Ken Beck, Rev. Mary Beth Rivetti, Rev. Jeffrey Neuberger Business Session #1 Seaport Room Friday, Oct 14 2:00-4:00pm Call to Order and Opening • The Bishop called the Convention to order at 2:04 p.m. and recognized the Chaplain, the

Rev. Canon Kristi Philip, for opening meditation and prayers. • The Chair recognized the Rev. Robert Totten of St. Peter’s, Pomeroy, who welcomed the

Convention.

• The Chair recognized the Rev. Canon Karen Schomburg for comments on the overall program for the convention.

• The Chair recognized Jane Gober who introduced diocesan youth serving as Convention

pages. § A motion to grant seat and voice to youth at the Convention was adopted by voice vote.

• The Bishop welcomed clergy new to the diocese and recognized those whose status had

changed and those newly ordained. • The Bishop welcomed and introduced the Diocesan Staff, Congregational Developers and

Regional Canons for Mission. • The Chair recognized the Chair of Dispatch of Business who announced the procedure for

announcements. • The Chair introduced Parliamentarian and Chancellor J. Scott Miller and Assistant Secretary

Ken Beck also on the platform, and Secretary Jeffrey Neuberger. • The Chair appointed J. Scott Miller as Parliamentarian.

Credntials Report. • The Chair recognized the Chair of Dispatch, who moved that the report of the Credentials

Committee be accepted and that a roll call of delegates be waived. Seconded and carried. • The Chair recognized the various levels of experience of delegates. • The Chair recognized the Chair of Dispatch, who moved adoption of the Special Rules of

Order and Convention Voting Procedures. § Motion carried.

§ The Chair of Dispatch moved adoption of the Scheduled Order of Business.

§ Motion carried. Election of Secretary § The Chair recognized the Chair of the Committee on Nominations.

§ Committee Chair John McTear nominated the Rev. Jeffrey Neuberger. § The Chair recognized the Chair of Dispatch of Business who moved that a unanimous ballot

be cast for election of Secretary. § Motion carried.

Bishop’s Nominations • The Chair nominated J. Scott Miller as Chancellor. Elected. • The Chair nominated Kathryn McKinley of St. Paul’s, Cheney, as Vice-Chancellor. presented two timely submitted resolutions, 2016-001, which will remain on the Consent Calendar, and 2016-002, which the committee requests be removed from the Consent Calendar in order to consider an amendment.

coordinator Kate Mietus. Joanne made an announcement regarding the presence of UTO boxes on tables.

Report from the Committee on Nominations • The Bishop recognized the Chair of the Committee for the report on nominations for

diocesan office. John McTear placed the following in nomination, inviting each of the nominees to come forward as their names were read. § Standing Committee of the Diocese — Lay Member (one to be elected)

o Rebecca Kennedy (Grace Church, Ellensburg) NOMINATED. § Standing Committee of the Diocese — Clergy Order (one to be elected):

o The Rev. Mary Beth Rivetti (Moscow, Idaho) § There being no additional nominees for these offices, the Bishop closed the nominations

for each, and the Chair of Dispatch moved voice vote. § The motion carried, and the nominees were elected by voice vote.

Jane Schmoetzer (All Saints’, Richland)

• Following announcements by Dispatch of Business, the Convention adopted the Special

Rules of order for the Election of a Bishop • The Chair then introduced the President of the Standing Committee, the Rev. Mary Beth

Rivetti, who reviewed the process of the search and nomination of the candidates for

election, as outlined in Canon 12 which was adopted at the Diocesan Convention in 2015 following the announcement by Bishop Waggoner of his intention to retire. § The Rev. Rivetti then introduced Dale Lamphere, Chair of the Nominating Committee,

who introduced the members of the nominating committee § Rivetti then introduced the Chair of the Transition Committee, Katherine Karr-Cornejo,

who introduced the members of the transition committee, noting that their work would beyond the election through the ordination of the next bishop.

§ Resolution 2016-001 Resolved, that Canon 2.2.1 be amended as follows:

2.2 Lay Delegates:

2.2.1 The appointment or election of lay delegates to the Convention of this Diocese by congregations, as provided for in Article VI, Section 2 of the Constitution, shall be certified in writing by the Rector or priest-in-charge of the congregation which s/he represents or, in the absence of a clergyperson, by a warden or by the clerk of the Vestry. The election of lay delegates to the Convention of this Diocese by regions shall be certified in writing by the region’s Canon for Regional Mission. The certificate of election to an annual Convention shall be filed with the Secretary of the Convention not later than June 1 in each calendar year. Delegates elected to a special convention shall be similarly certified not later than fifteen (15) days prior to the day appointed for the special convention.

§ Explanation: Resolution 2013-10 rescinded the requirement for regions to elect lay delegates to convention.

§ The Resolutions Committee recommended adoption of the Consent Calendar. The recommendation was moved, seconded and the motion carried.

§ The Resolutions Committee introduced Resolution 2016-002, that Canon 8 be amended:

Canon 8: Diocesan Cathedral 8.1 Cathedral: 8.1.1 The Cathedral Church of St. John the Evangelist in the City of Spokane is the Cathedral Church of the Episcopal Bishop of Spokane. In conformity to traditional usage, and as an essential element of the Bishop’s office, it shall serve as the center of church life and work, and it shall be a model for all other churches in furthering the mission of the Diocese including works of charity, Christian education, and divine public worship. 8.1.2 The Cathedral Church of St. John the Evangelist shall be incorporated pursuant to the Washington Nonprofit Corporation Act, as currently enacted and as revised in the future, and its business shall be conducted in accordance with all applicable laws, regulations, and ordinances. 8.1.3 The Bishop Diocesan shall be the President of the Cathedral corporation, and the Cathedral Dean shall be the vice-president of the corporation. Other officers may be designated pursuant to the Articles and the Bylaws of the corporation. 8.1.4 The Bishop Diocesan shall preside at the annual meeting of the Cathedral corporation members. In the absence of the Bishop, the Cathedral Dean shall preside, or such other person(s) designated in the Bylaws of the Cathedral. 8.2 Cathedral Congregation: The congregation of the Cathedral shall be a parish of the Episcopal Diocese of Spokane with all the usual parochial organizations, rights and privileges except as otherwise provided in these Canons. 8.3 Bishop: 8.3.1 The Bishop Diocesan shall have the Episcopal seat in the Cathedral with the right to occupy it at all times. The Bishop may preach in the Cathedral at any service at which such Bishop is present, and shall have the discretion and right to order the type of service which shall be conducted at the time of any Visitation, and take such part in the service as elected. 8.3.2 On no less than eight days’ notice to the Dean, or to the Wardens if there be no Rector or Dean, the Bishop shall have the right to hold any special service desired. On no less than thirty (30) days’ notice to the Dean or Wardens, the Bishop shall have the right to use the Cathedral or Jewett House for any purpose effecting the work of the Diocese of Spokane, the work of the Province, or the work of The Episcopal Church.

8.4 Cathedral Dean 8.4.1 The Cathedral Dean is designated as Rector of the Cathedral congregation, pursuant to the Constitution and Canons of the Protestant Episcopal Church in the United States of America (“The Episcopal Church”) including but not limited to Canon III.9.6. 8.4.2 The Cathedral Dean shall be responsible for the administrative affairs of the Cathedral. 8.4.3 The Dean of the Cathedral is elected by the Chapter, upon nomination by the Bishop. When the Bishop is notified that there is, or is about to be, a vacancy in the office of Dean of the Cathedral congregation, then the Bishop shall, nominate clergy deemed fit and suitable, from whom the Chapter shall select one (1) to be called as Dean. If no one of these shall be selected, the Chapter shall notify the Bishop, who may then nominate others until a selection shall be made. 8.4.4 The Dean shall appoint the Senior Warden, who shall serve as the Bishop’s Warden pursuant to the Constitution and canons of the Episcopal Church. When there is a vacancy in the office of Dean of the Cathedral, the Bishop shall appoint the Senior Warden. 8.5 Cathedral Chapter 8.5.1 Each member of the Cathedral Chapter shall be selected by the members of the Cathedral corporation, according to the Articles and Bylaws of the corporation. 8.5.2 The Cathedral Chapter shall be responsible to the Bishop and to the Diocesan Council for development of those aspects of the Cathedral Programs that relate to the ecclesiastical life of the Diocese. 8.5.3 The Chapter may adopt its own Bylaws that are not inconsistent with the Constitution and Canons of the Episcopal Diocese of Spokane or the Protestant Episcopal Church of the United States.

