In addition to the regular bid for congregate meals, the Valley County Commissioners are soliciting bids for preparation of congregate meals and home delivered meals at the Senior Center in Glasgow. Meals could either be prepared on site or delivered to the Senior Center five days a week.

NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Valley County, Montana, will receive sealed written bids for congregate meals in Fort Peck, Nashua, Hinsdale, Opheim, and Glasgow, and home delivered meal bids for the elderly for July 1, 2020, to June 30, 2021. Meals served must be acceptable to the elderly consumer and meet 1/3 RDA. Meals will be served on days and times mutually agreed upon by the two parties. The following meal pattern is required:

Meat or meat alternative - 3 edible ouncesVegetables and Fruit – 3 servings

Vegetable serving = 1 cup leafy greens or ½ cup cookedFruit serving = ½ cup or 1 serving

Grains - 2 servings (whole grains: 100% whole wheat breads, pasta, brown rice)Milk or dairy equivalent - 1 servingCoffee or hot tea

The caterer is responsible for following all safety and sanitation regulations as established by the State of Montana. The caterer is responsible for paying all costs of food, supplies, labor, and other costs as necessary in providing the meals. Meals may be served on site or at another location. The location of meals served on site must be accessible to people with disabilities. Bids must be received in the courthouse by 5:00 p.m. on Tuesday, May 5, 2020. Bids will be opened at 10:00 a.m. on May 6, 2020. Special consideration for the home delivered meal bid will be given for the services of a dietician.

There were seven motor ve-hicle stops, 10 accidental/prank 911 calls, one report of barking/lost/loose dogs and four reports of loose livestock.

Monday, April 131132 – A female caller, who

wished to remain anonymous, reported being concerned about a male subject sitting near the ice machine at a business. She stated the subject appears to be home-less and is holding a sign stating he is hungry and he appears to be

cold. She is requesting an officer check on the subject. At 1146, an officer stated management doesn’t have a problem with him being there and he will leave if he is asked. The subject came in on the train and is planning on leaving on the train today.

1616 – A caller read about five mule deer that were shot at the Galpin Church in Fort Peck. He wanted to speak with someone from Fish and Game because someone has been shooting his cows in case the two cases are

related. The caller was patched up with Fish and Game.

2038 – A caller hit a deer. She is not injured and her vehicle is still driveable however she doesn’t know the condition of the deer. Her vehicle is parked out of the driving lane and she has her emergency flashers on. Helena Highway Patrol was contacted and so was the Sheriff’s Office.

Tuesday, April 140905 – A caller was looking

for information about what to do about an abandoned car next to a

building. They are getting ready to demolish the building and was worried the car might get dam-aged. The caller has contacted the owner of the vehicle, but doesn’t think the vehicle will get moved. The caller was patched up with an officer to determine what options are available.

1238 – A male called in that he has approximately four acres of fire going on his property and needs a fire truck from Hinsdale

NOTICE OF CALL FOR BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk-Treasurer of Glasgow, Montana, until 5:00 p.m., May 4, 2020, for the purpose of securing the best inter-est rate for Repurchase Agreements for the City of Glasgow. It is estimated that the City will maintain funds in the Repurchase investment within a range of $250,000.00 to $9,500,000.00.

The City of Glasgow will make deposits on a daily basis. All City warrants would be cleared through the bank with the successful bid. The bank will deduct for all warrants and checks clear-ing that day and the excess money will be invested into a day to day agreement to repurchase securities sold to the City at a daily interest rate stated by the successful proposal. The City will furnish its own checks and warrants and will require a daily bank statement.

The bank will pay an interest rate, as established in your bid, upon a daily balance of funds in the investment account at noon each day. This balance is all to be considered collected funds. The rate of interest bid is to be tied to the rate established at the weekly auction on the U.S. Treasury Bills 26-week maturities, which could vary from week to week. The interest rate bid would be effective from Tuesday noon of one week through Tuesday noon of the following week and be paid to the investment account each Tuesday.

The bid will be for a one year period (1) period beginning June 1, 2020, and ending May 31, 2021. Wokal Field / Glasgow-Valley County Airport is soliciting statements of qualifications and experience (SOQ) to be used in selecting a Principal Consultant to provide Aviation Planning Services for Wokal Field. Services are outlined in FAA Advisory Circular 150/5100-14E, Change 1, SECTION 1.4.1 (PLANNING) for the following projects:

1. Master Plan2. Capital Improvement Planning3. Environmental Studies and Environmental Assessment for Taxiway Realignment

The work may be accomplished during the course of multiple grants. All parties are advised that some of the services may not be required and that the Sponsor reserves the right to initi-ate additional procurement action for any of the services included in the initial procurement.

If more than one party is selected, the expected projects to be performed by each party will be defined, together with the statement of work and the required services, at the time of the procurement action. The Sponsor will provide notification to each firm of the projects they are being awarded.

