumably with thesanction of the King in CabinetCouncil as security to these subscribersto the loan who paid in their moneybefore the bonds were ready to beissued until they received their bondsThis money was to be and has beentelegraphed to pay Mr Spreckels butthe preliminary bond makes no menjlion of any general or specific pledgeor charge upon anything nor has itbeen deposited in the Bank of England

I can state to you positively that thesyndicate who negotiated the loan didnot insist upon such a bond or anybond as special security before it wouldtouch the loan As I understand thematter the Hawaiian Government in ¬

tended to pay Mr Sprcckels in full allit owed him and for that purpose thefunds were to be at hand before thebonds could even be printed Thatmoney and all money paid in without acontemporaneous delivery of the Hawaian bonds was to be Sf cured bythe bond and nothing more nor wasit ever intended to be a first mortgageor any mortgage upon any Govern-ment

propertyIf the Advertiser holds any bonds or

its clients or owners do they will gettheir money on picscntathn I readand it certainly was industriouslyspread in all the purchasable columnsof the San Francisco press that theHawaiian Government was bankruptetc and that certain bonds of the issueunder the Act of 1882 were offered forsale at ten per cent discount Why isnot the offer made now The moneyis there to call them in I do nknow that the Hawaiian Governrrenthas a right to force their surrenderagainst payment at par hut I hope ithas the right and will take steps to exact it

The act docs not make a specificpledge of an thing belonging to theGovernment excepting that the pay ¬

ment of the interest of the nationaldebt is chargeable upon the revenue ofthe nation So are salaries chargeableupon that source so are expendituresfor other legitimate purposes charge-able from what other source are thesepayments to be made It strikes methat this provision is the exact reverseof a specific pledge or mortgage

The amendment proposed by MrDare onthe contrary foreshadows thegrip of foreclosure upon the productiveproperty of the Government and wouldcertainly have led to its loss if theGovernment had at any time or fromany causc disaster or otherwise neededmore than the 3upoooo reserved lorpublic works under the amended schedute that schedule which was proposedby Mr Spreckels and by his influenceadopted at a time when Mr Spreckelshad not yet found reasons to chancehis mind as to the loan policy of theHawaiian Government and as to thegood character and standing of thosewho represented the English syndicate

J suppose the syndicate have mademoney by establishing the credit ofHawaii in Europe 1 he expenditureof that money will probably be a bene-fit

to this nation in the end More-over

financiers do not undertake suchwork for glory and I should like to beinformed if the Hawaiian Governmentpaid any bonus indirectly for takingMr Spreckels silver at par for the

500000 of bonds which he nowoffers at a discount I hear that thediscount on 4hat transaction was aboutset en teen per cent

The hard feelmg in the whole matterseems to me to be entirely uncalledfor The creditors of the Governmentwill cet their money that shouldsatisfy them unless their debt was to beused to absorb the substance of thenation

sort and not the expression of a syndi-

made by the Legislature also the com ¬

mission of five per cent to its nego-

tiators

dollars so that neither surprise adula-

regret nor any other emotion is

called for at this day in respect to thosecircumstances of the loan But whenmany people including those who look

at present affairs from the standpoint ofthe Advertiser affected up to the arrivalot the last mail to believe that even onthose favorable terms the loan could

That gentlemans replies to categoricalquestions on the subject are given be ¬

low and show that our contemporaryhas hazarded statements easier made

than substantiatedQ Has the syndicate a guarantee

of five per cent on the whole two mil-

lion¬

A The amended Loan Act does notguarantee five per cent fin the loan toany syndicate It says Section 3

except that the Minister of Financewith the approval of the King in Cab-inet

Council may allow to any personor syndicate which may negotiate thesale of said bonds a commission notexceeding five per cent of the firstissued portion of the loan to wit for

1000000 and such percentageas may be found necessary uponfurther issue but not to exceed fiveper cent upon such further issues

Q What about the security allegedby the Advertiser to have been giventhe London bankers before the loanwould be touched And how does thesecurity actually given compare withwhat Mr Spreckels wanted

A Mr Spreckels was not satisfiedwith either bonds or open account debtat nine per cent without security Lookat the amendment offered for MrSpreckels by Mr Dare upon the defeatof which Mr Cieighton and Mr Darewent out of the Cdbinet That amend ¬

ment reads Provided that hereafterno bonded debt shall be incurred norany bonds issued prior to the maturityof the bonds issued hereunder unlessprovision be first made for the paymentof bonds issued under and in accord-ance

with the provisions of this actAs to what is called the preliminary

bond I have information from the best

source that no bond pledging any spcdific property or in fact such a one asis mentioned in the Advertise wasever signed or deposited in the Bank ofEngland or for that matter anywhereor with any one this I know for afact

I have also information that a bondwas executed presumably with thesanction of the King in CabinetCouncil as security to these subscribersto the loan who paid in their moneybefore the bonds were ready to beissued until they received their bondsThis money was to be and has beentelegraphed to pay Mr Spreckels butthe preliminary bond makes no menjlion of any general or specific pledgeor charge upon anything nor has itbeen deposited in the Bank of England

I can state to you positively that thesyndicate who negotiated the loan didnot insist upon such a bond or anybond as special security before it wouldtouch the loan As I understand thematter the Hawaiian Government in ¬

tended to pay Mr Sprcckels in full allit owed him and for that purpose thefunds were to be at hand before thebonds could even be printed Thatmoney and all money paid in without acontemporaneous delivery of the Hawaian bonds was to be Sf cured bythe bond and nothing more nor wasit ever intended to be a first mortgageor any mortgage upon any Govern-ment

propertyIf the Advertiser holds any bonds or

its clients or owners do they will gettheir money on picscntathn I readand it certainly was industriouslyspread in all the purchasable columnsof the San Francisco press that theHawaiian Government was bankruptetc and that certain bonds of the issueunder the Act of 1882 were offered forsale at ten per cent discount Why isnot the offer made now The moneyis there to call them in I do nknow that the Hawaiian Governrrenthas a right to force their surrenderagainst payment at par hut I hope ithas the right and will take steps to exact it

The act docs not make a specificpledge of an thing belonging to theGovernment excepting that the pay ¬

ment of the interest of the nationaldebt is chargeable upon the revenue ofthe nation So are salaries chargeableupon that source so are expendituresfor other legitimate purposes charge-able from what other source are thesepayments to be made It strikes methat this provision is the exact reverseof a specific pledge or mortgage

The amendment proposed by MrDare onthe contrary foreshadows thegrip of foreclosure upon the productiveproperty of the Government and wouldcertainly have led to its loss if theGovernment had at any time or fromany causc disaster or otherwise neededmore than the 3upoooo reserved lorpublic works under the amended schedute that schedule which was proposedby Mr Spreckels and by his influenceadopted at a time when Mr Spreckelshad not yet found reasons to chancehis mind as to the loan policy of theHawaiian Government and as to thegood character and standing of thosewho represented the English syndicate

J suppose the syndicate have mademoney by establishing the credit ofHawaii in Europe 1 he expenditureof that money will probably be a bene-fit

financiers do not undertake suchwork for glory and I should like to beinformed if the Hawaiian Governmentpaid any bonus indirectly for takingMr Spreckels silver at par for the

500000 of bonds which he nowoffers at a discount I hear that thediscount on 4hat transaction was aboutset en teen per cent

The hard feelmg in the whole matterseems to me to be entirely uncalledfor The creditors of the Governmentwill cet their money that shouldsatisfy them unless their debt was to beused to absorb the substance of thenation