REPORTS TO CONVENTION 2016

ARCHIVIST

Submitted by: Gloria Lund June of this year found me packing my bags for another trip to Wisconsin, this time Oneida, for a tri-history conference to explore the historical relationship between the Episcopal Church and Indigenous Peoples. The conference included over 100 participants from the United States, Canada and Great Britain, where we learned about the Oneida Nation including the Church of the Holy Apostles, the oldest Episcopal Indian mission in North America, experienced the loss of Indigenous land through the centuries through the ‘Blanket Exercise’ and celebrated the joy of the God the Creator in music and dance. The Tri-History Conference is held every three years and is co-sponsored by the Episcopal Women’s History Project (EWHP), the Historical Society of the Episcopal Church (HSEC) and the National Episcopal Historians and Archivists (HEHA). This year’s theme; “Wondering, Witness/Worship, and War: Historical Encounters between the Episcopal and Anglican Church and Indigenous Peoples in North America” included 18 presentations and 3 workshops covering a variety of topics such as the interaction of Indigenous Peoples with the Episcopal Church and Anglican Church of Canada, the use of hymnody in Native cultures, the role archives played in uncovering the legacy of residential schools, oral history as a historical tool and the digitization of records for preservation and sharing. These presentations ranged in style from formal academic papers to first person narratives. Besides attending the workshop presentations, the participants had an opportunity to worship together in the Church of the Holy Apostles, tour the Oneida Reservation, and visit the Neville Public Museum in Green Bay. One participant was overheard to say that he/she wished “that more people could have attended, because it was a fantastic opportunity to delve into the legacy and tragedy of colonialism, and to never-the-less encounter hope for the future.” In 2006, when I reported on my first trip to Wisconsin, and our trip to Nashotah House for a most interesting tour of the school and its archives and library, I reported that I couldn’t help but notice that in their library section of ‘diocesan histories’ there is nothing labeled Spokane. At that time I asked if anyone was interested in helping to write one. To date - no one has come forth! Does this mean that no one reads my report, or that no one feels that they have the resources, etc? Again, I say ‘thank you’ to Diocesan Council and their support of the archives! This past Spring, the Rev. Kathy Lamphere has come on board to assist and she is a wonderful help – very interested and very thorough in the work.

CAMP CROSS Submitted by: Colin Haffner, Executive Director

The ministry at Camp Cross is remarkable. There are many great things that happened this summer (2016) that are a result of strong support and growth over the past years. Camp is a truly special place, with a truly special lifelong effect on people, and that starts with those who lead. It should come as no real surprise that continuity breeds better leadership and success in all we do. This was no more apparent than through the seamless summer we just completed. More than 50% of our staff in 2015 returned this summer, including our Associate Director, Dining Services Director, Program Director, and Waterfront Coordinator. Additionally, the overall formation program was aided through amazing work from Jane Gober, Missioner for Christian Religious Education in the Episcopal Diocese of Spokane, who helped craft the formation theme and many prayer elements for the overall camp program. When you throw in dedicated resource volunteers and counselors, you get what can honestly be stated as the most successful summer at Camp Cross in my time. There is much to celebrate about this year at Camp Cross: • A great staff • Positive reports on facilities, health, safety, and operations • Giving, both monetarily and in-kind As stated, more than 50% of our paid seasonal staff returned, and we found some great ones to add from overseas and our own back yard. Of our new staff, three came from England and Ireland, and three came from Spokane. In all, staff represented numerous geographic regions around the country and Europe. They all came together and formed a core of outstanding role models and mentors for our campers and counselors. I cannot say enough about the phenomenal job this group did this year. § The Rev. Nic Mather, Staff Co-Chaplain This summer Camp Cross was the summer of reviews and inspections. In addition to our annual fire inspection and health & food safety inspection, camp also went through its triennial American Camp Association (ACA) accreditation process and insurance risk management review. All reviews came in extremely positive. Results from the ACA visit will not be known until November, but I can tell you that Camp Cross operates very well compared to the standards outlined in the accreditation process. We also received a “Gold Star” rating on the health & food inspection, and the fire inspection for camp was very affirming in our fire risk management processes in place. Giving to Camp Cross remains strong, and has enabled us to meet emergency and annual needs much more comfortably. This year donations helped Camp Cross replace the decking on the Saints-A-Cross pontoon boat, purchase a new commercial washer & dryer set, and replace many of the broken or old paddles for our canoes. We also received a generous gift from St. John’s Cathedral of a piano to replace the older, out of tune upright we had been using. These do not represent all the donations we received, as there were many valuable gifts both monetarily and designated. Camp Cross is deeply grateful for all the support received from donors. Thank you to everyone who was a part of Camp Cross this year through attending a session, volunteering time and resources, sending or sponsoring campers, and giving your personal resources through donations to camp. You keep making Camp Cross a special place and a special experience that just gets better and better.”

CANON FOR REGIONAL MISSION

The Canons of the Diocese were revised last year to, among other things, move from a title of “Presiding Member” to “Canon for Regional Mission” to reflect a more accurate title for the work and ministry of the four regional canons. The CRM’s (as we often abbreviate ourselves) work with the Bishop and the Canon for Congregational Development in assisting the clergy and congregations of our region. We lead regular clericus gatherings (meetings of the clergy) for fellowship, theological reflection, study, and conversation pertinent to ministries and congregational work. We preside at regional Gathering Days. We help with other members of the RDT to lead vestry retreats, and we assist vestry’s and Bishop Committee’s during times of conflict and transition as requested. The Canons serve ex officio on Council and in general help “extend the reach” of the Bishop into our local regions. The Canons meet with the Bishop by Webex each month and with the entire Regional Development Team each month. As part of the Regional Development Team we participate in four overnight meetings every year to plan for and evaluate the Gathering Days, and work in close collaboration with the Regional

Developers to assist congregations in their mission and ministry. It has been our pleasure to serve the Diocese in this way.

CANON TO THE ORDINARY Submitted by: The Rev. Cn Karen Schomburg

This year has been very busy with our focus on the election of the new Bishop for our Diocese. Planning for our annual convention began in January along with many meetings and conversations around the election process, budgets, and the transition process. My focus for clergy retreat and conference was on life’s transitions in general and on the transitions taking place in this Diocese in particular. Clergy retreat, led by Dr. Kent Hoffman provided spiritual and emotional support and insight while at clergy conference. The Rev. Bud Holland lead us in thought provoking presentations and exercises on vocation and change. In addition to the regular business of council, such as planning council meetings and attending Executive Committee meetings, this year included a great deal of work and oversight of the rental and sale of church property. St. John’s in Colville WA was sold after a year of renting the church to the purchasers, and our church building in Colfax is currently in the process of negotiations for sale. On a daily basis, this year included oversight of staff, leading weekly staff meetings, morning prayer and weekly Holy Eucharist, as well as being the point person in the absence of the Bishop. I worked closely with the Finance officer in reviewing expenditures, collaborated with the director of communications, the Bishop’s executive assistant, and the Camp Cross director on diocesan communications and daily operations. In addition, on an ongoing basis I have provided support to the diocesan Foundation in various capacities. I have created and implemented a new employee review system which is based on best HR practices and includes goal setting focused on our diocesan Mission and Vision. I look forward to following through and reporting the outcomes of this new approach. This year I have immensely enjoyed visiting congregations in the Diocese, preaching and celebrating. I hope to be able to do more in the future. But, this May I took over as the priest assigned to West Central Episcopal Mission in the capacity of Canon to the Ordinary. I have reported on this in my report to convention from WCEM. This assignment has taken a great deal of my time and effort so I have put visiting congregations on hold for a while. I was able to participate in three continuing education opportunities. Along with other clergy from the NE region, we attended a Bowen Family Systems 8-week seminar on Emotional Processes in Society which we all found to be supportive to our ministries. In addition, this Spring I attended the Conference of Diocesan Executives (CODE) and was able to meet our new Presiding Bishop together with other CTOs and diocesan executives and attend workshops

pertinent to my position. Later in the summer I attended my second year of CREDO, finishing work on my rule of life and other spiritual exercises related to my call as a priest. As we move into new life together I remain hope-filled and confident that when we focus on the life-giving and transformational love of God experienced in Jesus Christ we have nothing to fear and everything for which to be grateful.

CHANCELLOR’S REPORT TO CONVENTION Submitted by: J. Scott Miller

The Chancellor of the Episcopal Diocese of Spokane serves as one of five officers of the Convention, and as an ex officio member of the Diocesan Council. Traditionally the Chancellor also serves as chair of the Committee on Constitution and Canons and as parliamentarian of the Convention. To many these are the most visible roles of the Chancellor, but other functions occupy most of my time. The Chancellor essentially serves as outside general counsel to the Bishop and, when appropriate, provides legal guidance to the Diocese. The Vice-Chancellor provides expert legal services as appropriate. An attorney representing an organization as complex as this Diocese actually represents the organization itself, acting through its highest authorized officer, employee, body, or constituent overseeing the particular engagement. As such, while annually nominated by the Bishop and elected by Convention, the Chancellor may provide legal advice as required not only to the Bishop (who is usually the highest authorized officer overseeing the Chancellor’s work), but to the Convention itself, the Diocesan Council, the Standing Committee, the senior Diocesan staff, and other constituents as necessary and appropriate. The Chancellor also provides legal advice and services to mission churches and specialized missions, that have no other legal representation, and on occasion to St. John’s Cathedral, to parishes, and to certain non-parochial church organizations when it does not conflict with the Chancellor’s diocesan role. The Chancellor’s role in advising all church constituents is limited to their official capacities as officers, directors, or employees authorized to act on behalf of the church. The Chancellor’s work regularly includes legal advice concerning the temporal affairs of the Diocese’s corporate entity, “The Episcopal Diocese of Spokane,” which is incorporated in Washington and also admitted to do business in Idaho. The Diocese entity exists as authorized by both canon law and civil law to manage the Diocese’s temporal affairs and to protect all church constituents from personal liability for church affairs. The Chancellor handles real estate matters throughout the Diocese, conducts and coordinates litigation, supervises any other lawyers retained by the Diocese or appointed by the Diocese’s insurers for particular matters, advises on civil and canon law, reviews and negotiates various contractual relationships, and provides other legal advice as needed. Work of special note during the past year has included interviewing candidates for election as the 9th Bishop of the Diocese, as well as various business matters that occur in the usual course of operating a large and diverse Diocese.