Selection criteria contained in the FAA Advisory Circular 150/5100-14E, will be applied with the following numerical rating factors assigned:

Firm consulting fees will be negotiated, utilizing an independent cost estimate as necessary, for the services to be performed under an FAA grant as approved by the FAA. This contract is subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of Department of transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation). DBE firms are encouraged to submit. Wokal Field / Glasgow-Valley County Airport - REQUEST FOR QUALIFICATIONS

Wokal Field / Glasgow-Valley County Airport is soliciting statements of qualifications and experience (SOQ) to be used in selecting a Principal Consultant to provide Engineering Services for airport development for Wokal Field. Services are outlined in FAA Advisory Circular 150/5100-14E, Change 1, SECTION 1.4.2 (DEVELOPMENT) for the following project(s):

1. Taxiway C Realignment and Construction2. Taxiway C Lighting3. Runway 12/30 Pavement Maintenance4. Pavement Maintenance on all airside pavements5. Acquire Snow Removal Equipment6. Airport Runway Lighting Electrical System and Vault7. Airport windcone replacement

The work may be accomplished during the course of multiple grants. All parties are advised that some of the services may not be required and that the Sponsor reserves the right to initi-ate additional procurement action for any of the services included in the initial procurement.

If more than one party is selected, the expected projects to be performed by each party will be defined, together with the statement of work and the required services, at the time of the procurement action. The Sponsor will provide notification to each firm of the projects they are being awarded.

Selection criteria contained in the FAA Advisory Circular 150/5100-14E, will be applied with the following numerical rating factors assigned:

Capability to perform all or most aspects of the project and recent experience in airport projects comparable to the proposed tasks. 30

Key personnel’s professional qualifications and experience and availability for the proposed project; their reputation and professional integrity and compe- 25tence; and their knowledge of FAA regulations, policies, and procedures.

Quality of projects previously undertaken and capability to complete projects without having major cost escalations or overruns 20

Capability of a branch office that will do the work to perform independently of the home office, or conversely, its capability to obtain necessary support from the home office. The use of geographic location may be a selection 20criteria provided its application leaves an appropriate number of qualified firms, given the nature and size of the project, to compete for the contract

Understanding of the project’s potential challenges and the Sponsor’s special concerns. 30

Degree of interest shown in undertaking the project and their familiarity with and proximity to the geographic location of the project. 20

Capability to incorporate and blend aesthetic and architectural concepts with the project design while accomplishing the basic requirements that 15transportation facilities be functional, safe, and efficient.

In meeting the Disadvantaged Business Enterprise (DBE) contract goal, evidence documenting that the consultant met the DBE goal, or by 15documenting that it made adequate good faith efforts to meet the DBE goal. (See 49 CFR, § 26.53)

Upon review of the submitted material, Wokal Field/Glasgow-Valley County may select a consultant based on the submitted material or reduce the list of applicants to approximately three (3) for oral presentation. A detailed scope of work will be developed with the selected consultant. Firm consulting fees will be negotiated, utilizing an independent cost estimate as necessary, for the services to be performed under an FAA grant as approved by the FAA. This contract is subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of Department of transportation Regulations 49 CFR Part 26 (Disadvantaged Business Enterprise Participation). DBE firms are encouraged to submit. To be considered for these services, please provide three (3) copies, plus one (1) unbound copy of a Statement of Qualification (SOQ) no later than 5:00 p.m. on or before May 12, 2020. AYERS BAR, LLC. (Matthew Ayers, Owner(s)) has applied to transfer Montana All-Alcoholic Beverages License No. 17-201-6965-001 to be operated at DAD’S BAR, 216 Main St, Wolf Point, Roosevelt County. The public may protest this license transfer in accordance with the law.

Who can protest this transfer? Protests will be accepted from residents of the county of the proposed location Roosevelt County, residents of adjoining Montana counties, and residents of adjoining counties in another state if the criteria in 16-4-207(4)(d), Montana Code Annotated (MCA), are met.

What information must be included? Protest letters must be legible and contain (1) the protestor’s full name, mailing address, and street address; (2) the license number 17-201-6965-001 and the applicant’s name AYERS BAR, LLC.; (3) an indication that the letter is intended as a protest; (4) a description of the grounds for protesting; and (5) the protestor’s signature. A letter with multiple signatures will be considered one protest letter.

What are valid protest grounds? The protest may be based on the applicant’s qualifications listed in 16-4-401, MCA, or the grounds for denial of an application in 16-4-405, MCA. Examples of valid protest grounds include: (1) the applicant is unlikely to operate the establishment in compliance with the law; (2) the proposed location cannot be properly policed by local authori-ties; and (3) the welfare of the people in the vicinity of the proposed location will be adversely and seriously affected.

