PRESIDENT OF RUSSIA DMITRY MEDVEDEV: Citizens of Russia,
I address you today in connection with the situation concerning the NATO countries’ missile defence system in Europe.
Russia’s relations with the USA and NATO in the missile defence area have a long and complicated history. I remember that when US President Barack Obama revised his predecessor’s plans to build a missile defence system in Europe in September 2009, we welcomed this as a positive step.
This decision paved the way to our being able to conclude the important New START Treaty which was signed not too long ago and which clearly states the intrinsic link between strategic offensive weapons and missile defence. Let me state that again, this was a major achievement.
Subsequently, however, the USA began carrying out a new missile defence plan that foresaw the creation of a missile defence system in stages. This specifically raises concerns in Russia. It would eventually see the deployment of US missiles and military capability in close proximity to Russia’s borders and in the neighbouring waters.
At the NATO-Russia Council summit in Lisbon a year ago, I proposed developing a joint sector-based missile defence system in Europe where every country would be responsible for a particular sector.
Furthermore, we were ready to discuss additional modifications to the system, taking into account our NATO partners’ views. Our only goal was to preserve the basic principle that Europe does not need new dividing lines, but rather, a common security perimeter with Russia’s equal and legally enshrined participation.
It is my conviction that this approach would create unique opportunities for Russia and NATO to build a genuine strategic partnership. We are to replace the friction and confrontation in our relations with the principles of equality, indivisible security, mutual trust, and predictability.
Regrettably, the USA and other NATO partners have not showed enough willingness to move in this direction. Rather than showing themselves willing to hear and understand our concerns over the European missile defence system at this stage, they simply repeat that these plans are not directed against Russia and that there is no point for us to be concerned. That is the position of the executive authorities, but legislators in some countries openly state, the whole system is against Russia.
But our requests that they set this out on paper in the form of clear legal obligations are firmly rejected. We do hold a reasonable position. We are willing to discuss the status and content of these obligations, but our colleagues should understand that these obligations must have substance and not be just empty words. They must be worded not as promises and reassurances, but as specific military-technical criteria that will enable Russia to judge to what extent US and NATO action in the missile defence area correspond to their declarations and steps, whether our interests are being impinged on, and to what extent the strategic nuclear balance is still intact. This is the foundation of the present-day security.
We will not agree to take part in a programme that in a short while, in some 6 to 8 years’ time could weaken our nuclear deterrent capability. The European missile defence programme is already underway and work on it is, regrettably, moving rapidly in Poland, Turkey, Romania, and Spain. We find ourselves facing a fait accompli.
Of course we will continue the dialogue with the USA and NATO on this issue. I agreed on this with US President Barack Obama when we met recently, and on that occasion again stated our concerns very clearly. There is still time to reach an understanding. Russia has the political will to reach the agreements needed in this area, agreements that would open a new chapter in our relations with the USA and NATO.
If our partners show an honest and responsible attitude towards taking into account Russia’s legitimate security interests, I am sure we can
come to an agreement. But if we are asked to ‘cooperate’ or in fact act against our own interests it will be difficult to establish common ground. In such a case we would be forced to take a different response. We will decide our actions in accordance with the actual developments in events at each stage of the missile defence programme’s implementation.
In this connection, I have made the following decisions:
First, I am instructing the Defence Ministry to immediately put the missile attack early warning radar station in Kaliningrad on combat alert.
Second, protective cover of Russia’s strategic nuclear weapons will be reinforced as a priority
measure under the programme to develop our air and space defences.
Third, the new strategic ballistic missiles commissioned by the Strategic Missile Forces and the Navy will be equipped with advanced missile defence penetration systems and new highly-effective warheads.
Fourth, I have instructed the Armed Forces to draw up measures for disabling missile defence system data and guidance systems if need be. These measures
will be adequate, effective, and low-cost.
Fifth, if the above measures prove insufficient, the Russian Federation will deploy modern offensive weapon systems in the west and south of
the country, ensuring our ability to take out any part of the US missile defence system in Europe. One step in this process will be to deploy Iskander missiles in Kaliningrad Region.
Other measures to counter the European missile defence system will be drawn up and implemented as necessary.
Furthermore,
If the situation continues to develop not to Russia’s favour, we reserve the right to discontinue further disarmament and arms control measures.
Besides, given the intrinsic link between strategic offensive and defensive arms, conditions for our withdrawal from the New START Treaty could also arise, and this option is enshrined in the treaty.
But let me stress the point that we are not closing the door on continued dialogue with the USA and NATO on missile defence and on practical cooperation in this area. We are ready for that.
However, this can be achieved only through establishing a clear legal base for cooperation that would guarantee that our legitimate interests and concerns are taken into account. We are open to a dialogue and we hope for a reasonable and constructive approach from our Western partners.