CHURCH PERIODICAL CLUB Submitted by: Mary Kay Ferrill, Diocesan Director

The Church Periodical Club (CPC) has enjoyed a great 2016. In June I was able to attend the national CPC meeting in Aiken, South Carolina where we voted on grants for the National Book Fund (NBF). I am pleased to be able to report that a grant was made to All Saint’s Church in Richland for their missionary efforts in Lesotho, Africa. National Book Fund grants go to adults in order to spread “The Written Word.” In August, a Miles of Pennies (MOPS) grant was given to St. Andrew’s Church in Spokane so they might give books to the participants of the Stone Soup Café to take home and have their own copy of a new book. There were several titles to choose from and Rev. Margaret Fisher reported the Bible proved to be very popular. MOPS grants are for children under the age of 19. The maximum grant is $844.80 or one mile of pennies. It takes a lot of pennies to fund each grant. So, rather than carry a lot of them around in your pockets or purse, perhaps you would be willing to save them and put them in a box or dish to give to the Miles of Pennies Fund. Thank You!

COMMISSION ON MINISTRY

Submitted by: The Rev. Gretchen Rehberg, Chair The Commission on Ministry is mandated by the Canons of the Episcopal Church (Title 3 Canon 2), charged to advise and assist the Bishop in the implementation of Title III; in the determination of the present and future opportunities and needs for the ministry of all baptized persons; and in the design and oversight of the ongoing process for recruitment, discernment, formation for ministry and assessment of readiness thereof. As part of our work the COM sent a letter to every congregation in the Diocese asking about current and future ministry needs. We thank all those congregations who have responded, and would be happy to hear from others who have not yet responded. These responses will help us plan for addressing congregational ministry needs. The COM spends significant time on our formation programs for deacons and priests. Our local formation program consists of four components: academic, spiritual, practical and collegial. We have moved from four to six formation weekends each year, scheduling them at the same time as the COM meetings to foster greater collegiality between those in formation and the members of the COM. We are in a partnership with the Church Divinity School of the Pacific (CDSP) utilizing the Center for Anglican Lifelong Learning (CALL) to help provide the academic component of the formation for priests. The diaconal formation program is structured to have a formal postulancy period involving an internship in a different ministry setting and a set candidacy formation time, with continuing education required post-ordination. Ministry

formation weekends are usually held at Immaculate Heart Retreat Center, this allows for good communication and connection between the COM and people in formation. With the Episcopal transition currently happening, the Bishop has put into place a moratorium on any new postulants for ordination. We continue to work with the current postulants and candidates who are in process for ordination. The COM is continuing to look at and revise our programs for lay ministry licensing, with the goal of having clearly understood formation and training expectations for licensing. We offer our preaching workshop in June, offered every two years for those who desire to be licensed to preach, as well as those who simply want to refresh their preaching skills. We look forward to our ongoing work of lay ministry formation. We would like to see more structured offerings of lay formation for ministry take place on the diocesan level and continue to hope to see this goal worked on during the coming year. This year the COM sponsored a music workshop for all members of the Diocese which was well attended and received. We hope to be able to provide further such workshops of interest to members of the Diocese.

COMMUNICATIONS Submitted by: Cate Wetherald

Diocesan Communications exists to further the mission of the diocese through assisting congregations and ministers, using an array of communications knowledge and tools. I am responsible for: 1. Websites as ‘super administrator’ for all Digital Faith interconnected websites (19 currently),

and am available to offer guidance and assistance for all congregational websites including those with varying platforms such as WordPress, Drupal, et.al.

2. Diocesan social media: I update across platforms with an emphasis on Facebook, create hashtags, evaluate and expand reach and impact using Google Analytics and Facebook Insights. I also assist others with social media when requested.

3. Marketing/Advertising/Public Relations: I prepare and distribute press releases and other materials as well as providing help, advice and support to everyone in the diocese.

4. Other: I edit newsletters, and copy for publication for members of staff, as well as Bishop Waggoner, Canon Schomburg, and others. I write content for websites, newsletters, and press releases, and I train clergy on use of social media and websites.

Activities /Accomplishments: This year I’ve:

1) Worked with people – in person and remotely - who manage their congregation’s interconnected website and/or social media 2) Maintained and updated the diocesan web presence 3) Secured Facebook pages and found local managers for 12 congregations 4) Grown the audience for diocesan social media 5) Attended Episcopal Communicator’s Conference in Portland where I met Presiding

using the Find a Church (renamed Find Your Church Home) map feature. • The majority of people who find our website are doing organic searches for the terms

Episcopal Diocese Spokane, Episcopal Spokane, and Spokane Diocese, but also are looking for information about Annual Convention, Prayer Cycles, and Employment.

• Our Facebook brings the highest number of referrals to our website; Google search is first,

followed by Bing, but foundation.spokanediocese.org is also a significant referral source.

• Website users primarily use desktops (83%) followed by smartphones (10%) and tablets (7%). • Trends show that visits from desktop and laptop computers dropped 10% this year in favor of

mobile devices. • The top things that bring people to our Facebook page are posts • Our Facebook account brings many more people to our website than anything else, including

episcopalchurch.org. The next most significant referrer is Twitter. • Our Facebook audience grew from 966 fans to 1,080 in less than 1 year (up from 884 in 2014).

2016 is my third annual convention. I want to work more closely with communicators in each congregation, create a public relations campaign for the diocese, host a Diocesan Communications Summit, work closely with the incoming bishop and others on messaging. Ideally, we will use print media in conjunction with digital media to reach more people – both Episcopalians and “seekers” in the coming year.

Pursuant to Canon 5.1 the Constitution and Canons Committee reviews all proposed changes to the Diocesan Constitution and Canons. The committee has 2 lay members and 2 clergy members. The committee has been pretty quiet since the 2015 Convention. DIOCESAN COUNCIL Report of the Secretary, Peggy Johnson According to our Diocesan Canons, the Diocesan Council has the responsibility for adopting and overseeing the budget of the Diocese, as well as having charge of the Missionary, Financial, and Social Work of the Diocese. Over the past several years, Council has assigned each of its members to one of the four committees of Council. Each committee has a specific area of oversight. The committees are Administration and Finance, Formation for Ministry, Mission Strategy and Social Justice and Outreach. Meetings and Council work reflect this structure, with a significant portion of each Council meeting allocated for committee work. The results of the work of each individual committee are then shared in the committee of the whole. Resolutions are also created in the individual committees and brought before the Council for acceptance or rejection by the whole body. Diocesan Council, chaired by the Bishop, is made up of voting and non-voting members. Voting members are elected at Diocesan Convention and at the regional gatherings, normally for three year terms, with one third rolling off each year. In addition to elected members, the Bishop annually appoints two lay people and two clergy to one year terms.

A major responsibility of Diocesan Council is preparation of the diocesan budget to be presented at the upcoming Diocesan Convention. This involves intensive work not only in Diocesan Council sessions but in special sessions of the individual Council committees and sessions of the Council Executive Committee, which is made up of the Bishop, the Canon to the Ordinary, Diocesan Treasurer, Vice President of Council, Council Secretary and the chairs of the four committees of Council (The Rev. Jane Schmoetzer (Administration and Finance), Mr. John MacDonald (Formation for Ministry), The Rev. David Hacker (Mission and Strategy) and The Rev. Christianne McKee (Social Justice and Outreach). The elected or appointed voting members of Diocesan Council for the year 2015-2016 were as follows: Members with terms expiring in 2016 are Mary Baechler, Scott Clark, Wendy Dalpez, The Rev. David Hacker, Dallas Hawkins, John MacDonald and the Rev. Jane Schmoetzer. Members with terms expiring in 2017 are Jim Carter, the Rev. Chris Hagenbuch, Jeannie Jackson, Rebecca Kennedy and Lucas Kulhanek-Arenas. Members with terms expiring in 2018 are the Rev. Kathy Lamphere, the Rev. Jodi Lediard, the Rev. Nic Mather, the Rev. The work of Diocesan Council for the year 2015-2016 is detailed in the reports of the four Diocesan Council committees. Administration & Finance Committee: The Rev. Jane Schmoetzer, Chair Administration and Finance is one of four committees on Diocesan Council. Our primary role is to serve and support the work of other diocesan and council committees, overseeing the management of "resources that grow and strengthen the mission of faith communities and of the Diocese.” In practice, our responsibilities include facilitating the development of an annual diocesan budget, soliciting input from a wide variety of ministries, groups, and boards, each under the aegis of other Council committees (Formation, Social Justice and Outreach, or Strategic Planning). We also offer assistance to congregations through visits, listening, and guidance with financial matters. Current members include Mr. Jim Carter (St. Paul’s, Kennewick), Mr. Dallas Hawkins (St. John’s Cathedral, Spokane), Ms. Rebecca Kennedy (Grace, Ellensburg), the Rev. Jane Schmoetzer (All Saints’, Richland; chair), and the Rev. Bob Totten (St. Peter’s, Pomeroy).

