NINETEENTH MEETING OF THE EAST AFRICAN STANDARDS TECHNICALSUB-COMMITTEE

30th May to 1st June 2011,

ARUSHA, TANZANIA

REPORT OF THE MEETING

1.0 OPENING OF THE MEETING

1.1 The meeting was held in accordance with the calendar of the EACactivities for January to June 2011 and was attended by delegates fromthe five Partner States of Burundi, Kenya, Tanzania, Rwanda and Ugandaand development partners. The list of participants is attached as Annex I.

1.2 Constitution of the Bureau

The meeting was chaired by Mr. Gervais Nzinahora of Burundi Bureau ofStandards and the rapporteur was Mr. Reuben Gisore from Kenya Bureauof Standards in accordance with the EAC procedures.

1.3 Adoption of the agenda

The agenda was adopted as attached in Annex II.

1.4 Opening statement by Secretariat

Mr. Willy Musinguzi, the Principal Standards Officer, EAC Secretariatwelcomed delegates to the meeting and informed the delegates that thereare various initiatives by the Secretariat in conjunction with developmentpartners to support the dissemination of standards to stakeholders. Henoted that some of the development partners such as COMPETE andUNIDO were keen to support the harmonization of standards in thehorticulture sector.

Mr. Musinguzi expressed concerns that some harmonized standards wereover 5 years since they were harmonized and hence may no longer in linewith current technological developments. He gave the example of standardson petrol and automotive diesel which were obsolete. He informed themeeting that the EAC Secretariat had collated information on the currentstatus of adoption and implementation of East African Standards in the

Partner States and was in the process of mobilizing resources to convene ataskforce to recommend how the outdated East African Standards will beupdated.

Mr. Musinguzi also informed the meeting that the COMESA-EAC-SADCTripartite work was ongoing and that the Tripartite Summit was due to beheld in South Africa in June 2011 to assess progress and to give direction.

On the support from development partners, Mr. Musinguzi reported thefollowing:

International Federation of Organic Agriculture Movements (IFOAM),that supported the development EAS 456 in 2007 was interested inthe review of the standard in order align it with the current EUstandard on organic products and SIDA had agreed to support thereview process.

The UNIDOfTCB project was coming to an end in July 2011. In itsmeeting in April 2011, Council approved a request by the EACSecretariat to approach the financiers, NORAD, to extend the project.

PTB supported the convening of meeting for three working days todeliberate on the Procedures for Development of East AfricanStandards.

SIDA has been supporting EAC Partner States to participate in thedevelopment of the international standards ISO 14067,Carbon footprintof products and ISO 13065, Sustainable criteria for bioenergy which areof particular importance to the region. He noted that some PartnerStates were not able to participate in the international meetingconvened in Frankfurt, Germany and urged CEOs of NSBs which arenot members of ISO to consider becoming full members in order toenhance future participation in meetings.

Mr. Musinguzi reported that SIDA had initiated a Project on TradePromotion and Poverty Reduction through Environmental Standardsfor the EAC Region operated by Swedish Standards Institute (SIS)and urged the CEOs to nominate officers into the Steering Committeefor this project.

2.0 CONSIDERATIONOF MATTERS ARISING FROM THE REPORT OF THE18TH MEETINGOF THE EASTSC

2.1 Considerations on Council Directive on the Harmonisation of the agelimits of used vehicles imported into the Community forincorporation into DEAS 500:2008, Road vehicles - Inspection -Code of practice which the committee had recommended for approvalas an East African Standard in 2008.

The matter was to be reported by the EACmeeting.

2.2 Consideration of the progress on implementation EAS 481:2008,Plastic carrier bags taking into account the Council directive

The matter was to be reported by the EAC Secretariat in the 15th EASCmeeting.

2.3 Adoption of regional and international standards

The Sub Committee agreed that the mechanisms through which EAC mayadopt international standards should be defined within EAC procedures forthe development of standards.

The Sub-Committee reiterated that international standards should formthe basis for harmonization of East African Standards. This could includeadoption by reference. The adoption and publication of internationalstandards could be left at the Partner State level.

