EPEAT®

From “Electronic Products Environmental Assessment Tool”

• An environmental procurement tool designed to help institutional purchasers and consumers evaluate, compare and select desktop computers, laptops and displays based on their environmental attributes.

Basic Features: EPEAT and IEEE 1680

• Provides market recognition for environmentally preferable electronic products

• Through an easy to use purchasing tool

• Based on life cycle environmental attributes.

• EPEAT implements a voluntary consensus standard

• That is built on U.S. & international requirements & standards

– E.g., Energy Star®, RoHS, ECMA, Blue Angel.

• The current IEEE1680 standard addresses the environmental characteristics of computers and display devices,

• And is scalable to other products

Stakeholder Consensus

• 2 year multi-stakeholder design process

– Consensus reached on 51 lifecycle environmental performance criteria

and the EPEAT system

• 1+ year standard development process

• Extensive engagement of:

– Environmental advocacy groups

– Manufacturers, Technical Experts, Recyclers

– Private and public purchasers

– Governmental agency representatives

EPEAT Balances Stakeholder Interests

• Purchasers – Ease of use

• Single source to identify qualified products

• Not require them to do technical analysis

– Verified and credible

• Manufacturers – Harmonized standard, not reinvent the wheel

– No delay in time to market

• Environmental advocates – Manufacturer claims verified

– A clear bar of environmental leadership

Two Dimensions of EPEAT

1) IEEE 1680 Family of American National Standards

• Voluntary consensus standard process

• Open and balanced process under authority of ANSI

• Internationally recognized

2) System for identifying and verifying product claims

• EPEAT Registry at www.epeat.net

• Verification of claims

• Operated by Green Electronics Council

EPEAT Registry

• A tool for manufacturers to represent the environmental

performance of their products to purchasers

– Manufacturers declare to 51 environmental criteria for each

product

– Product: Every configuration in a marketing model or chassis type,

including required peripherals

• Web Registry: www.epeat.net

“Trust but Verify” – EPEAT’s Unique

Conformity Assessment System

• Self-declaration with after-market verification

• Designed by stakeholder consensus

• For electronics manufactured in a global market

– Rapid product turn-over

– High complexity, high configurability

• Components change >7 times in production life

• Vast global supply chain

– Over 3000 products on Registry, well over 100 changes per week

– High diversity of environmental requirements

Challenges of Standard Development

• The stakes are high.

• Process is an open participatory democracy.

• Length of the process is exhausting.

• Resolving contention is the challenge.

• Fortunately, the great majority are committed to

an outcome.

Server Standard Technical Committee

• A small balanced group of stakeholders

– Launched in May, expected completion early fall

• Developing recommendations for a Preliminary

Draft Standard

– Including product scope

• Following completion, a Working Group will be

launched

21

The Product Scope Issue

• Technical Committee recommendations not yet finalized

• A substantial majority support a product scope to include

computer servers – as defined in the Energy Star Server

specification – including managed servers and blade

servers.

• A small minority also supported including data center

storage devices defined according the ENERGY STAR

specification (once it is final) and/or networking

equipment.
