Introduction
The Education Act, 1996 repealed the Education
Act 1961.
It is the parent legislation on education and
covers all levels of education under the national
education system (except international schools).
The Act stipulates the use of the national
language as the main medium of instruction, anational curriculum, and common public
examinations.

It provides for pre-school education, primary
school education, secondary school education,
post-secondary education, teacher education,
special education, private education, and
technical education.
The Act gives greater prominence to values in
education and aims to ensure relevance andquality in the education system.

Differences between Education Act
1996 and 1961
1) Mission of education system
2) National education system for all level
The National Education System shall comprise pre-
School education,primary education,secondary
education,post-secondary education,and higher
education,but shall not include education in
expatriate schools.

3) The national language
The National language shall be the main medium
of instruction in all educational institutions in theNational Education System except an national-
type school established under section 28 or any
other educational intitution exempted by Minister
from this section.
4) National Curiculum
The Minister shall prescribe a curriculum to be
known as the National Curriculum which, subjectto subsection (3), shall be used by all schools in the
National Education System."

Introduction
Early in 1996, the Ministry of Education was involvedin intense discussion about Smart Schools: the
concept and its implications on the Malaysianeducation system.
By late 1996, the Smart School had become one ofthe seven flagship applications of the MultimediaSuper Corridor.
In January 1997, the Ministry of Educationconceptualised the vision of the Malaysian SmartSchool in the document Smart Schools in Malaysia.

Concept
The Malaysian Smart School is a learning
institution that has been systemically
reinvented in terms of teaching-learning
practices and school management in order toprepare children for the Information Age.
A Smart School will evolve over time,
continuously developing its professional staff,its educational resources, and its administrative
capabilities.

This will allow the school to adapt to changing
conditions, while continuing to prepare
students for life in the Information Age. To function effectively, the Smart School will
require appropriately skilled staff, and well-
designed supporting processes.

promote the goals of the National Philosophy