ResolutionThe Sub Committee directs the task force handling the procedures forthe development of EAS to ensure that appropriate mechanisms foradopting international and! or regional standards as EAS, areincorporated into the procedures.

2.4 East African Standards template and layout

The Sub Committee noted that the previous recommendations forconducting a workshop to build capacity in this subject had not beeneffected and the problem of having draft standards with different formatscontinued to persist.

Recommendationsa) The Sub-Committee recommends to the EASC to urge the EAC

Secretariat and Partner States to ensure that a regional trainingworkshop on the use of the standards template is held.

b) The template should be referenced in the Procedures.

2.5 Implementation of the PTB project

The Subcommittee revisited this matter and noted that in its 18th meeting,several activities detailed in the project implementation matrix (Annex IV ofthe report of the 18th meeting of the EASTSq had not been done. It hadbeen observed that it was urgent to train Standards Project Managers,Technical Committee Chairpersons, and Technical Committee Secretarieson the management of regional standards harmonisation processes.

RecommendationPartner States reiterated that this activity was important. TheSecretariat was urged to provide an update on the matter and explore

the possibility of getting support from development partners to assistin developing capacity in this area.

2.6 Operationalization of EACSQMTAct, 2006

The Sub-Committee noted that a report would be submitted during the 15th

meeting of the EASC by the Secretariat.

2.7 Role of the Secretariat in the facilitation of the EASC - StandardsSub-Committee

The facilitation was still not adequate and the Secretariat was urged toupdate the Sub-Committee.

2.8 Establishment of inter-linkages with other sectors of the EAC

The Secretariat was urged to update the Sub-Committee.

2.9 Review and operationalization of procedures for development of EACStandards

The Secretariat was urged to update the Sub-Committee.

2.10 Draft EAC regulations for the development of National Standards andTechnical Regulations including the adoption of EAC standards inPartner States

This item was handled under agenda item 8.0.

2.11 Support from development partners

The subcommittee noted that there was support from several developmentpartners. Reports on the support received was discussed under agenda 3.0.

3.0 REPORTSON SUPPORTBY ASARECA,COMPETE,ECSA

3.1 ASARECA

ASARECA supported the development of standards in areas identified inthe 14th EASC. They facilitated a meeting from 31s March to 1st April 2011and finalized the draft standard on seed potato. Full details are provided inagenda item 7.0.

3.2 COMPETE

The representative of COMPETE, Mr. Bernard Kagira, thanked EACSecretariat and Partner States for cooperation in development of EAS forstaple foods. COMPETE supported national consultations and regional

meeting in March in Nairobi and an editing meeting at Naivasha, Kenya. 22draft East African Standards were now ready for approval.

COMPETE is ready to provide support for dissemination of standardsthrough training and awareness by developing training manuals to traintrainers and other prerequisite programmes to facilitate cross-border trade.COMPETE is working with the EAC Secretariat and Partner States toprepare awareness material on the standards to enhance use of thestandards to support increased trade in the products. From this yearCOMPETE will be involved in horticultural value chain. A study on thehorticultural value chain was ongoing. It was noted that there are noadequate harmonized standards for horticulture. The earmarked productsinclude onions, cabbages, tomatoes; bananas, pineapples and passionfruits as an indicative list and could be modified.

It is expected that the harmonization of standards for the identifiedproducts will be completed by May-June 2012. COMPETE will supportdrafting of standards, national consultations and regional meeting.

Recommendations(a)The Sub-Committee requests the EASC to commend COMPETEfor

the assistance in the process and looks forward for continuedsupport.

(b)Requested COMPETEto share the findings of the study they areconducting in the horticultural value chain to assist in prioritizingthe harmonization of standards for horticultural products.

(c) Approves the development of standards for horticultural productsincluding onions, cabbages, tomatoes, bananas, pineapples andpassion.

(d)Recommends to the EASC to approve the draft standards on staplefoods as itemized in agenda 7.0.

(e) Recommends to EASC to direct the QA TSC to develop tradefacilitation arrangements which will facilitate free flow ofagricultural products in the EAC in conjunction with COMPETE,NSBs and responsible authorities in the Partner States modelled onthe EACSimplified Trade Regime.