In 2016 we continued our efforts to improve the structure and request process of developing the budget, holding up as our standards the mission ("To build dynamic, growing, sustainable communities of faith.”) and vision (“To be creative and compelling witnesses to Jesus Christ in the Inland Northwest”) of the Diocese. We also connected with several congregations regarding the faithful management and stewardship of their resources. Formation for Ministry: No report available. Mission Strategy Committee: The Reverend David Hacker, Chair The Mission Strategy committee worked on a variety of issues over the past year. The committee worked closely with the Regional Development Team and members of the RDT sat on the committee and coordinated work. Along with reviewing budget requests for the Regional Development Team and the College of Congregational Development, Mission Strategy also reviewed the budget request from Camp Cross. Our work also included monitoring the aftermath of wildfires in areas around the Diocese. Members of Mission Strategy worked on the ground with a collaborative of agencies to support relief work in the aftermath of these fires. Mission Strategy helped to promote the idea of Specialized Missions in the Diocese with a vision of a Specialized Mission in each region. Though major transitions occurred at West Central Mission this year, that mission continues to operate and grow in service to this area of Spokane. A major emphasis of the Rev David Hacker, chair of Mission Strategy, was working with St Michael’s Episcopal Church as it moved toward transition to a Specialized Mission as a part of the developing Regional Mission of Between the Ridges. A committee made up of representatives from Episcopal congregations in the region as well as other ecumenical partners met monthly over the last year to help envision this new mission effort. Thanks to Committee Members: The Rev. Chris Hagenbuch, Scott Clark, Colin Haffner, The Rev Susan Cleveley, and the Regional Development Team. Social Justice & Outreach Committee: The Rev. Christianne McKee, Chair The SJOM committee has distributed only three grants as of August 26, 2016:

• A $500 Sustainable Development Goals Grant to Between the Ridges for the Safe Water Project. The funds were used water testing on the reservation, where the water is all too often no safe to drink.

• A Poverty Fund Grant in the amount of $500 to St. Luke’s, Wenatchee, for their free Saturday Lunch program.

• A $500 Poverty Fund Grant to the Food Pantry at St. Michael’s Church, Yakima. I believe that part of the reason for the low number of grant requests is that many of the churches and ministries that could apply for grants are finding it difficult to raise the required $2 for every $1 they request. The second reason is that the SJOM committee needs to send out regular reminders of the grants that are available. We will begin to send out regular monthly emails, reminding people that there are funds for their outreach projects.

New Foundation Programs in 2016 Diocesan Emergency and Debt Reduction Loan Fund A Diocesan program set up by the Foundation to help support parishioners with financial challenges. Established by an initial generous donation from a member of the Diocese, its purpose is to provide interest-free, short-term loans to pledging members of the congregations of the Diocese of Spokane to assist in helping reduce or avoid interest-bearing debt. Such a loan might be used when a member of a congregation needs emergency funds for an unforeseen expense or to help address high interest debt. If ongoing debt is a challenge, the Fund could also be used to support debt counseling, at no charge to the borrower.

Nurturing Generous Christians in the Episcopal branch of the Jesus movement! The Foundation’s Stewardship Committee offers a new resource for a congregation to think about how they can best be generous with the gifts with which the Lord has provided. Based on materials from a course from the Lake Institute on Faith and Giving, is a three step process for the leadership of a church to work toward better incorporating stewardship into their shared life as a congregation in their community. Using presentations and a workbook the leadership works through:

“Nurturing Generous Congregations and Organizations” by looking at the research around giving trends and challenges, and how using the first two activities in the workbook help define the current reality of a congregation when each leader shares their perspectives.

The John Shepard Stewardship Award Video Contest Following the development of Gathering our Voices, Telling our Stories, the Stewardship Committee is encouraging interested church groups to make a video telling the story of their particular mission(s). We hope the collection of videos will tell a compelling story of our church’s work across the whole diocese.

Camp Cross Campaign Committee This committee, representing people from across the Diocese has been working with the information from the Listening Sessions and Survey to define what will best support the continued programming at Camp Cross so valued in our Diocese. The Proposal subcommittee is working on a specific infrastructure plan to support this ministry that will be reviewed by our next Bishop for appropriate next steps. In the meantime, there are critical maintenance issues with the docks, the pontoon boat and a leaking roof that we need to address! West Central Episcopal Mission The Foundation, with support from the Bishop’s Discretionary Fund as part of the Bishop’s Annual Appeal, was a team member in this summer’s successful Project Hope and Stone Soup Café’ youth programs by helping add the A Bite to Go program. This program provides weekend food for many of the participants in these programs and extends this support from school year partnerships provided by many churches and other organizations with their local schools. Stay tuned for upcoming announcements for “Empty Bowls” on October 28th at the Cathedral as the Foundation helps continue to build support and community in West Central! Secretary of Convention One-year term, clergy or lay Nominee: The Reverend Jeffrey Neuberger The Reverend Jeffrey Neuberger began his canonical residence in the Diocese of Spokane in June 2008 following his retirement as a chaplain in the United States Air Force in the same year. Currently serving as Secretary of Convention, Reverend Neuberger also served as Secretary in 2011 and 2012. He is a member of the Standing Committee (2018), the Constitutions and Canons Committee, the Diocesan Disciplinary Board and is co-chair of the Joint Committee on Arrangements for convention. Previous service includes the Camp Cross Commission, Convention Coordinator and Canon for Administration on the diocesan staff.

No Southwest nominee as of 21 September 2016 Southeast Region, Lay person to be elected Southeast Nominee: Kate Adenauer, St. Paul’s, Walla Walla Prior to arriving in Washington, Kate served in the Diocese of Lexington with the Camps and Conference Board (2005-2008) and Camp Director for Mini-Camp, two sessions per year (2005-2008). Here in the Diocese of Spokane she served on the Commission on Ministry from 2010-2015 and on the Camp Cross Commission in 2009-2010. Now serving at St. Paul’s, Walla Walla, Kate is a volunteer with the youth group, has assisted with high school formation classes and has begun a book sharing program called “Give & Take” books.

Deputy to General Convention (Austin, Texas, July 5-13, 2018) Clergy: Clergy Nominee: The Reverend Robin Biffle Reverend Robin Biffle has served as the Rector of St. Mark’s, Moscow since 2008. Her service within the Diocese includes: Diocesan Council (2009-2010); Communications Task Force (2009); Commission on Ministry (2010 to present); College for Congregational Development (2014-2015); Bishop Nominating Committee (2015-2016); Diocesan Convention Liturgist (appointed by Bishop Waggoner) (2009 and 2016). Reverend Biffle has served on the program staff for several sessions at Camp Cross. She is an advocate of Church Camp as a component of formation (both as a Christian and as an Episcopalian) beginning with her own experiences each summer at Camp Marshall in the Diocese of Montana from age six (Family Camp) to college (staff). Her service to the church at General Convention has included: Deputy (2012 and 2015); General Convention Legislative Committee on Prayer Book, Liturgy, and Music (2015); General Convention Interim Body: Task Force on Clergy Formation for Small Congregations (2015-2018). Clergy Nominee: The Reverend David Hacker The Rev David Hacker was a deputy to the 78th General Convention in 2015. He serves on Diocesan Council, Diocesan Executive Committee, and has chaired Social Justice and Outreach, and Mission Strategy. Rev. Hacker is currently the Diocesan Regional Missioner for Between the Ridges, serving on the Yakama Reservation and surrounding communities. Specifically, he serves part time at Christ Church, Zillah, Noah's Ark Homeless Shelter, Wapato, and St Michael's, Yakima, where he is working with the congregation and regional partners to develop a