Earlier today, we presented the latest developments in the escalating
possibility of an imminent air (and potentially land) campaign targeting
Syria by the "western world", a move that would infuriate not only Iran,
but also Russia and China, both of which have made it clear they
would not sit idly by and let such an "aggression" stand. Now it is
Russia's turn to retaliate. Cutting straight to the chase - in a nationally
televized appearance by Russian president Dmitry Medvedev: in
response to what the Russian believes is an active incursion and a
potential act of eventual aggression on behalf of NATO countries in
Eastern Europe (and hence the US), he he said the following (7
minutes in):

open to dialog. However, if Obama merely intends to bomb any nation
at will, we are very much concerned that everything Medvedev has just
threatened will be enacted. And exponentially more so when Putin
comes back in charge. One thing is certain - Russia is not North Korea,
and taking this speech for more empty jawboning is probably not the
wisest option.

BEIRUT - The U.S. Embassy in Damascus urged its citizens in Syria to
depart "immediately," and Turkey's foreign ministry urged Turkish
pilgrims to opt for flights to return home from Saudi Arabia to avoid
traveling through Syria.
"The U.S. Embassy continues to urge U.S. citizens in Syria to depart immediately while commercial transportation is available," said a statement issued to the American community in Syria Wednesday and posted on the Embassy's website. "The number of airlines serving Syria has decreased significantly since the summer, while many of those airlines remaining have reduced their number of flights."
The warning followed an announcement in Washington this week that Ambassador Robert Ford would not return to Syria this month as planned, indicating concerns over his safety.
The Obama administration quietly pulled Ford out of Syria last month, citing credible personal threats against him.
The Turkish foreign ministry on Wednesday urged Turkish pilgrims to opt for flights to return home from Saudi Arabia and avoid traveling through Syria for security reasons.
The warning came two days after Syrian soldiers opened fire on at least two buses carrying Turkish citizens, witnesses and officials said, apparent retaliation for Turkey's criticism of Assad. The Turks were returning from Saudi Arabia after performing the annual Muslim pilgrimage to Mecca in Saudi Arabia.
Meanwhile, Syrian security carried out raids in rebellious areas in the center and the south of the country Wednesday, and at least six people died, raising the death toll in the past two days to 34, activists said, as the U.S. and Turkey took unusual steps to protect their citizens.
Syrian President Bashar Assad was under increasing international pressure to stop the brutal crackdown, but no effects were apparent on the ground.
Activists and human rights groups said at least six people died in central and southern Syria on Wednesday, some during raids by Syrian security forces, and others who died of injuries sustained earlier.
Wednesday's casualties raised to 34 the number of Syrians killed in the past 24 hours.
Two main activist groups, the British-based Syrian Observatory for Human Rights and the Local Coordinating Committees, documented the deaths, which were reported Tuesday in the central cities of Hama and Homs, the eastern city of Deir el-Zour and elsewhere.
The violence came a day ahead of Arab League talks in Cairo to assess the Syria crisis after the 22-member organization rejected proposed Syrian amendments to its plan to send Arab observers to Syria to protect civilians.
The Arab League suspended Syria's membership over the bloodshed and Syria's failure to abide by an Arab peace plan it signed.
A key U.N. committee voted Tuesday to condemn human rights violations by Assad's government and called for an immediate end to all violence. Nearly 4,000 people have been reported killed in the military crackdown on the popular uprising since March.
The nonbinding resolution adopted by the General Assembly's human rights committee calls on Syrian authorities to implement the Arab League peace plan, agreed to earlier this month, "without further delay."
The resolution, sponsored by Britain, France and Germany, was passed by a vote of 122-13 with 41 abstentions. It must now be approved at a plenary session of the 193-member world body, where its adoption is virtually certain.
U.S. Ambassador Susan Rice said in a statement that the committee's first-ever resolution on Syria's human rights violations "has sent a clear message that it does not accept abuse and death as a legitimate path to retaining power."
Syria's U.N. Ambassador Bashar Jaafari again accused Britain, France and Germany of "waging a media, political and diplomatic war against Syria" and encouraging armed groups to engage in violence rather than national dialogue with the government.

