Serves as the official meium of communication between the Government and the media fraternity;

Invitation for Bids

THE Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) towards the cost of Basic Education Enhancement Project

(BEEP) and intends to apply a part of the funds to cover eligible payments under the Agreement for which this Invitation for Bids is now issued. BEEP is being implemented by the Project Management Unit, Ministry of Education, Human Resource Development and Labour.

The Ministry of Education, Human Resource Development and Labour, the executing agency, now invites sealed bids from eligible and qualified Bidders for the supply and installation (where specified) of Instructional Materials and Equipment for Schools on Lots 1,2,3,4 as follows. The bidder may bid for any individual Lot or any combination of Lots.

Lot Description

1 Numeracy Instructional Materials

2 Science Instructional Materials

3 Social Studies Instructional Materials

4 General Equipment

The Ministry of Education, Human Resource Development and Labour, the executing agency, now invites sealed bids from eligible and qualified Bidders for the supply of instructional materials and equipment for 75 primary and 10 secondary schools. Delivery is required in August 2013, within eight weeks of contract award. The Bidder must have supplied similar materials over the previous five (5) years. Maintenance services must be provided preferably by a local representative/authorized agent in St. Lucia or an authorized agent within the Caribbean Region for Lot 4: General Equipment.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

(a) more than 50% beneficially-owned by a citizen or citizens

and/or bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or

(b) owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country.

Eligible countries are member countries of CDB.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Bid Documents may be inspected at the office of the Project Management Unit at the first address below from 8:00 a.m. to 12:30 p.m. and 1:30 p.m. to 4:30 p.m. on normal business days.

THE Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank

(CDB) towards the cost of Basic Education Enhancement Project (BEEP) and intends to apply a part of the funds to cover eligible payments under the Agreement for which this Invitation for Bids is now issued. BEEP is being implemented by the Project Management Unit, Ministry of Education, Human Resource Development and Labour.

The Ministry of Education, Human Resource Development and Labour, the executing agency, now invites sealed bids from eligible and qualified Bidders for the supply of furniture for four (4) primary schools. Delivery is required in August 2013, within eight weeks of contract award. The Bidder must have supplied similar furniture over the previous five (5) years.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

(a) more than 50% beneficially-owned by a citizen or citizens and/or bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or

(b) owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country.

Eligible countries are member countries of CDB.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the

prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Bid Documents may be inspected at the office of the Project Management Unit at the first address below from 8:00 a.m. to 12:30 p.m. and 1:30 p.m. to 4:30 p.m. on normal business days.

Bid Documents may be obtained from the first address below for a non refundable fee of Two Hundred Eastern Caribbean Dollars (XCD$200.00). The documents will be available from Monday April 22, 2013. Requests may be made by personal application or in writing to the first address below. IN THE MATTER of the Land Acquisition Ordinance Chapter 5.04.

and

IN THE MATTER of a Notification by the Governor General, acting on the advice of Cabinet that part of certain parcels of land situate at La Ressource, Quarter of Dennery in the island of Saint Lucia are likely to be acquired for a public purpose.

NOTIFICATION

Whereas, it is enacted by section 4 of the Land Acquisition Ordinance Chapter 5.04 that ifit appears to the Governor General acting on the advice of Cabinet that any land is likely to be required for a public purpose and it is necessary to make a preliminary surveyor other investigation of the, lands she may cause a Notification to that effect to be published in the Gazette.

And Whereas, it is considered by the Governor General acting on the advice of Cabinet , that part of certain parcels of land situated at La Ressource, in the Quarter of Dennery is likely to be required for a public purpose to wit: Expansion and Upgrading of the current Playing Field

Now Therefore, i, it is hereby notified by the Governor General acting in accordance with the advice of Cabinet, that part of certain parcels of land mentioned in the schedule hereto is likely to be required for a public purpose, to wit:Expansion and Upgrading of the current Playing Field