specialized mission. Rev Hacker has many years of experience directing non-profit social service organizations. He has worked with faith based organizations especially on issues of hunger and homelessness, doing direct service, advocacy, community organizing and coordinating service/learning groups. He was also an Assistant Professor and Director of Spirituality at Heritage University on the Yakama Reservation. Clergy Nominee: The Reverend Dianne Lowe I served on the Bishop Nominating Committee. I am a deacon serving St. James' -Pullman. I have participated in Eucharistic Visitors training held jointly with St. Mark's - Moscow. This group has gathered quarterly for the past 10-years. I manage the Intercessory Prayer list at St. James' and offer individual healing prayers once monthly at the Sunday Eucharist. I am part of the Congregational Development Committee in our parish which is especially important during the transition period to call a new rector. I worked with our ECW using the tools learned in the College of Congregational Development in 2015 to bring to conclusion a decades-long problem. I believe all church work should be drenched in prayer to seek God's will for a parish, our Diocese, and our national church. I desire to use my experience, gifts, and talents as a Deputy to the General Convention. Clergy Nominee: The Reverend Nic Mather I have been involved in congregational and diocesan activities for a number of years. Serving as acolyte, youth representative to vestry, and participating in youth group at my local parish as a youth were formative experiences in my life. I was further formed as a youth as a Camp Cross camper, volunteer high school counselor, and as a member of the diocesan youth commission. I served as a lay member of the standing committee when I was in college, and served on the Camp Cross staff. I was elected as an alternate to the 2009 General Convention but withdrew when I moved out of the region. I have continued involvement with work as a Campus Minister, eventually attending and graduating from Seminary. As Curate at St. John's Cathedral, I work directly with youth and young adults, the communications committee, and the pastoral care team. I also serve the diocese as a member of diocesan council, as a member of the Camp Cross Advisory Committee, and as a Chaplain to the staff of Camp Cross. He is Assistant Secretary of Diocesan Convention (since 2008) and completing a term as Secretary of the Standing Committee. An advocate for lay participation in church decision-making, he has twice been an officer of the House of Deputies Committee on Dispatch of Business, which coordinates with the other legislative committees and prepares the legislative calendars. A graduate of Whitworth College and the Leadership Skills Institute, Ken has for more than 25 years been self-employed as a court transcriber and document specialist. Particularly enjoys helping organize collaborative efforts to achieve common goals while including everyone’s contributions. Lay Nominee: Colin Haffner Colin has been very active in both congregation and diocese for most of his life. He grew up at All Saints in Richland. He was a long time Camp Cross camper, counselor, staffer, and now serves as the Camp Cross Executive Director. At the Cathedral of St. John, his current parish,

Colin has volunteered as an adult leader with the youth group for years, and currently serves on the Cathedral chapter. Colin has also served the diocese as a General Convention Deputy, and continually represents the diocese at a national level with his work as the camp director and his connections to the Episcopal Camp and Conference Centers organization. Lay Nominee: Katherine Karr-Cornejo Katherine has been very active in both the parish and Diocese. She serves as one of the Cathedral’s intercessors preparing and leading the prayers of the people for the principle Sunday service, and is active in Commonplace, the Cathedral’s young adult group. She served as a General Convention Deputy from this Diocese at the previous General Convention in 2015, and currently serves as the Chair of the Transition Committee for the Bishop Search. Lay Nominee: Pia Longinotti Pia Longinotti is a cradle Episcopalian, having been a member of St. Stephens, and then St. John's Cathedral upon returning to Spokane after college. Pia has an emphasis on children and youth ministry. She served as St. Paul's Walla Walla's youth minister for three years, and is an active volunteer in the Cathedral's youth ministry and Sunday School programs. She also volunteers for the Diocesan youth ministry programs and Camp Cross, where she was a resource staff for the new art camp session this summer. Pia's ministry to Camp has been ongoing for the last 22 years, where she has volunteered each summer she was not on staff (Kitchen Director, Program Director). Pia has served the diocese as a former member of the Diocesan Council and served on the camp board. If elected, this will be Pia's 5th General Convention, where she hopes to again serve on the World Mission Committee. She believes her previous experiences to be an asset in representing the Diocese of Spokane. Lay Nominee: Mallory Ware An active member of St. Stephen's Episcopal Church in Spokane, serving on the vestry, singing in their choir, Mallory also has experience of the broader church through her work as the Executive Assistant to the Bishop of the Episcopal Diocese of Spokane, her participation and administrative support for three diocesan conventions, including in 2015 as Chair of the Committee on Dispatch of Business, and her visit to the last General Convention as an observer. In her spare time, she is a theater director and actor, as well as a visual artist and active supporter of the Spokane arts community.

Considering each region’s unique needs, each Canon meets with regional clergy 4-9 times per year for fellowship, theological reflection, study and conversation pertinent to their ministries and congregational work. They call and preside over the two regional gatherings held in the spring and fall and are ex-officio members of Diocesan Council. For additional information please refer to the report of the Canons. Regional Developers: As members of the bishop’s staff, Regional Developers (RD’s) work within each region providing support, resource and training to congregations, their leaders and clergy through vestry/bishop committee retreats, congregational meetings, large/small group facilitation, consultation with congregational leaders. Additionally, Regional Developers work collaboratively with the Canons for Regional Mission to equip leaders for ministry and facilitate the regional gatherings and clericus events. Regional Gathering Days: 1. On April 23, 2016 the Regional Development Team and congregational developers hosted

the Spring Regional Gatherings which connected approximately 180 diocesan leaders for fellowship, sharing and training. With the primary focus on evangelism, each region heard a special message from the Most Reverend Michael Curry, who sent greetings and a charge to all. The morning was spent dwelling in God’s Word and talking about their congregation’s greatest developmental need. After a shared lunch, everyone went out into the neighborhoods surrounding each host church to see what they could see. Each congregation

spent time discussing the neighborhood in which they are located and pondered where Jesus might be inviting them to go.

2. Our Fall Regional Gathering Day will be held on September 24, 2016 (after the writing of

this report) and will include preparation for diocesan convention. We will explore our own congregational development needs, our skills and growing edges as congregations, and how we can work together as congregations in the regions and Diocese to further develop into healthy, faithful and effective communities of faith.

3. The 2017 Spring Gathering Days are scheduled to be held over four consecutive Saturdays.

The intent is to welcome and orient our new Bishop to the Diocese as a whole and each congregation in particular.

Congregational Development: 1. This summer saw us offering the third year of the Spokane College for Congregational

Development and our first year with the Director coming from our Diocese. The Rev. Canon Susan Cleveley serves as the Director of the College. As such she gathers with the directors from other Dioceses and helps plan the curriculum. The College is an intensive two-year course of practicum and study designed for congregational teams wanting deeper, intentional learning, skills development and practice in the area of congregational development. 38 participants from three Dioceses attended the weeklong intensive in Spokane. Through the generous underwriting of the bishop, every Spokane diocesan attendee who wished received a 30% tuition reduction to offset their fees. The training staff included: the Rev. Cn. Susan Cleveley, the Rev. Cn. Anne Barton, the Rev. Cn. Bill Osborne, the Rev. Cn. Gretchen Rehberg, the Rev. Cn. Dr. Marda Steedman Sanborn, Episcopal Diocese of Olympia, Kelly Clift from the Church of the Resurrection, Roslyn, and Denny Field from St. Luke’s, Weiser, Diocese of Idaho.

2. The Rev. Canon Susan Cleveley represented the Diocese of Spokane on the College for

Congregational Development training staff in the Dioceses of Chicago and Northern California.

3. Regional Developers participated in trainings with the Dioceses of New Westminster and

Olympia and to deepen their skills in the areas of congregational discernment, visioning, Mutual Ministry Agreements and Letters. They aided congregations in every region facilitating Bishop’s Committee/ Vestry retreats, workdays, congregational assessments, asset mapping and more.

4. Lastly, the Regional Development Team, as diocesan staff and ex-officio members, attended

Diocesan Council as well as served the bishop as requested.

The Standing Committee met by phone conference the evening of October 21, 2015, to welcome newly-elected members (The Rev. Mary Beth Rivetti, filling the unexpired term of the Rev. Birch Rambo; the Rev. Christine Soule, and Jason Brown, elected to four-year terms) and to organize its leadership. The Rev. Mary Beth Rivetti was elected President; Robert Stevens was elected Vice-President; Ken Beck was elected Secretary. Following that meeting, there were six meetings by conference call, followed by monthly physical meetings beginning in April, through the end of this current term. With the passage of Canon 12, the Standing Committee’s work this year rested largely in its task of oversight of the two committees appointed last fall to conduct the work of identifying, vetting, nominating, electing and ordaining a new bishop. This report is thus divided into the two major areas of our concern: the oversight of the process for the nomination, election and ordination of the next bishop as outlined in Canon 12; and the usual work of the Standing Committee. Oversight of The Process We reviewed the impact of the newly adopted Canon 12 on the Election of a Bishop. Because the legislation expressly prohibited members of the Standing Committee from serving on the Nominating and Transition Committees, adjustments to the membership were agreed, with Robert Stevens and Jason Brown now serving as Standing Committee liaisons respectively to the Nominating and Transition committees. The Rev. Jeff Neuberger, while providing valuable resource and consultation with the Transition Committee, is no longer officially a member of that committee. The Rev. Frances Twiggs, now regional developer in the Northwest Region of the Diocese, and rector of St. Luke’s in Wenatchee, was appointed to the Transition Committee to balance the composition of the group. The Standing Committee also refined the preliminary budget for the process for the search, nomination, election, and ordination of the ninth bishop of the Episcopal Diocese of Spokane, stretching retrospectively from the summer of 2015 through the ordination in the spring of 2017. The total would be drawn from reserves in the Mission Capital Budget, since there had been no

