    THE FOUR-PRONGED-RESEARCH-BASED COOPERATIVE THRUSTS:

    A ROADMAP TOWARD SUSTAINABLEDEVELOPMENT and POVERTY

    INCIDENCE REDUCTION

    VISION:A Government Agency Responsible in Evolving and Building the Cooperative

    Sector Significantly Contributing towards Holistic Sustainable Development of Its

    Constituents in Collaboration with the other Government and Non-Government-

    Organizations within and outside the Philippines.

    Development Thrusts:

    In order to realize the vision set for the CDA, through the years, the following

    are the development thrusts:

    1. DUALITY MEMBERSHIP EXPANSION

    2. CONTINUOUS EDUCATION and TRAINING

    3. ENTERPRISE DEVELOPMENT

    4. ACCREDITATION, REWARD, AWARDS and REGULATION and STANDARDS

    Each of the THRUSTS is briefly discussed below.

    Thrust #01. QUALITY MEMBERSHIP EXPANSION

    The last and only way to alleviate the deprived, depressed, and underserved

    (ddus) into the mainstream of development process is COOPERATIVES. But there is

    a way to create their awareness by reaching out to them, especially in the

    countryside-far flung and hard to reach areas. Together and with them we dissect

    the social, political, moral, ethical and economic issues. Show to them that throughthem, with them and for them they can be freed from the bondage of poverty. But

    impressing upon them that only through PARTICIPATION that this can only be

    realized. Hence, they must join the cooperative movement and be the main

    ACTORS in the DRAMA of EMANCIPATION. When we get all the acts together,

    towards complementation of efforts, integration of resources and interfacing of

    government and non-government organizations in inculcating COOPERATIVISM as a

    WAY of LIFE, it will bring SYNERGY. HENCE, Thrust Number One is dubbed as

    QUALITY MEMBERSHIP EXPANSION.

    AS a way of life, MEMBERSHIP must cut across the social strata (the ultra-

    poor and the ultra-rich); across ages (from infants to adults or if possible, womb to

    tomb). This means all sorts of services and needs must be done the COOPERATIVE

    WAY. Through this framework, MEMBERSHIP to COOPERATIVES will ABSOLUTELY be

    VOLUNTARISM.

    Thrust #02. CAPABILITY BUILDING

    The most important resource is MAN in an Organization or Society. In fact,

    according to Peter Drucker, DIG DEEPER into the PROBLEM, you will find MAN as

    the CAUSE and the SOLUTION is still MAN. Hence, the need for deliberate and

    continuous education and training to enhance their awareness, knowledge, habits,

    behavior and skills. Just as in a formal or structural education, Cooperative

    education must be deliberate, member-centered, problem oriented, and must

    conform with the basic standards and guidelines. Trainings and Standards shall be

    based on the category of membership ranging from Coop Directors, Coop Officersand Coop members.

    The technical and managerial capabilities of the Cooperative Development

    Officers who are the alter ego of CDA at the Municipal and Provincial level should be

    given significant attention. They are the frontliners of the Cooperative Movement.

    This means that they can make or break cooperative development at their own

    sphere of influence and responsibilities. They must therefore be capacitated to

    efficiently and effectively carry-out the program to advance cooperativism.

    It is therefore a paramount importance to synchronize and institutionalize

    Cooperative Education and Trainings by establishing Training Institutes or

    Accreditation of Cooperatives, government and non-government agencies, State

    Universities and Colleges as Service Providers.

    Thrust #03. TECHNOLOGY TRANSFER AND ENTERPRISE DEVELOPMENT

    To sustain their membership, the members shall be assisted in the

    identification of productive and profitable Agri-enterprise. There should also be

    subsidiary services like health and medical services, education and training, sports

    and wellness and recreational activities.

    There should also be business development training services along financial

    management; production and technology services; marketing services and

    organizational development management.

    Appropriate technologies shall also be inventoried for transfer, adoption, andcommercialization in partnership with the public and private organization. Mass

    production through specialization should be the pattern of production in order to

    harness the power of Economy of Scale.

    Thrust #04. RECOGNITION AND AWARDS

    Through rigid monitoring and evaluation, performing cooperatives can easily

    be identified. Instrument for monitoring and evaluation shall evolve in consultation

    with cooperative organizations and cooperative specialists.

    Criteria for giving Recognition and awards shall also be formulated in

    consultation with the Cooperative Officers/ Specialists, representatives from partneragencies. Competitions will be from the Municipal, Provincial, Regional and National

    levels. Awards will be composed of Plaques and Money Incentives.

    IMPLEMENTING STRATEGIES:

    The Core of the Implementing Strategies is Cooperative Good Governance

    with Participation as the nucleus of the processes. The other processes are fairness,

    accountability, transparency, efficiency, effectiveness, relevance, rule of law and

    value-bound.

    To substantiate the processes moderation in good governance, the following

    strategies shall be adopted:

    1. Convergence

    The Cooperatives should Serve as the venue for ConvergencePrograms. Livelihood programs shall be packaged and implemented

    through the Cooperatives where government organizations will

    participate through integration, interfacing or interdependence.

    Example:

    CONTRACT GROWING FOR Livestock and Agri-Crops such as rice,

    vegetables, or poultry.

    The Cooperatives Banks will provide the Funding.

    The Cooperative stockholders will serve as the production

    centers.

    The marketing cooperatives or the coop federations will do the

    marketing.

    Note: The processes and arrangements enumerated above is an

    interdependent and integrated approach.

    Figure #01 shows the development framework to be adopted by the

    proponent-applicant. It is a RESEARCH-BASED Approach. It is assumed that each of

    the THRUSTS has certain degree of INTERDEPENDENCE in the course of Operation.

    It is also assumed that change is the only permanent phenomenon on earth. The

    level of relevance of information in the process of delivering services to the Coop-

    members may differ or change every day or year. Hence, there is a need to conduct

    a deliberate study on the changes that take place every now and then in order toensure the appropriateness and relevance of information.

    Several developmental programs and projects have been implemented by

    the government and non-government agencies. But note that somewhere along the

    way, the project bogs-down. And many studies point out to a major cause WEAK

    SPIRITUAL DIMENSION of the Project: Thus, this framework is CHRIST-CENTERED to

    ensure that the spiritual Concerns of the Project are not relegated.

    Therefore, it must be borne in mind that all efforts must be geared towards

    the realization of SUSTAINABLE DEVELOPMENT and the REDUCTION of POVERTY

    INCDENCE among the CONSTITUENTS of the COOPERATIVE SECTOR.