(f) Recommends to the EASC to approve the development of trainingmanuals and dissemination materials on the 22 staple foodstandards through the assistance of COMPETE.

3.3 ECSAThe Sub-Committee recalled that ECSA had agreed to support developmentof standards for fortified foods in the EAC, COMESA and SADC. Throughconsultative meetings, draft standards have been developed forharmonization in EAC, COMESA and SADC. Partner States consultationswill be held before regional meeting which should be completed before theend of 2011. 5 draft standards covering the following products had beendeveloped:

1. Fortified maize flour - Specification

2. Fortified cooking oils - Specification

3. Fortified salt - Specification

The Sub-Committee took note that ECSA was committed to supporting 2-day consultations at national level and 5-day consultations at the regionallevel. It was reported that governments in Partner States are in variousstages of enacting regulations for food fortification.

Recommendationsa) The Sub-Committee requests the EASC to commend ECSA for the

continued support.

b) The Sub-Committee requests the EASC to take note of the progressof work in this area.

4.0 IDENTIFICATIONOF HARMONIZEDEAC STANDARDS FOR REVISIONAND UPDATE

The meeting noted that the review of standards is necessary to ensure theircontinued usefulness. The Sub-Committee recognized that it is not possibleto identify individual standards in a single sitting of the EASTSC. However,Technical Committees responsible for each sector should identifystandards for review.

ResolutionThe Sectoral Coordinating Committees to identify and prioritizestandards for review and submit report in next meeting of EASTSCincluding standards identified for reaffirmation; revision; amendment;withdrawal and strategies necessary to ensure that standards arealways up-to-date.

5.0 APPROVAL AND OPERATIONALIZATION OF PROCEDURES FORDEVELOPMENTOF EAST AFRICAN STANDARDS

The SC noted that the EAC Secretariat in conjunction with PTE facilitateda meeting of experts to finalize the Procedures 10th - 12th May 2011 but thework was not finalized.

RecommendationThe Sub-Committee recommends to the EASC to request PartnerStates and the EAC Secretariat to facilitate experts to hold a meetingto finalize the Procedures from 4th to 6th July 2011.

6.0 REVIEWAND OPERATIONALIZATIONOF EAC SECTOR COMMITTEES

The Subcommittee took note that the following broad technical sectors hadbeen established and Partner States allocated coordination roles:

2) EACjSEC 02: Building and construction (KENYA)

3) EACjSEC 03: Mechanical engineering and metallurgy (KENYA)

4) EACjSEC 04: Chemicals and chemical products (UGANDA)

5) EACjSEC 05: Textiles, apparels and leather technology (UGANDA)

6) EACjSEC 06: Electrotechnology and information technology (KENYA)

7) EACjSEC 07: Metrology and testing (KENYA)

8) EACjSEC 08: Management systems and service standards (RWANDA)

9) EACjSEC 09: Environment, health and safety (RWANDA)

10) EACjSEC 10: Consumer products and general standards (UGANDA)

11) EACjSEC 11: Energy (KENYA)

12) EACjSEC 12: Transport and packaging (KENYA)

The Sub-Committee further noted in establishing these technical sectors, it hadbeen agreed as follows:

1. That while these technical sectors have been allocated to the Partner States forcoordination, all the Partner States will be at liberty to select specific areas theywish to take lead in preparing requisite standards.

2. The EACjSECs are allowed to establish permanent or ad hoc technicalcommittees or working groups as appropriate.

Resolutionsa) Each coordinating Partner State to list potential technical

committees and scopes under their sectors and circulate to theother Partner States for comments by end of June 2011 and thecoordinating Partner States to submit final reports by end ofSeptember 2011.

b) Procedures to spell manner in which the Sectors and TCs aregoing to be handled taking into account earlier decisions.

c) Petroleum standards to be dealt with under energy and a TCneeds to be put under the Energy Sector.

d) Each Partner State to consult stakeholders on sectors that theywould coordinate.

e) Burundi offered to coordinate the Transport and PackagingSector previously allocated to Kenya.

f) Reiterated the need for Partner States to exchange workprogrammes and the standstill principle whenever PartnerStates are in the process of developing a standard on theproduct and instead allow that standard to be developed as anEast African Standard.