funds set aside for this project. The unified budget of $94,596.00 was submitted to the Diocesan Council in November and approved at that time, with the understanding that the projected expenses could shift depending on as yet unknown variants in the process. For example, while the Nominating Committee was careful in not exceeding its allocation, coming in under budget for the life of their work in 2015/2016, the Standing Committee’s projection for the cost of conducting background checks was inadequate due to decisions affecting the timing and extent of third-party background information, as well as the incorporation of in-person interviews of each of the final nominees. The Standing Committee did arrange for the background checks of the semi-finalists and final nominees through both the Oxford Document review and in-person interviews by the chancellor, J. Scott Miller, and the search process chaplain, The Rev. Cn. Kristi Philip. In addition, as required by Canon 12, the Standing Committee obtained consent from the Diocesan Council for a compensation package for the bishop elect. The outlines of that package have been shared with the nominees, and it will fall to the Standing Committee to negotiate the final package and letter of agreement with the Bishop-elect. Further, the Standing Committee, under the leadership the Rev. Jeff Neuberger, reviewed and finalized the Special Rules of Order for the Electing of a Bishop. And finally, the Standing Committee presented to the Diocese the nominees for election as bishop, as well as the process for election by petition. There were no additional applications received by the announced deadline. At the time of this writing, the Standing Committee and Transition Committee are preparing a mailing to the clergy and delegates of convention, as required by Canon 12, of the details of the nominees, including more information than was sent out earlier. We received the full report of the Nominating Committee and commended Dale Lamphere and the entire committee for their efforts in presenting an outstanding slate of nominees for the consideration of the Diocese. The report of the Nominating Committee, in outline form, follows this report. The full report has been submitted to the archivist to assist the next group that will undertake this process. As we move now towards the next phase of the process, our work with the Transition Committee has taken on more meaning; Jason Brown’s work in sharing the needs and concerns of the Transition Committee becomes much more valuable. Katherine Karr-Cornejo is now in regular contact with Jason, with Mary Beth, and with members of the diocesan staff as the Transition Committee covers its vast charge of moving from the nomination of candidates through the election and to the ordination of the next bishop. Other Standing Committee matters In addition to oversight of the Nomination and Transition committee activities, the Standing Committee also met to consider and advise the bishop on matters of concern, including the sale of property belonging to the Diocese, and the release from ordination vows of the Rev. Kris Christensen. The Standing Committee consented to the request by the Diocese of Los Angeles to

the election of a bishop coadjutor, and to the request by the Diocese of West Texas to the election of a bishop suffragan; and consented to the elections of bishops in Eastern Oregon, Northern Indiana, West Texas (suffragan), Pennsylvania, Western North Carolina, Easton, and Central New York. The Standing Committee met with three candidates for ordination to the priesthood, Jerome Bonneville, Brent Tilson, and Mary Ayers. Following review of materials provided by the Commission on Ministry, and their interviews, we unanimously recommended to the Bishop that he take order for their ordination. At the request of the Bishop, the Standing Committee reviewed the requests by the Rev. Kris Christensen and the Rev. Mary Chotard Doll to be released from ordained ministry in this church, in accordance with Title III Canon 9.9 of the Constitution and Canons of The Episcopal Church. In both cases we gave unanimous consent to the Bishop to grant those requests. Beginning in April, the Standing Committee agreed to meet each month rather than schedule phone or web conference meetings. Our meeting schedule for the coming year will also likely be monthly, as there will be need to be in contact with the now-increased workload of the Transition Committee. Because of the special nature of this year’s work, and the work in the year to come, the Standing Committee has had to rely more than usual on the work of members of the diocesan staff in completing the canonically relevant tasks. It would not have been possible to accomplish this work without the team in Paulsen House. Special thanks to Cate Wetherald, our diocesan communications director, who has had to build the plane while flying it, in particular working on the Search Process Web Page despite hurricane force winds, snowstorms, bronchitis, shifting deadlines and a host of other challenges. Laurie Boss has provided regular financial reporting on our budget allocation, hoping to keep us well within our projections for the cost of this process, and has provided key assistance in outlining the specific dollar amounts germane to the compensation package for the next bishop. Karen Schomburg, Mallory Ware, Steve Dodds, Jane Gober, and Colin Haffner have all played key parts in providing information, support, and communication of our work. We look forward to continuing our work with this team in the coming year as ordination draws near. One final note of thanks in the overall process of search, nomination, election, and ordination goes to the work of our consultant, Canon Betsy Greenman, who has guided the work of our subcommittees, answered late-night emails and phone consultations from far-off places to keep us mindful of the road ahead and of challenges and opportunities as we work towards the election and call of our next bishop. BISHOP NOMINATING COMMITTEE Report to the Standing Committee Submitted by: Dale Lamphere, Chair

The goal of the Nominating Committee for the Ninth Bishop of the Diocese of Spokane was to conduct a prayerful process that was open, transparent and inclusive of all congregations in the Diocese. We offer this overview so people in the Diocese might see the monthly actions and activities we conducted, totaling over 350 hours of discernment, in order to determine the outstanding slate of qualified nominees who were recommended to the Standing Committee for presentation to the 2016 Electing Convention of the Diocese of Spokane. May 2015 Bishop Jim Waggoner announces his retirement to the Diocese. The Standing Committee was asked to initiate the Episcopal Election Process. June/July 2015/August 2015 The Standing Committee developed a process to receive nominations from each of the four regions for members of the Nominating Committee and Transition Committee. Standing Committee selected and confirmed members of the committees from the pool of nominees. September 2015 The Standing Committee met with the Nominating and Transition Committees at St. Stephen’s for a two-day retreat with Betsy Greenman, a transition consultant with the Episcopal Election Processes and Personal Transition Coaching. Both groups received the charge detailing responsibilities of each committee and each member affirmed their understanding of the expectations. Time was allocated for the Nominating Committee to begin team building and plan survey activities for the regional gatherings in September and the diocesan convention in October. We began our journey by reviewing some broad questions at the regional development gatherings in late September. We asked the following questions. • What do you like about being an Episcopalian? • What do we do well in this Diocese? • What challenges does the Diocese face? • What are your hopes for the Diocese? • What are your hopes for the new bishop? October 3, 2015 The committee met for a day long retreat to discuss the data from the regional meetings and outline the goals and procedures for conducting the focus groups at the diocesan convention. The committee also brainstormed a list, including the Bishop, staff and representatives from

various committees in the Diocese to acquire feedback from their perspectives concerning the qualities and strengths of the next bishop. Committee members were assigned to conduct the confidential interviews. The committee Policy Statement/Operating Procedures including the Statement on Confidentiality from the national handbook was approved and a copy forwarded to the Standing Committee. To assist the committee with a better understanding of the Episcopate we were provided a paper written by The Very Rev. Bill Ellis that described, who a bishop is and what a bishop does. Copies of several recent bishop search profiles were assembled and distributed to the committee. October 17, 2015 The purpose of the nine focus groups at the annual diocesan convention was to gather the “in between the lines” information about what people think about where the Diocese is, where it’s going and the skills and qualities they are looking for in the next bishop. October 18, 2015 The chair appointed a budget subcommittee to draft a proposed budget request thru June 2016 to be discussed with the Bishop. The committee decided not to enter into an agreement for a private firm to conduct an additional survey. Limited timeframe and cost were primary considerations. November 2015/December 2015 During the months of November and early December we distributed our questionnaires and offered focus group meetings to congregations throughout the Diocese gaining representative responses from a wider cross-section of lay and clergy participants in diocesan life. We completed the conversations with diocesan staff and the representatives from diocesan committees. Unique ministries in the Diocese were asked to draft a brief description of their activities. All ministries identified in the profile were linked to their Facebook page and/or website. All the data collected was summarized and provided to the profile subcommittee. A secure Basecamp account was established for the committee to share documents, online discussions and eventual nominee’s documentation. The profile subcommittee prepared a draft of an interactive profile and presented it via our Basecamp account. Members had the opportunity to ask questions and provide feedback prior to our December meeting. The Nominating Committee met for a one day retreat on December 5th to reflect on what we heard in our conversations throughout the Diocese, and discuss the draft of the profile. With prayer, and discussion the committee approved the profile and agreed for it be published in January in the Nominating Committee web page on the diocesan website