How are protests submitted? Protests must be postmarked to the Department of Rev-enue, Office of Dispute Resolution, P.O. Box 5805, Helena, Montana 59604-5805 on or before May 9, 2020.

What happens if the transfer is protested? Depending on the number of protests and the protest grounds, a public hearing will be held in Helena or Wolf Point. All valid protestors will be notified of the hearing’s time, date and location. Hearings typically are scheduled within 90 days. A protester’s hearing testimony is limited to the grounds in the protester’s letter. Follow-ing the hearing, the Department of Revenue will notify the public whether the license transfer is approved or denied.

Notice of June 2, 2020 Primary Mail Ballot Election; Notice of Close of Regular Voter Registration and Option for Late Registration

Notice is hereby given that in Valley County on June 2, 2020, a Primary nominating election will be held for the purpose of nominating federal, state, and county candidates for the November 3, 2020 general election ballot.

The election will be conducted by mail ballot. All active and inactive electors of Valley County are entitled to vote in the election.

Ballots will be mailed to active electors only beginning on May 8, 2020. If you do not receive a ballot, contact the elections office at 406-228-6220 for instructions on how to register or update your registration to receive a ballot.

No polling places will be open on election day. In-person registration, voting and ballot drop-off is available at the county elections office located in the Valley County Courthouse 501 Court Square #2, Glasgow, MT.

Regular* registration for the election will close at 5:00 p.m. on Tuesday, May 26, 2020. Citizens are encouraged to register by mail before this deadline, vote their mail ballot

from home, and return their voted ballot by mail one week prior to election day. Register-ing and voting by mail from home helps limit in-person registration and voting crowds to prevent the spread of coronavirus. Postage is pre-paid on mail ballot return envelopes.

to respond before it gets out of hand. He stated he doesn’t need a full crew, just a truck to contain the fire. At 1255, the male called and stated the fire truck is on scene and the fire is contained.

Wednesday, April 150930 – A deputy advised he

came upon an accident and noted another vehicle has pulled up too but it’s unknown if they are involved with the accident or not. Deputy requesting MHP to the location. It was reported the ac-cident appears to have happened sometime maybe early in the morning. At 1132, it was reported the owner of the vehicle arrived and they are getting the vehicle moved.

1554 – A female advised that her husband received an email stating that there were charges on his Amazon card, and she stated they did not make the charges. Her husband is on the phone and was instructed to send someone a Target card for $500 and he did that, now they are asking for more money. Dispatch advised the caller that her husband needs to hang up and not give them any of their information. The caller was advised an officer will make contact.

1800 – A male called and requested phone numbers for the locksmiths as he locked his keys in his vehicle.

Thursday, April 160501 – A female reported

a burglar alarm and the alarm showed all doors. The key-holder was contacted and is on her way. An officer arrived at 0511 and reported all doors and everything is secure, however will remain on scene until key-holder arrives.

1650 – A caller would like to get an inspection on a boat trailer.

1808 – An officer is out at

Tire Rama with a vehicle that is facing the wrong way and has hazards on.

1952 – Roosevelt 911 dis-patch transferred a call stating the subject is in Valley County. The subject got on the line stat-ing he has a flat tire and his jack broke. He is on the side of the road but doesn’t know the mile marker however believes he is about 35 miles east of Glasgow. It was determined the subject is in Roosevelt County and an officer is en-route.

2052 – A pilot from Stat Air ambulance stated when they were coming in, someone was point-ing a laser at them. The incident occurred less than 4 minutes ago and it is a federal offense. The pilot doesn’t need an officer to call them back but requested that if they find the suspects that they give them a good talking to. At 2118, an officer advised they spotted the laser and the child with the laser was talked to.

Friday, April 171050 – A female reported

one of the units is on fire in the apartment building. She doesn’t believe the residents of the apart-ment are home, but they did get a dog out of the unit. No active flames are seen but there is smoke billowing out of the unit. Officer, fire, EMS, Northwestern Energy and MDU were all contacted.

1131 – A male reported a small building across from the East Side School has water coming out of the doors. He believes the building is owned by the Water department.

1410 – A male called in to re-port he found two dead eagles on his walk today. He believes they were either poisoned or shot. Fish and Game was notified.

2032 – A female called in stating she was on her way to run her dogs at Sullivan Park and two dogs ran out in front of her vehicle. The dogs have scratched

her vehicle. She stated a woman with a walker came out and really couldn’t get control of the dogs either. At 2133, an officer advised they talked to the female and took pictures.

Saturday, April 181811 – A male reported water

pouring out of the manhole cover. The City Water Department was contacted and they will check it out.

2059 – A male called in stating his daughter went int the ditch and there are no injuries. He stated they would like Thomp-son’s to come get the vehicle out of the ditch. MHP dispatch was contacted.

