FOREWORD

Dear Delegates,

On behalf of Business France, The French Trade Commission in South Africa, I am very pleased to welcome you to the �rst French-South African Sustainable City conference.

The Green Building and Energy Ef�ciency conference organised by Business France in 2015 in Maboneng, Johannesburg CBD, served as a precursor to this event. It gathered over 100 French and South African delegates around the topics of sustainable construction methods and incentives meant to promote the reduction of greenhouse gas emissions in buildings.

Since then, Business France has continued working towards developing initiatives tasked with helping reach the common goals set by the Paris Agreement in 2015. As highlighted in the IPCC�s recent report, the decarbonation of the global economy will prove to be a decisive factor in climate change mitigation during the next decade, and cities have a prominent role to play in this battle. In this regard, France has reiterated its drive towards promoting sustainable city models by setting an ambitious target of achieving carbon neutrality by 2050.

S imi lar ly, South Afr ica has �rmly committed to tackling the issue of climate change. The latest version of the Integrated Resource Plan ( IRP) , for example, highlights the need to maintain the sustained development of low-carbon power in the country; and the recent push from four major South African cities towards zero carbon buildings has also

served to reaf�rm this commitment. However, climate change mitigation is also linked to unemployment, poverty and inequality. With recent estimates indicating that some 80% of the country�s population will be living in an urban area by 2050, an increasing number of South African cities h a v e b e c o m e d e e p l y i n v o lv e d i n implementing strategies aimed at providing a sustainable and liveable environment for all. This implies the need to adopt an integrated approach to urban development, and to work together to provide access to basic and affordable services such as water, energy, housing and transport for all citizens. In addition, during his visit to Ouagadougou in November 2017, French President Emmanuel Macron stated with conviction that �Africa is shaping the sustainable city of tomorrow�.

Within this context, the French-South African Sustainable City Conference was organised to bring together French and South African public and private sector stakeholders, to share their respective experiences and discuss ways of reducing cities� carbon footprints, while enhancing the livelihoods of their inhabitants.

I therefore strongly believe that this conference will serve as an ideal platform from which to foster synergies and forge successful partnerships, for all of us who share the common goal of helping shape South Africa�s cities of tomorrow.