January/February/March 2016 In keeping with the timeline published by the Standing Committee the interactive profile went live on January 19, 2016. A separate secure email account was established and linked to the profile to facilitate receiving nominee documentation electronically. The profile subcommittee worked with the Diocesan Communication Director, representatives from Digital Faith and the graphic designer to upload and link the profile. Included in the profile were the interactive forms and procedures for both nominations and self-applications. Nominations were open until midnight March 15, 2016. A news release announcing the publishing of the profile was sent to every church, clergyperson, and everyone on the diocesan email list. Our consultant shared the announcement with every active and retired bishop in the Episcopal Church, every diocesan transition minister, and the Episcopal Digital Network .The announcement was also placed in Positions Available on the Office of Transitional Ministry database to reach all active Episcopal clergy. In all over 40 agencies and outlets received the news releases. To support our pledge to have the process grounded in prayer, as soon as we received the name of a nominee a hand written card was mailed letting them know that each member of the committee would include them, by name, in their daily prayers. To better understand discernment in the church the committee was provided a short article on the discernment process written by The Rev. Canon Kristi Philip On March 15, nomination closed and the committee members began reviewing each nominee’s file using a common rubric designed around the skills and personal qualities outlined in the “who we seek” section of the profile. The committee conducted telephone reference checks with at least three references including, a lay person with whom they have served, clergy colleagues, and their current diocesan bishop. For consistency, the same questions were asked of every reference. The three references were each called by a different committee member. April 1 – 2, 2016 During the last two weeks of March committee members reviewed the application files using a “Yes, No, Maybe” form”. The committee met April 1 and 2 to discern which nominees would move forward and be invited to participate in a three day nominee/committee retreat at the end of April. The committee spent a full day and a half in discernment about the nominees, comparing their gifts and skills to the qualities needed in the bishop we outlined in the profile, as well as, the summary of the three telephone reference checks. Nominee were discussed individually followed by silence and the invitation of the Holy Spirit to be in our hearts. At the end of the silence, with no conversation, the committee was asked to state “yes” or “no” to continuing the nominee. After more discussion, prayer and several votes, the committee chose to bring eight nominees to the nominee/committee retreat April 22-24. The chaplain led special prayers for the nominees who were not chosen to move forward. All nominees were contacted by phone the next afternoon

and informed of the committee’s decision. The chair followed up with a thank you letter to those not moving forward. April 22 – 24, 2016 When arriving in Spokane nominees were taken to the Mirabeau Park Hotel and Conference Center for the three-day discernment retreat. The practice of bringing the pool of nominees together for a retreat is a common practice in church searches. This helps establish camaraderie among the candidates, and is helpful for the Nominating Committee to see what individuals are like among a larger pool of clergy and lay people, which is where they would spend their time as bishop. At the retreat, nominees participated in rotating interview groups, fish bowl activities, met with individual committee members, and met with the chaplain and consultant. Each nominee presented to the larger group of the Nominating Committee and their fellow nominees a teaching on the subject of their choice. They also had a private interview with the committee. Meals and worship were shared in common. (Note; the committee decided to conduct the nominee/committee retreat to determine a slate of semi-finalists. Semi-finalists would then be visited in their home parish as a prelude to selecting a final slate). April 24, 2016 The committee attended the early Sunday service at the Cathedral together followed by a final discernment period to determine the slate of semi-finalists and plan the visitation schedule. Again nominees were discussed individually one at a time. We used the data and discussion materials from the file reviews, reference checks, the first discernment activity, and the additional data we gathered during the retreat. To maintain consistency we continually referred to the skills and qualities listed in the profile. After more than five hours of discourse the committee decided on a slate of seven semi-final nominees. The committee decided on the visitation schedule to be completed no later than May 31. At least two members of the committee conducted each visit. All nominees were contacted by telephone that evening and the chair sent a thank you letter to the nominee not moving forward. The Chair of the Standing Committee was notified of the names of the semi-finalists in order to begin the Oxford Documents background checks. These included: written reference checks with every employer, church, Diocese, and with every bishop an applicant has served; criminal background checks; motor records/violations checks; credit report checks; and written questions of each applicant. May 2016 Through the retreat, reference questions and application questions we learned a great deal about each nominee. There was more that we hoped to learn through the visitations. We wanted to have more conversations with the semi-finalists. We wanted to observe how they interacted with those around them in the context of their environment. We wanted to learn more about how the nominees moved their ideas of ministry to reality in their present setting. The visiting teams also interviewed members of the congregations, office staff and community members.

June, 2016 Prior to our final retreat on June 10 and 11, visiting teams posted written summaries of their visits on the committee’s secure site, giving the committee the opportunity to read and formulate questions prior to the discernment meeting. The purpose of this discernment was to select a final slate of nominees to present to the Standing Committee. The committee participated in three discernment steps before finalizing a slate. Step one: each visiting team gave a 15 minute summary of their visit to supplement the previous written summary, followed by prayer, questions and discussion. Step two: each member was given time to think about and list their “wonders and worries” about each nominee followed by prayer, questions and discussion. Step three: each member discussed where they were in the discernment followed by prayer, questions, discussion and a series of votes. After additional prayer, discernment, and conversation the committee chose a slate of four finalists that we believes best meets the gifts, qualities, and skills articulated in the “Bishop We Seek” in our profile. The Nominating Committee Chair notified the Chair of the Standing Committee of the recommended final slate. The Nominating Committee chair notified all nominees (both continuing and not continuing) by telephone. Thank you letters were sent to those candidates not moving forward. Oxford Document checks were satisfactorily completed on all four nominees. The Standing Committee published the slate on the diocesan website and posted the notice of the Petition Process for additional candidates. Biographical data and pictures of the final nominees were sent to all clergy and congregations in the Diocese both in English and Spanish. TREASURER Submitted by: George Durrie

The mission and purpose of the treasurer is to oversee and assure the “receipt, care, and disbursement” of the funds of the Diocese. This person is responsible for ascertaining the soundness of the financial practices of the Diocese and maintaining its fiscal integrity. The congregations of the Diocese supported its mission and ministries with pledged income from Askings at 96.6% of the 2015 budgeted amount. This keeps us within the range of support for the past several years, though a small portion of this amount received in 2015 was from back Askings owed from the previous year. Laurie Boss is vigilant in monitoring any sign of difficulty congregations might be having meeting their Asking obligation. Though these difficulties tend to occur in congregations undergoing clergy or status transitions, it is most

helpful in the long run for any congregation experiencing financial stress to contact the Diocese for assistance in sorting the problem out. While Askings in arrears are never forgiven, we have diocesan teams available to work out a reasonable plan for getting a congregation back on schedule. Current income has for the most part been fairly steady with pledge income as of August 1 on course to end the year around the 92-93% level. These numbers are bolstered by the receipt, so far, of $34,790 in Askings owed from the previous year, $25,000 of which resulted from a successful collaborative effort by a parish finance committee and a diocesan mediation team. Pledge income from Askings for 2016 is budgeted to be about $2,337 less than 2015, while our Diocesan pledge to the national church is $15,592 less than 2015. Looking forward, an audit committee comprised of officers and senior staff from both the Diocese and the Foundation authorized hiring a local firm to conduct a financial process audit of the Diocese. The audit, according to the statement of work, will assist the Diocese in “assessing and evaluating financial transactions and procedures” used in the conduct of its financial affairs. This is wholly separate from the annual audit of Diocesan accounts. This is but another effort to assure solid groundwork for the incoming Bishop. The quest for ever greater budget transparency continues apace. Under the guidance of the Administration & Finance chair, line-item language and organizing budget categories have been scrubbed to lend greater intuitive sense to the entries.

The Vision of the United Thank Offering: We will significantly impact the lives of women

and children because of Christ’s love.

The United Thank Offering addresses compelling human need through grants to projects that alleviate poverty, both domestically and internationally, within the Anglican provinces,

Dioceses, and companion Dioceses. The United Thank Offering is a ministry to promote gratitude and mission in The Episcopal Church. The donations by the thankful are awarded to projects that address human need and help alleviate poverty in the United States and abroad. Every church in the Spokane Diocese has a UTO representative to encourage this ministry. As the coordinator of UTO in the Diocese of Spokane, it is my desire to stress developing a daily practice of thanking God for our many blessings, large and small. With grateful hearts, we recognize and appreciate the bounty of God, which can lead us all to greater generosity towards others. Last year, at the fall and spring UTO Ingatherings, the people of the Diocese of Spokane generously added more than $10,000 to the national grant awards. The Fall Ingathering presentation at Convention in October this year will take place during the Sunday morning Eucharist celebration. It is my hope that all churches in our Diocese will participate.