7.0 REPORTSFROMTECHNICALCOMMITTEES

7.1 Potato and cassava standards

The meeting noted that the regional meeting to harmonize seed potatostandard was held between 31st March to 1st April 2011 with support fromASARECA.

Representatives were drawn from the NSBs, National Certification Agency,National Seed Association, National Breeders Association and policy in therespective Ministries of Agriculture to review and finalise harmonization ofseed potato standard.

14 drafts standards for cassava and potato products had been developedand are ready for circulation to Partner States.

Resolutions(a)The Sub-Committee approved the establishing a technical

committee to mainstream the work already done under ASARECAon seeds and propagation materials under coordination of Uganda.

(b)Approves the development and the inclusion of the followingproducts to be considered under the new work item formainstreaming as East African standards.

i) Wheatii) Cassavaiii) Pasture seedsiv) Milletv) Sorghumvi) Beans and pulsesvii) Bananasviii) Sunflowerix) Maizex) Ricexi) Test methods for seed materials

Recommendationsa) The Sub-Committee requests the EASC to commend ASARECAfor the

assistance in the process and looks forward for continued support.

b) Recommends to the EASC to approve the draft standard on seedpotato FDEAS 753:2011, Seed potato - Specification and recommendfor declaration by Council as an East African Standard.

7.2 Fruits and vegetables

UNIDO supported the development of draft standards for fruits andvegetables which were presented for consideration in the first meeting inKampala from 5th to 7th October 2010. The meeting received a total of 128draft standards and prioritized 23 for consideration.

ResolutionThe Sub-Committee approved the establishment of the TC on Fruitsand Vegetables.

RecommendationThe Sub-Committee recommends to the EASC to request PartnerStates to facilitate meetings of the TC taking into account theinterest shown by COMPETEto support work on products falling inthis committee.

7.3 Chemical and consumer products

7.3.1 The coordinating secretariat, Uganda, reported that a meeting wasconvened in Uganda in which the following seven drafts were consideredand recommended for approval:

a. FDEAS 31:2011, Laundry soap - Specification

b. FDEAS 125:2011, Safety matches - Specification

c. FDEAS 127:2011, Synthetic laundry detergents for household use -Specification

d. FDEAS 184:2011, Emulsion paints - Specification

e. FDEAS 186:2011, Toilet soap - Specification

f. FDEAS 296:2011, Liquid household hand dishwashing detergent -Specification

g. FDEAS 766:2011, Antibacterial solid toilet soap - Specification

7.3.2 During the meeting, participants identified areas where harmonizedstandards need to be developed including the following:

1. Insecticides2. Paints3. Water-treatment chemicals4. Scouring compounds5. Spirits6. Plastics7. Polishes8. Sanitizers9. Detergents

7.3.3 The Sub-Committee noted that some comments were received toolate to allow Partner States to consult stakeholders. It was agreed that thecoordinating Secretariat will review the comments and recommend toPartner States on the necessary actions.

Recommendations:The Sub-Committee approved the presentation of the FDEAS listed in7.3.1 to the EASC for recommendation for approval and presentationto Council for declaration as East African Standards.

7.4 2nd Meeting of EAC/TC 18, Nutrition and foods for special dietaryuses, 23rd - 25th November, 2010, Nairobi, Kenya

The Sub-Committee noted that the meeting did not take place as planned.

Resolutionsa) The TC to start the work and finalize the key standards identified

in this sector by November 2011. The TC should make all efforts toget consensus through correspondence and arrange for a physicalmeeting only if it is inevitable.

b) The TC to prioritize the following standards in their work plan:

22 FDEAS were harmonized through national consultations and a regionalmeeting. The FDEAS were further subjected to editing and are ready forapproval and subsequent dissemination and utilization.

RecommendationThe Sub-Committee approved the presentation of the FDEAS to the EASCfor recommendation for approval and presentation to Council fordeclaration as East African Standards.

