Prof. Tian Huang Welcome Hosting the IFToMM World Congress in China has been a long dream of the Chinese scholars working in the field of Mechanism and Machine Science. Now this dream is being realized after the International Federation for the Promotion of Mechanism and Machine Science decided to have the 11th IFToMM World Congress in Tianjin, China in 2004. On behalf of the IFToMM Member Committee of China and as the Congress Chairman, I would like to extend my warmest welcome to all of you to attend this Congress in the new millennium. Tianjin, one of the four municipalities directly under the Central Government of China, is located in the northeast of the North China Plain and is the closest seaport to Beijing, the capital of China. The city is one of the biggest industrial and port cities in China and it is also known as "the diamond of the Bohai Gulf". Tianjin covers an area of 11,000 square kilometers (4,200 square miles) and has a population in excess of 10 million people. Besides being a business and trade center, Tianjin is also a famous historic and cultural city. I believe you can enjoy not only the beautiful architectures and delicious Chinese food in the downtown area, but also many attractions scattering around the city, Huangyaguan Great Wall, Dagukou Emplacement, and Yangliuqing Museum, for example. Tianjin University, founded in 1895 and the first university in the Chinese higher educational history, is one of the most prestigious research-orientated universities in China with enrollment over 18,000 undergraduates and graduates. The university has 13 schools covering social sciences, sciences, engineering, education and foreign languages, and management. How to reach the congress venue from the Beijing and Tianjin Airports From 8:00 to 21:00 on March 31 and April 1, free bus services will be provided to pick up the delegates from Beijing and Tianjin Airports to the Tianyu Hotel (for the oversea delegates) and Guest House 42 (for the Chinese delegates) for registration. Then the delegates will be sent via shuttle buses (every 30 minutes) to the hotels where

Short Biography of Keynote Speakers

Professor Delbert Tesar (USA) Professor Delbert Tesar received his B.S. in Mechanical Engineering in 1958; M.S. in Engineering Mechanics in 1960 at University of Nebraska and Ph.D. in Mechanical Engineering in 1960 at Georgia Institute of Technology. He was the Founder and Director of the Center for Intelligent Machines and Robotics, University of Florida during 1978- 1985. He is Carol Cockrell Curran Chair Professor in Engineering with Mechanical Engineering Department, The University of Texas at Austin since1985. Presently, he is the Director of Robotics Research Group funded at $1.2Mil/year, involving 23 graduate students, a staff of seven, a $3.5 Mil laboratory in 16,000 sq. ft. of space at the J.J. Pickle Research Campus. He was Member of Air Force Review Committee for the MANTECH Program, 1980; Member of Air Force Science Advisory Board, 1982 - 1986; Member of Air Force Studies Board Panel, 1988; Member of three national review panels on robotics (NBS, AF, NASA), 1988 – 1991; Member of Standing review committee of the National Research Council on the Space Station,1992-1995; Member of National Research Council Committee for Long-Term Research Needs for Deactivation and Decommissioning at Department of Energy Sites, 2000. His research interests cover: machine systems; the creation and analysis of mechanical devices, including the robotic manipulator; interactive design; manufacturing and logistics. Prof. Tesar has pursued research in the machine system field for 40 years. As principal investigator, he has received $21,825,000 institutional grants and $3,540,000 industrial grants. He has published 75 position papers and 180 journal papers, delivered 493 invited lectures, and supervised 111 M.S. students and 46 Ph.D. candidates. Professor Marco Ceccarelli (Italy) Professor Marco Ceccarelli received M.E. in 1982 at the University “La Sapienza” of Rome where he completed a Ph.D. in Applied Mechanics in 1988. Since 1996 he has been Director of Laboratory of Robotics and Mechatronics of DiMSAT, at the University of Cassino where he is Full Professor of Mechanics of Machinery and Mechanisms since 2001. He is Member of ASME, AIMETA, SIRI, IEEE, FeIbIM. He is Chairman of the IFToMM Commission for History of Machine and Mechanism Science, the Member of IFToMM Committees on Robotics and on Computational Kinematics. He is Chairman of the FeIbIM Commission on Mechatronics, the Scientific Committee of MUSME, International Conference on Mechatronics and Multibody Systems. He is associate editor for Transactions of CSME, and serves as reviewer for several international conferences and journals. He has been Scientific Editor for the 2000 and 2004 Proceedings of HMM, International Symposium on History of Machines and Mechanisms and Chairman for RAAD International Workshop on Robotics in Alpe-Adria Danube Region in 1997 and 2003. In November 2003 he received the Degree of Doctor Honoris Causa from UNI, National University of Lima, Perù, as recognizing his academic and scientific career, and his support to the activity of UNI in Mechatronic Engineering. He has been elected Secretary-General of IFToMM for the term 2004-2007. His research interests cover aspects of Theory of Machines and Mechanisms (TMM) and Mechanics of Robots. He is author or co-author of over 200 papers, which have been presented at conferences or published in national and international journals. Professor Philippe Bidaud (France) Professor Philippe Bidaud received his PhD degree in 1984 from the University of Poitiers (France). He obtained an habilitation for research supervision from the University Paris in 1996 for its work on “Design and Control of Complex Robotics Systems”. He spent 15 years at the CNRS (Centre National de la Recherche Scientifique) as a researcher in the department Physical Sciences for Engineers and became full professor at the University Paris 6 in 1998. Since 1981, he developed researches in the field of the design of complex robotics systems such as: articulated hands, locomotion systems, assembly systems, haptic devices. Basically these researches are related to: modeling and optimization of mechanisms and their associated control, complex interaction control, modeling and control of smart materials. These researches have been published in more than 150 papers including contributions to several books, journals, international congresses and leads to several patents. Philippe Bidaud has also been very active from 1987 in technology transfer and valorisation of research through the CRIIF (Centre de Robotique Intégrée Ile de France). He is currently the head of the Robotics Laboratory of Paris which belongs to the University Paris 6 and the CNRS. His current research fields cover more specifically micro-robotics and high mobility systems.