We now know what those six Russian warships that reportedly entered
Syrian territorial waters last week were carrying. Aside from
representing a show of strength to discourage NATO powers from
launching a military attack, on board were Russian technical experts
ready to help Damascus set up a sophisticated missile defense system
sold to them by Moscow.
“Russian warships that have reached waters off Syria in recent days were carrying, among other things, Russian technical advisors who will help the Syrians set up an array of S-300 missiles Damascus has received in recent weeks, a report in the London-based Arabic language Al Quds-Al Arabi said Thursday. Citing sources in Syria and Russia, the paper said that Moscow sees a Western attack on Syria as a “red line” that it will not tolerate,” reports Arutz Sheva.
The S-300 missiles, which according to the report will be used to “deflect a possible attack by NATO or the U.S. and EU,” are long range surface-to-air missiles developed by Russia in 1979 for the purpose of protecting large industrial and military bases from enemy attack aircraft and cruise missiles.
The system is widely regarded as one of the most powerful anti-aircraft arrays in modern warfare, having the ability to track up to 100 targets and engage 12 at any one time. Russia recently tried to sell the same system to Iran but the transaction was halted after pressure from the U.S. and Israel.
Arming Syria with such a proficient means of aerial defense would obviously not bode well for any prospective “no fly zone” being planned by western powers. Reports have been circulating this week that fighter jets from Turkey and other Arab states would soon enter Syrian airspace under “humanitarian” pretenses with logistical aid from the United States.
“Along with the missiles, the report says that Russia has installed advanced radar systems in all key Syrian military and industrial installations. The radar system also covers areas north and south of Syria, where it will be able to detect movement of troops or aircraft towards the Syrian border. The radar targets include much of Israel, as well as the Incirlik military base in Turkey, which is used by NATO,” states the report.
French foreign minister Alain Juppé yesterday assured Syrian opposition forces that NATO powers are planning to launch a military intervention by imposing “humanitarian corridors or humanitarian zones” in the name of protecting civilians from the alleged abuses of the al-Assad regime.
The prospect of air strikes being launched under a “humanitarian” banner are seen as increasingly likely given the fact that the aircraft carrier George H.W. Bush has been moved to the Syrian coast in recent days having left its traditional theater of operations just off the Straits of Hormuz.
Tensions also escalated yesterday after the U.S. Embassy in Damascus urged its citizens to leave Syria “immediately,” while Turkey’s foreign ministry told its citizens to avoid traveling through the country on their return home from Saudi Arabia.
As we have previously noted, attacking Syria could merely be an entrée for an assault on Iran because Tehran has promised to defend its ally.

Despite the mounting opposition in the West and even in the Arab world against Syrian dictator Bashar al-Assad for his assaults on
protesters seeking to unseat him as leader of the country, Russia maintains its support for Assad, the report said. Russian and Syria military officials are working together to maintain Assad's rule, and to deflect a possible attack by NATO or the U.S and EU.
Along with the missiles, the report says that Russia has installed advanced radar systems in all key Syrian military and industrial installations. The radar system also covers areas north and south of Syria, where it will be able to detect movement of troops or aircrafttowards the Syrian border. The radar targets include much of Israel, as well as the Incirlik military base in Turkey, which is used by NATO.
The S-300 system is regarded as one of the most potent anti-aircraft missile systems available. The system's radar is able to simultaneously track up to 100 targets while engaging up to 12. Deployment time for the S-300 is five minutes, and they have a very long life span, with no maintenance needed.
Russia had attempted to sell the system to Iran, but that sale was cancelled due to pressure by the U.S. and Israel, with Russia returning Iran's deposit. According to the report, the Iranians paid for Syria's S-300 missile system. It is not known if some of the missiles have reached Iran as well.