7.6 Environment, health and safety

The Sub-Committee noted that Partner States were supposed to haveconcluded national consultations and submitted their comments toRwanda with regard to the following three draft East African Standards byJuly 2010:

1. DEAS 12:2010, Potable water- Specification2. DEAS 13:2010, Containerized mineral water- Specification3. DEAS 187:2010, Toothpaste - Specification

Partner States reported that there were various developments at theinternational and national levels which have a bearing in certain aspects ofthe draft standards which need to be taken into account.

RecommendationThe Subcommittee requested Rwanda to coordinate the work infinalizing the three draft standards by November 2011.

7.7 Medical devices

The Sub-Committee noted the need of harmonizing standards in this area.

ResolutionThe Sub-Committee approved the establishment of a TC on MedicalDevices to be hosted by Uganda. Uganda to circulate draft standardsby end of June 2011.

7.8 Petroleum standards

It was reported that the following draft standards had been circulated in2007 to Partner States for consideration and commenting:

1. DEAS 158:2007, Unleaded petrol- Specification

2. DEAS 177:2007, Automotive diesel- Specification

It was noted that due to the slow progress in concluding theharmonization, some Partner States had developed their own nationalstandards and that in some cases these standards are not in harmony. TheSub-Committee concluded that these standards still need to beharmonized.

Resolutionsa) The Sub-Committee requested Partner States to use the proposed

draft standards of 2007 for generating comments on the two workitems.

b) Kenya to circulate the draft standards and host the meeting tofinalize the standards by end of July 2011.

c) If concluded in July 2011, the standards could be used to facilitatetrade while awaiting for approval by the EASC.

7.9 Communication

Partner States highlighted the difficulties encountered whencommunicating to one another and the Secretariat due to existing protocolsand organizational hierarchies.

Recommendationa) The EAC Secretariat shall be responsible for communicating to the

Partner States regarding the convening of TC/Sector meetings.b) The Sub-Committee requests the EAC Secretariat to review the

communication procedures and provide guidelines for differentchannels for enhancing communication.

8.0 ISSUES ARISINGFROMIMPLEMENTATIONOF STANDARDS

8.1 Labelling of products

The Sub-Committee considered the current challenges ansmg fromdifferent national regulations regarding the labelling of products in varioussectors. It was noted that labelling requirements involve many playersincluding standards organizations, regulators, manufacturers andconsumers.

b) Establish mechanisms on enhancing awareness on labellingrequirements

c) Coordination with relevant regulatory agencies to ensure harmonybetween requirements for labelling in standards and regulations.

d) Identify areas where harmonization of regulations for labelling maybe necessary.

e) Revision of EAS 38 to start immediately and a draft to becirculated by June 2011 and finalized by November 2011.

8.2 Use of East African Standards in certification

The meeting was informed that the EAC Secretariat had conducted asurvey on the level of adoption of East African Standards in Partner States.

RecommendationThe Sub-Committee requests EASC to request the EAC Secretariat toprovide information on the level of adoption of EAS and the use of thesame in product certification.

8.3 Development of Technical Regulations

The Subcommittee noted that the establishment of the TechnicalRegulations Technical Sub-Committee was approved in the 13th meeting ofthe EASC. It was noted that there is need to activate the subcommittee to,among other things:

i) Convene a forum for regulators and stakeholders at the regional level

ii) Provide framework for development of technical regulations in theEAC

iii) Provide link between the standards TSC and the regulators

The Subcommittee noted the offer by PTB to facilitate the initiation of thesubcommittee and sensitization of stakeholders on the implications oftechnical regulations on trade and the need to have a technical regulationsframework in the EAC. The Sub-committee noted that there is need to holda planning meeting comprising of about 8 participants drawn from: EABC,PTB, EAC Secretariat and NSBs to develop a concept paper for the regionalforum.

9.0 FUTUREWORKPROGRAMME

9.1 Existing items in work plan

30 items in the work plan were completed over the past year while othersare at various stages of development. The Coordinating Partner States arerequested to circulate their work plans to the Partner States and indicateschedules of meetings or activities.

The current work plan is attached as Annex III.

