Editors PageEcton remains as vibrant as ever and this months issue of The Ecton View has a lotof varied activities and events that showcase our village life. Upcoming in May wehave :- The Village Hall Lounge opening, Bavarian Night, Northampton Male VoiceChoir, Pugwash at the Three Horseshoes, EGO’s Trip to the WellingboroughMuseum, Short Mat Bowls and many more.These events are organised by a tireless small number of villagers and we strive tomake sure you are not missing out on either attending or helping to organise anyfun events in the future. If you are interested in helping and getting involved insome of these events then please let me know and I will put you in touch with theright event’s team.

Now I promised myself I would not use this page to rant on about the negative sideof life in Ecton, but since becoming editor last July I have rambled on about 2 mainissues - Litter and Dog Poo! And I have had plenty of feedback from you, thereaders. Dog Poo has been found several times, in the Church Yard (again) as well asthe lane between High Street & West Street, we know is it from large dogs given thesize of the evidence left behind! In the Parish Council’s article in the last issue, wewere encouraged to inform local Dog Warden - Ginny Ross on 0300 126 6661, butstill it seems the owners of these dogs are not willing to abide by the law. So this is alast plea from me and all other responsible dog owners - Pick it up!.. and stopspoiling our lovely village.

You might see a few hardy souls picking up litter in the village and lower Ecton Lane,If you would like to take on a small area of the village then I am able to provide youwith pickers and Norse Rubbish bags. We have the High Street from The Threehorseshoes to Lower Ecton lane covered and would like 4-5 more volunteers to pickup once every week or so in West Street,High Street up to the Worlds End,Church View, Franklin’s Close andEcton Lane to Washbrook Lane.Just give me a call.

Ecton VillageThe PlayparkAs you will know we have been trying to raise money to replace obsolete equipment andupdate the Playpark. Unfortunately we have been unable to secure additional grant fundingand we are now in the position where we have about £7,500 to spend in the park but stillneed at least as much again to be able to complete the job. Does anyone have any ideas orcontacts that might be able to help us? Any help or advice would be most welcome. ContactSally Bresnahan on 01604 403027.The Village HallGood news! You may be aware that we have been refurbishing the former cricket changingrooms to create a new lounge with a bar. A small army of hard working volunteers have beenbuilding and decorating and a number of residents have supported us with very generousdonations in cash, kind, labour and materials. All of their efforts are now nearing completionand we will soon have another great facility for the village. As advertised in this issue, theofficial opening will be Monday 2ⁿd May, when you will all be able to come and see the newarea. HUGE THANKS to everyone who has helped with this project.Ecton Golden OldiesThe Film Matinee ‘The Lady in the Van’ was a great success, a big thank you to all helpersand organisers. The next EGO's event will be a trip to Wellingborough Museum on FridayMay 20th. Meet at the top of West Street at 10am. We will return to the village about 1 p.m.Refreshments are available at the Museum. We must know who is coming as we hope to beable to manage transport ourselves. Please let Sally know if you can come on 01604 403027.Anyone who is over 60 is welcome to come and join us. Any questions, please ring Pat on01604 402582.Parish CouncilAre you aware that there is a free bus service to Weston Favell Shopping Centre availableto you? This service runs on Tuesday and Wednesday mornings. Pick up point the WorldsEnd bus stop at 9.48am. Arrives at Weston Favell Shopping Centre at 9.55am. The returnjourney departs Weston Favell Shopping Centre at 11.30am.Ecton Parish Council have managed to get Country Lion who run the buses to drop residentsback in the village and not at the bus stop on the A4500. We are advised by Country Lionthat residents need to remind the bus driver to turn into Wellingborough Road and then intoNorthampton Road to drop you off, as new drivers may forget as Ecton residents don’tcurrently use this service.Please spread the word so residents use this service and our efforts were not in vain.DOG MESS IN THE VILLAGEDespite many requests from the Parish Council there are still some dog walkers that are notpicking up dog mess left from their dogs. Residents are encouraged to report these offendersto the local Dog Warden – Ginny Ross on 0300-126-6661. It is an offence not to clear up afteryour dog and offenders that are caught will be fined.Please take responsibility of your dog and dispose of your waste in the dog bins provided.Be proud of your village and keep it tidy.Ecton Parish Council’s next meeting will be Tuesday 17th May at 7.30pm. Open Church and Churchyard maintenance and Dog Poo!On the first Saturday of each month the church is open

from 10am to 12noon for tea and coffee.We also have our monthly churchyard

tidy up (weather permitting). If you’d like to snip, trim or

weed please come along to give us a hand and get a cuppa at the

same time! The churchyard is an important space in the village and

our aim is to make it as pleasant as possible for everyone who uses it.

