During the apex of the pandemic in New York City, nearly 25 percent of the EMS workforce was out sick, Almojera said, causing many 911 callers to suffer.

“We had [people] holding for hours because we didn’t have any ambulances left,” he recalled. “You think of how many ancillary people died because they didn’t want to go to the hospital during Covid or they didn’t have an ambulance to come get them.”

Though the call volume eventually subsided, the pandemic left an indelible toll on Emergency Medical Technicians (EMTs)

and paramedics who work under the New York City Fire Department Bureau of Emergency Medical Services (FDNY EMS).

The FDNY division answers emergency calls in all five boroughs and employs more than 4,000 members.

Among first responders, these workers are also the most financially vulnerable, Almojera said.

“We had members become financially destitute. We’re paid, on average, about $30,000 less than firefighters or cops. A lot of us work two or three jobs. And when we

Afghan refugees resettling in New York State will be able to rely on $2 million in additional state funding to help them acclimate to their new lives.

“Our message to the world is, send us your people, send us those who need the cloak of comfort,” said Governor Kathy Hochul during a December 7 press conference. “[So] that we can demonstrate as New Yorkers with big hearts and open arms, we’ll provide a safe haven, particularly for these Afghan refugees we’re so proud that are here.”

The state estimates that there are over 7,500 Afghans already living in New York State, and another 1,800 are expected soon.

The allocation marks the first gubernatorial commitment of such funds in New York history and comes after the state legislature secured $3 million in funding for refugee services in the latest budget.

“We’ve sent a message from Day One, we’ll take as many as you want to have come to New York State because it’s a huge point of pride for us,” said Hochul.

The funds will be administered through the Office of Temporary and Disability Assistance’s New York State Enhanced Services to Refugees Program (NYSESRP), within one week, Hochul said.

Funds will be distributed to more than one dozen nonprofit partners throughout the state that are providing intensive assistance to

Afghan evacuees that have been arriving in New York State since September.

Approximately 190 refugees are expected to arrive in the New York City area.

“At a time when Afghan migrants continue to face an uncertain future, it is critical we provide a safe and dignified welcome to New York,” said NYC Mayor’s Office of Immigrant Affairs Commissioner Raquel Batista. “We thank Governor Hochul for leading this historic resettlement effort. This investment will help meet the immediate needs of our Afghan community and help them prosper in the long run.”

The $2 million commitment is designed to

supplement existing services and provide more intensive acculturation services for an extended period of time to address the immediate and long-term needs of persons arriving from Afghanistan.

The enhanced services include: • Culturally competent orientations to help

individuals and families acclimate to life in New York.

• Additional support to help access mental health services to address recently experienced trauma.

Only about two-thirds of charitable campaign donations New Yorkers made in 2020 went to charities, while professional fundraisers retained the rest, according to a report issued by New York State Attorney General Letitia James.

In her annual Pennies for Charity report, James analyzed 718 different campaigns conducted by professional fundraisers throughout the state in 2020. The report concluded that charities earned 73 percent of donations from those campaigns.

Professional fundraisers retained the remainder — earning more than $380 million, the report said.

The analysis determined that in 339 campaigns, or 47 percent, charities received less than 50 percent of funds raised.

With many New Yorkers preparing to donate to favorite charities during the holiday season, James said they “deserve to know where their money is going.”

“My duty is to protect New Yorkers’ wallets and ensure that what they donate reaches the charity of their choice,” said James.

The incarceration cost per person has nearly quadrupled since Fiscal Year 2011, according to a new report issued by City Comptroller Scott Stringer.

Despite a decrease in the jail population, the cost of incarceration per person in New York City has skyrocketed to an all-time high, according to a new analysis of the Department of Correction (DOC).

In Fiscal Year 2021, the cost to incarcerate one person for a full year grew to $556,539, or $1,525 per day, according to Stringer’s report.

The eighth annual analysis of DOC conducted by Stringer, the latest report uses budget data, claims against the city, reports of violence in city jails and personnel data to analyze DOC’s operations.