Professor Jim Burdess (UK) Professor Jim Burdess is Professor of Engineering Dynamics in the School of Mechanical and System Engineering, The University of Newcastle, UK. His research includes the dynamics of non-linear and parametrically excited resonators and the design of inertial devices such as the dynamically tuned gyroscope and the piezoelectric - MEMS vibratory rate sensor. Professor Burdess is an active member of the University’s Institute of Nano-Science and Technology. This work was developed via projects on rate sensors and now includes work on:

rapid deep etching process for SiC and the design & fabrication of sensors; silicon bioMEMS sensors employing resonant structures and beam deflection methods. methods of tuning vibratory MEMS structures via ablation and active methods; optical measurement of MEMS structures and its extension to the nanometer scale and frequencies in excess

of 20 MHz (static-profilometry with electrostatic deflection and dynamic Doppler and stroboscopic profilometry).

Dr. Neville F. Rieger (USA) Dr. Neville F. Rieger is Chief Scientist of STI Technologies in Rochester, NY, where he is responsible for the direction of research projects on turbomachinery blading structural and thermal performance. He was Technical manager and President of STI Technologies from the inception of the company in 1979 until 2001. Dr Rieger is a world leader in the science and technology of turbomachinery blading, in which he has pioneered advances in estimation of flow excitation, determination of material damping, computer analysis of blade-disk structural systems, and the development of the BLADE code. Dr Rieger's work has always emphasized the state-of-art determination of component life, which STI Technologies has pursued for over 20 years. Dr Rieger is also an Adjunct Professor of Mathematics and Statistics at RMIT University in Melbourne, Australia. He is a graduate of Melbourne University (BE,MSc) and of Nottingham University (PhD, DSc), a Fellow of the ASME, and Chairman of the IFToMM Committee on Rotordynamics (2000-). Professor Zhen Huang (China) Professor Zhen Huang received his B.S. degree in mechanical engineering from the Harbin Institute of Technology in 1959. Between 1959 and 1996, he taught at Northeast Heavy Machinery Institute, in Qiqihar, Heilongjiang, China. Currently he is a Professor of Mechanical Engineering at Yanshan University, Qinhuangdao, Hebei, China. From 1982 to 1984 he was Visiting Scholar of Center for Intelligent Machines and Robotics at University of Florida, Gainesville, USA. From 1997 to 1998 he was a Visiting Professor at Columbia University, New York, USA. He is the author of two books including “The spatial mechanisms” in 1991 and “Mechanism Theory of Parallel Robotic Manipulator and Control” in 1997. And he has authored or coauthored more than 30 technical papers in international journals and over 45 international conference papers. His research interests focus on the theoretical and computational aspects of complex spatial mechanism for analysis and synthesis.