9.2 New work items

10.0 ANY OTHER BUSINESS

10.1 Establishment of Regional Codex Forum

The meeting was informed that UNIDO was to hold a regional workshop todiscuss this matter.

The Secretariat was to report the status in the 15th EASC meeting.

10.2 ISO Membership

The meeting noted that the region has limited influence in the preparationof international standards due to limited participation owing tomembership status.

RecommendationThe EASC is requested to encourage Partner States who are not fullmembers to seek possibility of becoming full members in order tofavourably influence the outcome of standards which affect trade inproducts of economic significance to the Partner States.

10.3 Appreciation

The meeting commended the Chairperson for competently steering themeeting.

11.0 ANNUALREPORT OF THE SUB-COMMITTEE

The sub-Committee prepared its annual report hereto attached as Annex V.

12.0 DATE OF NEXT MEETING

The sub-Committee agreed to hold the next meeting from 2th to 4th

November 2011 and requested the secretariat to arrange for the logisticsfor the meeting.

EAST AFRICAN COMMUNITY SECRETARIAT

ANNUAL REPORT OF THE EAST AFRICAN STANDARDS TECHNICAL SUBCOMMITTEE FOR THE YEAR MAY 2010 JUNE 2011

1 INTRODUCTION

During the period May 2010 to June 2011, a number of technical committee meetings were held under the supervision of the East African Standards Technical Sub Committee. The committee also held its annual meeting from 30th May to 1st June, 2011.

2 STANDARDS HARMONIZATION Recommendations (1) The Sub Committee recommends to the EASC to adopt the 30 Final

Draft standards as East African Standards and recommend them for declaration as East African Standards by Council (Appendix A).

(2) The Sub Committee requests the EASC to request the EAC

Secretariat to facilitate the editing and formatting of the 30 Final Draft standards and those previously approved and provide the authoritative texts of these standards to Partner States as provided for in the EAC SQMT Act 2006.

3 EAST AFRICAN STANDARDS TEMPLATE AND LAYOUT

Recommendations (3) The Sub-Committee recommends to the EASC to urge the EAC

Secretariat and Partner States to ensure that a regional training workshop on the use of the standards template is held.

(4) The East African Standards Template shall be referenced in the

Procedures for Development of East African Standards and shall be used by other organs of the Community whenever they draft East African Standard.

4 IMPLEMENTATION OF THE PTB PROJECT Recommendation (5) Partner States reiterated that the training of standards project

managers, technical committee chairpersons, technical committee secretaries and technical officers was important. The Secretariat was urged to provide an update on the matter and explore the possibility of getting support from development partners to assist in developing capacity in this area.

5 SUPPORT BY COMPETE

Recommendations (6) The Sub-Committee requests the EASC to commend COMPETE for

the assistance in the process of harmonization of staple foods standards and looks forward for continued support.

(7) The Sub-Committee recommends to the EASC to request COMPETE

to share the findings of the study they are conducting in the horticultural value chain to assist in prioritizing the harmonization of standards for horticultural products.

(8) The Sub-Committee recommends to the EASC to approve the

development of standards for horticultural products including onions, cabbages, tomatoes, bananas, pineapples and passion with the support of COMPETE.

(9) The Sub-Committee recommends to EASC to direct the QA TSC to

develop trade facilitation arrangements which will facilitate free flow of agricultural products in the EAC in conjunction with COMPETE, NSBs and responsible authorities in the Partner States modelled on the EAC Simplified Trade Regime.

(10) The Sub-Committee recommends to the EASC to approve the

development of training manuals and dissemination materials on the staple food standards through the assistance of COMPETE.

6 SUPPORT BY EAST, CENTRAL AND SOUTHERN AFRICA – HEALTH

SOCIETY (ECSA-H) The Sub-Committee noted that ECSA had assisted in the development of 5 draft standards covering the following products had been developed:

The Sub-Committee took note that ECSA was committed to supporting 2-day consultations at national level and 5-day consultations at the regional level. It was reported that governments in Partner States are in various stages of enacting regulations for food fortification. Recommendations (11) The Sub-Committee requests the EASC to commend ECSA for the

continued support. (12) The Sub-Committee requests the EASC to take note of the progress

of work in this area. 7 SUPPORT BY ASARECA

The meeting noted that the regional meeting to harmonize seed potato standard was held between 31st March to 1st April 2011 with support from ASARECA. The meeting was also informed that 14 drafts standards for cassava and potato products had been developed and are ready for circulation to Partner States. Recommendations (13) The Sub-Committee requests the EASC to commend ASARECA for

the continued assistance in the standards harmonization process and looks forward for continued support.