As identified in previous analyses by the Comptroller’s office, rates of violent

Overall, the average daily jail population decreased 61 percent between FY 2011 and FY 2021.

Stringer’s analysis also found that the ratio of correction officers to incarcerated individuals continues to rise. The number of uniformed personnel employed by DOC has fallen steadily, dropping to 8,338 at the end of FY 2021.

However, because the jail population fell faster than the decline in staffing, the ratio of guards to the average jail population has risen, the analysis said. Since FY 2016, DOC has employed more guards than the average daily population, with the department employing

1.7 guards per incarcerated person in FY 2021.

“The city is spending more and more to incarcerate fewer and fewer individuals – yet the numbers show that rates of violence and use of force in our jail system are substantially increasing,” said Stringer. “As the jail system continues to shrink and yield significant savings, the City should use these resources to leverage better all-around outcomes. We need to invest in a humane, modern, and efficient corrections system that keeps our incarcerated population as small as possible while prioritizing safety and security.”

The spike in incarceration costs comes as the DOC’s budget has declined over the last three years, shrinking from $1.39 billion in FY 2018 to $1.25 billion in FY 2021. Additional costs outside the agency’s budget, such as employee fringe benefits and health care expenses for the incarcerated population, have contributed to the increase in incarceration costs, Stringer said.

The average daily jail population fell 15 percent since FY 2020, the analysis

found. The pandemic contributed to a temporary drop in the jail population at the end of FY 2020 as non-essential activity ground to a halt and city and state officials endeavored to reduce the jail population amid the threat of Covid-19, the report said.

The new report focused on an analysis of the Department of Corrections.

“The city is spending more and more to incarcerate fewer and fewer individuals,” said City Comptroller Scott Stringer.

“We’ve helped members who were homeless, living in their cars. We’ve helped people pay rent. A member passed away and we paid for the funeral,” said Almojera, who serves as a board member for the fund.

In addition to financial assistance, the Fund connects FDNY EMS members with mental health support. The confidential, free counseling sessions include therapies to deal with Post-Traumatic Stress Disorder (PTSD).

Esther Ford, an EMT working in the Bronx, was linked with counseling sessions last year.

After losing several close friends to Covid-19 and witnessing first-hand how the virus ravaged the Bronx, Ford discovered she was suffering from PTSD and sought treatment from the Fund.

“I was trying to carry on. I was going to work every day and trying to be the same cheerful person. But I hadn’t been sleeping for two months,” said Ford, a single mother residing in Parkchester.

“I was able to get care. Having a conversation with a therapist opened my eyes,” she said. “It made me realize that I was too busy worrying about coping with the job and mom duties. They showed me the importance of dealing with my own health as well.”

Ford, a 13-year EMT veteran, is now preparing to continue training to become a paramedic. She is also devoted to advocating for her colleagues to address mental health issues.

“I’m trying to help other first responders find wellness solutions that work for them. I want people to find solutions before they hit the brick wall,” remarked Ford. “Any chance I get to talk about it is a good thing. I see how much the therapy has changed my life, and if it wasn’t for the Help Fund I never would have found that.”

FORGOTTEN from p3 Struggling with the strains of the job is a common experience for EMS workers — according to a 2018 study published in Prehospital Emergency Care Journal, the suicide rate among EMTs is more than twice as high as that of the general population.

Five EMS workers have committed suicide in New York City since the start of the pandemic, Almojera said.

“It’s a stressful job to begin with. We’re dealing with everything from gunshot wounds, cardiac arrests, delivering babies, to just holding grandma’s hand on the way to the hospital,” said Almojera.

“You’re issued gear to work on fire scenes, you’re issued a bullet proof vest, all this medical equipment. You’re a jack of all trades. Then you had the pandemic on top of it. The stuff we face every day takes its toll.”

According to Almojera, EMS workers are often overlooked when it comes to first responders.

