The Committee conducted two meetings in August of 2016. The first meeting took place on Monday, August 22, 2016 at the Cleaone Henrietta Creque Legislative Conference Room on St. John, where Committee mem- bers received an update on the reasons for limited St. Thom- as / St. John barge service and its impact on St. John resi- dents, businesses and the overall economy of St. John. The second meeting was held on Tuesday, August 23, 2016 at the Frits E. Lawaetz Legislative Conference Room on St. Croix, where Committee members considered Bill No. 31-0049—relating to mo- tor vehicles liability policies, providing for reduction in automobile insurance premiums for drivers 50 years of age and older who com- plete an approved accident prevention course, Bill No. 31-0132requiring insurance carriers to provide liability insurance data to the Virgin Islands Bureau of Mo- tor Vehicles and for the Bu- reau to establish a motor ve- hicle liability insurance data- base, Bill No. 31-0329requiring that the Department of Sports, Parks and Recrea- tion submit to the Legislature a listing of all vendor spaces and Bill No. 31-0173—extending buri- al death benefits to veterans who were domiciled outside of the Vir- gin Islands at their time of death. Bill No. 31-0329 was amended and forwarded to the Committee on Rules and Judiciary. Bill Nos. 31-0049, 31-0132 and 31-0173 were held in Committee for amendments. The Committee is scheduled to meet next on Wednesday, Septem- ber 21, 2016 in the Earle B. Ottley Legislative Hall on St. Thom- as to consider assigned bills. We have been creating legislation, hosting committee and town meet- ings, participating in governmental and community events and advo- cating for the residents of the territory. As the term continues, I plan to focus on assisted living facilities, senior living communities, youth learn-to-swim education and other education, health, public safety and economic stimulus legislation. I am truly grateful to live in this community and feel privileged to serve my fellow Virgin Islanders as your senator. Let us all work together to make this territory a better place for all who live here and visit our shores. Thank you for your vote of confidence!

As chairman of the Committee on Government Services, Consumer

and Veterans Affairs I have focused most of my energies on

addressing matters that fall under my Committee’s jurisdiction.

Events and Meetings

Senator Justin Harrigan, Sr. participated in several meetings and

community events. Below are a few of the activities:

June: He attended a Flag Day Service and Flag Retirement

Ceremony at American Le-

gion Post No. 90. Additional-

ly, Harrigan’s office held a

flag drive to collect unservice-

able flags for retirement. Fur-

ther, the senator spoke with

7th grade students at the Addelita Cancryn Junior High School

about U.S. flag history and etiquette in commemoration of National

Flag Day. The senator also, at-

tended a town hall meeting on

Water Island hosted by the V.I.

Department of Licensing and

Consumer Affairs to discuss a

nightclub license request.

July: The senator viewed the unveiling of new equipment at the

Rudolph Shulterbrandt Agriculture Complex on St. Croix. With

funds appropriated from Act

No. 7751, which the Senator

supported, the Department of

Agriculture was able to pur-

chase a 2017 Mack water

truck, a new hay baler and

several accessories. These

items will be used to reacti-

vate a hay field. Farmers in the territory will be able to benefit from

locally produced hay.

August: Harr igan attended and represented the 31st Legisla-

ture of the Virgin Islands at the National Con-

ference of State Legislatures 2016 Summit in

Chicago, Illinois. There, he participated as a

voting member of two standing committees;

the Health and Human Services Committee and

the Communications, Financial Services and

Interstate Commerce Committee. The senator also participated in

the unveiling of the Employer Support of the Guard and Reserve’s

banner at the Cyril E. King

Airport on St. Thomas. The

banner honors veterans and

those who have served in

the Armed Forces and

thanks them for their service

to our nation.

The Office of Senator Justin Harrigan, Sr. sponsored 16 students

with the Legislature’s Summer Youth Employment Program. The

program ran for six weeks and employed high school and college

students. Students were placed as interns at various businesses and

agencies throughout the territory based on their personal interests.

The following students were chosen to participate in this year's pro-

The Office of Senator Justin Harrigan, Sr. has been working with

various government departments and agencies to address everyday

concerns of Virgin Islands residents. Actions taken are listed be-

low:

In response to safety concerns, Senator Harrigan contacted the V.I.

Water and Power Authority to

remove a leaning pole on Nye

Gade. The pole, a potential

hazard, was removed and re-

placed promptly.

On August 11th, Senator Har-

rigan communicated with the V.I. Waste Management Authority

due to the added volume of trash at the

Addelita Cancryn bin site, along with in-

creased odor, rodents and loose trash near

the school and residential area. He called for

the reopening of the Black Point Hill site to

serve west end residents as there are no near-

by dwellings or facilities at that location. As

of August 20th, the bin site has been reopened.

Additionally, in speaking with Commissioner Gustav James, V.I.

Department of Public Works, the sena-

tor requested continuation of the Long

Path street paving project and roadside

maintenance of the Estate Mariendahl

area. Both of which have been com-

pleted.

The senator’s office also assisted individual constituents with per-

sonal concerns including matters regarding health, housing, public

safety, veterans and consumer services.