8 APPROVAL AND OPERATIONALIZATION OF PROCEDURES FOR

DEVELOPMENT OF EAST AFRICAN STANDARDS The SC noted that the EAC Secretariat in conjunction with PTB facilitated a meeting of experts to finalize the Procedures 10th – 12th May 2011 but the work was not finalized. Recommendation (14) The Sub-Committee recommends to the EASC to request Partner

States and the EAC Secretariat to facilitate experts to hold a meeting to finalize the Procedures from 4th to 6th July 2011.

9 REPORTS FROM TECHNICAL COMMITTEES

FRUITS AND VEGETABLES UNIDO supported the development of draft standards for fruits and vegetables which were presented for consideration in the first meeting in Kampala from 5th

to 7th October 2010. The meeting received a total of 128 draft standards and prioritized 23 for consideration. Recommendation (15) The Sub-Committee recommends to the EASC to request Partner

States to facilitate meetings of the TC on Fruits and Vegetables to carry out the harmonization of standards for fruits and vegetables taking into account the interest shown by COMPETE to support work on products falling in this committee.

ENVIRONMENT, HEALTH AND SAFETY The Sub-Committee noted that Partner States were supposed to have concluded national consultations and submitted their comments to Rwanda with regard to the following three draft East African Standards by July 2010:

2. DEAS 13:2010, Containerized mineral water — Specification

3. DEAS 187:2010, Toothpaste — Specification

Partner States reported that there were various developments at the international and national levels which have a bearing in certain aspects of the draft standards which need to be taken into account. Recommendation (16) The Subcommittee requested Rwanda to coordinate the work in

finalizing the three draft standards by November 2011.

COMMUNICATION Partner States highlighted the difficulties encountered when communicating to one another and the Secretariat due to existing protocols and organizational hierarchies. Recommendation (17) The EAC Secretariat shall be responsible for communicating to the

Partner States regarding the convening of TC/Sector meetings. (18) The Sub-Committee requests the EAC Secretariat to review the

communication procedures and provide guidelines for different channels for enhancing communication.

10 USE OF EAST AFRICAN STANDARDS IN CERTIFICATION The meeting was informed that the EAC Secretariat had conducted a survey on the level of adoption of East African Standards in Partner States. Recommendation (19) The Sub-Committee requests EASC to request the EAC Secretariat

to provide information on the level of adoption of EAS and the use of the same in product certification.

11 DEVELOPMENT OF TECHNICAL REGULATIONS

The Subcommittee noted the offer by PTB to facilitate the initiation of the subcommittee and sensitization of stakeholders on the implications of technical regulations on trade and the need to have a technical regulations framework in the EAC. The Sub-committee noted that there is need to hold a planning meeting comprising of about 8 participants drawn from: EABC, PTB, EAC Secretariat and NSBs to develop a concept paper for the regional forum. Recommendations (20) The Subcommittee requests the EASC to operationalize the

Technical Sub-Committee on Technical Regulations possibly by September 2011.

(21) The Sub-Committee requests the EASC to commend PTB for offering

to support the initiation of the Technical Regulations TSC and facilitating the planning meeting.

(22) The Sub-Committee recommends to the EASC to request the EAC

Secretariat to convene the planning meeting of the Technical Regulations Sub-Committee by July 2011.

13 ISO MEMBERSHIP The meeting noted that the region has limited influence in the preparation of international standards due to limited participation owing to membership status. Recommendation (24) The EASC is requested to encourage Partner States who are not full

members to seek possibility of becoming full members in order to favourably influence the outcome of standards which affect trade in products of economic significance to the Partner States.