WEST CENTRAL MISSION Submitted by: The Reverend Cn Karen Schomburg

West Central Episcopal Mission (WCEM) is a Specialized Mission of our Diocese, meaning the work, ministry and canonical status of this organization is different than the traditional understanding of a congregation belonging to a parish or mission. The design of a Specialized Mission was intentionally created to allow for flexibility in its structure as well as the ability to take on short and long range ministry in the community it serves. This year we have taken full advantage of this flexibility and made some significant and exciting changes. Beginning in May of 2016, Bishop Waggoner assigned me, in addition to my duties as the Canon to Ordinary, to be the priest at WCEM and lead a turn-around project designed to stabilize the organization. The first step was to connect and develop relationships with leaders and service providers in the Spokane area to let them know WCEM’s commitment to being a good neighbor in West Central has not diminished due to the resignation of the Executive Director. In fact, it was quite the opposite. I expressed my keen awareness that the time is right for new partnerships and a shared vision of how we can serve and be with those living in one of the poorest neighborhoods in Washington State. Having received very positive and encouraging feedback from leaders and stakeholders in the community I put together a leadership team for WCEM to advise the Canon to the Ordinary on a dramatic turn-around of this important ministry. Each person represents a wide variety of experience and interests in the neighborhood of West Central. My top priority was to stabilize the weekly ministry known as “Dinner Table.” Funding Dinner Table, included staff, utilities, and dinner expenses was vital to our stabilization. We have worked closely with the Foundation on that piece of the financing. Currently the Foundation is working on our annual fund-raiser “Empty Bowls,” which supplies a large portion of our budget. Equally important to fundraising was to build back a strong base of volunteers. With the leadership of our team members we have accomplished that goal and now have a vital and energized group of hard working and dynamic volunteers, not only from Spokane Episcopal parishes, but from local Presbyterian churches, students from Whitworth, and WSU School of Nursing. Our team is now beginning the second phase of stabilization. We are focusing specifically on discerning our mission and vision going forward, placing Dinner Table as our central tenant and model of Jesus’ hospitality and table fellowship. We are working closely with community leaders and experts in the field of community asset based development as we prayerfully consider how we can partner with our neighbors in West Central, raising up local leaders and empowering them in revitalizing and bringing hope to their neighborhood.

Wow! What a year for our Women in Ministry, Episcopal Church Women. To recap a wee bit of the past year we would like to thank all the women who attended our Women's Luncheon at the cathedral last year. We had record numbers in attendance, 80+, a hearty lunch and good, good company. We give thanks for the gracious hospitality at Nativity Church for continuing this great presence and tradition for our Women in Ministry. We continue to serve and be a viable presence to the many and diverse ministries throughout our church. At the most recent Province VIII annual meeting and retreat, eight women from our Diocese joined women from throughout the Province as we were inspired, informed and uplifted by the ever increasing ministries throughout Episcopal Church Women. Did you know that United Thank Offering falls into this ministry? Daughters of the King, an ever increasing ministry of prayer and mentorship, the revitalized Girl's Friendly Society, and the Church Periodical Club, all continue to grow and spread an ever positive message as we live into the message of love and Jesus. Women’s weekend went great. We had very powerful conversations about “living a Benedictine life” centered around the questions of how we find God in the here and now, how do we listen to God and how do we embrace the change required for transformation. We give thanks for the ministries of Camp Cross and leadership of Gretchen Rehberg and Mary Ayers in leading the weekend. Mary Kay Ferrell continues to serve as the Church Periodical Club president for our Province and Evita Krislock serves as the Province VIII representative to the National Episcopal Church Women's board, bringing your concerns, ideas and voice to the wider church body. For both Mary Kay and Evita, it is a privilege and honor to serve and we would love to share with you, work with you and your ministries in whatever way we are able and however would best for your ministries - just let us know and please contact us to share your needs and good news. So far during the Youth and Christian Religious Education ministry of the Diocese of Spokane has offered nurture and shepherding for diocesan youth ministries, camp formation and local lifelong formation. The center of this ministry is preparation for and offering youth events for young people from across the Diocese, while also continuing to network this ministry with the formation offerings of the congregations of the Diocese and that of Camp Cross.

When this report is offered we have three events still to occur: Callings, Spokes, ad New Beginnings. “Callings” is a weekend for Young Adults and will be offered in early October; “Spokes” is the youth presence at diocesan convention; and “New Beginnings” is a peer-led youth weekend that will be shared this November in Walla Walla. However, we can celebrate the ongoing ecumenical partnership that the TEC weekend of the Cathedral has continued. This past winter we were excited to again begin the Winter Weekend tradition. TEC is a Sr. High youth event that is peer led and is an offering of the Cathedral to the youth of the Diocese each January. Perhaps one of the most important innovations this year was the start of a three-year theme cycle for both the formation portions of Camp Cross and the diocesan youth events such as New Beginnings. This cycle is lifting up the “Gather, Transform, Send” mission of the Diocese. We began in the summer of 2016 with a “Send” focused scriptural set including the Parable of the Good Samaritan and Ezekiel’s Valley of Dry Bones. Our intention is that this three-year theme cycle will allow us to share core lessons and better unite the teaching year. Starting with the youth events this fall we begin the “Gather” theme cycle (which is still being crafted). As we lean into the planning for 2017 we are excited about the youth generated Sr. High event that emerged from the summer or ‘Wake the Word’ lessons at Camp Cross. We are calling it “EpiscoBall,” and for its first year we are centering our party on the Consecration of our new Bishop in March. This fresh event is shaped and filled by the witness of our youth, and carefully mentored by the amazing leadership of the Diocese. Another new event for diocesan youth that is being shaped is a refugee encounter weekend called “Out of Bounds.” Lastly we also want to celebrate that Pierce Hubbard, a teenager from the Cathedral, was named to the EYE 2017 planning team, a true honor! Our primary need in the future is to build an established CRE advisory group and for more adults to take up the mission of supporting in person the youth events of the Diocese. WE need as many witnesses of faith and hope as we can offer our young friends. We also want to highlight that 2017 is an EYE year, so we will be seeking your financial support for this amazing tri-annual event. What can your congregation begin putting aside today to help send a full delegation to EYE this summer?

The Reverend Canon Lucinda Ashby Canon to the Ordinary The Episcopal Diocese of Idaho

The Reverend Canon Lucinda Ashby, a child of missionaries, Lucinda and her siblings were shaped by experiences in Costa Rica, Perú, and Northern New Mexico. During those formative years, she became aware of her calling. She attended Oberlin College, receiving a degree in Spanish and Psychology—both have served her well in her vocation. As an adult, she lived in Sacramento, CA, following in her parents’ footsteps as an educator. She served as teacher, head of a school, consultant for a Native American school, and chaplain. During this time, while attending Trinity Cathedral, she formally pursued a calling

to ordained ministry. Following seminary and ordination, she was Rector of St. Matthew’s, a multi-cultural, bi-lingual parish, and then moved to Idaho to become their Canon. Her husband of twenty years, Bob, is a retired judge, and the couple lives in Boise. Lucinda and Bob share three grown children, two granddaughters, and Charli the Border collie. The Reverend Canon Neysa Ellgren Shepley Canon to the Ordinary The Episcopal Diocese of Oregon

The Reverend Canon Neysa Ellgren Shepley, Ph.D., D. Min., serves as Canon to the Ordinary of the Diocese of Oregon. In this position, she collaborates with congregations, manages clergy transitions, and supervises diocesan staff. She works with the Board of Trustees and Diocesan Council, and oversees Diocesan Convention. Ordained priest in 1998, Neysa began her ministry as Associate at St. Aidan’s and Campus Minister to the University of Colorado in Boulder. From 2000 – 2010 she was Rector of Church of the Epiphany in the Minneapolis suburb of Plymouth, Minnesota. Neysa earned her doctorate in

congregational development from Seabury Western Seminary in 2005 before being called to Oregon in 2010. Neysa is married to Bruce Shepley, an attorney in the Portland area. They have six sons between them ranging in age from 22-31 and a one year old granddaughter. Neysa is an enthusiastic singer, hiker, theater buff, and reader of good books.

The Venerable Christopher Athan Pappas Archdeacon for Congregational Development The Anglican Diocese of Edmonton, Edmonton, Alberta

The Venerable Christopher Athan Pappas, Ph.D. is married to Elisabeth Thompson, a family physician and Anglican priest. He is the father of four wonderful children: Iliana, Aleta, Aeneas, and Tasia. He serves as the Rector of Holy Trinity Anglican Church and the Archdeacon for Congregational Development in the Anglican Diocese of Edmonton, Alberta. Christopher served as regional dean, on executive council, chaired the National Worship Conference, is a member of the Vital Healthy Parishes steering committee, the Inter-diocesan Learning Community and the board of Outreach to Haiti. He is passionate about

our faith in Jesus Christ, justice, building up the Kingdom of God, and arts and spirituality. Christopher is completing a D.Min. in Congregational Studies from CDSP, has a M.Div. from Yale Divinity, a Ph.D. in Neuroscience and a BS in Biology. He was a research scientist at Yale School of Medicine, and the Assistant Secretary of the State for Connecticut. The Reverend Canon Gretchen Rehberg Rector, Episcopal Church of the Nativity, Lewiston, Idaho The Episcopal Diocese of Spokane

The Reverend Canon Gretchen Rehberg, Ph.D., D.Min. is passionate about proclaiming the inclusive love of God and equipping the people of God for transformation and growth. Christian formation for all ages is of vital importance to Gretchen, she stresses the need for both rigorous engagement and the need for openness and humility in learning. Gretchen has served as the Rector of the Episcopal Church of the Nativity since 2006. She is the Chair of the Commission on Ministry, a Canon for Regional Mission, and a trainer for the College for Congregational Development. In these ministries she combines her passion for equipping people for ministry and assisting