2229 – A female reported on her way into work she saw what appeared to be a green flare com-ing from the east. She stated it reminder her of a roman candle.

2355 – A female called to find out what the charges were on an offender’s warrant. She was provided the information.

Sunday, April 191207 – A reporting party called

in wanting to be patched up with FWP. He was out checking min-now traps and came across a bald eagle that he believes was shot. The caller was transferred to Fish and Game.

2317 – A deputy radioed he and another deputy will be assisting a SUV. At 2320, the deputy advised the SUV was an unmarked border patrol.

2341 – A female called and stated she received a medical alert from a client. She said she has been unable to reach the cli-ent by phone or by voice and is requesting an interior/exterior check. The female provided the location of the lock box and the code while also stating medical information can be found on the refrigerator. At 2352, an officer advised he made contact with the client and he is fine. The alarm was accidental.

Attorney General Fox Seeks Nominations for Crime Victim Advocate Award

Montana Attorney General Tim Fox has announced he’s seeking nominations for his agency’s annual Matthew Dale Outstanding Advocate of the Year Award. Any Montanan working with crime victims is eligible, in-cluding law enforcement person-nel, domestic violence advocates, shelter staff, probation and parole officers, first responders, SANE nurses, judges, attorneys, and volunteers.

The call for nominations co-incided with National Crime Vic-tims’ Rights Week (NCVRW), April 19-25, which celebrates the progress made by survivors of crime and highlights the efforts of individuals across the country who work toward making vic-tim services accessible for all. “During this time of quarantine,

the concerns about an increase in domestic violence are obvi-ous -- anxiety over job loss and financial uncertainty, isolation from the outside world, and con-finement for extended periods of time,” Attorney General Tim Fox said. “But law enforcement, advocates, judges, and count-less dedicated others are putting their health at risk to assist these victims, because the need to help isn’t going away. Now more than ever, we want to recognize and honor these often unsung heroes,” Fox added.

Since 1993, the Outstanding Crime Victim Advocate Award has been coordinated by the At-torney General’s Office of Victim Services. The award is named in memory of Matt Dale, who directed the Montana Department of Justice’s Office of Consumer Protection and Victim Services

for 17 years. Through Matt’s leadership, Montana instituted policies and programs to protect victims of domestic violence and prevent intimate partner homi-cides, including those in Indian Country. Over the course of his career, Matt became a national expert on the topic of domestic violence and travelled across the country speaking about Mon-tana’s Fatality Review Commis-sion, its Native American Fatality Review Team, and the work done by both groups. The award was named in Matt’s honor after his death in 2018.

A whopping 1 million pages of Montana’s newspapers, and the stories they carried about lives, deaths and everything in between, are now available with the click of a few computer keys through a Montana Historical Society project.

The Digitized Montana News-papers project involves two free online resources that allows the public to search newspapers dat-ing back to 1864. These titles come from 76 communities rep-resenting 46 of the 56 Montana counties. Digital Projects Librar-ian Natasha Hollenbach said newspapers are one of the most used collections at the Montana Historical Society, which is why the organization started digitiz-ing them in 2009 through a grant from the National Endowment for the Humanities.

Through that program known as Chronicling America, more than 314,700 pages from at least 92 Montana newspapers from 1864 to 1963 can be found online. The second resource is Montana Newspapers, which is a searchable database containing

more than 685,000 pages from 114 Montana towns, counties, schools and tribal newspapers dated 1873 to 2018. The newspa-pers on the two sites don’t over-lap and Hollenbach noted that the Montana Historical Society continues to add content to both.

“Digitized newspapers have greater value as more titles are included, which is what makes Chronicling America and Mon-tana Newspapers such important resources for a wide range of people,” Hollenbach said. “The MHS newspaper collection is pri-marily microfilm, which often is challenging to work with. Having material online provides access for people who might not oth-erwise have been able to access the collection due to travel costs.

“Previously, researchers had to know the date and location of an event to find an article, or they had to spend days looking page by page on microfilm. Now they can search more than one million pages from Montana newspapers and find things they never would have known to look for.”

Molly Kruckenberg, program manager of the MHS Research Center, noted that newspapers are

an incredible source for research-ers, genealogists, students, com-munities, and anyone else who wants to look at the past. With the 1 million-page milestone, people can easily search to find coverage of events in different newspapers.

“Instead of spending days on microfilm looking at only one paper, people can look at cover-age in various newspapers with just a few searches that would have taken months on microfilm, if it could have been done at all,” Kruckenberg said. “Newspapers were the social media of their time.”

Montana Newspapers’ content selection is based on a geographi-cal town or county, while Chroni-cling America focuses on a theme or topic. For example, content from after 1922 was digitalized on Chronicling America with an eye on the boom and bust cycles in mining, logging, agriculture and the oil industry.