Despite several pieces in this magazine about the problem

of dog poo around the village we have noticed an escalation

of fouling in the churchyard as we have started the spring

maintenance of this quiet and peaceful space for the village.

There still appear to be several dog owners who do not accept any social

responsibility. They are disrespectful of the space and the other people who use the

churchyard. We know that the vast majority of village dog owners are very responsible and

we don’t want to impose any restrictions because some dog owners can’t take responsibility .

You know who you are! - Our next Open Church is Saturday 7th May (then 4th June).

A Message from Revd. Jackie Buck

When we recently moved into the Rectory I knew we would bemoving a lot of books with us although I didn’t know there wouldbe fifteen boxes of them! Many, admittedly, are connected withmy ministry and what a joy it is to now have a study in which tokeep them all. Many, however, represent different times of my lifeand while I did have a clear out before we moved there are some booksfrom which I would not want to be parted. Books which have either seenme through a particular time in my life or those which, on reading, touched me in such a way that I findcomfort and inspiration simply by seeing them on the bookshelf and I find myself returning to themtime and again.

I do of course have among my books many Bibles. I have my very first Bible which is a small King JamesVersion with colour plates; a Good News Version which saw me through my teenage years and towhich I still like to turn to see the wonderful line drawings within its pages; a well thumbed NewInternational Study Bible and a New Revised Standard Version given to me on the occasion of myOrdination to the Priesthood in 2010. These are just a few of the Bibles I own and despite having readThe Revised Standard Version all the way through (it took me a couple of years and Derick, myhusband, says I haven’t read it all because I didn’t read the long lists of names found in Numbers!) Inever tire of reading the Bible.

The Bible is often referred to as the Living Word of God and I believe it can speak to people today. I useDaily Bible Reading Notes to guide my reading and I am often surprised by how relevant a passage canbe on a certain day. There are many books available to help with daily Bible reading and I would bepleased to give guidance on which ones to try.

In church we follow a set pattern of Bible readings each week and cover an amazing amount in a year.This year (Year C in the Lectionary) many of our readings are taken from Luke’s Gospel, a Gospel verymuch focused on people and their interaction with Jesus. Everyone is welcome to join us for worshipand service times can be found in the Magazine and on the church notice board. A warm welcomeawaits you as we seek to bring the Bible passages alive through the hymns, prayers and sermon or talkeach week.

A group of Youth Club children enjoyed a residential trip to the frontier centre inIrthlingborough accompanied by Margaret Tinston and Thomas Coulter-Brophy.We had a fantastic weekend, the weather was exceptionally kind to us and we had an actionpacked weekend. The activities included rock climbing, canoeing, search and rescue, bushcrafts, lots of card games and a fantastic camp fire on the Saturday night with toastedmarshmallows and super chocolate brownies!The children were very well behaved a a credit to their parents and a big thank you goes toEcton Charities who helped to fund the village children.Many many thanks. - Margaret Tinston.

Report of the Ecton Village Hall AGM – 12th AprilTwenty-one villagers attended the AGM. The Chair of the Committee, Sally Bresnahan,gave an overview of the year’s activities, the highlight being the creation of the newlounge and bar which was a success due to the many villagers who gave money,materials, advice and time.

By holding an event in the hall each month, it is hoped that there has been something foreveryone. The hall still faces challenges with rising costs of maintenance and upkeep.

The Hall’s income for 2015/16 was £14,917; expenditure was £11,499, giving a surplus of£3,418. The meeting identified possible sources of funding for the Committee toinvestigate.

The Mums & Tots Group has folded meaning there are now only two regular villagegroups using the Hall; the Bowls Club and the Youth Club. The Bowls Club reported thatmembership stands at sixteen. Suggestions for other regular activities are welcome.

Two changes to the Constitution were proposed; one to allow the Committee to co-optextra members if there are fewer members from regular groups and another to allowmeeting records to be kept electronically. Both proposals were approved by consensus.

The three elected members of the Committee were re-elected; they are Sally Bresnahan(Chair), Alistair MacRae (Secretary) and Claire Reid (Treasurer). Rod Wilson continues torepresent the Bowls Club. Two existing co-opted members were also re-appointed; they are Nicky Buckley and Lynne Nelson. Sally Bresnahan asked that peopleconsider becoming co-opted members.