“EMS members are generally forgotten about,” he said. “We get lumped in with other emergency

responders and people tend to think of firefighters or police first. We’re doing a job that is thankless, in many ways.”

Along with other EMS FDNY Help Fund board members, Almojera is working to solicit donations for the fund throughout the holiday season. He called the city to provide

better pay and benefits for EMS workers. “We had to create the fund because the

city is not taking care of our members like it should,” said Almojera.

“We’ve got members coming to us because they can’t pay the rent. We have a workforce that can no longer afford to live in the city they’re serving,” he added. “I hope there’s one day when we don’t need the help fund.”

Almojera said the low pay and high stress is driving people from the profession, and expressed hope that Mayor-elect Eric Adams will improve contracts and working conditions for emergency workers.

“During his campaign, [Adams] said several times in the media that he realized that the EMS workforce is highly underfunded and underpaid. He stated that he is willing to correct that, and we’re going to hold him to his word,” said Almojera. “The men and women of EMS do an amazing job with what we have. But we could do so much more.”

Despite the challenges, Almojera insisted he would not want another profession.

“When I’m out there taking calls, I feel like I’m a fish in water,” he said. “I love it. When people make that call to us, they’re in need.”

“I’ve tried other areas of public service and nothing compares to EMS,” said Ford. “There’s an energy there and a sense of community that comes from helping people. It feels like home.”

HIV/AIDS increases risk for certain mental health conditions. People living with HIV have a higher risk for developing mood, anxiety, and cognitive disorders. Depression is especially common. Comorbid mental health conditions can emerge as a result of the chronic stress associated with living with HIV. Additional factors that increase risk for mental health problems include social isolation, stress associated with the disclosure of HIV status, increased exposure to loss of relationships and death of loved ones due to AIDS, and the profound consequences of the stigma and discrimination associated with HIV/AIDS. HIV and related infections also directly affect the brain and the rest of the nervous system, changing how a person thinks and behaves. And some medications used to treat HIV can have side effects that affect a person’s mental health.

Other donation suggestions include local homeless and animal shelters, food banks, senior centers and mutual aid organizations.

According to a 2017 study by the Department of Sanitation’s (DSNY), 77 percent of the trash New Yorkers discard can be recycled or reused, including organic material that could be composted. However, recycling rates in the city remain low.

The study estimated that disposing of the usable material by carting it to landfills or incinerators costs the city about $420 million annually. Many discarded items like toys, furniture, clothes and books could potentially be donated to charities or individuals, according to MSWAB, a volunteer citizens’ advisory board dedicated to helping the city achieve Zero Waste goals.

The board advises the Manhattan Borough President, City Council, City Administration and others on policies and programs regarding waste, reuse and recycling programs.

“Many Zero Waste strategies do not

include an all-important element: that of reduction of new materials generated. Keeping things in circulation longer can have a big effect on NYC’s huge trash problem,” said MSWAB Chairman Matt Civello. “It helps our environment by trucking less and emitting fewer greenhouse gasses, wasting less, and helps people’s budgets by making needed goods available at lower prices.”

“As thousands of evacuees begin to resettle in their new homes and work to rebuild their and their families’ lives in New York, our case managers and volunteers see each day, first-hand, how important this help is and what a difference it will make in answering important, everyday needs,” said Catholic Charities of the Archdiocese of New York Immigrant and Refugee Services Director Mario Russell.

Catholic Charities is among various non-profit organizations working to resettle refugees from Afghanistan.

Russell added, “Our long-standing commitment to welcome with dignity and respect every refugee and to work to reunify families in need is made stronger today, as is the great State of New York.”

Early in the history of the HIV/AIDS epidemic, Jonathan Mann, former head of the World Health Organization’s Global Program on AIDS, identified stigma as the “third epidemic.” It was already apparent that stigma, discrimination, blame, and denial would be among the most difficult aspects of HIV/AIDS to address. Tremendous progress has been made combating stigma associated with mental illness and HIV/AIDS, but we still have a long way to go.
