Statement of services {or which the decoration has beeni7 warded

On the night of the 15th May, 1986, Constable MukeshKumar and a Naik of 43 Battalion, Border Security Forcewere on naka dutv on Indo-Pak border in district Amxitsar,Punjab. At about 3.45 A.M. on 16th May, 1986, the nakaparty noticed movement of a few miscreants approachingfrom Pakistan side. They allowed the miscreants to comecloser. As they came within the range of naka party, theywere challenged. On being challenged, the miscreantsopened fire on the naka party. The Naik immediatelyreturned fire and also started chasing them. Meanwhile,one miscreant, who was. ahead "of all, tried to shoot Con-stable Mukesh Kumar from close range. Shri MukeshKumar displayed great presence of mind and courage andcruppled with the miscreant and usccecdcd in disarminghim. The miscreant caught hold of the scrv cc rifle oiShri Mukesh Kumar in a bid to snatch it, but he resistedthe attempt gallantly. He called his companion for helpand both of them overpowered thr miscreant, who disclosedhia identity as Shaukat All S'o Bhagdin, Village Karnnke.P. O. Barki, Distt. Lahore ("Pakistan). One .31 bore boltaction China made rifle with 14 rounds was recovered fromhim. On search of the aren. 26 Kgs. of heroin worthRupees one crore and thirty lakhs was also recovered-

In this incident, Shri Mukesh Kumar, Constable displavedconspicuous gallantry, courage and devotion to dirty of ahigh order.

Statement of services for which the decoration hnx beenawarded

On the late evening of the 14th February, 1984, InspectorNathi La| Sharma of Police Station Gohad, received in-formation that a notorious dacoil gang of Ramsiya Kachhiwas present in an "arhar" field near village Baghora-Bhaghrai to commit a sensational crime in the nearbvvillage. Inspector Sharma at that (jmc had four armedmen with him and collected four mure from the nearbvoutpost of Jhankri. He also left a message with seniorofficers for reinforcement. He encircled the '.irh;ir' fieldwith the available force and he himself took position onthe most probable escape route facing the ravines. Thesearch started in the early tours of 15th February, 1984The gung by that time scattered after a volley of fireInsipctor Sharma, who had taken position on ti one-mantrack emerging from the 'amar field1, wa.s spotted by theleader of the gang who was coming close to the edge ofthe field. The gang leader immediately fired at him froma close range, hut fortunately Shri Sharma escaped and he

reached swiftly and gunned down the gang leader, whocarried a icwaid of Rs. 5,000/- on his head, The otherfour dacoits escaped into the ravines ftom different sidestaking advantage of the thin Police cordon.

In, this encounter, Shri Natthi Lai Sharma, Cirde Inspector,displayed conspicuous gallantry, couinge and devotion toduty of a high order.

This award is made for gallantry under rule 4 (i) of thorules: governing the award of the Police Medal and conse-quently carries with it the special allowance admissibleunder rule 5, with effect from 14th February, 1984,

Statement of services fur which the decoration has beenawarded

On the 11lh Tune, 1084, at 20.20 hours, Supdt. of Police,Panna informed Supdt. of Police, Chhatarpur that about75 Army misguided persons, armed with SLRs, Sten Gunsand LMGs, have left for Chhatarpur in bus No. URZ 1825.Shri G. D. S. Bhadoria, Inspector, Kotwali Chhatarpur, wasasked by the Supdt. of Police, Chhatarpur to be at PannaBarrier alongwith some force to check and interrogate theoncoming deserters from Panna. Though he was a heartpatient and the Doctor had advised him complete rest, heimmediately complied with the orders of the Supdt. ofPolice, This information was also passed on to the Armyauthorities. As the bus reached the barrier, the DeputySupdt. of Police (HQ), who was given task to trail thedeserters' bus at a, safe distance, jumped into tho vehicleand started his task. Shri Bhadoria sensing the importanceof the work also jumped into the trailing vehicle. Justbefore the Nowgong town, where the Army Officers werebriefed by the DSP (HQ) and when they askefl foi helpfrom the Police, Shri Bhadoriu volunteered himself andjumped into the Army Jongn and stopped, the bus by firstgiving them warning and then firing in retaliation andpunctured the left front tyre of the bus. Tn the teeth ofheavy firing, he jumped from the left side door of thevehicle aiid 2nd I/C Major Das Gupta, jumped from theright hand side. Both of them took position and flredaccurate shorts which injured nine deserters. Due to the com-bined action of the army and Police, the deserters had tosurrender after a heavy exchange of fire. After the en-counter was over, on a search in the early morning, tho bodyof Inspector Bhadoria was found at the same place in a lyingposition. He died in action against the Army desertersprobably due to oxcessive physical and mental strain result-ing to heart failure.

In this encounter. Shri G. D. S- Bhadoria, Inspector of Policedisplayed conspicuous ftalluntry, courage and devotion toduty of a high Older.

RESOLUTION

No. 24-5/85-CA.IT.—The Government of India has decid-ed to reconstitute the Indian Cotton Development Council,constituted vide Resolution No. 10-4/76-C.A.II, dated the23rd August, 1977. The reconstituted Council will be com-posed as follows :—

Ill, MEMBERS

A. Members of Parliament

Three Members of Parliament (two from Lok Sabha andone from Rajyfl Sabha) to be nominated by the Departmentof Parliamentary Affairs.

B. Representatives of State Governments

One representative from each of the following State Gov-ernments in the Department of -Agriculture to be nominatedby the respective State Governments :—

2. Tho Council will be an advisory body and will havethe following functions :—

(i) To consider development programme in the Centraland State Sectors in respect of cotton, review pro-gress thereof from time to time, and recommendmeasures for increasing the production of cotton.

(ii) To consider problems relating to the production andmarketing of cotton and remunerative prices locotton growers and advise Government in thesematters;

(iii) To consider demands for different varieties of cot-ton in the domestic as well as export markets andadvise Government about necessary arrangementsfor meeting the said demands through suitabledevelopment programmes :

(iv) To consider the special needs of small and margi-nal farmers in respect of cotton production and sug-gest suitable measures for meeting the name;

(v) To facilitate coordination between Research andDevelopment programmes relating to cotton and toadvi:.c about the needs fur improvement in thequality and productivity of cotton; and

(vij To advise Government on such other connectedmatters as may be considered necessary from timeto time.

3. The Council will have the powers to set up StandingCommittee, Technical Committee and Ad-hoc Committee tolook into specific issues and to cooperate members such asrepresentatives of Agricultural Universities and other specialinterests as and when necessary, for specific purposes.

4. The Council will meet periodicnlJy in areas in whichcotton is grown and at important centres of trade and indus-try and will make recommendations to the Government ofIndia.

5. The Council will continue to function until it is abolish-ed by a Resolution of the Government. The term of the

Chairman and other non-official members of the Councilwould be three years from the date they are nominated onthe Council unless (his period is curtailed ot extended by aspecific order ol the Government of. India.

6, Those members of the Council who are nominated fromamong Members of the Parliament will cease to be the mem-bers of the Council us soon as they cease to be Members ofParliament.