ECTON SAFARI SUPPER - Saturday 8th October(in aid of Ecton Village Hall & Ecton Church)

How does it work? All the guests go on safari, moving from house to house betweencourses. The evening will begin at 7.30pm as we all meet together in one house for apre-dinner drink and canapés. Everyone then moves to different houses - withdifferent groups of people - for each course. The evening will end with everyonetogether again for cheese, coffee and port.

Who can take part? Everyone! It’s a great way to meet friends and neighbours –particularly if you are new to Ecton.

What do I have to do? It’s up to you. We do need some people to host a main courseor a pudding for 8 people, or to bring a plate of canapés to the pre-dinner drinkshouse, but there will be spaces for those who would prefer not to be hosts. It’s not acookery competition – simple food is fine! (There will be a financial contribution forthe food and wine for those people hosting a main course or a pudding). Any profitswill be split between Ecton Village Hall and Ecton Church.We are also looking for someone to host the canapés at the start of the evening andsomeone else to host the cheese and coffee at the end. IntroductionWe are preparing a new local plan for the futureof Wellingborough and we want to know yourviews. This plan will guide development in theborough until 2031.

We previously consulted with you in March2015 on the issues and options that theborough will face over this time period and nowwe have come up with a set of policies toaddress the issues.

We are planning for a compact yet diverse towncentre that is at the heart of the community, wewill be providing enough homes to meetidentified needs and we will be protecting theexisting, successful employment areas andopen space in the borough.

The plan is important to the success ofWellingborough, before we finalise it we want toknow whether you think the policies we haveidentified are the right ones. Overleaf is asummary of each section of the emerging draftplan.

What is a localplan?A local plan is a set ofdocuments that guides thefuture development of anarea, including how muchdevelopment there shouldbe and where it should go.It also helps guidedecisions on planningapplications.

Wellingborough’s localplan will be made up of twoparts. Part 1 will be theNorth NorthamptonshireJoint Core Strategy (JCS)and part 2 will be the Planfor the Borough ofWellingborough (PBW).The council is currentlyworking on the PBW,which has now reached theemerging draft stage.

Green Infrastructure Framework

Our policies will ensure that the existing open spaces are protected and thatnew open space, sports and recreation facilities are provided within theborough.We also want to improve the links between the openspaces in the borough for the benefit of both peopleand wildlife.

Delivering Economic Prosperity

We want to provide a range of job opportunities for local people. The fiveexisting, successful employment industrial estates will be protected andfurther employment will be permitted. We also want to ensure there is aflexible approach to employment outside of the industrial estates in order toensure a prosperous rural economy in the borough and a vibrant town centre.

We want to provide enough homes to meet identified needs.We plan to provide 7000 new homes by 2031. The sustainableurban extensions known as Wellingborough East andWellingborough North offer the most significant opportunity to meet theseneeds.

A number of other residential sites are allocated across the townand in Finedon. The three other larger villages (Earls Barton, Irchester andWollaston) have completed/are undertaking Neighbourhood Plans whichallocate housing.

Spatial Strategy

Our spatial strategy involves two aspects; a settlement hierarchyand village boundaries. The settlement hierarchy identifies Restraint Villageswhere development will be severely restricted. We have identified villageboundaries to help determine where development should be allowed.

Delivering Retail

A new retail development is being built at Rushden Lakes justoutside of the borough, because of this we are not planning fora large amount of retail development in the town centre. Insteadwe are focusing on the best ways to protect the retail offer that we do have.

We have identified a retail hierarchy which ensures the town centre is the firstchoice of location for retail. We have identified further policies to make sure anyretail development elsewhere in the borough doesn’t have a negative effect onour important town centre or local centres.

Wellingborough Town Centre

Wellingborough town centre will offer consumers valuefor money and will support local independent shops, along with a leisure,cultural and heritage offer. The town centre will be reinvigorated through themixed use development of three specific sites, a refreshed market, and aquality public realm. We are planning for a compact town centre that iscompatible with the soon to be open Rushden Lakes Shopping Centre.

Site Specific Policies

We have identified a range of policies to drivethe right kind of development for specific sitesin the borough at the right time.

The sites we have identified are reallyimportant to the success of the plan, and eachsite makes a significant contribution to eitherhousing, employment or the vibrancy of thetown centre - or all three!
